Federal Aviation Administration (FAA) Reauthorization Act - Airports of all sizes
impacted by the decisions.
The Bill which is supposed to be completed by the time an extension runs out in
March 2016, will include complex funding for major commercial airports, and will also
be counted upon for funding of competitive grants for general aviation airports.
The FAA Reauthorization Bill that was enacted in February 2012 authorized
appropriations to the FAA from Fiscal Year 2012 through Fiscal Year 2015.
The AIP program provides $3.6 billion in 2016 with $100 million in increases every
year throughout the reauthorization period.
The FAA usually provides 90% of the funding for airport projects, with the remainder
funded by the MA state and local share
These are monies already collected and deposited in the Airport and Airway Trust
Fund.

Program arose from concern for airport security
following 9/11
In the 2010, Massachusetts Statewide Airport System
Plan (MSASP) general aviation security was identified
as a leading aviation issue for improvement in MA
MassDOT Aeronautics Division is working with the
MassDOT/ MBTA Security Team, to install airport
security cameras for all GA Airports utilizing an existing
Statewide Contract
Airport installations will be prioritized with the first
airports targeted as those with FAA Contract Towers
that were slated to close under sequestration

MassDOT is involved in the Drone area in several different ways
As part of a FAA national project, MassDOT Aeronautics is playing a supporting role in the
FAA UAS Test Site located at Joint Base Cape Cod
FAA UAS Program – Six sites nationwide are focusing on research to safely integrate drones into
the National Airspace System
A joint NY & MA team is one of the six nationwide sites – NUAIR leads the joint team from NY;
MassDevelopment leads the MA team based at Joint Base Cape Cod
On the State Level, MassDOT is taking a team-based approach to addressing potential
state regulations for drones
MassDOT Aeronautics Analysis of Other State’s Drone Regulations
Drone Regulatory Working Group – Aeronautics Chief Counsel started a drones working group
(incl. MassDOT Chief Counsel, MA State AG and more participants to be identified)
Other State activities include study of the potential opportunities for drones in MassDOT
work
Aeronautics could use the drones for inspection of the 36 public-use airports under
the division’s purview, or for aircraft accident investigations
Other MassDOT divisions may consider drones for tasks such as highway bridge or
transit tunnel inspections

Background – Airport Capital Dollars from FAA Airport Improvement Program (AIP),
MassDOT Airport Safety & Maintenance Program (ASMP), and Local a Airport Share
MassDOT oversees 36 public use airports (non-Massport) but does not own or
operate any of these airports or their associated assets.
However, MassDOT utilizes an asset management system that measures pavement
condition index (PCI). MassDOT, often in conjunction with the FAA, stewards grant
money to individual airports based on a prioritization of the airport pavement needs
(runways, taxiways and aprons).
Other airport assets, such as Snow Removal Equipment (SRE) Buildings, vehicles,
etc., are sometimes funded by the FAA or MassDOT (in part), but the asset
management system used is a specialized inspection, or needs analysis in each
case.
In the case of the Statewide Airport Administration Buildings, MassDOT is the lead
funder (no FAA dollars). This project was the result of a study of all the airport
administration buildings and their respective condition (especially if the existing
facility was built prior to 1990, or if there was no existing facility), and also considered
criteria such as ADA compliance, among other things.

Investments:
$26.2 million (2015) for grants to public use airports for airport development, safety
improvements, navigational aids, and statewide aviation planning
$3.3 million for statewide airfield markings, tree clearing, pavement rehabilitation, and
upgrades to airport security
$200,000 to continue a study on how best to reduce the carbon footprint of our regional
airports
Funding for airport projects comes from two capital programs:
FAA Airport Improvement Program (AIP)
Typically awarded to publicly-owned public use airports in the National Plan of
Integrated Airport Systems (NPIAS) at a 90%/5%/5% Federal, state, & local airport split
Aeronautics manages between $30M-$75M each year from the FAA for AIP eligible
projects
Airport Safety and Maintenance Program (ASMP)
Leverages funds for safety, maintenance and security projects for airports that are not
eligible for AIP funds. Typically funded at an 80% state and 20% local share
Aeronautics manages more than $15M of MA funds each year for ASMP eligible
projects
