Generous Father, we are grateful for the gift of Mary,

TECHNOLOGY ENABLED LEARNING AND TEACHING DIGITAL MARKETPLACE

Strategic Goals:  Catholicity, Catholic Learning Environment, Technology

Administration/Operational

Faith and Program Committee – May 16, 2017 Technology Enabled Learning and Teaching Digital Marketplace

BACKGROUND

Educational institutions worldwide are identifying the importance of the global competency skillsets as they prepare their modern learners for an ever‐changing, globally connected, technology infused world.  These skillsets include critical thinking, collaboration, communication, and creativity/innovation (entrepreneurship). These skillsets are increasingly integrated into pedagogy to help prepare students for modern applications in society.    As we journey forward in Dufferin‐Peel, we recognize that many of the careers and jobs we know today, will give way to technologies as industries adopt cost‐effective solutions.  Today’s learners need to be better prepared for tomorrow's job‐market through the effective application and proficiencies of the global competencies. These shifts in teaching and application are paramount as former pedagogies that focused on lower levels on Bloom's Taxonomy such as recall and fact‐based learning give way to higher‐level thinking skills.   DISCUSSION

Dufferin‐Peel offers various opportunities for educators to learn and share best practice in modern teaching strategies. One such example is Dufferin‐Peel’s Digital Marketplace. This is an annual event that showcases the effective use of board‐supported technologies to enhance modern pedagogies in today’s classrooms.    Now in its third year, Dufferin‐Peel’s Digital Marketplace continues to honour teacher and student voice, highlighting innovation and a celebration of best‐practice strategies to enhance modern learning throughout Dufferin‐Peel.  The objective is to highlight, share and collaborate with participants to leverage knowledge sharing and support building in Dufferin‐Peel. Examples in the recent Digital Marketplaces have showcased strategies and ideas to promote student inquiry, new strategies in Mathematics delivery, examples of documentation of student learning, variations in assessment, coding and makerspaces across grades, augmented reality, global citizenship, student voice through collaboration and communication and applications on the integration of STEAM (Science, technology, Engineering, Arts, and Mathematics).  Digital Marketplace presenters span across all seven Families of Schools, divisions, subject areas and special education.

alignment to our Catholic Board Improvement Learning Cycle

curriculum connections and connection to the global competencies

successes and challenges along the way

connections to our Faith and the Ontario Catholic School Graduate Expectations

assessment strategies where applicable

additional resources and implementation strategies for participants  The following Dufferin‐Peel educators will be highlighting their presentations at tonight’s Faith and  Program Committee meeting:

Christ the King Catholic Elementary (Grade 8 Teacher K. Gizzi along with students) ‐ Filming, Editing, and Broadcasting Monthly School News Reports.

St. Jean‐Marie Vianney Elementary School (Teachers M. Labuda and T. Bell) ‐ DP Cloud and Google Drive.

Moving forward, Dufferin‐Peel will continue to offer opportunities for collaboration and knowledge building through Dufferin‐Peel’s Digital Marketplaces.  THE FOLLOWING RECOMMENDATION IS PROVIDED FOR CONSIDERATION:

CATHOLIC COMMUNITY, CULTURE AND CARING SCHOOL CLIMATE SURVEY

Strategic Goals: Catholic Learning Environment:  Catholic Community, Culture and Caring; Catholic Community Engagement

Administration/Operational

Faith and Program Committee – May 16, 2017 Catholic Community, Culture and Caring School Climate Survey

BACKGROUND

The 2016‐2017 Catholic Community, Culture, and Caring (CCCC) School Climate Student Survey was administered to Dufferin‐Peel students in Grades 4 through 12 in February 2017. This report provides an explanation of the framework used to develop the survey, some early review and analysis of the data and how system and school level data will be used to inform next steps.   OVERVIEW

Rationale: The Ontario Ministry of Education focus on Safe and Accepting Schools and Positive School Climate requires that all schools across the province implement a school climate survey for students every two years. As a Catholic school board, our fundamental understanding of the inherent human dignity of all people helps us frame this requirement.   The Dufferin‐Peel Catholic District School Board’s (the Board) Catholic Board Improvement Learning Cycle (CBILC) identifies that the Board is committed to “fostering the continuous development of all through a safe, caring and inclusive environment.”  Furthermore, one of the action steps identified in the CBILC is to “identify attainable concrete next steps relative to baseline Catholic Community, Culture and Caring (CCCC) survey data and ongoing school needs.”  In addition, the Catholic Community, Culture, and Caring School Climate (CCCC) Survey results will be used to monitor our progress for meeting goals identified in the Catholic Board Improvement Learning Cycle (CBILC).

