PROCLAMATION

WHEREAS, in October, 1858, a crew of local diggers led by Philadelphia Academy

of Natural Sciences member William Foulke excavated the nearly-complete skeleton of

a gigantic prehistoric animal from a marl pit on the Haddonfield farm of John Estaugh

Hopkins, and

WHEREAS, Dr. Joseph Leidy a professor of anatomy and chairman of the Board of

Curators of Philadelphia’s Academy of Natural Sciences and a leading expert in the

science of fossil studies quickly recognized that the animal was a dinosaur and that the

find was an significant scientific event, and

WHEREAS, on December 14, 1858 Dr. Leidy became the world’s first scientist to

describe the factual anatomy of a dinosaur—the animal he named Hadrosaurus foulkii,

and

WHEREAS, Hadrosaurus foulkii was the first dinosaur skeleton ever put on public

display at Philadelphia’s Academy of Natural Sciences, with copies subsequently placed

in New York’s Central Park in 1871, at the U.S. Centennial Exhibition in Philadelphia in 1876,

at the Royal Scottish Museum in Edinburgh, Scotland in 1879, the first dinosaur mount ever

displayed in Europe, at the Smithsonian Institution in Washington, D.C., in historic Nassau

Hall at Princeton University, and for 15 years, remained the only dinosaur skeleton on

display anywhere in the world, and

WHEREAS, in 1984 the discovery site, which gets over 100 visitors per month, was

officially marked by Eagle Scout Christopher Brees and has been continually maintained

by his father Butch Brees, and

WHEREAS, in 1994 the discovery site was declared a national historic landmark, and

WHEREAS, in 2003 the H.A.T.C.H. Committee dedicated a sculpture of this famous

prehistoric fossil, and

WHEREAS, October 2019 marks the 161st anniversary of the excavation the nearly-

complete skeleton of what became known as Hadrosaurus foulkii, and

WHEREAS, the Borough Commissioners deem it appropriate this anniversary be

celebrated by the present and future generations of dinosaur admirers in the Borough of

Haddonfield.

NOW THEREFORE BE IT RESOLVED, the Borough Commissioners ask all its residents to

join in wishing “Haddy” a happy 161st birthday.

AN ORDINANCE AMENDING THE CODE OF THE BOROUGH OF

HADONFIELD, COUNTY OF CAMDEN, STATE OF NEW JERSEY,

CHAPTERS 232 ENTITLED VEHICLES AND TRAFFIC TO AMENT THE

RESTRICT PARKING DURING CERTAIN HOURS ON LINCOLN

AVENUE

BE IT ORDAINED BY the Board of Commissioners of the Borough of Haddonfield,

County of Camden, State of New Jersey, as follows:

SECTION I:

1. Chapter 232, entitle d Vehicles and Traffic, Article IV – Parking, Section 232-

28, entitled Parking Prohibited During Certain Hours on Certain Streets is hereby amended

to include the specific street named below:

§232-28. Parking prohibited during certain hours on certain streets.

No person shall park a vehicle between the hours specified below, on any day

(except Sundays and public holidays) upon any of the streets or parts of streets

described:

2. Chapter 232, entitled Vehicles and Traffic, Article IV – Parking, Section 232-

28.1, entitled Exemptions from parking prohibited during certain hours on certain streets,

is hereby amended to include the following:

A. Residents of the unit block of Centre Street may make application to the

Borough of Haddonfield for permission to park up to two vehicles per

household operated by them on the following listed streets of the Borough

of Haddonfield without being restricted by time limit parking in §232-28

listed above, provided that the property upon which the resident resides

has no legal area in which a motor vehicle may be parked as defined in

Chapter 135, land Development, of the Code of the Borough of

Haddonfield. The residents of a dwelling unit shall be limited to no more

than two permits per dwelling unit.

designee to evaluate the application and shall grant parking

permits if the terms of this section are in accordance with the rules

and regulations promulgated by the Borough Administrator.

2. The resident shall pay a fee of $50 per yearly permit.

3. All permits shall expire at the end of each calendar year.

B. Up to seven (7) vehicles of Tarditi Commons, 325 Lincoln Avenue, may

make application to the Borough of Haddonfield for permission to park on

the north side of Lincoln Avenue between the hours of 4:00 p.m. to 2:00 a.m.

Monday through Saturday from the intersection with Park Place, on the

northernly curbline moving east for 140 feet without being restricted by the

limits of parking listed in §232-28 above.

