In response to the Committee's question regarding the benefits of the Greenbelt, Dan McDermott responded that such lands would be exempt from rulings of the Ontario Municipal Board (OMB), and provides an opportunity for the government to protect natural areas from erosion and development which Ontarians can be proud of. He cited a current lawsuit against the OMB by the Municipality of Waterloo against its ruling to permit a development in green space, and in which the Province is taking an unprecedented step of intervening on behalf of the Municipality. The Chair asked staff for further comments. Mr. Marcucci, Manager, Parks Planning, advised that the Natural Heritage & Urban Forest Strategy (NH&UFS) as well as the Greenbelt Feasibility Analysis will be brought to the next meeting ofEAC. He noted that an update as well as a link to the Greenbelt Feasibility Analysis will be provided to the Committee shortly. Mr. Marcucci advised that the amended legislation includes only publicly owned lands. The City does not own all the land in the Credit River Valley system and some of the uses, such as sports fields or festivals are contrary to the legislation. A series of meetings are scheduled with environmental groups and the Province to discuss these issues and will be shared at the Oct ;/.,meeting.

SUBJECT: Update on Feasibility Analysis for the Expansion of the Provincial Greenbelt Plan Area into Mississauga

In April 201 0 Mississauga City Council directed staff to carry out, in consultation with the Region and Credit Valley Conservation, a feasibility analysis for expansion of the provincial Greenbelt Plan Area into Mississauga (recommendation GC 0288-201 0). I am pleased to advise that this analysis was undertaken as a project deliverable of the Natural Heritage and Urban Forest Strategy (NH&UFS) and that the Project Team will make a deputation to the Committee on October 1, 2013 to present its results.

The analysis includes consideration of new developments in provincial legislation, in particular Amendment 1 to the Greenbelt Plan, approved by the Province of Ontario in January 2013, which introduced the Urban River Valley designation. It also includes an examination of the implications (pros and cons) of applying this designation to City owned lands with respect to recreational uses, facilities and infrastructure.

The following topics will be covered:

• Draft Feasibility Analysis for the Expansion of the Provincial Greenbelt Plan Area into Mississauga (to access this document click here);

• Input integration and next steps.

RE: Municipal Energy Plan program

Our government is committed to supporting and engaging municipalities by improving the province's energy planning processes. I am pleased to announce the launch of the Municipal Energy Plan (MEP) program. Municipalities can now apply to the Ministry of Energy for funding to support the development of municipal energy plans. These plans will complement the Long-Term Energy Plan and regional energy plans by focusing on the diverse needs of our different municipalities and regions. A MEP takes an integrated approach to energy planning by aligning energy, infrastructure, and land use planning. MEPs will help municipalities:

• assess the community's energy use and greenhouse gas (GHG) emissions • identify opportunities to conserve, improve energy efficiency and reduce GHG emissions • consider impact of future growth and options for local clean energy generation • support local economic development

The MEP program provides successful applicants with funding for 50 per cent of eligible costs, up to a maximum of $90,000. The MEP program will focus on supporting small and medium-sized municipalities that have fewer resources to develop these plans. Applications are due to the Ministry of Energy by November 29, 2013 at 12:00 noon. Please review the program guidelines and complete the application form. Ontario Supporting Local Energy Planning in Municipalities and Aboriginal Communities

Province Promoting Conservation and Clean Energy August 21, 2013 1 :00 p.m.

Ontario is supporting local energy planning through the new Municipal Energy Plans and

Aboriginal Community Energy Plans programs.

The programs will help small and medium-sized municipalities and Aboriginal communities

develop energy plans that focus on increasing conservation and help identify the best energy

infrastructure options for a community. Energy plans help municipalities and Aboriginal

Ontario Kicks Off Long-Term Energy Plan Review Province Renews Commitment to Conservation and Clean, Reliable, Affordable Energy

July 10, 2013 4:22 p.m.

Ontario is launching a review of the Long-Term Energy Plan, which will include province-wide

consultations on a variety of topics including the province's mix of energy sources such as wind,

solar and nuclear, and conservation.

