Purpose:

To establish a policy for snow removal within the Village of Longview.

The Village of Longview Public Works Staff will endeavor to remove snow as per the following priority list within the corporate limits of the Village of Longview. I. Removal Priority

PRIORITY

1. Village Administrative Office/ Post Office/Library • All sidewalks, man door access/egress and parking areas

2. Community Hall

• All sidewalks, man door access/egress, ramp and stairs 3. Fire Station

• All sidewalks, man door access/egress, overhead access/egress and parking areas

4. Water Treatment Plant / Public Works Shop • All sidewalks, man door access/egress, overhead access/egress and parking areas and

driveway

5. Lift Station • All sidewalks, man door access/egress and parking areas and driveway

II Snow Removal Details

1. Priority levels shall be adhered to for snow removal 2. Snow removal to be conducted within regular 40 hour work week unless emergency removal is

necessary – see Section III 3. No private driveways or sidewalks are to be cleared by Village staff 4. The clearing of snow from adjacent public sidewalks is the responsibility of the landowner

and/or tenant 5. Sanding of Intersections as necessary 6. Ice removal from Intersections as necessary 7. Paved roads including, but not limited to Foothills Drive, Longview Drive, Westview Place,

Malmberg Place may be cleared to the road’s surface 8. Roads finished with surfaces other than pavement cannot be cleared to the road’s surface

III Emergency Snow Removal Details

1. Emergency removal situations to be addressed with the CAO.

2. Emergency removal situations are specifically limited to life and property endangerment resulting from:

i. Heavy snow fall in excess of 12 inches / 30 centimeters ii. High winds causing impassible drifts

Background: We have received a quote from a local contractor to replace the broken ceramic tile. They have suggested instead of replacing the tile with tile that it be replaced with a rubber commercial stair tread that would be more durable and less susceptible to water and mud infiltration.

To do just the stairs from the entry up is $2,867. To do both the up and down to library stairs would be $4,575 Replacing tile with tile the cost would be $2,750 for up and $4.190 for both with matching tile.

Purpose: To establish a traffic safety plan in accordance with the requirements of the Alberta Public Security Peace Officer Program. Mission: The mission of Longview Municipal Enforcement is to keep the peace, protect the public and promote safety in our community through delivery of professional, accountable and transparent service to our residents.

Municipal Overview and General Information. The Village of Longview was incorporated as a Village in January 1st 1964. There are currently 309 residents in the Village and 147 houses. The Village of Longview is bordered by FOOTHILLS COUNTY (formerly MD of Foothills) on all sides.

The Village of Longview maintains 2 km of roads and has Highway 22 (Morrison Road) that runs north/south through Village as well as the junction of Highway 541 West. Hwy 541 is closed for part of the year (Dec-May) approx. 45 km west of Longview. 2018 AADT Traffic counts north & south of the intersection with 541

Morrison Road (Hwy 22) has multiple accesses to the Highway from businesses and residents. There are three intersections in the village as well as a junction of Hwy 541. Enforcement of traffic speed to ensure safe access for pedestrians to walk across the highway as well as vehicles turning on or off the highway. There is an K-6 elementary school located on the northwest side of the Village on Highway 22. The majority of the residential area is located on the west side of Highway 22 requiring children to cross Highway 22. The CPO is engaged with the students and staff at the school at numerous events throughout the year. The previous traffic plan was completed in 2015. The Village had the same population of 309 at that time.

Objectives

The Traffic Safety Plan will reduce the number of injury related collisions and protect our public infrastructure through the following activities which align with the local RCMP Traffic Safety Plan. Impaired Drivers: Increase detection of impaired drivers through high visibility enforcement activities such as check stops, active traffic safety enforcement and continued use of the enhanced road safety initiative. Aggressive Drivers: Active visible proactive and responsive enforcement to reduced and discourage unsafe driving patterns including but not limited to speeding, disobeying traffic control devices, following too closely and improper lane changes. Distracted Drivers: Continued Enforcement and use of the enhanced road safety initiative targeting distracted drivers. Seatbelt Usage: Continued monitoring and enforcement where necessary of seat belt requirements Traffic Enforcement:

• School zones - Regular school zone patrols to detect and deter speeding, illegal parking and illegal u turns during peak hours.

• Construction zones - Although not common in Village of Longview, Regular

monitoring and enforcement targeting speeding should they be present.

Service Delivery: Longview Municipal Enforcement provides coverage for 30 hours a week. With 10 hour shifts starting and ending at varying times between 0700-2200hrs. Hours of service may vary seasonally or as needed to enhance enforcement activities. Currently the Peace Officer spends 90% of his time on patrolling the Highway. The CPO duties include bylaw enforcement; the most common bylaw offences include animal control, community standards and the traffic bylaw i.e. parking, RVs on streets, etc. Turner Valley RCMP: Members are responsible for keeping the peace, upholding the law and preserving public safety and enforcement of Federal and Provincial statutes. Turner Valley members can also enforce municipal bylaws when required in the absence of a CPO if a risk to the public exists. Turner Valley General Duty members also conduct traffic enforcement as time permits and as required to in response to a traffic related complaint. Turner Valley detachment does not have a members dedicated to a traffic unit. The High River Detachment has a 5 member dedicated Traffic unit that is often in the Longview area. The Commercial Vehicle Enforcement Unit of the Alberta government make regular patrols in the Village with some targeted enforcement i.e. logging trucks. They mainly focus on cargo securement, brakes, and lighting systems. They also deal with speed and cell phone infractions but cannot supply any stats. Twice a year they are in the Village to do roadside check stops, The Village CPO has been involved with some of these when the shifts match up. The level of traffic enforcement conducted by Turner Valley RCMP, CVE, and LVME may fluctuate based on seasonal traffic patterns, staffing levels and incoming or increasing workloads.

Motor Vehicle Accidents

The RCMP have 4 MVC recorded in the Village of Longview during the 1st 11 months of 2019. 3 involved people backing into parked cars, the 4th was a faulty parking brake causing a vehicle to roll into another vehicle. None of them were injury related, only fender benders.

1. Monday through Friday LVME will conduct highly visible patrols on Highway 22 (Morrison Road) during peak hours in the morning and early evening. Patrols will also be conducted during peak times in the school zone 0700-0900 hr (morning, lunch breaks and after school) 1430-1600 hr Visibility will be increased and enforcement activities will focus on speeding, crosswalk safety and distracted driving.

2. Weekends: LVME will conduct patrols and focus on Highway 22 (Morrison Road), the Village in its entirety, and the park. Enforcement will target speeding, intersection safety, restraint safety and distracted driving.

3. Evenings: LVME and the RCMP (GD or Traffic Services Members) will conduct check stops to detect and deter impaired driving offences if staffing levels permit.

Education and awareness remains an important component of traffic safety. Cooperation with local media may occur throughout the year to advice of various initiatives such as the National Impaired Driving Initiative, monthly Alberta Traffic Safety Calendar.

Reporting of such activities should they occur will be sent to the Village CAO.

• Ongoing regular traffic enforcement activities in response to calls for service.

• Coordination of Traffic Safety Calendar area (Provincial) of awareness and enforcement.

• Continued operation for targeting Aggressive, Distracted and Impaired Driving.
