Ken Holland - NFPA Staff Liaison Welcome and Introductions:

Ed opened the meeting and welcomed each attendee to this conference call/live meeting ROC meeting for NFPA 1081. Ed thanked everyone for their attendance and proceeded with the meeting.

Minutes:

The meeting minutes from the last meeting, December 3rd, 2009, were reviewed and a motion was made by Stan Davis, seconded by Ed Roper, to accept the minutes as written. This was passed by the committee.

NFPA Update :

Ken advised the committee of the ongoing issue between NFPA 472 and NFPA 1001 with regards to Haz-Mat and how things are progressing alone at this time. Also discussed was the NFPA 1005 proposal to withdraw the document. The committee made no official position as this was just for informational purposes only. Also the committee was advised the Kenneth Willette is the new Division Manager of Public Fire Protection at the NFPA, replacing Curt Varone. The dates for the remainder of this cycle was also reviewed with the committee.

The committee acted on the two public comments that were submitted to the committee. They also generated 4 committee comments as well. Old Business: None noted. New Business: The committee, through the actions of the Chair, has agreed to develop a proposal that will go to the NFPA 600 TC with regards to preferred definitions that the committee feels should be used. This will be coordinated between Ed and Ken offline. Meeting adjourned by the Chair and approved by the committee.

Chapter 1 Administration

1.1 * Scope.

This standard identifies the minimum job performance requirements (JPRs) necessary to perform the dutiesas a member of an organized industrial a facility fire brigade providing services at a specific facility or site .

1.2 Purpose.

1.2.1

The purpose of this standard is to specify the minimum JPRs for industrial facility fire brigade members. Itis not the intent of the standard to restrict any jurisdiction

This standard shall not restrict any facility management from exceeding these requirements.

1.3 Application.

1.3.1 *

The management of the industrial facility fire brigade shall establish instructional priority and the trainingprogram content to prepare individuals to meet the JPRs of this standard. The JPRs found in Chapters 5through 8 are not required to be mastered in the order they appear.

1.3.1.1 *

The management of the industrial fire brigade shall establish an ongoing process to ensure that memberscontinue to meet the JPRs of this standard.

Wherever in this standard the terms rules, regulations, procedures, supplies, apparatus , or equipmentare referred to, it is implied that they are those of the management of the industrial fire brigade.

1.4 * Limits of Actions and Responsibilities of the Industrial Fire Brigade.

The degree of potential exposure to a hazardous environment and the degree of training shall determinethe limits of any industrial fire brigade action and responsibility. [ 600: 1.4.1.1]

1.4.2 * Incident Command.

At facilities where designated employees are intended to function as the first responders to incipient fires,the industrial fire brigade shall assume command of the incident once the brigade arrives on the fire scene.[ 600: A.1.4.2]

1.4.3 Limits for Industrial Fire Brigades Assigned Incipient Fire-Fighting Response Duties.

1.4.3.1

Interior and exterior fires shall be considered incipient stage when industrial fire brigade members functionas follows: [ 600: 1.4.3.1]

(1) They are able to safely fight the fire in normal work clothing. [ 600: 1.4.3.1(1)]

(2) They are not required to crawl or take other evasive action to avoid smoke and heat.[ 600: 1.4.3.1(2)]

(3) They are not required to wear thermal protective clothing or self-contained breathing apparatus(SCBA). [ 600: 1.4.3.1(3)]

(4) They are able to fight the fire effectively with portable extinguishers or handlines flowing up to473 L/min (125 gpm). [ 600: 1.4.3.1(4)]

1.4.3.2

Exterior fires shall be considered appropriate for defensive action outside of the hot and warm zones byindustrial fire brigade members who have been assigned incipient fire-fighting response duties when thefollowing occur: [ 600: 1.4.3.2]

(1) The organizational statement lists it as a response duty of the industrial fire brigade, and it iscovered by the standard operating procedures. [ 600: 1.4.3.2(1)]

(2) The industrial fire brigade has received training for that activity. [ 600: 1.4.3.2(2)]

(3) SCBA and thermal protective clothing are not required. [ 600: 1.4.3.2(3)]

(4) Personal evasive action is not required. [ 600: 1.4.3.2(4)]

(5) The industrial fire brigade is able to perform defensive action effectively, using handlines flowing upto 1140 L/min (300 gpm), master streams, or similar devices for the manual application of specializedagents. [ 600: 1.4.3.2(5)]

1.4.4 Limits for Industrial Fire Brigades Assigned Only Advanced Exterior Fire-Fighting ResponseDuties.

Exterior fires shall be considered appropriate for offensive action within the hot zone by industrial firebrigade members who have been assigned advanced exterior fire-fighting response duties when all of thefollowing occur: [ 600: 1.4.4]

1.4.6 Limits of Industrial Fire Brigades Assigned Both Advanced Exterior and Interior StructuralFire-Fighting Response Duties.

