Railway Transport Officers.—The Principal Railw ay T ransport Officer is a t the A dm iralty, London. The N aval Railway T ransport Officer for Scotland is a t Edinburgh (W averley Station). In addition N aval Railw ay T ransport Officers are stationed a t P lym outh, Newcastle, Liverpool, Glasgow, Edinburgh and P erth . tional moves), W .R.N.S. and V.A.D. personnel travelling on du ty :—The D rafting or T ransport Officer is responsible for m aking tra in arrangem ents

a t the point of departure w ith the N .R.T.O. concerned. (See paragraph 2). I f no N .R.T.O. is stationed w ithin the Command, tra in arrangem ents are to be made w ith the local railway officials. I f any difficulties are experienced or assistance is required application should be made to P.R .T.O ., Adm iralty.

W hen arrangem ents are m ade direct w ith local railw ay officials, P.R .T.O . or R .N .R.T.O ., Scotland, should be informed in accordance w ith paragraphs 4 and 5.

In either case the necessary advices so far as the rail journey is concerned will be forwarded, b u t establishm ents and ships will be responsible for informing the necessary authorities a t the destination.

Meals are no t to be arranged, b u t the requisite m eal orders are to be issued.P.R .T .O . or R .N .R .T.O ., Scotland, will arrange for suitable meals to be provided

and, depending on the length of the journey and facilities for providing food, will, if necessary, instruct depots and ships to provide bag meals before departure.

Officers and Chief P e tty Officers (on draft) and all personnel on leave are advised to enquire whether food can be obtained on the journey, and if n o t to provide themselves in advance w ith such food as is necessary.

Any inform ation m ay be obtained from R.N .R.T.Os., who will advise the stations th a t libertym en are travelling and m ay be requiring meals. C.P.Os. m ay be allowed to claim subsistence allowance or be included in the Meal Order arrange­m ents a t the discretion of the Routeing A uthority.

W hen parties of civilian personnel are required to undertake long journeys by rail in the course of their em ployment, notification of their requirem ents for the provision of meals is to be sent as early as possible to the Principal R ail T ransport Officer, Adm iralty, or R .N .R .T.O ., Scotland.

The m en for whom it is desired th a t such provision should be m ade are to be required to make w ritten application for meals to be provided on the understanding th a t the cost of the meals will be recovered from them .

4. Movements of all d rafts of six or more men on du ty and all moves of offenders and escorts are to be advised as under :—

Drafts moving from Stations in England and Wales.—To P.R.T.O .,A dm iralty by teleprinter or telephone.

' Drafts moving from Stations in Scotland.—To R.N .R .T.O ., Scotland,%>y signal, teleprinter (via N .O.I.C., Leith) or telephone.

5. In all cases the following details are to be given :—(а) S trength of p a rty and quan tity of baggage.(б) Time, date, and station of departure.(c) Destination.(d) W hether road transport is required between stations.(e) Meals required en route, sta ting value of meal orders, and stations a t

which required.

6. When sent by teleprinter or signal i t is only necessary to quote the letters(a), (b), (c), etc., as shown below :—Example :—

7. The m axim um possible notice is to be given. In view of delay in telegraph services, details should be given by telephone when 48 hours’ notice is no t possible.

8. Advice of all drafts travelling will be given by P.R .T .O ., London, or R .N .R .T.O ., Scotland, to the N aval or M ilitary R.T.Os. concerned a t stations a t which meals are required and a t principal junctions. A ny queries or difficulties on the journey should be referred to the R.T.O. a t the station concerned by the officer or rating in charge of the draft.

to the R.T.O. or his representative on arrival a t each station a t which they have to change trains (including the London term ini stations) and a t stations a t which meals have been ordered. I t is of param ount importance th a t this should be done, as any alteration in tra in service or diversions is communicated to the R.T.Os. concerned.

10. Leave Parties : Train arrangem ents are to be made in accordance w ith paragraphs 3 and 7. W hen the leave p arty exceeds 50 movem ents are to be reported as in the case of the drafts referred to in paragraph 4 and details furnished in accordance w ith paragraph 5 om itting (d) and (e).

