    thick SDBC on V-5 road in Sector 39, Chandigarh. (Providing and laying 25 mm thick

    SDBC adjoining parking on V-5 road in Sector 39, Chandigarh).

    (Amount Rs. 93.06 lacs)

    The V-5 road in Sector 39 was last recarpetted during the year 2006. The site was inspected

    and it was observed that the condition of the road was not good. There are heircrads, skin patches and

    unevenness in the road surface and the road is required recarpetting and which are due in the year 2012

    as per policy of Municipal Corporation, Chandigarh.

    Accordingly, this Rough Cost Estimate amounting to Rs. 93.06 lacs for providing and laying

    40 mm thick bitumen concrete and 25 mm thick SDBC on V-5 road in Sector 39, Chandigarh. (Providing

    and laying 25 mm thick SDBC adjoining parking on V-5 road in Sector 39, Chandigarh), has been

    prepared and is submitted for arranging administrative approval and allotment of funds under appropriate

    head of account of Municipal Corporation, Chandigarh. It is certified that scope of work taken in this

    estimate has not been earlier included in any of the estimate.

    The following scope of the work has been taken in the estimate.

    1. Dismantling of existing kebs and channels.

    2. Fixing of old kerbs and channels.

    3. Providing and fixing new PCC kerbs and channels.

    4. Providing and applying tack coat.

    5. Providing and laying 40 mm thick bitumen concrete on (V-5 road).

    6. Providing and laying 25 mm t hick SDBC (on the parking area).

    The expenditure on this work will be charged under Head “4217 (P) Improvement of roads

    Subject: Recast Rough cost estimate for providing and laying 25 mm thick SDBC on V-6 road in

    Sector 38 (West), Chandigarh.

    (Amount Rs. 39.80 lacs)

    The condition of V-6 road in Sector 38 (West) is in very bad shape and it is not possible to

    repair with heavy patch work. The carpeting of the said road was laid in 2007 and was due laid in 2012

    and was due for next layer to be laid as per policy of the Municipal Corporation. This estimate was

    approved amounting to Rs. 29.73 lacs vide office order No.124 dated 04.04.2011. The work was allotted

    to M/s Sutlej Construction Ltd. SCO No.858, NAC, Manimajra, Chandigarh vide Memo No.1852 dated

    03.04.2012 for a period of 4 months. But the agency did not execute the work due to this, the earnest

    money was forfeited and the allotment of the said work had been cancelled in October, 2012. Due to

    increase of rates of material, the General House of Municipal Corporation approved the new rates of

    material and as such the said estimate required recasting for amounting to Rs. 39.80 lacs.

    Accordingly, this Re-cast Rough Cost Estimate amounting to Rs. 39.80 lacs for providing and

    laying 25 mm thick SDBC on V-6 road in Sector 38 (West), has been prepared and is submitted for

    arranging administrative approval and allotment of funds under appropriate head of account of Municipal

    Corporation, Chandigarh. It is certified that scope of work taken in this estimate has not been earlier

    included in any of the estimate.

    The following scope of the work has been taken in the estimate.

    The riding quality of V-6 road in Sector 37-C is in very bad shape and it is not possible to

    repair with heavy patchwork. The carpeting of said road was laid in 2005 and was due for laid in 2010

    and was due for next layer to be laid as per policy of the Municipal Corporation. This estimate was

    approved amounting to Rs.29.02 lacs vide office order No. 228 dated 08.07.2010. The work was allotted

    to M/s Sutlej Construction Ltd., SCO No. 858, NAC, Manimajra, Chandigarh vide this office Endst.No.1839

    dated 03.04.2012 with a time limit of 4 months. But the agency did not execute the work despite issue of

    notices and as such the earnest money has been forfeited and allotment of he work was cancelled in

    October, 2012. Due to increase of rates of material, the General House of Municipal Corporation

    approved the new rates of material and as such the estimate required for recasting of amounting to

    Rs.45.92 lacs.

    Accordingly, the recast rough cost estimate amounting to Rs. 45.92 lacs for providing and

    laying 25 mm thick SDBC on V-6 road in Sector 37-C, Chandigarh, has been prepared and is submitted

    for arranging administrative approval and allotment of funds under appropriate head of account of

    38-A amounting to Rs.37.47 lacs was approved vide office order No. 87 dated 17.03.2011. The estimate

    Sector 38-B was approved amounting to Rs.35.17 lacs vide office order No. 99 dated 01.08.2012. The

    tenders had been called so many times, but no bid was received . Due to increase of rates of material,

    the General House of Municipal Corporation approved the new rates of material and as such the

    estimate is required for recasting of amounting to Rs.90.05 lacs.

    Accordingly, the recast rough cost estimate amounting to Rs. 90.05 lacs for providing and

    laying 25 mm thick SDBC on V-6 road in Sector 38-A&B, Chandigarh, have been prepared and is

    submitted for arranging administrative approval and allotment of funds under appropriate head of account

    of Municipal Corporation, Chandigarh. It is certified that scope of work taken in this estimate has not been

    earlier included in any of the estimate.

