In this case shims are not needed between RB16 and the plate the clamp is mounted to.
In this case shims are between the RAPid Block™ and the sub-assy.
To adjust the whole sub assembly in relation to the other sub assemblies in this fixture.
The clamp plate is fastened to the RB16.
If the product is out of tolerance range, the fixture is adjusted.