The tim e and date of expiration of leave should be given and when special leave trains are arranged the tim es of return trains m ust be prom ulgated prior to departure of the outw ard train . To ensure th a t return special leave trains will not be run unnecessarily and avoid overcrowding of the ordinary trains, i t is m ost im portant th a t libertym en be instructed to return by the special trains.

11. The following inform ation in regard to routes to the less accessible N aval bases is prom ulgated as a guide to drafting authorities. All tim es shown are liable to variation, and should be verified by local enquiry.

Certain of the places nam ed are w ithin Protected Areas, and atten tion is directed to A.F.Os. 847/42, 3847/42 and 4834/42. Particu lar care m ust be taken to ensure th a t intending passengers’ iden tity docum ents are in order and complete in all respects including photograph partly overstam ped w ith the ship’s stam p.

H.M.S. “ A r a r a t ”

Officers and ratings joining H.M.S. “ A rarat ” for training should be routed to arrive Glasgow so as to catch the 0930 train from Central Station to Wemyes Bay Station, arriving there a t 1027.

A u l t b e a ( L o c h E w e )

Personnel are to be routed to Achnasheen, L.M. & S. Railway, and are to be directed to report to the R.T.O. a t Inverness by whom arrangem ents will be made for onward transport from Achnasheen.

Road transport is provided from Achnasheen to Aultbea, and all personnel are to be provided w ith a railway w arrant to Achnasheen and a separate w arrant from Achnasheen to Aultbea payable to the Achnasheen Hotel Company to cover this p a rt of the journey.

The 1920 tra in from Euston daily, except Saturdays, will arrive a t Inverness in tim e to connect w ith ] 145 tra in therefrom on the following day. There is #o train service available between Inverness and Achnasheen on Sunday, and the last connection is the 1155 ex P erth on Saturday.

B L Y T H , N O R T H U M B E R L A N D

Personnel travelling to B lyth, N orthum berland, should proceed by L. & N .E .R . main line train to Newcastle-on-Tyne and thence as follows :—1 Veekdays—

B y electric train from Newcastle Central Station to Monkseaton, then by steam train to Blyth.Sundays—

(1) B y electric tra in from Newcastle Central S tation to Manors N orth (New­castle) ; then by steam tra in to Newsham and from there by bus to Blyth.

(2) Officers appointed for courses in H.M.S. “ Elfin ” should proceed from B lyth to N aval quarters by bus (Nos. 8, 53, 59) leaving their heavy luggage a t the station for collection later by Service transport. D rafts of ratings arriving for H.M.S. “ Elfin ” will be m et a t the station.

(3) Notification of other personnel travelling to B lyth should be made to the Naval Officer-in-Charge a t least 24 hours before the tim e of arrival if transport is required.

(4) No accommodation or meals are available in H.M.S. “ Elfin ” for Officers and ratings joining new construction vessels commissioning in the port. A rrange­m ents should be m ade for d rafts for ships a t B ly th not yet in commission to be provided w ith breakfast and a bag dinner a t Newcastle. Addresses of lodgings in the town can frequently be supplied on application to the naval quarters.

Personnel are to be routed to T arbert via steam er from Wemyss Bay. The connecting tra in leaves Glasgow (Central) a t 0827. The 2115 tra in from E uston to Glasgow frequently arrives too la te to m ake connection w ith this service and personnel travelling via London should proceed by the 1900 tra in from K ing’s Cross, connecting w ith 0435 or 0625 train from Edinburgh (Waverley) to Glasgow (Queen Street).

H.M.S. “ D u n d o n a l d ”

Personnel are to be routed to Troon. A ttention is directed to the necessity for distinction between H.M.S. “ D undonald ” and D undonald town in N orthern Ireland. Confusion has arisen owing to d raft notes being m ade out to D undonald w ith the result th a t ratings have travelled to N orthern Ireland in error.

F o r t W i l l i a m , C o r p a c h & G l e n , f i n n a n

Personnel for F o rt W illiam (St. Christopher), Corpach and Glenfinnan are totravel by or connect en route w ith the following service :—-

Breakfast will be arranged in the tra in leaving Glasgow (Queen Street) a t 0550provided th a t P.R .T .O . is given 48 hours notice of requirem ents in the case of ratings travelling from England, or R.N .R .T.O . Scotland is given 24 hours notice in the case of ratings travelling from Scotland.

