1. Please give a brief description of the experience or training that qualifies you for membership on this commission/committee. (If you wish, you may attach a resume or other pertinent material.)

I am currently pursuing an Associate of Science Business Transfer degree at Lane Community College; majoring in Business Administration with an emphasis in Accounting. In addition, I work part-time as a non-registered assistant to financial representatives at Northwest Retirement Services. From 2007-12, I held the title of Regional Secretary for a non-profit developmental disability services organization. Thereafter, I served as the CFO for a non-profit child care organization. Please reference attached resume for more work history detail.

2. Why do you want to become a member of the above-mentioned commission/committee

and what specific contribution would you hope to make?

I would like to become a member of the City Council as I desire to have a positive impact in the community in which I live. I believe this opportunity to be mutually beneficial; experience, education and personal growth to my benefit. Service, professional contribution and resources to the benefit of the Veneta community.

3. Please list the community concerns related to this commission/committee that you would

like to see addressed if you are appointed.

When I am appointed some of the items I would like to address are; the information technology infrastructure, access to commercial property, the community kiddie pool, revitalization of highway 126 and the re-development of downtown. More importantly, the negative public perception stemming from the dated appearance when entering Veneta.

4. Briefly describe your present or past involvement in relevant community groups.

(Having no previous involvement will not disqualify you for appointment.)

I do not have any past or present involvement in any relevant community groups outside of my current stations listed below. My community service involvement is limited to helping a local business owner update policies and procedures and align her vision with local, state and federal guidelines. More information provided upon request.

5. Are you currently serving on any Advisory Boards, Commissions or Committees? If so,

which ones? Currently, I am a visitation team member for the Veneta Business Connect Program. This program is designed to gauge and facilitate in the retention and expansion of businesses in our community, all while creating meaningful relationships. As this program collects information and data through interviews, I feel especially fortunate that my team partner is Ric Ingham. In addition to the BRE program, I am also a member of the Business Connect Ad-hoc Sub-Committee. This committee was designed to launch access to business resources and assistance in building community to business relations. The sub-committee is currently designing two different projects to meet those needs.

Finally, I am a Citizen Member of the Budget Committee. Responsibilities include, review and revise the proposed budget from the budget officer. Once contented, the Committee approves the budget and then it is presented to the City Council for implementation.

Minutes of the Veneta City Council Work Session

January 23, 2017

Present: Sandra Larson, Thomas Cotter, Thomas Laing Others: Ric Ingham, City Administrator; Darci Henneman, City Recorder

1. CALL TO ORDER Council President, Thomas Cotter opened the meeting at 5:06 p.m.

2. REVIEW APPLICATIONS TO FILL TWO CITY COUNCIL POSITIONS Ingham said tonight’s meeting is to review the applications and spreadsheet that outlined the qualifications of the applicants. He suggested we first outline the criteria to rank the applicants, take the applications through the scoring process, determine which applicants the Council would like to interview, and lastly, create some preliminary questions. He said staff would then fine-tune the questions and get them to the Council in time to review prior to the interviews on January 30th. Mayor Larson arrived at 5:08 p.m. The Council created a 1 to 5 scoring system based on the following criteria:

1. Prior City Experience 2. Prior or current involvement/experience in City/Community 3. Perceived knowledge of City government

Based on the above criteria and a possible 45 points total, the applicants were scored as follows: Keith Weiss - 45 points Darlene Harris - 14 points Carolyn Heckler - 34 points Alfred Hayes, Jr. - 10 points Robbie McCoy - 41 points Paul and Judy Bodenberger were disqualified. After a through discussion it was the consensus of the Council to consider Mr. and Mrs. Bodenberger disqualified because they submitted only one application for both of them. After further deliberation, it was the consensus of the Council to interview Keith Weiss, Carolyn Heckler, and Robbie McCoy for the two Council vacancies. The Council then worked on creating a number of interview questions and decided on the following:

Elaborate on purpose for applying for the City Council.

Identify key issues for the City.

Willingness to participate in meetings outside City Council meetings.

How much time do you think it takes to be on the City Council?

What do you think Veneta’s strengths and weaknesses are?

What do you perceive the role of a City Councilor is?

If you could change one thing about Veneta – what would it be?

Ingham said the three applicants will be interviewed individually, in 30 minutes increments, beginning at 5:00 p.m. at the January 30, 2017 Special City Council meeting. He said the City will follow Oregon Public Meeting Law. The meeting will be noticed in the Register Guard’s Community Calendar, included on the City’s website, and posted at City Hall. Ingham said on another note, Mayor Larson asked him to schedule an ethics training session for the Council and Planning Commission. He said Legal Counsel, Carrie Connolly will facilitate the training on Tuesday, February 7, 2017. He said he is also working on soliciting a facilitator for an upcoming Council Goal Setting session and asked the Council what time would work for them. Thomas Cotter and Thomas Laing said they would prefer the Goal Setting Session be on a week day. Thomas Cotter would prefer 4:00 p.m. to 7:30 p.m. Ingham suggested February 15th or February 22nd.

3. ADJOURN Mayor Larson adjourned the Veneta City Council at 6:19 p.m.
