C. Labor Relations Committee - March 23, 2017 - Meeting Postponed

V. President's Report

Dennis Walcott called on members of the Management Team to report to the Board on

the current status of the Library.

Amy Mugavero, Director of QLF, confirmed that the 2017 Queens Library Gala will be

held at Queens Museum on Tuesday, October 17, 2017. There will be three Gala

honorees, Dr. Lester W. Young Jr., Ed.D, Regent At Large, Board of Regents, Jeffrey

Barker, NYS President, Bank of America and Patricia E. Harris, CEO of Bloomberg

Philanthropies. The Foundation anticipates sending the Save the Date cards and

invitations by late Spring or early Summer.

The Foundation has been actively meeting with current and potential donors. Ms.

Mugavero has conducted site visits with two of the Foundation’s major donors, The Fan

Fox and Leslie R. Samuels Foundation, Inc., which recently donated $110,000 over a two

year period for senior and adult programs, and the Pinkerton Foundation, which donates

$152,000, annually. Ms. Mugavero is also scheduled to meet with the Citi Foundation to

discuss a substantial gift to QLF. This would be the first major gift from the Citi

Foundation.

Jonathan Chung, Director of Government Affairs (GCA), was asked to give updates on

the latest advocacy efforts regarding the City and State budgets and meetings with state

legislators. He reported that the governor and legislators are currently in negotiations to

adopt a budget after the Assembly and Senate passed their “One House Resolutions”.

The Assembly has restored the $4 million budget cut that was proposed by the governor,

and has added $11 million to the capital budget, which includes $6 million in new funds

plus the $5 million restoration. The Senate budget increased operational aid by $8

million, which includes $4 million in new funding plus the $4 million restoration. The

Senate proposed an additional $15 million to the capital budget, which includes $10

million in new funding on top of the $5 million restoration of the governor’s proposed

cut. The restorations were due in part to the concerted effort of the all the NYS library

systems rallying on March 1 in Albany, NY for Library Day, where Queens played a

significant role with the largest number of advocates. The governor’s budget cuts are still

pending, however, the library systems are optimistic these cuts will be restored.

The Government Affairs office is currently wrapping up scheduled meetings with City

Council Members regarding capital projects, needs, and advocacy within their districts.

Mr. Walcott met with the Queens Delegation to present the Library’s request of $5

million for capital funding, and $800,000 to expand the STACKS Program, the Library’s

after school program. GCA has also met with OMB to give updates on the Library’s 10-

year capital plan and the status of Hunters Point.

To thank the public officials for showing their support and advocacy for the Library,

GCA has taken pictures of the officials involved in advocacy efforts to create “Read

Posters”, which will be sent to their office for display. Mr. Jackson, a Board Trustee,

suggested that the posters should be also displayed in the official's local libraries.

Mr. Walcott stated to the Board that the Library gave their testimony at the Preliminary

Budget Hearing - Council Committee on Cultural Affairs and Libraries on March 8. At

the Hearing, the Tri-Library systems requested $34 million in additional operating

funding, of which Queens would receive $9.75 million to: expand 7-day service in every

Council district (one library per district), translation services, Stacks and Google CS

programming, materials collection, purchase new hotspots, and to expand the New

Americans Program and Jobs & Business Academy; and $120 million in capital funding,

with $40 million to be allocated to Queens. The Preliminary budget hearings will be

complete by March 30th

. At this time, the Council will post their responses to the

Preliminary budget plan. The Tri-library systems have begun collaborating on a response

to the preliminary plan.

Dennis Verriello, VP, Capital Projects and Facilities Management (CFM), was asked to

give updates on the capital projects. He stated that the capital projects are moving along

well. CFM is currently working on the 10-year capital plan. Ozone Park Library will be

opening soon and awaiting furniture to be delivered by mid-April. The Flushing Library

Children’s Room will be completed and will have a grand opening on April 4.

Queensboro Hill Library is anticipated to be substantially completed by DDC on April 4th

for transfer to the Library for internal cleaning and furniture outfitting. Kew Gardens

Hills Library is anticipated to be completed by DDC no later than mid-April. When the

Kew Gardens Hills Library is completed by DDC and accepted by the Library, it will

take approximately 3 months to be outfitted and opened to the public. As for the

Hunter’s Point project, there is a labor strike in Spain that is preventing a glass shipment

to be delivered. The project has been delayed for approximately 6 weeks.

Lewis Finkelman, Chief Operating Officer, was asked to give the Board an update on the

new Vice President of IT, William Goldband. Mr. Finkelman stated that Mr. Goldband

began his position on February 8th

. He came from the Department of Education where he

served as the IT Chief Administrator and has over 20 years of experience overseeing IT

functions.

Mr. Finkelman also announced the addition of the Queens Memory Project to the Queens

Library website. In conjunction with QueensMemory.org, people can contribute and

upload historical pictures and memories of Queens to the website.