I n v e r a r y

Personnel are to be routed via Dalm ally from which point road transport is arranged to Inverary.

In the case of large drafts, however, the m axim um possible notice should be given to enable special alternative routing arrangem ents being made.

I n v e r g o r d o n

Owing to lim ited accommodation in the Services special trains, personnel m ust travel by ordinary booked services.

The 1920 tra in from Euston daily, except Saturdays, will arrive a t Inverness in tim e to connect w ith 1155 tra in therefrom on the following day. There is no tra in service available between Inverness and Invergordon on Sunday, and the last connection is the 1545 ex P erth on Saturdays.

I s l e o f M a n

Personnel are to be routed via Fleetwood. The sailing tim es and days vary from tim e to tim e and particulars are given separately in A dm iralty F leet Orders. In case of doubt, details can be obtained from P.R .T .O . London, R.N .R.T.O . Liverpool or N.O.I.C. Fleetwood. Personnel m ust, however, arrive a t Fleetwood no t la ter th an 1210 hours on sailing days.To Isle of Man

Details of d rafts are to be reported to P.R .T .O ., London or R .N .R .T .O ., Scot­land, as the case m ay be, in accordance w ith paragraphs 5 and 6. Railway w arrants are to be issued through to Douglas, Isle of Man. Officers or ratings in charge of drafts, if ordered to proceed as far as Fleetwood only, are to rem ain w ith then' drafts un til the steam er leaves, after which they m ust report themselves a t th e Naval Rail T ransport Office a t Fleetwood before returning to the ir depots. The new combined leave and rail tickets are n o t available for journeys to the Isle of Man.From Isle of Man

Details of d rafts in accordance w ith paragraphs 5 and 6 are to be reported to P.R .T .O ., London, N.O.I.C., Fleetwood and E.S.O., Douglas.

Details of personnel travelling on leave are to be advised to N.O.I.C., Fleetwood in order th a t the necessary accommodation can be provided on the trains. Large leave parties are also to be reported to P .R .T .O ., London, in accordance w ith paragraph 10.

6356 6Officers or ratings in charge of drafts, on arrival a t Fleetwood, are to report to

the Naval Rail T ransport Officer and m uster their drafts on the quayside, whence they will be directed to the trains.

GeneralA check of those travelling in the steam er to and from the Isle of Man is to be

kep t as follows :—(а) Personnel on Draft.—D uplicate d raft notes are to be prepared and one

copy handed in by the Officer or R ating in charge of the draft a t the N aval R ail Transport Office a t Fleetwood or E m barkation Staff Office a t Douglas, as the case m ay be. Any discrepancies in the D raft Note or details of any ratings absent from the draft should be reported.

(б) Personnel cm Leave.—Em barkation cards are to be obtained from theNaval R ail T ransport Office a t Fleetwood or from the m an’s depot in the Isle of Man, for surrender on em barkation. Personnel domiciled in the Isle of Man and returning therefrom after leave will obtain em barkation cards from the E m barkation Staff Office, Douglas. (See also paragraph 126.)

D inner meals can usually be provided in the steam er in bo th directions. For drafts to the Isle of Man arriving a t Fleetwood in the morning, breakfast meals can usually be arranged.

L e r w i c k (S h e t l a n d s )

A steam er service operates from Aberdeen, b u t sailings axe in term itten t and no definite schedule is observed.

A fortnightly steam er service for m ilitary personnel between Invergordon and Lerwick and vice versa is run by the Scottish Command, b u t accommodation by this service for naval personnel is very limited. Application for accommodation by th is service should be m ade to P.R .T.O ., Adm ira lty or R .N .R .T .O ., Scotland, as fa r in advance as possible, b u t th is is no guarantee th a t accom modation will be available.

R atings proceeding on leave from Lerwick by the service should be warned th a t there is no guarantee th a t they can be accom modated for the re tu rn journey.

A daily air service (Sundays excepted) is in operation between Inverness and Lerwick, leaving Academy S treet a t 0930 and arriving Lerwick a t 1350. Application for accom modation by this service should be m ade direct to Scottish Airways L td., from whom details re fares, baggage, etc., can be obtained.

