Adult  Services What’s going on with County Board Adult Services Registration and Certification standards:

o  Effective September 10, 2012, due to statute changes to section 5126.25, the County Boards of Developmental Disabilities became responsible for issuing certification/registration to county board employees working in the adult services area.

o  The requirements for registration and certification for Adult Services currently remain the same as they did prior to the statute change.

o  A new draft rule is being prepared for clearance in early December 2012 to propose a change in the requirements for registration and certification of Adult Services. We estimate that the rule will be made effective April 2013.

Adult  Services Major changes from the Statute

o  The Department no longer has the authority to process applications for Adult Services.

o  The Department can no longer collect fees for the registration and/or certification of county board employees for Adult Services.

o  The Department will no longer enter the applications into the DODD application, Employee Certification System.

Adult  Services What the Department is still processing

o  DODD will process all Investigative Agent and Superintendent applications.

o  DODD staff will continue to process the CEU requests

o  DODD will continue to approve seminars and college courses •  This information will be kept up-to-date on the website at

Adult  Services Why is the Adult Services rule being changed? The point of the changes is to streamline the process and align the requirements with the Medicaid Adult Day Services. The services being delivered are the same, so the changes in the requirements are primarily for the purpose of consistency.

What do the changes look like? The changes that are being proposed are mostly around the training requirements and the certification process for county board employees.

Adult  Services The purpose of the Adult Services rule is to establish minimum qualifications through standards for staff working in adult services positions at the county boards of developmental disabilities.

o  The standards apply to persons directly providing or supervising the provision of adult services who are employed by the county boards or entities under contract with county boards to provide Adult Service.

o  The Department has the authority to exempt the staff of contracting entities from the requirements of registration if the contract entity is certified, registered, or accredited through the Department, CARF, other accrediting bodies, or other state agencies.

Adult  Services Requirements of Adult Services today:

GRADES under the Adult Services

•  Substitute Grade (1 year) – Only under Registered Service o  Initial o  Renewals

•  Temporary Grade (1 year) o  Initial o  First Renewal o  Second Renewal

•  Provisional Grade (5 years) o  Initial o  First Renewal o  Second Renewal

•  Professional Grade (10 years) o  Initial o  Renewal

Adult  Services Requirements under O.A.C. 5123:2-5-01today

o  Applicant must be 18 years old

o  Applicant must hold a high school diploma

o  Applicant must complete specific 30-hour seminars and/or classes as outlined in rule

o  Additional requirements may be applicable for the different levels (i.e.

registration, management 1, specialist, management 2)

Adult  Services Orientation requirements today

o  Within 90 days of initial employment, the employee must complete a 30-hour orientation program that includes •  Overview of developmental disabilities •  Board operations and table of organization •  County board rules •  Roles, functions, and responsibilities of adult services personnel •  Medicaid accountability •  Rights of the individual with developmental disabilities •  Health, safety, and welfare of individuals with developmental disabilities •  Confidentiality •  Techniques and philosophy of intervention and training •  Services and supports and service delivery settings •  Team processes •  Conflict Management •  Communication •  Adult Services registration and certification standards

Adult  Services Levels of Adult Services under Draft proposal:

o  Under the draft rule proposal, there will be two levels of adult services certification (there will no longer be registration)

•  Adult Services Worker (5 years) •  Adult Services Supervisor (5 years)

Adult  Services Requirements under O.A.C. 5123:2-5-01in draft rule

o  Applicant must meet the requirements for employees of agency providers in accordance with 5123:2-2-01 (Provider Certification Rule) •  18 years old •  High school diploma or GED •  First Aid/CPR •  8 hours of provider certification training •  BCII

o  Applicants must meet the requirement for the proposed new background investigations rule 5123:2-2-02.

Adult  Services Orientation requirements under draft rule

o  Within 90 days of initial employment, the employee must have completed •  The Ohio Alliance of Direct Support Professionals Professional

Advancement Through Training and Education in Human Services (PATHS) Certificate of Initial Proficiency program

•  Or an Orientation program of at least 8 hours that addresses, but is not limited to

o  Organizational background of the county board o  Components of quality care for individuals served

o  Health and Safety o  Positive behavior support o  Services that comprise adult services
