Jefferson Township Board of Trustees Regular Meeting Minutes

The Jefferson Township Trustees met in Regular Session on September 6, 2016 at 7:00 p.m. at the Administration Building, One Business Park Drive, Dayton, Ohio.

Trustee Johnson called the meeting to order and led the Pledge Allegiance to the Flag.

Fiscal Officer Tracey Edwards did the roll call: Roy Mann — Absent

Mary Johnson — Present James McGuire —Present

Administrator Len Roberts and Fiscal Officer Tracey Edwards were also present. In the absence of Trustee Mann, Trustee Johnson presided over the meeting.

Approval of Minutes Trustee Johnson entertained a motion to approve the minutes for the regular meeting held on August 2, 2016 and the work session held on August 16, 2016. Motion by Trustee Johnson to approve the minutes of August 2, 2016 and the work session on August 16, 2016, seconded by Trustee McGuire.

Fiscal Officer Report — Tracey Edwards Ms. Edwards provided the current month's revenue, appropriation and fund summaries. Informed the panel that next month's resolution will be provided with the estimated amounts and rates for next year. It will be listed on the agenda for next month and due at the end of October.

Old Business — None - Len Roberts

New Business: School Board Presentation — Dr. Richard Gates Dr. Gates noted that he is a representation of 450 students currently attending Jefferson Township and a wealth of alumni. Proceeded in giving information on ballot this November 2016. Highlighted the theme of Jefferson Townships schools to invest in our future by building a 21 St century district for our school system and students. Dr. Gates spoke about the new generation being digital learners. He explains the current state of the school system today as it relates to the antiquated classrooms / 50 - year old buildings, design, and boxed in buildings that do not consist of air conditioning, energy inefficient HVAC Systems, outdated technology, inadequate safe and secure environments. Dr. Gates discusses this years' state mandated testing online and how the current schools do not have the capability for the software needs. He supports the children's focus on the content of the testing with math and reading, not in the facility needs of the computers whether they will shut off due to the crowded highway of the internet connection. Gates spoke about the new renovations of the schools and how the decision of the State would not co-fund a project of renovating Jefferson Township Schools. Reason being, 87% of the cost to renovate is that same as that of building a new school. Gates referenced the OFCC, (Ohio Facilities Construction Commission) to note the "real' numbers.

Dr. Gates referred to the pamphlet mentioning Blairwood Elementary being 3 rd in the State of Ohio in literacy improvement based on K- 3 rd grade. Rated 611 out of 614 in the school district and have evolved to #3. The state of OH will pay for the new K-12 school equating to 28%, almost $5M of the funds on a $17M building project. Dr. Gates gave the figure of $10 for an increase of taxes to the Jefferson Township Community when you value the homes in Jefferson Township approx. at $50K. Voices that our children are worth the added cost in taxes. Explained the 33% (12 high school seniors) showcased in the Montgomery County, graduated with both a High Schools Diploma and an Associate's Degree / dual credit degrees. 4 of the 12 are from Jefferson Township. Gates illustrated in 2012, lost by 56 votes in comparison to neighboring districts for improving schools in Jefferson Township. Expressed that this is the last chance to build a 21 st century, state of the art facility in this community. Great opportunity for Jefferson Township and our children. Taxes have helped fund new buildings for all the Montgomery County school districts, it's time our taxes went toward the benefits of the Jefferson Township Community. Dr. Gates expanded by saying we all pay State taxes and the State of Ohio puts those monies in to one pot and the Governor decides who gets what and how much they get. One of the departments is the Ohio Facilities Construction Commission (OFCC), they co-fund schools. Gates added if the community is successful November 8 th , the government will co-fund the 28% to our district school. This is time for Jefferson Township to fund their own schools and projects.

Jefferson Township Administration - Len Roberts Mr. Roberts spoke on several upcoming resolutions that need approval. He gave a history of his tenure with the administration upon his arrival. He stated that there was a transition with the previous administrative assistant that ran the office, which had submitted her resignation after his second day on the job. He noted that he had to replace her right away, and managed to find Shirley Sibert, which has been an excellent administrative assistant for the last five years. About three weeks ago, for a number of reasons, Shirley submitted her resignation. Roberts stated he was faced with replacing Shirley really quick, and got lucky. The office had about 18 applicants apply, interviewed 14, and hired Adrianne Jones. Adrianne comes to us from the Area Agency on Aging, where she did most of the fiscal work, she has tremendous knowledge of the Paycor Payroll system that we use. Somewhere down the line, she worked at the Dayton Urban League, and ran the Mature Worker Program where she has done the minutes, and all that kind of stuff. After looking at her resume, Mr. Roberts noted that she is over qualified for the position. Fortunately, she has the strong desire to find a part-time job to spend late afternoons with her daughter, which is a student at DECA. Welcome.

Montgomery County Sheriff Department — Captain Brem

Crime Report — total crime in the township is down 1% for the month of August. Compared to this time in 2015. July 2016 compared to August 2016 total reported crime is down 26%.

Traffic Stats: Property and crashes are down 39.5%, injuries are up 50%, 1 fatality on August 30 th , passenger of a vehicle ran off the road and hit tree, Adult citations 0, COP activities 357, Crash reports 4, Driving under Suspension 5, DUI's 1, ED 23 reports, Felony arrest 10, filed interrogation reports 51, incident assists 173, misdemeanor arrests 23, nonmoving citation 2, nonmoving warnings 11, traffic stops 31, 113 reports were taken

Captain Brem reminds everyone to contact the Sherriff office when you go on vacation so they can go by and check your property.

Citizen's academy will be starting soon, go to mcohiosheriff.org , so sign up. Academy will be held on Tuesday evenings for about three hours, 6:00 pm — 9:00pm.