1. The application for on-street parking permits provided for by this

section shall be submitted to the Chief of Police who shall cause his

designee to evaluate the application and shall grant parking permits

if the terms of this section are in accordance with the rules and

regulations promulgated by the Borough Administrator.

2. These seven (7) permits will be available at no cost.

3. All permits shall expire at the end of each calendar year.

SECTION II

If any section, subsection, paragraph, sentence, clause or phrase of the

Ordinance shall be declared invalid for any reason whatsoever, such decision shall not

affect the remaining portions of this Ordinance which shall continue in full force and

effect, as to this end the provisions of the Ordinance are hereby declared to be

severable.

SECTION III

This ordinance shall take effect immediately upon passage and publication as

required by law.

Authorization to Accept and Advertise 2018 Audit Report

WHEREAS, N.J.S.A. 40A:5-4 requires the governing body of every local unit to have

made an annual audit of its books, accounts and financial transactions; and

WHEREAS, the Annual Report of Audit for the year 2016 has been filed by a

Registered Municipal Accountant with Bowman & Company, LLP pursuant to N.J.S.A.

40A:5-6, and a copy has been received by each member of the governing body; and

WHEREAS, the Local Finance Board of the State of New Jersey is authorized to

prescribe reports pertaining to the local fiscal affairs, as per R.S. 52:27BB-34; and

WHEREAS, the Local Finance Board has promulgated a regulation requiring that

the governing body of each municipality shall by resolution certify to the Local Finance

Board of the State of new Jersey that all members of the governing body have reviewed,

as a minimum, the sections of the annual audit entitled: Schedule of Findings and

Questioned Costs, as evidenced by the group affidavit form of the governing body; and

WHEREAS, such resolution of certification shall be adopted by the governing body

no later than forty-five days after the receipt of the annual audit, as per the regulations

of the Local Finance Board; and

WHEREAS, all members of the governing body have received and have

familiarized themselves with, at least, the minimum requirements of the Local Finance

Board of the State of New Jersey, as stated aforesaid and have subscribed to the

affidavit, as provided by the Local Finance Board; and

WHEREAS, failure to comply with the promulgations of the Local Finance Board of

the State of New Jersey may subject the members of the governing body to the penalty

provisions of R.S. 52:27BB-52 – to with:

R.S. 52:27BB-52 – “A local officer or member of a local governing body who,

after a date fixed for compliance, fails or refuses to obey an order of the

director (Director of Local Government Services), under the provisions of this

Article, shall be guilty of a misdemeanor and, upon conviction, may be fined

no more than one thousand dollars ($1,000.00) or imprisoned for not more

than one year, or both, in addition shall forfeit his office.”

NOW, THEREFORE, BE IT RESOLVED that the governing body of the Borough of

Haddonfield hereby stated that it has complied with the promulgation of the Local

Finance Board of the State of New Jersey dates July 30, 1968 and does hereby submit a

certified copy of this resolution and the required affidavit to said Board to show evidence

of said compliance.

Deer Carcass Removal Services

WHEREAS, the Borough of Haddonfield is a participant in the Camden County

Cooperative Pricing System, System Identifier No. 57-CCCPS; and

WHEREAS, the County of Camden, as the Lead Agency for the Camden County

Cooperative Pricing System, received and opened bids at its Division of Purchasing on

August 21, 2019 at 11:00 a.m. for Bid A-45/2019, for deer carcass removal services on an

as-needed basis; and

WHEREAS, the Board of Chosen Freeholders awarded the lowest responsible

bidder, Deer Carcass Removal Service, P.O. Box 328, Cream Ridge, New Jersey 08514 for

the County and participating municipalities in the Cooperative; and

WHEREAS, the term begins on or about October 1, 2019 through September 30,

2020, at a cost of $65 per carcass with second and third year renewal options.

WHEREAS, funding for this purpose shall not exceed the maximum budgeted line

items for copy and computer paper and envelopes in the Borough’s 2019 temporary

and/or permanent budgets for 2020 and 2021 as necessary, and shall be encumbered

prior to incurring the obligation in accordance with N.J.A.C. 5:30-5.5(b)(2).