    The riding quality of V-6 road in Sector 24-C&D, are in very bad shape and it is not possible

    to repair with heavy patchwork. The carpeting of said roads were laid in 2006 and was due for laid in

    2011 and was due for next layer to be laid as per policy of the Municipal Corporation. The estimate Sector

    of 24-C amounting to Rs.20.27 lacs was approved vide office order No. 203 dated 23.06.2011. The

    estimate of Sector 24-D amounting to Rs.40.86 lacs was approved vide office order No. 99 dated

    01.08.2012. The tenders had been called so many times, but no bid was received. Due to increase of

    rates of material, the General House of Municipal Corporation approved the new rates of material and

    as such the estimate required for recasting of amounting to Rs.70.87 lacs.

    Accordingly, the recast rough cost estimate amounting to Rs. 70.87 lacs for

    providing and laying 25 mm thick SDBC on V-6 road in Sector 24-C&D, Chandigarh, has been prepared

    and is submitted for arranging administrative approval and allotment of funds under appropriate head of

    account of Municipal Corporation, Chandigarh. It is certified that scope of work taken in this estimate has

    not been earlier included in any of the estimate.

    Subject: Outsourcing of Areas for Group A (Villages), Group B (Colonies) and Group C

    (Sectors) – eTendering thereof.

    e-Tenders were floated for Outsourcing of areas on 25.05.2012 on the terms & conditions

    as approved by General House of the Corporation in its 178th meeting held on 30.03.2012. The technical

    bids were opened on 29.06.2012. The following bidders were participated in the respective groups of

    etenders:-

    Outsourcing of Area (Group A - Villages) – 275 workers

    (i) M/s Friends Associates

    (ii) M/s Reliable Services

    (iii) M/s Decent Security & House Keeping Services

    (iv) M/s Capital Security Services

    Outsourcing of Area (Group B - Colonies) – 475 workers

    (i) M/s Friends Associates

    (ii) M/s Reliable Services

    (iii) M/s Decent Security & House Keeping Services

    (iv) M/s Sharma Associates

    (v) M/s Capital Security Services

    Outsourcing of Area (Group C - Sectors) – 284 workers

    (i) M/s Friends Associates

  • After technical evaluation of the documents uploaded by the above bidders, it was found

    that most of the firms have not uploaded the requisite documents and in order to accept the remaining

    documents from the bidders, an agenda has been placed before the F&CC in its 221st meeting held on

    17.08.2012 and the F&CC has considered and unanimously permitted to obtain the deficient documents

    from the tenderers in physical form.

    Consequently, the technical evaluation has been redone on 07.09.2012 by the sub-

    committee consisting of Dr. M.S. Kamboj, S.S.H., Sh. Mohan Lal, SO (Accounts) and Sh. Mahesh Gandhi,

    Computer Programmer-cum-Nodal Officer of e-tendering after obtaining deficit documents from the

    bidders in physical form. The findings/recommendations of the sub-committee were placed before the

    main Committee consisting of officers; the Addl. CMC-I, C.A.O. and M.O.H. On 14.09.2012, the Committee

    held its meeting for considering and recommending the technical evaluation report submitted by the sub-

    committee that in Group A – Villages; all the above 04 bidders were found eligible and their financial bids

    may be opened. In Group B – Colonies; M/s Friends Associates at Sr. No. (i), M/s Reliable Services at Sr.

    No. (ii) were ineligible due to not fulfilling the requirement of experience as per DNIT/CVC guidelines. M/s

    Decent Security & House Keeping Services at Sr. No. (iii), M/s Sharma Associates at Sr. No. (iv) and M/s

    Capital Security Services at Sr. No. (v) were found eligible and their financial bids may be opened. In

    Group C – Sectors; all the above 04 bidders were found eligible and their financial bids may be opened.

    The same has been approved by worthy CMC on 14.09.2012.

    Accordingly, the financial bids in respect of those bidders, who were technically eligible in

    the technical evaluation process were opened on 19.09.2012 and rates quoted by the bidders are as

    under:-

    M/s Friends Associates has given his consent that he has no objection, if the work is allotted equally between

    M/s Decent Security & House Keeping Services and M/s Reliable Services and these firms have also no objection in this regard.

    As in the previous tender, there was no such clause of distribution of work and the then

    tendering committee had decided to distribute the work in 50:50 ratio as there were two bidders at 0% in

    Group-A and Group-C respectively. Besides, the material charges @ Rs. 150.00 per worker were being

    paid to the contractors engaged in outsourced areas.

  • Whereas, in the instant tender there is clause/instruction no. 11 of DNIT; In case, more

    than one contractor quoted the same rate in the Price Bid for a group then the successful bidder shall

    be decided by draw of lots.

    In view of the above, the committee consisting of the Addl. CMC-I, C.A.O. and M.O.H. in its

    meeting held on 27.09.2012 had recommended that the matter may be placed before the General House

    of the Corporation for approval/decision and if office considers their requests for splitting the above

    tenders, there will be no additional financial implication in it, which was approved by worthy CMC on

    01.10.2012.