H.M.S. “ L o c h i n v a r ” ( P o r t E d g a r )

(1) Personnel for P o rt Edgar and H.M.S. “ Lochinvar ” establishm ent are to be routed to Dalm eny (L. & N .E.R .).

(2) Officers appointed to H.M.S. “ Lochinvar ” for courses, however, should be routed to Edinburgh and not Dalmeny.

(3) L im ited accommodation is now available in “ Lochinvar ” for these officers, b u t they should be instructed to report to the R .N .R .T.O ., Edinburgh, who will telephone “ Lochinvar ” to ascertain whether accommodation is available. I f none is available, he will advise them where to seek accommodation, although it should be understood th a t he is not responsible for securing it. I f accommodation is available in “ Lochinvar,” the officer concerned should proceed by rail to Dalmeny, having previously telephoned to the D uty Officer, “ Lochinvar ” (South Queensferry 381) who will arrange transport from Dalm eny Station.

(4) Officers should report to th e Adm inistrative Block, P ort Edgar, a t 0845 on the date shown on the ir appointm ents, or as soon after as possible. There is a very adequate ’bus service between St. Andrew Square, Edinburgh, and South Queens­ferry.

(5) The above does not apply to the routine courses of sub-lieutenants, R .N .V .R ., who proceed to H.M.S. “ Lochinvar ” from H.M.S. “ Excellent.”

N o r t h e r n I r e l a n d

To Nortfiern IrelandPersonnel from England and Wales are to be rou ted via S tranraer and Larne,

w ith the exception th a t personnel from N orth W ales and Lancashire m ay be routed via Heysliam and Belfast if a more expeditious journey is thereby secured. Owing to the irregular sailings th e route from Liverpool to Belfast is no t to be used unless

7 6356special au thority has been obtained. Personnel from Scotland are to be routed via Glasgow (Broomielaw Quay) and Belfast. Details of drafts are to be reported to P.R .T .O ., London, or N .R.T.O., Scotland, as the case m ay be in accordance w ith paragraphs 5 and 6. A ctual destinations m ust be included ; “ N orthern Ireland ” is insufficient.From Northern Ireland

Personnel for England and W ales are to be routed via L am e and Stranraer,w ith the exception th a t personnel for N orth Wales and Lancashire m ay be routed via Belfast and H eysham i f a more expeditious journey is thereby secured. The route from Belfast to Liverpool is no t to be used w ithout special authority . Personnel for Scotland are to be routed via Belfast and Glasgow (Broomielaw Quay). Details of drafts and personnel travelling on leave are to be reported to F.O .I.C., Belfast, who will make the necessary arrangem ents in conjunction w ith Army Movement Control, Belfast. The la tte r will advise N .R.T.O., Scotland.

General RemarksA check of those travelling in the steam ers to and from N orthern Ireland is

to be kep t as follows :—(a) Personnel on draft.—D uplicate d raft notes are to be prepared and one copy

handed over by th e Officer or ra ting in charge of the d raft to the Em barkation Officer. Any discrepancies in the d raft note or details of any ratings absent from the d raft should be reported.

(b) The following requirem ents m ust be complied w ith :—(1) N aval Officers travelling to N orthern Ireland m ust carry their Naval

Officer’s Id en tity Cards (Form S.1511). They m ust also carry a certificate from the ir Commanding Officer to the effect th a t th ey have permission to proceed on leave to their homes in N orthern Ireland. Officers proceeding to N orthern Ireland on d u ty m ust produce sa tis­factory evidence, usually in the form of a note from the ir Commanding Officer, th a t they are authorised to proceed to N orthern Ireland on duty .

(2) Naval ratings m ust carry the ir Sailor’s P ay and Id en tity Books (FormS.43a) and in addition a leave ticket which m ust contain a statem ent th a t a m an is proceeding on authorised leave to his home in N orthern Ireland.

I t is essential th a t the above documents should be in order and in the case of Form S. 1511 and Form S.43a, complete w ith photograph of th e bearer, overstam ped w ith the ship’s stam p.

The above documents, provided they are in order, will, on production to the im m igration officer a t the em barkation port, serve in lieu of a travel perm it card or passport.

