Present: Ken Van Portfliet, Debbie Burgess, Brad Mathisen, Anthony Reighard and Joe
Young. Absent: Scott Reynolds Molly LaLone, Police Chief Jerry Narsh Dave Churchill.
Also present: Lloyd Coe, Jim Newell, Robert and Donna Reighard.
Parking deck feasibility proposals for the Children’s parking lot were presented by
Michael Ortlieb, VP, PE, of WGI Michigan and then Jake Jeppesen, Principal of Walker
Consultants.
The presentations did include discussion of the floodplain issues at the Children’s Park
site; the possible expansion of the deck over S. Anderson Street for an added row of
parking subject to accommodating fire truck access; and the possible location of a
parking structure at two other sites, east and west of South Broadway Street. Vice
President Michael Ortlieb, PE, made the presentation and stated he personally conduct
the study which could be accomplished within a month. Mr. Ortlieb commented that the
construction cost for surface parking spaces range from $2,000 up depending on the
extent of landscaping, drainage and other factors, not including the land. Parking deck
space area varies based on the configuration could range from 300 to 350+ per space (9~’
x 18~’ actual) with a construction cost per square foot ranging from $50-$70+ or
$20,000- $35,000+ per space depending on design enhancements.
The initial proposals are included in the Parking Study Committee agenda packet on the
Village web site www.lakeorion.org. The recommendation to the DDA/Village Council
was for the WGI proposal at a cost of $7,400 was proposed.
Debbie Burgess moved and Anthony Reighard seconded to recommend to the Village
DDA that WGI to be the parking structure consultant for an amount not to exceed
$7,400.00. By voice vote the motion passed unanimously.
The proposed parking lot along M24 from Jeff Schmitz was discussed. The drainage
construction for the 120 S. Broadway site would be impacted by this proposed additional
parking which would need to be determined quickly in order for the building to be
completed by May. The preliminary cost estimates at over $300,000 were questioned as
being low and the $13,000+ per space, due in part to the 8 foot high retaining wall. The
right-of-way issues with MDOT would need to be addressed as well. The 23 spaces
would likely be used by employees of the adjacent businesses.
A written update on Passport system and enforcement program was presented by Jerry
Narsh. The Passport system is expected to be functional in 30 days.

COUNCIL ACTION SUMMARY SHEET

TOPIC: Passport Parking System Update
BACKGROUND BRIEF: Police Chief Jerry Narsh will report on the Passport System
implementation. Passport Parking has determined that since the Court and not they will be
responsible for collection of unpaid parking violations, they determined it changed the payment
they anticipated in receiving for providing the system. They were looking to charge us a $500.00
per-month fee, I explained this won't be acceptable. Instead, I suggested they change the user fee
from $3.00 per violation to $5.00 per violation and have the violator pay it. Since our overall
ticket prices are dropping from $40.00 to free on the first offense and $15.00 on the second, even
the violator is getting a better deal. Attached is an addendum to the original agreement to make
that change. It appeased their corporate heads. They will need a new signed agreement with
those terms.

BACKGROUND BRIEF: Attached is a purchase offer of $10,000 for parking lot along M24 Village
on owned property proposed by J. S. Capital, Jeff Schmitz. Also attached is a reduced size area
to 7 spaces from the original 23. Note the dumpster enclosure is included in the plan. The sale
of the property would require fair market value and public bidding opportunity.
