Background: Administration would like to provide the following Financial information to Council.

Options for Consideration: • The Operating Budget Report to November 30, 2019

• Council Expense Claims to November 30, 2019- Jeff Ludwig (October) - $1,693.05- Jeff Ludwig (November) - $1,015.90- Ed Thiessen (October & November) - $644.80- Jim Mcleod (November) - $523.10

• Unpaid Taxes at December 12, 2019 - 10 properties - $64,063.68 (3 areunpaid utilities posted to taxes - 7 are outstanding taxes). All have received acourtesy letter advising of the upcoming 18% penalty.

Administrative Recommendations: 1) That Council review Financial Report and accept as information.

Background: Administration has met with Ron Lebsack from the Town of Sylvan Lake to discuss different areas of cost sharing between the Town of Sylvan Lake and the Summer Villages.

Below please find the proposed visitor pay parking proposal from the Town of Sylvan Lake for the Summer Villages.

The direct impact costs that have been identified for residents in Town of Sylvan Lake is $126.50 which residents pay for directly through their taxes for downtown upkeep, maintenance and parking.

It has been argued by residents of the Summer Villages that they should be included in the “free parking” program as they support the Town through shopping, banking, appointments, etc. The residents of Sylvan Lake also support the Town through shopping, banking, appointment, etc. and pay $126.50 directly through their taxes for downtown upkeep, maintenance and parking, so non-residents of Sylvan Lake should be required to pay for the upkeep and maintenance of the downtown when they utilized the area.

Background: Administration has met with Ron Lebsack from the Town of Sylvan Lake to discuss proposed amendments to the Fire Service Agreements between the Town of Sylvan Lake and the Summer Villages.

The current contract signed in 1986 is calculated at 0.7 mills based on equalized assessment and only changes for fire suppression.

The proposed agreement would be based on a fee system that would include an annual fee, dispatch fees and recovery costs for an actual response by the Fire Department.

Administration has attached the proposed fees for Council consideration.

Background: The last Coffee with Council session was held November 16, 2019. Administration would like to know if this is something Council would like to continue with in 2020. In 2018 Council meet with residents on a monthly basis and in 2019 every 3 months.

Coffee with Council is a great opportunity for residents to sit down with Council members to ask questions and express concerns. It shows transparency to residents and allows Council to bring forward information for feedback from residents prior to making decisions.

Options for Consideration: 1) Discontinue Coffee with Council.2) Continue with the monthly Coffee with Council meetings and select dates and