(3) Care is to be taken th a t the certificates referred to above carried byofficers and the leave tickets carried by ratings do no t bear the nam e of the holder’s ship nor the place where he is to rejoin on the expiration of his leave.

(4) I t is pointed out th a t in order to avoid delay and possible disappointm ent,personnel should be warned no t to carry any docum ents th a t cannot be censored in a few m inutes on the spot a t the port of em barkation. Documents which cannot be so censored will be removed from the intending passenger before he is allowed to em bark.

Naval personnel joining or taking passage in H.M. ships a t Belfast are to report a t the office of the Commanding Officer, H.M.S. “ Caroline ” , 47, Queen’s Square, Belfast.

Note.—Personnel proceeding on leave to Fire.—N aval personnel proceeding to E ire are to proceed in plain clothes. The leave ticket in such cases should contain a sta tem ent th a t the m an is authorised to wear plain clothes.

The instructions given above in regard to N orthern Ireland are also to be strictly adhered to.

H.M.S. “ O s p r e y ”D rafts should hold tickets and baggage w arrants through to Dunoon.

O r k n e y s

The Orkneys come w ithin P rotected Area No. 2, and atten tion is directed to A.F.Os. 847/42, 3847/42, and 4834/42. All iden tity docum ents m ust be in order and complete w ith photograph partly overstam ped (vide A.F.O. 2347/42).

The railhead for the Orkneys is Thurso.Personnel proceeding to the Orkneys should travel by the Services tra in which

runs between London (Euston) and Thurso, Mondays to Saturdays inclusive. Connections w ith th is tra in are provided from all im portant centres of the U nited Kingdom as set out in the tim e-tables quoted. These tra in services are liable to m inor alterations and personnel should therefore verify train times by local inquiry.

The 1005 ex E uston is a public tra in from E uston to Carlisle, special coaches and a baggage van being provided for the conveyance of H.M. Forces on d raft and also for the use of libertym en. These coaches are norm ally formed im m ediately behind the engine. A t Carlisle these coaches are detached and run non-stop to P erth . A buffet car, staffed by the Salvation Army, is a ttached a t Carlisle for the provision of light refreshm ents and runs through to Thurso. From Carlisle to Thurso the train is exclusively a Services train .

Sleeping BerthsThird class sleeping berths are available for Officers between P erth and Thurso.

Applications for reservations should be made to R .N .R .T.O ., P erth on arrival a t th a t station. Sleeping berth tickets m ust be held, and these can only be purchased a t P erth afte r a berth has been obtained. The charge is 7s. 7d., and is payable in

The Y.M.C.A. canteen will be cleared by the m ilitary police a t 2200.A t P erth , barriers are placed in position a t 2030 and all d rafts and ratings

returning off leave are to report to th e N.C.O. in charge a t the barrier by 2200 (provided the London tra in is on time). R atings in charge of drafts must report a t the barrier w ith the ir d rafts complete in order th a t they m ay be entrained together. The allocation of seating accommodation will be controlled by R .N .R .T.O . or his representative. The m ilitary police attached to the R.T.O . a t P erth will examine the Id en tity Cards of all N aval personnel before they proceed on the train from Perth .

Officers on arrival a t Thurso are requested to give their nam es to N.O.I.C's. representative who meets the train . This officer will give all inform ation regarding times of em barkation, etc. Officers can obtain breakfast a t one of the hotels, which also provide transport from the station.

R atings on arrival a t Thurso, w hether on d raft or returning from leave are sent to the Town Hall where they can obtain breakfast and are afterw ards conveyed to Scrabster by bus. Baggage will be loaded a t Thurso railw ay sta tion on to lorries and conveyed direct to Scrabster.

Personnel for interm ediate stations between P erth and Thurso will not be perm itted to travel by this train .

SouthboundOn arrival a t Scrabster, personnel will be conveyed by bus to the Town Hall a t

Thurso where a supper meal will be provided for ratings on draft. L ibertym en will be responsible for paym ent for a meal if taken a t Thurso. R atings are to m ake their own w ay from the Town Hall to the station.

Baggage will be conveyed by lorries from Scrabster to Thurso station.