Mr. Finkelman also announced that the new Collective Bargaining Agreement has just

been executed, is fully enforceable and will be implemented immediately. The new

agreement includes 4 hours of excused time for various cancer screenings, which will be

retroactive to January 1, 2017. Mr. Walcott and the union president will sign a joint letter

thanking the Governor for this provision of the new agreement. This agreement will be

enforceable for the next four years.

Mr. Walcott gave praise to the Library’s IT department for working diligently to resolve

the IT issues and challenges with SAP. He also stated that Finance has hired a Senior

Payroll Manager who will help resolve SAP payroll issues and reduce the use of SAP

consultants to assist in resolving payroll issues.

Nick Buron, Chief Librarian, and Gitte Peng, Chief of Staff, were asked to give a joint

overview regarding public service within the Library. Mr. Buron gave an overview of the

Public Service Staff Meeting, which is held twice per year. On March 23rd

, over 200

staff members attended this event. At the meeting, staff enthusiastically responded to

Ms. Peng’s presentation about the upcoming “Queens Library is for Everyone”

campaign. This campaign is a collective effort to welcome and support people of all

backgrounds, identities, beliefs, and circumstances and will focus on three main

components - raising public awareness of the Library’s inclusivity and offerings,

engaging staff in a culture of welcoming to reach and serve customers, and expanding

programs and services for vulnerable communities. The Library will partner with several

organizations to provide staff training and information, for example, regarding immigrant

rights and services, and will use private funds to support the innovation and creativity of

staff in alignment with the campaign.

Recommended Motion for Consideration by the Board of Trustees:

I move that the attached resolution be adopted as presented by the Board of

Trustees:

RESOLUTION #1

WHEREAS, the Library’s By-Laws provide, in pertinent part, that, with the

exception of the President and Chief Executive Officer, the other key executive

personnel of the Library be appointed by the President and Chief Executive Officer

with the consent of the Board of Trustees;

WHEREAS, Dennis M. Walcott, the Library’s President and Chief

Executive Officer, selected Lewis Finkelman as Chief Operating Officer and

Senior Vice President;

WHEREAS, after due deliberation, the Board of Trustees consented to the

appointment of Mr. Finkelman to the position of Chief Operating Officer and

Senior Vice President at its January 26, 2017 meeting; and

WHEREAS, Mr. Finkelman has been serving as Chief Operating Officer

and Senior Vice President since February 21, 2017.

NOW, THEREFORE, BE IT RESOLVED that, the records of the Board of

Trustees reflect its consent to Mr. Finkelman’s appointment to the position of

Chief Operating Officer and Senior Vice President.

AGENDA: New York City Department of Youth and Community Development –

Comprehensive Services for Immigrant

Background: The Library has been awarded a grant of three hundred sixty thousand

dollars ($360,000.00) from the New York City Department of Youth

and Community Development (the “DYCD”) to deliver services related

to the Comprehensive Services for Immigrant Families programs,

which aims to identify the complex and multiple needs of newly-

arrived immigrant families and help them gain the knowledge to enable

them to address specific challenges and navigate key systems that

impact their lives (e.g., education, healthcare, housing, benefits, tax,

workplace, and legal and immigration systems). In particular, this grant

would help fund case management services at the Elmhurst Adult

Learning Center from July 1, 2017, through June 30, 2020.

Current Status: As a recipient of the grant DYCD requires the Library’s Board of Trustees

to adopt a resolution authorizing its President and Chief Executive

Officer and its Chief Financial Officer to execute the requisite grant

paperwork on behalf of the Library’s Board of Trustees.

Recommended Motion for Consideration:

I move that the Board of Trustees approve the adoption of the attached Resolution

authorizing the Library’s President and Chief Executive Officer and its Chief

Financial Officer to execute the requisite paperwork regarding the Comprehensive

Services for Immigrant Families grant on behalf of the Library’s Board of

Trustees.

RESOLUTION

WHEREAS, the City of New York (the “City”) through the Department of Youth and

Community Development proposes to enter into a contract (the “Contract”) with the Queens

Borough Public Library, through funding under the Comprehensive Services for Immigrant

Families Program (Contract ID #776203) for services provided during the period from July 1,

2017, through June 30, 2020.

WHEREAS, the contract is being funded through the New York City Department of Youth and

Community Development in the amount of $120,000 per year, over a three-(3)-year period; and

Now, THEREFORE, be it resolved that the Board of Trustees does hereby authorize and direct

that:

1. Dennis M. Walcott, the President and Chief Executive Officer of the Queens Borough

Public Library is hereby authorized and directed to execute and deliver the Contract on

behalf of the Queens Borough Public Library’s Board of Trustees and under the seal of

Queens Borough Public Library, where appropriate; and

2. Johanna Richman, the Chief Financial Officer of the Queens Borough Public Library is

hereby authorized to certify claims and other financial-related documents on behalf of the

Queens Borough Public Library’s Board of Trustees.