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Borough

of Haddonfield, County of Camden, State of New Jersey as follows:

1. That a contract is hereby extended to Deer Carcass Removal Service, P.O. Box 328,

Cream Ridge, New Jersey 08514 as a participating government entities in the

Cooperative for the term beginning on or about October 1, 2019 through

September 30, 2020; and

2. That funding for this purpose for the Borough of Haddonfield shall not exceed the

maximum line item for contractual items in the Borough of Haddonfield’s 2019

budget and shall be encumbered prior to incurring the obligation pursuant to

received sealed bids relative to the procurement of natural gas supply services per Bid

A-37/19: and

WHEREAS, the Board of Commissioners of the Borough of Haddonfield wish to

participate in the award of Bid A-37/19; and

WHEREAS, the Lead Agency for the South Jersey Power Cooperative, the County

of Camden has declared Direct Energy Business Marketing, LLC as the lowest responsible

bidder for a term of 36 months commencing with the first meter read after November 30,

2019 and terminating November, 2022, at the dekatherm prices listed in Direct Energy

Business Marketing, LLC’s proposal for Bid A-37/19; and

WHEREAS, funding for this purpose shall be contingent upon the availability and

appropriation of sufficient funds for this purpose in the Borough’s permanent 2019

budget, as the 2020, 2021 and 2023 temporary and/or permanent budgets and shall be

encumbered at the rates on file in the Clerk’s Office to the limit of the Borough’s budget

line item appropriation in accordance with N.J.A.C. 5:30-5.5(b)(2); and

Authorization for the Haddonfield Police Department to Participate in the Defense

Logistics Agency, Law Enforcement Support Office, 1033 Program to Enable the

Haddonfield Police Department to Request and Acquire Excess Department of

Defense Equipment

WHEREAS, the United States Congress authorized the Defense Logistics Agency

(DLA) Law Enforcement Support Office (LESO) 1033 Program to make use of excess

Department of Defense personal property by making that personal property available to

municipal, county and State law enforcement agencies (LEAs); and

WHEREAS, DLA rules mandate that all equipment acquired through the 1033

Program remain under the control of the requesting LEA; and

WHEREAS, participation in the 1033 Program allows municipal and county LEAs to

obtain property they might not otherwise be able to afford in order to enhance

community preparedness, response, and

resiliency; and

WHEREAS, although property is provided through the 1033 Program at no cost to

municipal and county LEAs, these entities are responsible for the costs associated with

delivery, maintenance, fueling, and upkeep of the property, and for specialized training

on the operation of any acquired property; and

WHEREAS, N.J.S.A. 40A:5‐30.2 requires that the governing body of the municipality

or county approve, by a majority of the full membership, both enrollment in, and the

acquisition of any property through, the 1033 Program.

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Borough

of Haddonfield, County of Camden, State of New Jersey that the Haddonfield Police

Department is hereby authorized to enroll in the 1033 Program for no more than a one‐year period, with authorization to participate terminating on December 31 of the current

calendar year from January 1, 2020 to December 31, 2020; and

BE IT FURTHER RESOLVED that Haddonfield Police Department is hereby authorized

to acquire items of non‐controlled property designated “DEMIL A,” which may include:

office supplies, office furniture, computers, electronic equipment, generators, field packs,

non‐military vehicles, clothing, traffic and transit signal systems, exercise equipment,

farming and moving equipment, storage devices and containers, tools, medical and first

aid equipment and supplies, personal protection equipment and supplies, construction

materials, lighting supplies, beds and sleeping mats, wet and cold weather equipment

and supplies, respirators, binoculars, and any other supplies or equipment of a non‐military nature identified by the LEA, if it shall become available in the period of time for

which this resolution authorizes, based on the needs of the Haddonfield Police

Department, without restriction; and

BE IT FURTHER RESOLVED that the Haddonfield Police Department is hereby

authorized to acquire the following “DEMIL B through Q” property, if it shall become

and implement a full training plan and policy for the maintenance and use of the

acquired property; and

BE IT FURTHER RESOLVED that the Haddonfield Police Department shall provide a

quarterly accounting of all property obtained through the 1033 Program which shall be

available to the public upon request; and

BE IT FURTHER RESOLVED that this resolution shall take effect immediately and shall

be valid to authorize requests to acquire “DEMIL A” property and “DEMIL B through Q”

property that may be made available through the 1033 Program during the period of

time for which this resolution authorizes; with Program participation and all property

request authorization terminating on December 31st of the current calendar year from

January 1, 2020 to December 31, 2020.

property; and

WHEREAS, N.J.S.A. 40A:11-36 governing the sale or disposal of Borough property

where the fair market value exceeds $2,500.00 in any one sale requires a public sale

authorized by resolution and properly advertised.

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Borough

of Haddonfield, County of Camden, State of New Jersey, as follows:

1. That the Borough Administrator is hereby authorized as the Borough’s agent to

dispose of surplus property in the Borough’s possession and control, by public
