Administrative documents relating to the pre-reformation church in the diocese of Meath, c. 1518*

Sometime between 1862-70, the then bishop of Down and Conor, Reverend William Reeves, employed a scribe to copy a manuscript which had been held originally in the registry office in Navan. Entitled 'Taxations and other lists of the benefices in the diocese of Meath. From the roll of Bp. Hugh Inge in the diocesan registry, collated with two more ancient rolls', this document contains financial information relating to Meath in the sixteenth century and had been compiled for administrative purposes during Hugh Inge's spell as bishop of Meath. Inge was provided to the bishopric of Meath in 1512 before his transfer to the archbishopric of Dublin in 1523.' He was a conscientious bishop and much pre-reformation church building in the diocese of Meath was undertaken during his eleven-year tenure as bishop there.2

The document which Reeves had transcribed lists the subsidies, proc- urations and synodals owed by the beneficed clergy of Meath in 1518. Beneficed clergy from the diocese of Meath were required to attend a yearly synod, normally held in the priory of St Peter in Newtown near Trim,3 for the purpose of regulating ecclesiastical practices and discipline.4 As well as attending this council, the beneficed clergy were required to pay a fee known as a synodal, which, in both Armagh and Dublin, was graduated according to their income.5 Most of the beneficed clergy * My thanks to the late Most Rev. in Meath, however, paid a fixed sum of either one shilling or occasion- ally six pence. The procurations were annual charges related to clerical incomes, which were due to the archdeacon as well as the archbishop of Armagh following their diocesan visitations. In 1541, Bishop Edward Staples of Meath appealed to Henry VIII against Archbishop George Cromer's visitation rights, with the primate launching a counter-appeal the same year.6 Subsidies were also paid annually by the clergy in Meath to the Dublin administration. In the mid-fifteenth century, the subsidy which the clergy of Armagh inter Anglicos were required to pay was a levy of between roughly 9-14% on their incomes, which can give us a rough indication of how much each benefice was worth.7

This document has been virtually ignored by modern historians,8 yet it offers us a tantalising glimpse into the financial state of the church in the pre-reformation period. As we can see both from the Valor beneficiorum ecclesiasticorum in Hibernia9 and this document, most of the poorer or waste benefices and churches in Meath were located in the marcher areas towards the northern and western regions of the diocese. Tabulating the total procurations owed by each deanery allows us further insight into the extent of wealthy and poor benefices in the diocese. One result which does come as some surprise is the high performance of Loughsewdy as third wealthiest deanery in the diocese, lying as it does in the marches.1' Loughsewdy was just as wealthy in 1539-40 when it also third wealthiest deanery in the diocese. It would be unwise, however, to compare results between the Valor and this document, as the 1518 document lists many more benefices than the Valor does.

As a study of the geographical location of the benefices reveals, the wealthiest deaneries were normally those which lay within the maghery with the poorer ones lying in the marcher regions, a situation replicated in other dioceses such as Armagh inter Hibernicos and Kildare." Due to a lack of financial impetus in these areas, it is no surprise that the reforms introduced roughly twenty years later never took hold, as educated clergy

were reluctant to minister to such impoverished and backward areas.'2 Most of these areas were instead ministered by Gaelic Irish clergy who were bemoaned by Hugh Brady, an Elizabethan bishop of Meath, as being ragged, stubborn and ignorantly blind.'3

As an examination of the document reveals, monastic improporiation of benefices in the diocese was rife. At least seventy-five benefices were held in the patronage of religious houses based in Meath, thirty-three by religious houses based in Dublin and six by houses based in Louth.'4 The extent of monastic impropriation of ecclesiastical benefices was an important factor in the eventual failure of the reformation. Following the dissolution of the religious houses during the 1530s, the gift of these ben- efices fell into the hands of the lay-people who were granted the monastic properties. This meant that the appointment of clergy to these benefices was controlled by the laity, many of whom emerged as recusants during the Elizabethan and Stuart periods.'5 More often than not, therefore, they provided conservative clergy who would continue to carry out the tradi- tional Catholic rites. Indeed, one tithe farmer in Elizabethan Meath who had appropriated sixteen benefices had not provided suitable clergy for any of them, much to the irritation of government officials.'6 Occasionally, some of these patrons would have appointed conformist reading minis-

ters to benefices in their gift at little cost and diverted the remainder of the funds to support recusant priests.'7 The cells of Duleek and Colpe owned by the English monastery of Llanthony, had formerly paid Edward Staples the substantial pension of IRL46 13s. 4d. 'for procurations and synodals', which were diverted to the crown following the monastic dis- solutions by virtue of an act of parliament.'8 This had the effect of further impoverishing an already-emaciated church.

Other administrative sources such as the one printed here have been edited and published before and it is perhaps surprising that the infor- mation contained within a document of this size and significance has not been utilised before now.'9 Perhaps the reason that historians have not mined this source more frequently is because the manuscript as we have it today is not in its original and correct order. In 1682, according to the Latin passage at the end of the script, Anthony Dopping, the then bishop of Meath, had the document copied due to the deterioration of the original. What it does not mention, however, is that the original sixteenth- century manuscript had probably been made up of separate folios, which somebody had incorrectly bound at a later date.20 The seventeenth-century scribe then copied the original document down exactly as it was in front of him and in the wrong order, as did the nineteenth-century scribe. Folios 163r-74r have therefore been incorrectly arranged, mixing the subsidies and procurations together. This means that folio 163r should be followed by the contents of folio 165r instead of the contents of folio 164v as is the case. The incorrect arrangement of folios continues in this fashion up to and including folio 174r. Folios 174v-80r, which list the synodals owed by the clergy of Meath, are in their correct order and, along with the title of the script, imply that this part of the document had been collated sepa- rately from the rest of the manuscript. An important survival from the early sixteenth century, this copy rearranges the document in its correct order, but otherwise presents it as it now survives in the library of Trinity College Dublin.