Drug free coalition will be having a documentary of the recent heroin epidemic at the Neon Theatre in downtown Dayton. One time only shows at 7:30pm. Panel discussion will be held afterwards.

142 emergency responses for the month of August. 80% EMS recorded. Completed driver recertification class; hose testing completed; preparing for the ladder testing will commence in September; AMG grant has filtered in the new equipment by having the Chief show what the new equipment will consist of (new pants, coat, helmet, boots, and gloves and self-contained breathing apparatus @ 27) Gear is designed from getting burned and keeping cool, new design within the fire service. All equipment has the latest technology that has flashing lights and sounds after 20 seconds of inactivity to prevent harm/danger to firefighter. Face component has a gage that tells how much air is in tank and device that has air level with warning signals. Ranges $10K per person, total 43 sets, with AFG grant.

Community Paramedic — Tammi Whalen

• Average 12 people per week attending classes for Community Paramedic Program. • Low attendance for Understanding your Insurance classes, will offer again in September and

October. • Community Day at Arthur Fisher Park, signed up 42 people for mailing list and calendar. 4

people stopped by Station #59 for referral and healthcare needs. • Working with public health to start Immunization and Flu Shot clinic. • Dayton Foundation Grant (refrigeration, stove and microwave combination should be delivered

Road Department — Craig Howell • Maintained and cut throughout township including cemeteries. • Roadside mowing and weed whipping on Germantown Liberty Rd., Calumet Ln., Bronson St., S.

Northampton Ave., West End Ave., Liscum Dr., Mile Rd., Cherokee St., lona Ave., Desmod St. • Installed signs, patching spots on several roads and full cuts, illegal dumping, risk management. • Cleaned alleyway, provided maintenance on equipment. • Swept streets on one side of Aldrich Dr., Alamo Cr., Belcourt Dr., Calumet Ln., Clovis St.,

Hopewell Ave., and Tuscon Dr. Weed eating done along roads. • Cut all fire stations, cemeteries, parks, point and town halls, two lots on Holland Ave., and three

areas on Liscum across from the VA. • Called ODOT, light out at Infirmary. Replaced two bad hoses on tractor. Provided open and

closing for lower Miami cemetery, received quotes Tree trimming and removal companies.

• Two flats repaired. Unload equipment w/ fire department. • Trash picked up at RTA bus stops, picked up illegal dumped trash on Forney Rd.

Zoning Department — Jeff Payne

• 1 BZA case, 0 zoning application for August. • Property owners are doing their own abating; $9k left in budget

• Working on strategic landings — first draft zoning resolution sent

• Sign codes par dimes formats being reviewed with Planning Commission in October

Mr. Roberts noted community concerns of roadside cutting that has been completed with by the Public Works Department of the City of Dayton on Frytown Road. Challenges continue at Liscum south of St. Benedict. Looks like there is some activity-taking place at Route 4 and Soldiers Home Road. Notification for new liquor license for the old Napoleons. We are investing if there are enough grounds for an

objection, maybe Captain Brem may want to talk about. Pushing fire inspections, with multiple incidents of fire safety issues. Jeff is being contacted by Brandon Nelson, expressing an interest in opening a smoking lounge, on the corner of that facility. Issues persist of zoning/building permit. Previous a barbershop existed. We are watching both developments. Positive activity resumes at Dayton Liberty and Route 4, barrels have been removed, and testing wells on-site. New owner, about 6 months, interested in moving a previously owned car sales facility to the site, currently on Linden Avenue. Jeff has given him a list of things to be done, paving site, and repairing the building before a zoning certificate can be issued. Those two areas will have some new activity.

Trustee Comments Trustee McGuire thanked the community for concerns. Pictures are then taken and emails are sent to the appropriate department. Received a call on the Frytown Rd issue, took pictures, and sent them to Mr. Roberts. The weeds were hanging over the road, causing hazardous conditions.

Trustee McGuire continued by saying he noticed a broken telephone pole on Snyder Road area. Mr. Roberts made some telephone calls and was able to get that issues resolved to prevent from losing phone service in that area.

Trustee McGuire started Trustees have asked the road department to look into getting a new snowplow truck. There is a need to look in to it due to some of the issues from last year. Will look at the numbers to see if it is feasible. Craig is getting quotes, as Mr. Roberts notes that we cannot pay cash but wants to visit if the snowplow truck can be financed until the new fiscal year.

Trustee McGuire mentioned weeds and over growth near the county roads. From Alt Road to Dayton Farmville Road wants to make sure there is visibility to prevent the nose of your car being taken off. Invoices for the nuisance mowing have been coming across the Trustee desk, quality of the work that the contractors have been doing is being reviewed. Asked Jeff to have one redone, based on the money we pay would have like to see a better job. Met with neighbor on Dayton Liberty Road about a nuisance house, tall grass and demolition-building list. That was done. Back on the table, there are flyers for the tire buyback program that the County is sponsoring. More than nine tires at a time is a felony. September 25th , maximum of 10 tires per person.

Trustee McGuire has been checking the Point, to make sure the owner stays up on the maintenance.

Trustee Johnson thanked Dr. Gates, Superintendent of our school's district. Thanks members of the school board, and member of the levy committee for putting forth information that is on the bond levy ballot. Reminder of Election Day on November 8 th . Record that we thank Shirley Sibert for her dedication, good will, and hard work. She was all about bringing people together. Trustee Johnson wanted to thank her as she leaves a gap. Welcoming Adrianne Jones as an expert. One moves out as another one moves in. We have been blessed in that direction.

Trustee Johnson advised of the information on the back table of Jefferson updates. Message from the levy committee. Previous letter has been modified; there are three people that have given about why they support the school. Sheila Back is speaking as a citizen, resident and not as a head of her organization. Edited forms have been provided.