Railway ServicesTw o special trains are run from Thurso, Mondays to Fridays inclusive, the first

tra in (train “ A ” ) leaves a t 1930 and runs non-stop to P erth conveying passengers for Scottish stations and E ast Coast of England. P riority will be given to these passengers b u t the tra in will be filled to full seating capacity. On Sundays one tra in only is run, leaving a t 1930.

The second tra in (Train “ B ” ) leaves a t 2000 and has a through portion for London attached. This tra in will convey passengers for Carlisle and beyond.

Personnel m ust entrain a t least 15 m inutes before the departure of these trains,A buffet car is attached to each tra in and will run through to Carlisle on Train

General RemarksTrain arrangements—

(a) The Naval or Military R.T.O. is in charge of personnel and the tra in whilst standing in the station. He will be entirely responsible for the allocation of seating accom m odation.

(b) Officer Commanding Train.—On all the above trains an Officer will be nom inated as O.C. Train by R.N .R .T .O . or M ilitary R.T.O.

He will be the Senior Officer of the three Services, excluding Commanders, Lieutenant-Colonels, W ing Commanders, and above.

H e would take charge in the event of emergency and be responsible for the general discipline of the train . Any cases of misconduct will be reported to him by the C.P.O. or N.C.O. T rain Conductor.

(e) Train Conductors.—A Chief P e tty Officer or Non-Commissioned Officer will travel on the trains between Carlisle and Thurso and vice versa. Any complaints or suggestions as regards the welfare of personnel should be made to the train conductor.

(d) Buffet Cars.—I t is not the intention th a t meals for drafts should be provided in the buffet cars and no meal orders can be accepted. Light refreshments only can be provided on paym ent in cash.

Accommodation at Thurso—(а) Officers.— Officers can obtain accom modation in the Royal H otel and

Pentland H otel. Cars from both hotels m eet trains and boats.(б) Ratings.—R atings having to spend the n ight in Thurso are accom modated

in the Town H all where there is a service canteen, shower baths, writing and games rooms.

(c) W .R.N .S.—W .R.N.S. officers can be accom m odated a t either the Royal H otel or Pentland Hotel.

W .R.N.S. ratings should report a t N aval H eadquarters, Ormlie Lodge (two m inutes’ walk from railway station) where accommodation is available in the W .R.N.S. Hostel.

W henever possible, notice should be given beforehand to F irst Officer, W .R.N.S., c/o N.O.I.C., Thurso.

Accommodation at Perth—(а) Officers.— Officers can obtain accom modation in the Station H otel or Royal

British H otel, b u t i t is advisable to report to R.N .R .T.O . and ascertain if accommo­dation is available.

(б) Ratings.—R atings having to spend the night a t P erth should report to R .N .R .T.O ., who will arrange for accommodation in either the T ransit Camp or the Salvation Arm y Hostel. The charge a t the H ostel for bed and breakfast is Is. 9rf., b a th 6d. extra.

(c) W .R.N .S.—Officers. As for (a).(d) Ratings.—W .R.N.S. ratings having to spend the night a t P erth should

report to R .N .R .T.O ., who will arrange accommodation a t the W .R.N.S. Hostel, adm inistered by the Salvation Army.

D rafts are to be routed via W igan and Southport, or via Preston and Southport (or vice versa). The route via Liverpool is only to be vised if no other service is available, and R .N .R .T.O . Liverpool m ust be notified if transport across Liverpool is necessary.

Personnel are to be routed to Kilcreggan via steam er from Gourock (L.M. & S.) or Craigendoran (L. & N .E .R .), and drafts should travel by the night services from the South.

S t o r n o w a y

Personnel are now to be routed via Kyle of Lochalsh. The route viai Mallaig is not now available.

The tra in for Kyle of Lochalsh connecting w ith the steam er for Stornoway is scheduled to leave Inverness a t 1145 daily, except Sundays.

W hen train service approxim ates to normal, the 1920 tra in from Euston daily, except on Saturdays, will arrive a t Inverness in tim e to connect w ith the 1145 tra in therefrom on the following day.

W hen considerable delay m ay be expected due to air raids or adverse weather conditions, it is advisable to route by the 1300 tra in from Euston daily, except Saturdays and Sundays. The atten tion of personnel travelling by this tra in should be draw n to the necessity of reporting to R.X.R.T.O. Glasgow.