Both exterior fires and interior structural fires shall be considered appropriate for offensive action within thehot zone for industrial fire brigade members who have been assigned both advanced exterior and interiorfire-fighting response duties when the following occur: [ 600: 1.4.6.1]

(1) The organizational statement lists it as a response duty of the industrial fire brigade, and it iscovered by the standard operating procedures. [ 600: 1.4.6.1(1)]

1.4.6.2

Protective clothing for proximity fire fighting shall not be worn for interior structural fire fighting.[ 600: 1.4.6.2]

1.5 Units and Formulas.

In this standard, values for measurement are followed by an equivalent in U.S. units, but only the firststated value shall be regarded as the requirement. Equivalent values are not considered as therequirement, as these values can be approximate. (See Table 1.5 .)

3.3.5 * Facility.

A structure or building located on a site that serves a particular purpose.

Any location or structure including industrial, commercial, mercantile, warehouse, power plant (utility),areas of assembly, institutional or similar occupancy, public and private as well as for-profit, not-for-profit,and governmental facilities. [600, 2015]

A.3.3.5 Facility.

The extent or limits for the location or facility at which a fire brigade operates might not coincide withproperty boundaries. The boundaries could be set by the authority having jurisdiction or in theorganizational statement. The fire brigade can respond to fire incidents at locations that are familiar workplaces or have been pre-fire planned. At a facility or complex, there might be many different hazards oroccupancy uses of structures. A fire brigade can respond at part of a site or at multiple structures at onelocation. Here are some examples:

(1) Nuclear Power Plant. The fire brigade at a nuclear power plant responds inside the protectedarea. Beyond these limits, to the site property lines, is a security area that might contain structures.Typically these structures in the security area would be protected by a fire department complying withNFPA 1500 .

(2) College or University Campus. A science laboratory might need a fire brigade dedicated to thespecial hazards of the laboratory. Other occupancy uses on campus, including large assembly spaces anddormitories, might have fire brigades separate from the one at the science laboratory.

(3) Recreational Areas. A recreational area such as a state or national park might have several lodgeareas within the limits of the park. Due to distance, each lodging facility could have its own fire brigade.

(4) Industrial Park. There might be several structures at an industrial park that could be protected by afire brigade.

A.3.3.x Support Members.

When organizing the facility fire brigade, management should take into consideration the need forspecialized response duties required in the event of a fire or related emergency and should assignpersonnel to the brigade to ensure that these response duties are accomplished.

In most cases, personnel are not expected to perform manual fire suppression activities in the event of anemergency but are expected to perform only those specialized tasks for which they have been chosen.Some of these specialized assignments include the following:

(1) Building evacuation: Personnel are expected to perform specialized response duties to ensurethat personnel are safely evacuated from an enclosed structure or the facility in the event of fire. They canbe known as facility fire brigade wardens or by a variety of other titles.

(2) Sprinkler system control: Personnel are assigned to perform specialized response duties to ensurethat control of the automatic sprinkler protection system within the fire area or the facility is maintained byfacility personnel in the event of fire. These personnel can be known as facility fire brigade sprinkler valveoperators or a variety of other titles.

(3) Electrical power control: Personnel are expected to perform specialized response duties to ensurethat control of electrical power within the fire area or the facility is maintained by facility personnel in theevent of fire. These personnel can be known as facility fire brigade electricians or by a variety of other titles.

(4) Utility control: Personnel are expected to perform specialized response duties to ensure that controlof plant utilities within the fire area or the facility — for example, steam, water, natural gas, and other liquidor vapor piping systems — is maintained by facility personnel in the event of fire. These personnel can beknown as facility fire brigade utility control technicians or by a variety of other titles.

(5) Fire pump operation: Personnel are expected to perform specialized response duties to ensure thatstationary fire pumps are placed into operation or are operating properly in the event of fire. They can beknown as facility fire brigade fire pump operators or by a variety of other titles.

(6) Salvage: Personnel are expected to perform specialized response duties to ensure that actions aretaken during and after manual fire suppression activities to minimize the resultant damage from the fire.These personnel can be known as facility fire brigade salvage personnel or by a variety of other titles.

(7) Traffic control: Personnel are expected to perform specialized response duties to ensure thatcontrol of foot and vehicular traffic in and around the fire area or the facility is maintained in the event of fireand to ensure that any responding agency is directed to the fire area. These operations can beaccomplished by facility security personnel who have been assigned to the facility fire brigade.

Prior to operating facility fire brigade apparatus, the fire apparatus operator shall meet the entrance

requirements of Chapter 4, Sections 5.1 through 5.3, and the applicable site-specific requirements as

defined by facility fire brigade management.

4.2 Associated Duties.

The emergency medical care performance capabilities for facility fire brigade members shall be

determined and validated by the management of the facility.

Prior to responding to incidents such as civil unrest, use of weapons of mass destruction, or acts of

terrorism, the management of the facility shall provide training to members that is consistent with their

4.3 Incident Command.

Knowledge of the National Incident Management System (NIMS) and NFPA 1561 shall be a required JPR

9.1 General.

This duty shall involve establishing training and education, and maintaining training records for thefacility fire brigade duties outlined in the organizational statement.

