Transport for NSW’s Authorised Engineering Organisation (AEO) program, managed by the Asset Standards Authority (ASA), improves the ability of Transport and its supply chain to collaboratively manage NSW transport network assets more effectively and efficiently over their whole life.

Jim’s message Hello and welcome to our fourth and final AEO Newsletter for the year. The last 12 months were another busy and dynamic period for my team at the ASA as I’m sure it’s been for you in the industry and the wider Transport cluster. But I am buoyed by the continued NSW Government focus and record levels of investment to improve our Transport system and I hope you are finding it as fulfilling as we are to contribute to the modernising of our network.
I am very happy to report we now have 86 AEOs authorised in the community. Throughout 2016 we have implemented a new engagement program to drive our commitment to a closer government and industry relationship that our Minister emphasised as critical at the April industry briefing. Our focus with that engagement has been to seek your feedback on the effectiveness of the AEO Model now that has been deployed for some time. Page three of this newsletter has a good summary of outcomes from our most recent Community of Practice session.
I also wish to encourage you to have your say and contribute to a very important initiative of TfNSW - the “Future Transport Strategy”. This involves working with government, industry, the community and customers to develop a long term strategy for transport technology, infrastructure and services in NSW. The two key focus areas are “Future Transport Planning” and “Future Transport Technology”.
Transport is working closely with the Greater Sydney Commission to develop the draft District Plans and has identified six initial focus areas which we believe will influence the future of transport. A Future Transport Technology Roadmap hasbeen produced to improve the future of transport in NSW over th e next 15 years and you may comment on that roadmap before 31 January 2017. I strongly encourage you to head to future.transport.nsw.gov.au to review and contribute.
Finally, I’d like to thank you for your collaboration with us throughout the year and on behalf of all of us from the ASA, all the very best for a safe and happy festive season and see you in 2017!

New Type Approval process Recently, ASA published T MU MD 00005 GU Type Approval of Products. This new TfNSW guide describes the type approval (TA) process for TfNSW and its industry to apply through the application of national standard “AS 7702 Rail Equipment Type Approval”.
The development and creation of this guide was a major piece of collaborative effort between TfNSW, led by the ASA, and the Rail Industry Safety and Standards Board (RISSB) and meets national consistency and harmonisation of standards objectives set by the Commonwealth Government.
RISSB’s AS 7702 describes the minimum national standard requirements for the type approval process for rail equipment. It is aimed at unifying the practices currently being used and to facilitate mutual recognition of type approval processes. TfNSW’s new guide T MU MD 00005 GU specifies the role of the supplier, sponsor, ASA Lead Engineer (for appropriate discipline), rail transport operator, evaluating rail transport operator (ERTO) and independent technical reviewer (ITR) in NSW and provides supplementary information on the ASA processes in conducting TA.
The TA process applies to new products and modifications to existing products for the following engineering
disciplines: electrical, signal and control systems, stations and buildings, telecommunications, civil and track. If type approval is granted, which may include trials in the field, type approval certification will be issued including conditions and restrictions. The ASA will publish a listing of type approved products on the ASA website.

AEO Community of Practice #3: Outcomes driven by safety and quality On 8 December 2016, the ASA hosted the third in a
series of Authorised Engineering Organisation (AEO)
Community of Practice (CoP) sessions. A group of
Transport for NSW’s (TfNSW) directors of key projects
from Infrastructure and Services Division (I&S) including
the Transport Access and Power Supply Upgrade
programs along with several key service delivery partners
including AECOM, GHD and Laing O’Rourke attended. The
theme of the day was: “How can TfNSW give suppliers an
appropriate level of autonomy but still ensure the delivery
of the required safety and quality outcomes?”
This third in the series of AEO CoP sessions was about
identifying what priority issues in the application of AEO
from both client and provider sides need to be managed
to ensure the right balance between provider freedom of
action and client quality and safety assurance is achieved
during delivery. Both the AEOs and TfNSW personnel in
attendance appreciated providing comprehensive and
candid feedback in this regard.
The ASA’s Authorisation and Audit team captured three
main priority issues which were identified and dissected
– design submission and acceptance, procurement
requirements process and elevating the value of the AEO
Model for both sides.
Design submission and acceptance issues analysed
included:
• both process and behavioural issues regarding
the “comments register” including trust, bias and
objectivity
• communicating effectively and maturely
• compliance versus complaints
• roles and scope of responsibilities of client project and
technical managers
• acceptance criteria – including getting both business
and system requirements (BRS and SRS) done
and delivered by the client to providers early and
accurately.
Procurement requirements process issues included:
• designer quality versus constructor deadlines mixed
with client requirements
• expectations of the client being clearly set as early as
possible in the tender stage
• interactive tendering processes
• getting the BRS and SRS right
• the balancing of prescription versus specification.
Increasing the value of AEO points included:
• the scoring of AEO performance
• incentivising good / high quality performance by
AEOs
• penalising poor / low quality performance by AEOs
• consistency in the rigour of assessments and
surveillance audits.
The group developed the following key ideas:
• amending comments register criteria (from compliant,
non-compliant and observation) – I&S Division
• trial replacing the comments register with a “project
review discussion” process
• reinforcing, identifying and communicating TfNSW
project personnel accountabilities for submission and
acceptance
• continue to improve BRS and SRS timeliness and
accuracy in tenders
• work on development of a concept for recognition of
AEO maturity and performance as a means to growing
capability
• ASA to conduct quarterly AEO CoPs and regular
TfNSW User Groups and open them to wider
attendance from TfNSW and industry where
appropriate.
These are all currently under close consideration by
Luke Homann, Principal Manager Authorisation & Audit
ASA and TfNSW project directors who will report to an
upcoming TfNSW-internal AEO User Group to look at
their adoption.
Overall, sessions such as these were identified as being
critical to advancing AEO performance, TfNSW outcomes
and ASA objectives.
These CoP sessions form part of the ASA’s overall
objectives of closer industry engagement and supports
Transport’s values of collaboration, solutions and safety.

AEO Community The AEO Community is now at 86 organisations and
counting. With that number continuing to grow, we at the
ASA are even more committed to finding opportunities to
engage with you and to do it better.
One way we can improve is through gaining your feedback.
The ASA would like to hear from you! The ASA has prepared
a survey to gather your thoughts and ideas about the AEO
program. Your time in completing the survey is greatly
appreciated.
The ASA has also launched a LinkedIn page to give the
transport supply chain a channel to be updated with the latest
news and initiatives from the ASA. We encourage our AEO
members to check out our page and help us to continue the
conversation with industry.
In the new year, the next CoP will be held on Friday, 12
February 2017. Invitations will be forwarded closer to the date.

partnership with Engineers Australia, the nation’s leading
organisation for the advancement of the engineering
profession. This partnership supports both organisations’
objective of bringing more innovation to the transport
industry.
As well as being better positioned to deliver improved
transport outcomes for the people of NSW, the
partnership also means that TfNSW have the opportunity
to sponsor events such as the Australian Engineering
Excellence Awards. Through this partnership, Engineers
Australia has also recognised the value of the industry
events organised by the ASA by awarding continuing
