1. BACKGROUND OF AEC I. BRIEF DESCRIPTION OF COMPANY Allied Environmental Consultants Limited (AEC) provides specialty-consulting services in environmental, acoustic and related disciplines to a wide range of clients. The privately owned firm has no affiliation with material suppliers or manufacturers, and therefore offers completely independent advice and counsel. The company is 100% Hong Kong owned and employs a number professional engineers and scientists, with extensive accumulated experience in all aspects of environmental engineering. An extensive complement of specialized instrumentation and computing facilities supports the engineering and scientific staff. This, along with the technical and managerial experience of the principals, ensures the firm’s clients of the highest quality of professional service. AEC is a professional member of Council of Tall Buildings (CTB), Building Services Research Institute Association (BSRIA), British Standards Institute (BSI) and the Green Council (GC). AEC has amassed an extensive library of rare books and graphics on building constructions and architectural acoustics. The firm has also developed a collection of acoustic products for use in making comparisons as new design evolved. Recognizing the importance of sustainable development to society and the quest for sustainability has become a design problem, AEC is dedicated to provide professional advice on sustainable design for buildings from early planning and design stages all the way through to the construction and operational phases of the development. AEC adopts a holistic approach to environmental design, which has an intrinsic agenda of concern about land, material and energy usage. The potential for innovate across disciplines and that of new life for existing buildings, systems that employ passive design and natural ventilation and the changing patterns of working practice and environment have always been inherent in our thinking. These ideas are now tenets of sustainability and we continue to work at the forefront of these increasingly important fields. New tools and ideas, together with the specialist resources of the company enable us to deliver appropriate design that achieves sustainability for our clients and the wider community. Since 2000, a sustainable design specialist group has been formed within AEC offering consultancy services in the areas of microclimate and natural ventilation study; daylighting analysis; solar heat gain study (thermal analysis); OTTV evaluation; energy usage analysis; renewable energy application; green specification for building materials; and Hong Kong Building Environmental Assessment Method (HK-BEAM) and Leadership in Energy and Environmental Design (LEED) certification. The services provided by our sustainable design group dedicated to promote environmentally preferred construction practices and enhance the environmental performance of buildings from cradle to grave. AEC has provided sustainable design advice to a number of residential and commercial developments and majority of them have been awarded with an excellent/Platinum rating under the HK-BEAM/LEED certification scheme.

(i) Environmental Engineering AEC shall undertake a wide variety of environmental assessment and planning services that compliment the environmental impact assessment (EIA) process. The key steps in our approach to Environmental Impact Assessment are: Close liaison with the client to ascertain needs; Consultation with stakeholders to identify concerns; Undertaking a Scoping Study and production of a Scoping Report; Effective project management; Commissioning and undertaking of specialist surveys; Consultation with statutory bodies, other interested parties and the public, if appropriate; Assessment of environmental impacts; Formulation of mitigation measures; Preparation of an Environmental Statement, EIA Report and non-technical summary; Post decision environmental management and monitoring. We employ the latest computer aided analysis techniques when undertaking Environmental Impact Assessments, including:

Air Quality Services AEC shall provide specialist air quality assessment services using state-of-the-art techniques in dispersion modelling and air quality monitoring. We maintain in-house dispersion models, including the new generation ISCST3 and Safetimicro models favoured by the Environment Protection Department, together with other models employed for more specialist assessments. These include the Fugitive Dust Model (FDM) for dust impact assessment and the road impact models Caline3/4 and Cal3qhc. Our services include: Air quality assessments for environmental appraisals, environmental statements and public

inquiries; Provision of expert evidence for air quality, dust and odour issues; Implementation and management of air quality and emissions monitoring programmes; Dispersion modelling of air pollutants from exhaust systems (eg shooting range), gen-set exhausts

