CALL MEETING TO ORDER The meeting of the Kings County Association of Governments (KCAG) was called to order by Joe Neves, Chairperson, at 5:00 p.m., on February 28, 2018 in the Board of Supervisors Chambers, Administration Building, Kings County Government Center, 1400 W. II. KCAG TRANSPORTATION POLICY COMMITTEE A. General Transportation Items

1. FY 2018-19 Transportation Development Act Estimates

Teresa Nickell explained KCAG’s process in administering Transportation Development Act (TDA) funds available to Kings County and reported that the Kings County Auditor provided the FY 2018-19 Local Transportation Fund (LTF) estimate of $4,100,000 for the KCAG member agencies and that based on the current State budget, there will be $1,108,186 in State Transit Assistance (STA) funds allocated to Kings County in FY 2018-19. The apportionment to each claimant is based on the latest Department of Finance population estimates. The claims and other required documentation from the claimants must be returned to KCAG by April 1st of each year and before funds can be allocated for street and road purposes, a public hearing must be conducted by each of the agencies. Commissioner Verboon inquired if Commissioner Brown’s inquiry regarding “an allocation” in a previous meeting was the same. Commissioner Neves replied in the affirmative. Terri King further explained the apportionment formula and claims for the use of their share of LTF.

2. Draft KCAG Policy for Government to Government Consultation with Federally Recognized Native American Tribal Governments Terri King stated that as a Metropolitan Planning Organization, the Federal Highway Administration requires KCAG to consult with Federally Recognized Native American Tribal Governments. One of which in Kings County is the Tachi Yokut Tribe. The Tachi Yokut Tribe is a member of the KCAG Technical Advisory Group, and as such is involved in our transportation planning process. However, Federal law requires KCAG to have a formal document for the consultation process, so KCAG staff has prepared a consultation document utilizing a Caltrans template. This document is on page 13 of the agenda package. The main documents they need consultation with are the Regional Transportation Plan and Federal Transportation Improvement Program, which KCAG is in the process of developing. The draft policy has been mailed to the tribe for their review and comment and KCAG has not yet received any comments. Commissioner Neves asked if Legal Council has reviewed the process for accuracy. Legal Council replied in the affirmative. Terri King added that KCAG already follows legal requirements. However, this document presents the process in written form. It is the Tachi Yokut Tribe’s decision to respond or not. A motion was made and seconded (Verboon / Ayers) to approve the KCAG Policy for Government-to-Government Consultation with Federally Recognized Native American Tribal Governments with the adoption of Resolution No. 18-01. 3. Draft FY 2018-19 Overall Work Program and Budget Terri King reported that each year KCAG is required to prepare and submit a Draft Overall Work Program (OWP) to Caltrans by March 1. Staff has prepared the draft FY 2018-19 OWP and budget and is included in the agenda packet as an attachment. KCAG is seeking ways to assist the local agencies with projects and spend down the available federal planning funds. Some of these projects include the KART Transit Site Selection Study, Regional Active Transportation Plan, Electrical Vehicle Readiness Plan, Regional Corridor Needs Study, Transit Asset Management Plan, Transportation Performance Measures, and Corcoran Fixed Route Study. All of these are funded with Federal Planning Funds, which is matched with Toll-Credits, Planning Programming and Monitoring Funds, Local Transportation Fund, Abandoned Vehicle Abatement funds, and City and County General Funds for activities not eligible for federal funds. The total estimated cost is $1,772,000 for salaries and benefits, services and supplies, and consulting service. In addition, local transit agencies are seeking planning funds for two projects, a transit planning tool for $30,000 over three years and a service for sending emails to their clientele, for about $17,000. In addition, the County of Kings is requesting additional traffic counts and needs to update the data for the Pavement Managing System for the region. Terri King added that KCAG has received the draft KCAG audit and the auditor inquired about the PERS Unfunded Liability. KCAG will research paying the unfunded liability in full through the budget to reduce long-term rate jumps. A motion was made and seconded (Palmerin / Madrigal) to approve the release of the draft FY 2018-19 Overall Work Program for review and comment. 4. San Joaquin Valley Clean Energy Summit Terri King said that as communities start to work with alternative fuels implementation, the San Joaquin Valley Clean Energy Summit in Fresno on March 14-15 may be a good learning opportunity for jurisdictions to have staff attend and that registration information is included in the agenda.

B. Caltrans Report Michael Navarro reported that the SR 198 and Redington St. signal light installation should be completed by the end of March 2018; the 12th Ave. and SR 198 interchange plant replacement’s irrigation is complete and will be tested this week, with planting to be done next and is scheduled to be completed in April 2018; the I-5 Lost Hills pavement rehabilitation is scheduled to be awarded on March 2, 2018, with night work construction starting in May 2018; and the construction of rumble strips at the center line and shoulders of SR 33 and SR 43 in Kings County is scheduled to start in April 2018.

Commissioner Neves asked about the location of the rumble strips. Michael Navarro replied that the rumble strips would be in the centerline and shoulder of the road. Commissioner Woolley inquired if Caltrans was going to stop installing rumble strips as a cost savings measure. Michael Navarro indicated he was not aware of any decision to stop installing rumble strips. Commission Woolley mentioned the poor road condition on SR 269 in Avenal, from Corcoran Avenue to Skyline Avenue. Michael Navarro will follow on this request.

D. Staff Comments Terri King mentioned that the auditor for the FY 2016-17 Transportation Development Act claimants has noted that some jurisdictions have not responded to information requests so that the audits can be completed on time. She also noted that the quarterly project progress meeting with Caltrans is scheduled for Friday and the San Joaquins’ Joint Powers Authority will meet in Fresno on March 23, 2018 where the draft business plan and the launch of the new early mid-start train will be discussed. Terri King noted that Marlana Brown, the Lemoore NAS representative, is relocating in March 2018 and that staff enjoyed working with her on many projects and wished her luck on her new adventure.

2. FY 2017-18 Second Quarter Financial Report Terri King reported on the second quarter financials for the period of October 1, 2017 through December 31, 2017. The first part of the report is the request for reimbursement from Caltrans, of which $156,713 in federal funds has been received from total expenditures of $190,734. The second part of the report is from the financial system of actual expenses, which includes total expenditures of $406,642 and revenues of $480,596.

3. 2018 San Joaquin Valley Voice Sacramento Trip Terri King stated that the Valley Voice meeting in Sacramento with State agencies and legislators is next week and that the agenda packet contains a tentative agenda. Commissioner Verboon suggested Terri King talk with Kevin McAlister regarding a High Speed Rail design issue. Terri King continued with the summary of the agenda points, and whom the delegation will be meeting with. Commissioner Ayers will be attending and presenting on air quality issues.

B. Staff Comments Terri King reported that the CalCOG conference in Monterey is March 14-16, 2018. Terri King and Commissioner Woolley will be attending.