Survey Framework. The CCCC School Climate Student Survey was revised in 2016‐2017 to provide a valid and accurate baseline measurement of student perception of school climate over time. The framework guiding survey revisions was adapted from national research investigating school climate as it relates to student engagement (Willms, Friesen, & Milton, 2009). In addition to collecting information about bullying, aggression, and well‐being, the survey focuses on student engagement.  Student engagement is defined as “the extent to which students identify with and value schooling outcomes, have a sense of belonging at school, participate in academic and non‐academic activities, strive to meet the formal requirements of schooling, and make a serious personal investment in learning.”

Page 18: AGENDA - Dufferin-Peel Catholic District School Board 16, 2017.pdf · Faith and Program Committee Meeting Tuesday, May 16, 2017, 7:00 p.m. Board Room, Catholic Education Centre The

  G 2 Pg. 2

Faith and Program Committee – May 16, 2017 Catholic Community, Culture and Caring School Climate Survey

Furthermore, student engagement is further articulated in terms of:

Social Engagement:  a sense of belonging and involvement in school life.

Academic Engagement:  participation in the formal requirements of schooling.

Intellectual Engagement:  a serious emotional investment in learning, using higher order thinking skills (such as analysis and evaluation) to increase understanding, solve complex problems, or construct new knowledge.

This framework identifying the various aspects of student engagement will serve to provide all involved in data analysis with a deeper understanding of the nature and components of student engagement.  Results from the survey will be used to guide school teams to reinvision their own understanding of a more comprehensive review of social, academic and intellectual engagement in school.  Deeper analaysis of data will provide schools an opportunity to reflect on the data presented, asking questions to ensure that student engagement correlated to student achievement and well‐being remain a primary focus for all school teams.

RESULTS

Data from the survey continues to be analyzed and reviewed by the Board’s Research Department from a local and system perspective.  There were extremely high participation and completion rates on the survey among both elementary (23, 349 students) and secondary (19, 181) panels. The Research team is reviewing the data with respect to social, academic and intellectual engagement in grades 4 to 12.  Responses indicate that the majority of students (55%) speak English as their first and only language.  The top five languages spoken other than English are: Tagalog (7%), Spanish (7%), French (6%); Polish (5%), and Portuguese (4%).

The largest self‐identified groups are: European (26%), White (24%), South east Asian (13%), Black (10%), South Asian (10%).  Approximately 10% of students identify as having more than one ethnic or cultural background.  Further analysis indicates that 54% of all students belong to a racialized group.

Early data analysis and review indicates that 75% of students participate in at least one team or club in school.  Over two thirds of students indicated having a high social engagement at school.  Results related to bullying and aggression indicate that 13% of students reported incidents of social aggression (i.e., name calling, rumors, etc.) while only 5% of students reported incidents of cyber‐bullying.

DISCUSSION

Findings from the survey are being disseminated to each school team through a series of data workshops that are currently underway.  School teams are comprised of an administrator and members of the school’s Catholic Community Culture and Caring Action Team.  School teams are provided with high level system data and then spend time looking at and analyzing their own individual school data by school grade, division, etc.  As part of the cycle of continuous improvement, school teams review, reflect upon, and refine their own Catholic School Improvement Learning Cycle (CSILC).  Plans to address identified areas for improvement are developed by the school team with a look to implementation in the Fall of 2017.  During the sessions, Board researchers and central staff such are available to serve as a resource to schools.

In summary, Year One baseline data for measuring CBILC goals related to Catholic Community Engagement and Catholic Learning Environment: CCCC is being analyzed.  Moving forward, schools will use the data specific to their own schools (i.e., elementary:  grades four through eight responses; secondary:  grades nine through twelve responses) to inform their action steps and responses in their CSILC:  2017 – 2018.    As part of an iterative process, schools will continue to refine their action steps to ensure that they are responsive to the needs of each unique local school community.  THE FOLLOWING RECOMMENDATIONS ARE PROVIDED FOR CONSIDERATION:

THE LOCAL POLICE SCHOOL BOARD PROTOCOL AND PARTNERSHIPS WITH POLICE SERVICES

Strategic Goal: Catholic Community Engagement

Administration/Operational

Faith and Program Committee – May 16, 2017 The Local Police School Board Protocol and Partnerships with Police Services