and other potential industrial process; Assessment of air quality impacts from road traffic; Assessment of odour impact from restaurants; Plume visibility assessments. Water Quality Services AEC's environmental Water Quality Services include: Groundwater; Water treatment; Building Water Systems; Environmental assessments. Indoor Air Quality AEC has an established track record in providing support to clients seeking to meet the challenges of the Air Quality Ordinance (AQO) and Indoor Air Quality Control (IAQC) regimes. IAQC is a far-reaching regime and requires that many new processes and activities be brought under regulatory control. (iii) Sustainable Design Group Sustainability represents a balance that accommodates human needs without diminishing the health and productivity of natural systems. While environmental and economic sustainability is the goal, sustainable design is the means the designers have to contribute to that goal. Sustainable design recognizes the interdependence of the built and natural environments; it seeks to harness natural energy flows and biological processes, eliminate reliance on fossil fuels and toxic materials; and improve resource efficiency. Because sustainable design is concerned with the quality of our environment as a whole, issues related to land use and community planning are also of prime importance. A sustainable design approach is more rigorous in seeking out efficiencies and eliminate waste also provides economic benefits in the long run. Every Project as long-term owner-occupants of buildings clearly have an interest when life cycle economics are considered, i.e. taking into account initial cost together with operation and maintenance costs. While some of benefits of sustainable design can be easily quantified, others are more qualitative. The sustainable design features tend to produce a better indoor environment with improved indoor air quality that are more desirable for building occupants. The sustainable design process demands that every product, process and procedure be questioned and reviewed from a new perspective that includes the ecological and human health impact of decisions. As a result, the overall environmental performance of the building development can be improved, and it can also lead to more pleasing and productive environments for users combined with savings for the building owner. AEC is one of the most experienced Leadership in Energy and Environmental Design (LEED) consultancy in Hong Kong in which an international Green Building Rating Systems for green building design widely used in the North America and operated by U.S. Green Building Council (USGBC). AEC has 3 LEED’s Accredited Professionals who have participated in a number local LEED projects in Hong Kong. 3. TECHNICAL SUPPORT I. SOFTWARE AEC is one of the best equipped environmental and acoustic design consultancy in Hong Kong. In order to assist the architects and engineers to test their ideas quickly and reveal environmental performance of materials and products, we have installed comprehensive environmental and acoustics modeling softwares suitable for use in different situations. They include ISCST3, CALINE 4, Safetimicro from DNV, MicroTunnel from MicroCFD, ‘Raynoise’ from LMS Belgium for geometrical acoustics ray tracing analysis, ‘Sysnoise’ for structural borne noise analysis, ‘SEAD’ for statistical energy analysis in sound transmission studies, ‘ANSYS’ for vibration studies, ‘TROX’ for building services system noise predictions and ‘Acoucadd’ for small room acoustics analysis. Our capability in computational fluid dynamics (CFD) simulation by FLUENT, daylight and thermal modeling have provided us the leading edge in microclimate and built environment study. AEC have a very experienced team of environmental scientists, acousticians and modelers and, a well equipped Technical Support Section for all on-site environmental, noise and vibration survey as well as Indoor Air Quality (IAQ) measurements.

AEC has amasses an extensive library of rare books and graphics on environmental engineering, building constructions and architectural acoustics. The firm has also developed a collection of acoustic products for use in making comparisons as new designs are evolved. 8. OTHER PROJECT EXPERIENCE (i) Environmental Planning and Management Sheung Shui Lot 2 AEC was commissioned by AXIS Environmental to carry out acoustic design and environmental impact assessment for a large 42 storeys high rises and terrace type residential developments. Detail acoustic modelling was produced. Remote Control Model Car, Ping Che AEC was commissioned by Shun Sing Electroplating to carry out noise impact assessment for a 1:8 model car racing ground. Provided acoustic design strategy for the runway, stadium and 11m high canopy noise barrier. CDA in Tsuen Wan, Area 3 This project was the redevelopment of Nan Fung Textile Factories. AEC was commissioned to undertake the acoustics design and environmental impact assessment for a 4 towers - 38 storeys residential and commercial complex in the urban area of Tsuen Wan. AEC provided comprehensive air pollution study covering the whole industrial area of Tsuen Wan which consists at least 78 heavy industrial fuel users. Detail Atmosphere Dispersion Model was created for the pollution concentration estimates. Acoustic design analysis and detail architectural feature design for noise mitigation was provided. Residential Development in Wo Shang Wai AEC was commissioned to provide expert witness in environmental issues for the appeal in Town Planning Board hearings about a large lake-side 48 low rise residential development. Key issues including dust dispersion and, traffic and construction noise impacts. Lung Poon Street - Sandwich Class Housing AEC was commissioned to carry out an independent review of a noise mitigation proposal. Subsequently, the Housing Society appointed AEC to carry out acoustic design and environmental impact assessment for a sandwich class residential development with 2 towers and a linear 4 storeys high low rise block at Lung Poon Street, Diamond Hill. Provided detailed acoustic analysis and derived design strategy including a 120m long 4m high noise barrier to meet planning requirements is derived. K.C.T.L. 46 & 49 Industrial Development AEC was commissioned by Cheung Kong Holdings to provide detailed road traffic noise and air pollution assessment for a 26 storeys industrial building site adjacent to a heavily trafficked interchange. KCRC Tin Shui Wai LRT Terminus AEC was commissioned by Cheung Kong Holdings to carry out comprehensive road traffic noise and LRT rail noise surveys and provided acoustics design and environmental impact assessment for a large 13 towers - 26 storeys estate over a commercial complex and road-rail terminus development. Residential Development at Sheung Tsuen, DD 114 Toco Planning appointed AEC to carry out comprehensive environmental impact assessment for a large 68 villas and club house residential development at Sheung Tsuen, Kam Tin for Town Planning Board submission. Wheelock Properties appointed AEC to carry out detail traffic noise impact assessment for a large 5 towers - 38 storeys and adjoined commercial complex development fronting heavily trafficked trunk routes Choi Hung Road and Tate’s Cairn Tunnel Approach. Detailed traffic noise analysis and model were produced. Redevelopment of Kai Tak Estate AEC was commissioned by the Housing Society to carry out detail traffic noise impact assessment for the Kai Tak Estate Redevelopment. Detail acoustic analysis of the noise attenuation effects of various balconies configurations and formulation of design strategy to meet planning requirements were performed. Hazard Assessment for Residential Development at Siu Lam, Phase II, Tuen Mun AEC was commissioned to carry out a quantitative hazard assessment for the 21-storey of 2 towers development which is within the consultation zone of a nearby water treatment works. Detailed investigation and risk assessment of the water treatment operation systems; chemical storage, precaution prevention system installations were carried out.