    If the contracts are awarded to the above firms, the estimated expenditure for a year

    comes to Rs. 112 lacs (approx.).

    Keeping in view of above, an agenda is placed before the General House for its

    consideration and approval/decision for awarding as per terms & conditions of the contract for a period of

    two years from the date of allotment if not otherwise revoked or cancelled as per the terms and

    conditions of the contract and it can be extended for one year on the basis of satisfactory performance of

    the contractor and extension be given for another month i.e. upto 31.12.2012 to the existing contractors

    of outsourced areas or till the completion of the formalities of new tender, whichever is earlier, so that

    repeated agendas do not have to be taken into General House please.

    Subject: Existing sanitation contract for outsourcing of manpower – Extension thereof.

    An agenda was placed before the General House in its 185th meeting held on

    26.10.2012 for awarding the new contract of 690 Safaikaramcharies (in three lots of 230 each) and

    to grant the extension to the existing contract for another one month i.e. 01.10.2012 to

    31.10.2012. It is learned that the General House has approved the said agenda and minutes are

    awaited, once the approved minutes is received, the contractors will be given 15 days’ time from

    issue of the allotment for completing formalities as per terms & conditions of DNIT.

    Keeping in view of the smooth functioning of sanitation work, extension of two

    months i.e. 01.11.2012 to 31.12.2012 may be given to the existing contractors for outsourcing of

    manpower or till the completion of the formalities of new tender, whichever is earlier, so that

    repeated agendas do not have to be taken into General House.

    An agenda is placed before the General House for its consideration and approval

    please.

    Subject: Revised rough cost estimate for widening and carpetting of V-5 road in Sector 24-A,B,C&D,

    Chandigarh.

    (Amount Rs. 162.84 lacs)

    The work of widening of V-5 road in Sector 24-A,B,C&D, Chandigarh amounting to Rs. 97.84 lacs was

    administratively approved vide Chief Engineer, M.C. office Order No. 131 dated 21.04.2010. The work of widening

    was completed during the year 2011 but the work of recarpetting was not got executed as the agency has not done

    the same. It is pertinent to mention that the estimate was framed in the year 2010 and now the rates of material and

    labour has increased. The works against which estimate was administratively approved have to be executed in two

    parts up to WBM and recarpetting of existing block top surface on the widened area. The work of recarpetting

    allotted to the agency was not carried out as the work of recarpetting was to be executed only after the completion of

    laying of paver blocks along with V-5 road and widening of V-5 road. The earnest money of the agency has been

    forfeited and allotment of the work was cancelled and it is necessary to revise the estimate so that remaining work

    may be carried out to facilitate the residents.

    Accordingly, this Revised Rough Cost Estimate amounting to Rs. 168.07 lacs for widening and

    carpeting of V-5 road has been prepared and is submitted for arranging administrative approval and allotment of

    funds under appropriate head of account of Municipal Corporation, Chandigarh. It is certified that scope of work

    taken in this estimate has not been earlier included in any of the estimate.

    The following scope of the work has been taken in the estimate.

    1. Dismantling of existing kerbs and channels.

    2. Earth work in excavation.

    3. Deduct of disposed soil.

    4. Carriage of earth

    5. Preparation of sub grade.

    6. Laying and consolidation of GSB.

    7. Laying and consolidation of base course 75 mm thick crushed stone 63 mm to 45 mm & 22.4 to 53 mm.

    SUBJECT: - ESTIMATE FOR THE WORK OF “CONSTRUCTION OF 13 NO. PUBLIC TOILET BLOCKS IN GREEN BELTS OF VARIOUS SECTORS IN CHANDIGARH”.

    The area Councilors of different wards have requested to construct toilet blocks in green belt

    of their ward for the convenience of the Public using green belts for morning and evening walk. The Green

    Belts in different Sectors of Chandigarh where 13 Nos. toilet blocks are proposed to be constructed are

    under Ward No. 1, 2, 3, 8, 9, 10, 11, 12 & 15 i.e. Sector 15 A&B, Sector 18, 19, 22, 35, 37 (A&B), 37

    C&D, 38 A&B, 38 (W), 40 A&B, 42 A&B, 11 A&B and Sector 56, Chandigarh. The areas have been

    surveyed by the concerned SDE and submitted the necessary field data and proposal to construct 13 no.

    public toilet blocks and other contingent works thereto in aforesaid Green Belts. It is pertinent to mention

    that the proposed Toilet blocks in Green Belts are as per the same size, design & pattern of existing toilet

    blocks in Green Belts of Sector 40 & 49 i.e. 15’-0” x 7’-0” (for ladies & gents) along with plinth protection. The provision for Public Health Services has also been made in the estimate. It is further added that after

    the completion of proposed toilet blocks in green belts, their Operation and Maintenance will be outsourced

    and charged to Annual Maintenance of toilets. The detail of amount is as under:-