9.1.1 Qualification or Certification.

For qualification or certification as a facility fire brigade training coordinator, the member shall meet theJPRs of the level of the facility fire brigade in accordance with the requirements of Chapters 5 , 6 , or 7and the JPRs as defined in Sections 9.1 and 9.2 .

9.1.2 General Requisite Knowledge.

The organizational structure of the facility fire brigade; operating procedures for emergency operationsand safety; information management and record keeping; incident management system; methods used bytrainers to obtain cooperation within a group of trainees; and policies and procedures regarding theoperation of the facility fire brigade.

9.1.3 General Prerequisite Skills.

The ability to operate at safety officer in the incident management system as defined by the NationalIncident Management System (NIMS) and NFPA 1561 .

Lead training classes or verify the qualifications of instructors; impart information so it is complete, clear,and concise; safety considerations are addressed; and the desired outcomes are conveyed.

The management of the industrial fire brigade

2.2

Management of the facility should determine the response expected from the

industrial

facility fire brigade during civil unrest, events involving weapons of mass destruction, or other acts ofterrorism. At a minimum,

industrial

facility fire brigade members should receive basic awareness training on explosives, chemical andbiological agents, and radiation, which are often associated with weapons of mass destruction or acts ofterrorism

, as part of NFPA 472, Standard for Competence of Responders to Hazardous Materials/Weapons of MassDestruction Incidents , awareness-level training

. NFPA 472 (see 5.1.1 )

. This

provides outlines for awareness-level training. Awareness training will allow

them

facility fire brigade members to take limited defensive actions such as evacuation and isolation. If

the

facility fire brigade members

are going to

respond offensively, they should be provided with additional training that describes the types of hazards

and protection

that might be encountered and the protections from those hazards

that they might encounter

. The hazards include, but are not limited to

, rioting, gunfire, chemical and/or biological agents, radiation, and improvised explosive devices

:

(1) Rioting

(2) Gunfire

(3) Chemical or biological agents

(4) Radiation

(5) Improvised Explosive Devices (IEDs).

Training on these hazards is available from

several

local, county, state, and federal agencies. Additional written procedures should

also be written for these types of events clearly documenting

F.1 16 Firefighter Life Safety Initiatives

This annex is not a part of the requirements of this NFPA document but is included for informationalpurposes only.

In 2004, the NFFF held an unprecedented gathering of the fire service leadership when more than 200individuals assembled in Tampa, Florida to focus on the troubling question of how to prevent line-of-dutydeaths and injuries. Every year approximately 100 fire fighters lose their lives in the line of duty in the UnitedStates; about one every 80 hours. Every identifiable segment of the fire service was represented andparticipated in the Summit.

The first Firefighter Life Safety Summit marked a significant milestone, because it not only gathered all thesegments of the fire service behind a common goal but it also developed the “16 Firefighter Life SafetyInitiatives.” The summit attendees agreed that the “16 Firefighter Life Safety Initiatives” serve as a blueprintto reduce line–of–duty deaths and injuries. In 2014, a second Life Safety Summit was held and more than300 fire service leaders gathered. At the second Firefighter Life Safety Summit, the “16 Firefighter LifeSafety Initiatives” were reaffirmed as being relevant to reduce line–of–duty deaths and injuries.

NFFF “16 Firefighter Life Safety Initiatives.”

(1) Define and advocate the need for a cultural change within the fire service relating to safety;incorporating leadership, management, supervision, accountability and personal responsibility.

(2) Enhance the personal and organizational accountability for health and safety throughout the fireservice.

(3) Focus greater attention on the integration of risk management with incident management at all levels,including strategic, tactical, and planning responsibilities.

(4) All fire fighters must be empowered to stop unsafe practices.

(5) Develop and implement national standards for training, qualifications, and certification (includingregular recertification) that are equally applicable to all fire fighters based on the duties they are expected toperform.

(6) Develop and implement national medical and physical fitness standards that are equally applicable toall fire fighters, based on the duties they are expected to perform.

(7) Create a national research agenda and data collection system that relates to the initiatives.

(8) Utilize available technology wherever it can produce higher levels of health and safety.

(9) Thoroughly investigate all fire fighter fatalities, injuries, and near misses.

(10) Grant programs should support the implementation of safe practices and/or mandate safe practicesas an eligibility requirement.

(11) National standards for emergency response policies and procedures should be developed andchampioned.

(12) National protocols for response to violent incidents should be developed and championed.

(13) Fire fighters and their families must have access to counseling and psychological support.

(14) Public education must receive more resources and be championed as a critical fire and life safetyprogram.

(15) Advocacy must be strengthened for the enforcement of codes and the installation of home firesprinklers.

(16) Safety must be a primary consideration in the design of apparatus and equipment.

Firefighter Life Safety Initiatives to give firefighters, fire departments and emergency responders assistance in creating a road map to responder safety. Thus reducing the line of duty deaths and injuries in our profession. After more than 10 years the initiative have not been greatly shared. By placing in the pro-qual standards they will gain more traction for firefighter safety.