Starting today through to September 9, the general public, industry stakeholders, Aboriginal

leaders, and municipal representatives are all invited to provide their advice on Ontario's long­

term energy needs and how to meet them.

Ontarians can join in the conversation by:

• Taking part in one of the information sessions that will be held in communities across the province, including St. Catharines, London, Windsor, Toronto, Thunder Bay, Sudbury, Barrie and Ottawa.

• Submitting comments in response to the discussion guide, Making Choices: Reviewing Ontario's Long Term Energy Plan

• Completing an online questionnaire.

New Ontario Government Strengthens Energy Planning Communities Will Be Engaged in Regional Energy Plans

The new Ontario government is improving how the province plans and builds large energy

infrastructure projects going forward.

To ensure that Ontario builds energy infrastructure in a process that respects communities, the

government has asked two key agencies to develop a new regional energy planning process

based on formal input from municipalities, communities and the energy sector.

Regional energy plans will rely on public consultations and municipal input to ensure that

Ontario gets siting decisions right the first time - while recognizing that a strong electricity grid

requires ongoing investments in clean, modern and reliable energy infrastructure.

The Independent Electricity System Operator and the Ontario Power Authority are expected to

report back to the Minister of Energy with a joint implementation plan by August 151 , 2013. The

plan will take into account recommendations on energy project siting made by the Legislative

Assemblyls Standing Committee on Justice Policy.

Through strong public consultation, regional energy plans will lead to better decision making -

so that future electricity generation contracts place energy infrastructure in the right location

from the beginning.

Engaging communities in the regional energy planning process is part of the new Ontario

governmenfs plan to build strong communities, powered by clean, reliable energy.

Michael De Wit, Vice-Chair, indicated that a presentation on the transportation strategy would be beneficial to the Committee.

EAC-0039-2012 1. That the Corporate Report dated July 26, 2012 from the

Commissioner of Community Services, entitled "Potential Ban of Plastic Shopping Bags in Mississauga," be received; and

2. That the Environmental Advisory Committee recommends that the potential ban of plastic shopping bags in Mississauga be referred to the Region of Peel's Waste Management Committee for further research and recommendations to the Region of Peel's Regional Council and the City of Mississauga' s Council.

Councillor Tovey noted that the Urban Design A wards should include green building and Ms. Bracken noted that the categories and criteria would have to be strengthened. It was suggested that a report could be written to make a recommendation with respect to creating a green award in Urban Design.

May 1/12 EAC Meeting Update: Ms. Osborne added that she did not have a specific timeline for the transportation strategy at this time.

May 7/13 EAC Meeting Update: In response to Councillor Tovey, Ms. Osborne said that Ms. Bracken is working with Planning and Building Department staff to establish a green development award complementary and linked to the existing A wards and that it may be announced this fall, but will not begin until 2014.

EAC-0003-2013 1. That the PowerPoint presentation by Lincoln Kan, Manager,

Environmental Services, entitled "Stormwater Financing Study (Phase 1 )," to the Environmental Advisory Committee on February 5, 2013 be received; and

2. That staff be directed to prepare an update regarding the Storm water Financing Study (Phase 1) for consideration at a future Environmental Advisory Committee meeting.

EAC-0011-2013 That the email message dated February 1, 2013 from Danish Sarwar, Ward 5 resident, with respect to how our municipality can help stop climate change, be received and referred to staff for fmiher review and returned to a future Environmental Advisory Committee meeting for consideration.

May 7/13 EAC Meeting Update: Ms. McLeod gave an update, noting that this matter was discussed at the Committee's December 2012 meeting. She said that three existing award programs were reviewed and associated organizations were consulted regarding the Committee's recommendation. Ms. McLeod said that modifying the current award processes or adding a new "Living Green" award is not advisable for various reasons. She noted that Streetscape Mississauga has renamed the Alternative Gardens class of their contest the "Mississauga Living Green Ecogardens" class. Ms. McLeod said that the Committee could help promote the existing award programs and, beginning in 2014, host-an annual celebration and networking event in the spring to coincide with the annual reporting out of the Living Green Master Plan.