Hazard Assessment for Lot 434 S.B. in DD222, Pak Kong Village, Sai Kung AEC was commissioned to carry out a quantitative hazard assessment for the Pak Kong Pre-Chlorination House which the plant is classified as a Potentially Hazardous Installation (PHI) according to Co-ordinating Committee on Landuse Planning and Control. Detailed investigation and risk assessment of the chlorine dispersion and hazard assessment under different meteorological were carried out. Hazardous Risk Assessment for Proposed Commercial Development at Shatin Town Lot 347 j/o On Lai Street and On Ping Street AEC was commissioned to carry out a hazard assessment to identify the weak points in the installed high pressure gas pipe work in the vicinity. Detailed risk measurement for potential risk level/factors associated with the travel of gas pipe along the site for fire, explosion and toxic impact were carried out.

Site Formation Works for Hong Kong Movie City, Tseung Kwan O, Towen Lot 67 and Town Lot 68m Sai Kung AEC was commissioned to Conduct Qualitative Risk assessment and advise on the contract works in connection with the landfill gas monitoring wells. Also participated in the liaison with the EPD and all relevant Government Authorities to obtain consent and approval and to undertake all landfill gas monitoring wells to the statutory satisfactory completion. Gordon Wu Hall AEC was commissioned by Mega Hotels to provide complete design services including project management, acoustics design, building services, audio and visual and interior design for this 1,200 seats multi-purpose hall. Some critics praised it as the best sounding multi-purpose hall in Hong Kong. South China Athletic Club Redevelopment AEC was appointed to carry out an open site pop concert noise survey at the Hong Kong Stadium and numerically superimposed the measured noise characteristics to the Athletic Club’s sports ground to evaluate the likely noise disturbance should similar concerts is to be held in the sports ground. Detail sound distribution modelling in the Happy Valley and acoustic design for the stadium and club house facilities were carried out. Proposed Container Trailer & Tractor Park in Kwu Tung North AEC was commissioned by Ho Tin Consulting Engineers to carry out detail acoustic design and environmental impact assessment for a large container trailer and tractor park development. Detail noise modelling of the proposed operation schedule was produced, building orientation and noise barriers are optimised to provide adequate noise screening to nearby villages. Proposed Residential Development at Chung Hau Street, Homantin KIL 11075 AEC was commissioned by Rust Asia to carry out acoustic design and environmental impact assessment for a twin tower - 38 storeys residential development in the urban area of Homantin fronting the Princess Margaret road, a major trunk road from the Harbour Crossing. AEC provided comprehensive acoustic design analysis and detail architectural feature design for noise mitigation. Proposed Office, New Mandarin Plaza, Tsim Sha Tsui AEC was commissioned by Union Contractors to undertake the building services and acoustic design for their new office in New Mandarin Plaza. Details design for cross-talk and noise control for open-plan office was provided. San Francisco Steak House, Tsim Sha Tsui AEC was commissioned by San Francisco Steak House to mitigate noise from their air cooled condensers. Particular attention was paid to reduce the weight of the silencers and enclosures, as the floor loading capacity of the supporting roof structure was a major design constraint.