BACKGROUND

“Two are better than one, because they have a good reward for their toil.” (Ecclesiastes 4:9)

The current Local Police School Board Protocol has been in place in the Dufferin‐Peel Catholic District School Board since 2011. This protocol is coherent with an overall Ministry of Education framework as well as with those in place in other school boards throughout the Province of Ontario. Over the past two to three years, a number of minor modifications have been proposed, at the behest of the Ministry of Education, with the hope that updated protocols be in place, at the local level, for the 2016/2017 school year. These changes were reviewed with a number of stakeholders, at the provincial level, including: police; school board administration; teacher and support staff federations; representatives of Principals and Vice‐Principals; etc.   The Local Police School Board Protocol, in conjunction with a number of proactive programs and initiatives, both defines and supports Dufferin‐Peel’s relationship with police services in the region.

DISCUSSION

The Local Police School Board Protocol

The updated Local Police School Board Protocol for the Dufferin and Peel regions is in the process of being finalized and will be shared with schools through Family of Schools Supervisory Officer meetings. Changes, as noted, have been minor, including updates to the Lockdown/Hold and Secure/Shelter in Place and Bomb Threats General Administrative Procedures, so as to reflect the most current and effective practices to support student, staff and community safety. Overall, the Protocol is designed to outline the roles and responsibilities of police forces and school boards so as to promote the respectful and efficient resolution of incidents that may occur, with particular focuses on appropriate reporting, information sharing and investigations. Indeed, through the system’s Safe Schools Committee, school administrators were recently provided with in‐service opportunities to review and refine their practices in these regards. Once the protocol is officially signed, schools will share highlights of the protocol with their local communities, working with students, staff and parents.  In preparation for the release of the Protocol to the system, a number of stakeholders, including teacher federations, were provided with the opportunity to review the protocol, so that it is reflective of a collaborative approach to supporting student, staff and community safety.

Prevention

In addition to the Protocol, Dufferin‐Peel collaborates with police through a number of proactive practices and programs, aimed at reducing the need for responsive action after incidents have taken place. Some of these, outlined below, include: the Cyber Academy; the Worlds Collide program; and, the 2017 Special Olympics at the Ontario Provincial Summer Games. Work is also ongoing with School Resource Officers (SROs), formerly referred to as Neighbourhood Policing Unit (NPU).   Cyber Academy

The Peel Safety Village Cyber Academy continues to provide a “hands on” interactive learning experience to deliver internet safety education to Grade 5 students across the region of Peel. Visiting the Academy is intended to provide students with a meaningful experience with the goal of making a significant impact on their ability to be safe when using the internet by making good choices and understanding the risks inherent in the use of the internet.  This collaborative initiative supports our system goal of helping students develop into more positive digital citizens.   The Peel Safety Village also offers programs for students in grade 1 (Community Helpers/911), grade 2 (Personal Safety/Pedestrian Safety) and grade 3 (Personal Safety/Bike Safety).  Worlds Collide

Worlds Collide is an immersive, multi‐disciplinary program that brings together high school students and community members to teach the physical, emotional and societal impacts of collisions involving both vehicles and pedestrians. At one of our Secondary Schools, each department has incorporated the program into both curriculum and summative evaluations (such as culminating performance tasks). This program supports students with diverse pursuits in collaborating to bring about the positive outcome of community responsibility.   2017 Special Olympics Ontario Provincial Summer Games

Peel Regional Police will be hosting the 2017 Special Olympics Ontario Provincial Summer Games from July 13 to 16 and has invited the local school boards to partner with them on a fundraising initiative to help offset the travel and accommodation costs for athletes from across the province to attend. The initiative, called Adopt an Athlete, has sought school communities to work with their School Resource Officers (formerly known as NPUs) to raise $500 each to help with an assigned athlete’s costs to attend and participate in the event. Twenty‐eight Dufferin‐Peel schools are participating, sponsoring a total of 35 athletes. In addition to sponsoring athletes, Dufferin‐Peel students have been given opportunities to volunteer during the games.

The partnerships of local police forces and school boards support safety and enrich life in community. In alignment with Dufferin‐Peel’s Strategic System Plan and Catholic Board Improvement Learning Plan, these partnerships also continue to provide opportunities to value the involvement of multiple stakeholders in the work of schools and the larger system, in the present and moving forward.