Detailed noise survey was carried out and 165 noise sources were identified which have direct impact on the proposed development. PRC Ministry of Foreign Affairs Buildings, 42C Kennedy Road AEC was commissioned by Far East Construction to carry out a detailed construction noise survey and subsequently, successfully obtained Construction Noise Permits by rearrangement of construction equipment and schedule. Proposed Commercial / Residential Development and LRT Terminus - Tin Shui Wai AEC was commissioned by Larry Tam & Associates to carry out a detailed environmental impact assessment for a 36 storeys, 12 towers Commercial / Residential Development over an existing Light Rail Transportation Terminus. Detailed road and LRT rail traffic noise survey were carried out and acoustic modelling of the whole development was provided. Proposed Residential Development in DD 381 & 384, Siu Lam AEC was commissioned by Sun Hung Kai Estate Agency to carry an independent detailed traffic noise assessment and subsequently AEC was commissioned to undertake optimisation of a 200m long 28m high noise barrier along Tuen Mun Highway. A traffic noise impact statement was produced and Town Planning Board approval for the development was achieved. Noise Survey on Dump Trucks, Lorries with Crane & Light Goods Vehicles AEC was commissioned by the Environmental Protection Department to carry out a comprehensive noise survey for dump trucks and lorries in Hong Kong with loading capacity ranges from below 5.5 tonnes to above 30 tonnes. Both stationery and running noise levels were measured. Proposed Residential Development in Lot 1066 in SD3, Tseung Kwan O AEC was commissioned by Shui Wing Steel to carry out a traffic noise impact assessment for the proposed 37 storeys 19 towers residential estate development. Acoustic design strategy and detailed acoustic modelling of the proposed development were produced. Proposed Development at Tai Tong Road, Yuen Long AEC was commissioned by Henderson Development to carry out a traffic noise impact assessment for the proposed 20 storeys 12 towers residential estate development. The subject site is fronting the heavily trafficked Yuen Long By-pass. Acoustic design strategy and detailed acoustic modelling of the proposed development were carried out. PRC Ministry of Foreign Affairs Buildings, 75 MacDonnell Road AEC was commissioned by Far East Contractors to carry out a comprehensive construction noise study on this prestigious development. Detailed construction equipment testings and selections and scheduling were provided. Subsequently, a number of Noise Construction Permits were obtained successfully. Maintenance HQ Building AA 162 Contract AEC was commissioned by Ho & Partners to provide comprehensive acoustic design and noise control for the Maintenance HQ Building at the new Chek Lap Kok Airport. The Building including workshops, offices and training centre, was situated 200m from the runway, detailed studies of local screening sound reduction performance of building materials and various architectural design were carried out.

Ma Wan Island Residential Development, Ma Wan AEC was commissioned by Sun Hung Kai Estate Agency to carry out an independent review of the railway noise impact from the Airport Railway on Lantau Fixed Crossing to the proposed prestigious residential development including private dwellings, village redevelopment, Theme Park and recreational developments. HKHA Ho Man Tin South (Phase 4) Development AEC was commissioned by Leigh & Orange to provide architecture acoustic design and comprehensive EIA study for this complex government office building which includes exhibition halls, commercial and recreational facilities. North Point Government Office, North Point AEC was commissioned by Shui On Construction to provide a comprehensive architecture acoustic design for this 24 storeys government office building. Traffic noise insulation material testings internal noise and vibration control studies were carried out. PRC Ministry of Foreign Office Building, Central AEC was commissioned by Boldwin Construction to provide construction noise assessment for the ‘fast-track’ construction work and subsequently, Construction Noise Permits were obtained successfully. Construction noise monitoring was also provided. Yen Chow Street Government Office, Cheung Sha Wan AEC was commissioned by Ho & Partners to provide architecture acoustic design strategy for the proposed government office building. KCRC Fanling Centre Noise Mitigation Measure Design, Fanling AEC was commissioned by Leigh & Orange to provide detailed acoustic design for the acoustic semi-enclosure at Fanling Centre to abate the railway noise impact on the residential towers. This was part of the KCRC East Rail noise abatement programme. Parc Regal, Ho Man Tin AEC was commissioned by Wheelock Properties to provide lift motor room and pump room noise mitigation remedial work design, which applied to all 21 towers within the development. Motor Cycle Noise Assessment - Ray Pow AEC was commissioned by Ray-Pow Motorcycles to carry out noise assessment for their imported motor cycles. All measurements were carried out in accordance to international measurement standards and so far, over 500 motorcycles have been assessed. Noise Barrier Evaluation, NKIL 6160, Diamond Hill AEC was commissioned by Wheelock Properties to carry out an independent acoustic design evaluation for the proposed 8m high, 124m long noise barrier at Diamond Hill which was proposed to be built over the existing MTRC tunnel. Hong Kong Housing Society Headquarter, Causeway Bay AEC was commissioned by the Housing Society to provide acoustic design input during their Headquarters refurbishment. Subsequently, a comprehensive acoustic model was generated to test different operation strategies in order to reducing the operational noise levels. Mactan Shangri-La Hotel, Philippines AEC was commissioned by Kerry Properties to carry out an independent investigation to identify the causes of a series of breakdowns of the desalination plant in the hotel. Mactau Shangri-La Hotel, Philippines – Desalination Plant

AEC was commissioned to provide mitigation on the air borne and structure-borne noise from the desalination plant in the resort hotel complex, which was affecting over 40 guest rooms. There were over 5 breakdowns of the plant in 8 months due to excessive vibration of the plant. Extensive vibration isolation and acoustics insulation design were provided.
