Comprehensive Drainage Approach Forum Indian Trail Improvement District remains focused on drainage following the flooding from Isaac. The Board is working to develop a comprehensive drainage approach. As part of that approach, ITID sought suggestions and recommendations. The information received is reflected in the attached pages.

I live in the community of Rustic Lakes Property Owner's Association. We are located between Bayhill Estates and Ibis. The property south of our community is owned by Lyec Three. It is our drainage canal that our entire community drains through. After Storm Isaac we had 8 inches of water on our roads and our roads were under water for several days. Bayhill and Ibis were dry in a day. I hope that canal is being monitored as to the maximum of water it handles.

I live in Madison Green (ITID Unit 18A). Madison Green is unique in several ways compared with other areas of ITID. as we have our "lakes" that can handle SOME water control.

1. We had been told that telemetry device(s) will be installed in at least one of the lakes by Fairfax Village to monitor our lake levels. It would be beneficial if this can be completed by the early part of the upcoming rainy season.

2. We had been told that at some later point, remote devices will likely be installed on the gates controlling the outflow of water from our lakes into the M-1 Canal. This would be very beneficial, even though this will not be completed this season. Please keep this project on the front burner for the future budget, so that hopefully it can be installed next year, as this will make it much more convenient for ITID staff, so they will not have to send personnel out to manually open those gates to release water.

3. This point is the most critical of my email. The ONLY way that water can be released from our lakes in to the M-1 Canal is if the level of water in the M-1 canal is LOWER than the water level in our lakes. As such, it is IMPERATIVE that the decision-makers analyze our lake levels extremely early in the decision making process when it looks like a storm might be on the way. If it is determined that our 1143 homes can be protected from flood by lowering our lake levels so that the reduced volume can then handle the rain/water from the storm, that action must be taken before the water level gets too high in the M-1 Canal. Otherwise, if the decision to lower the water level in our lakes is made later on, by then the level in the M-1 Canal can be too high, and then we'll be stuck. Please have the decision-maker confirm to me that he/she understands this very important concept on timing.

4. During a storm event, our homeowners, like all other people, are VERY nervous. What provides comfort during this time is periodic reassurance from the decision maker at ITID that they are aware of the water level in our lakes. Our fear is that the decision maker at ITID "forgot" about us, and does not know the water level in our lakes. However, we cannot assume we are not forgotten, so periodic communication, as I just mentioned, is important. If indeed our gates will be opened, please let us know as such. The best contact would be our Property Manager and/or President of Madison Green. They can then communicate this to our residents.

The icon "idea for better drainage did not work for me! ..........better upkeep on the culverts and swales. In the older sections of the Acreage a lot of culverts are blocked with weeds. Make people mow their easements and keep them clean.

How about installing dry wells. I learned from Issac that my topsoil creates a barrier and actually retained ground water. Once I dug a few small holes that allowed the water to get to the sand, it drained much quicker.

After TS Isaac the mobile pump set up on 143rd south of acreage pines elementary school significantly removed the flooded conditions in my neighborhood. The water was discharged into the wetlands south of the school.

List of ITID Changes to the SFWMD Surface Water Management Plan 

SFWMD Surface Water Management Permit Modification 1/15/98 – SWMPM 

 

1. Exhibit A, SWMPM  Staff Review Summary, attached to the permit, page 1,5 and  8:  

a. Page 1, the project description – 18,527 acres, only the M1 Basin is permitted. 

b. Page 5, Project Evaluation – The permit and MOA conditionally allow discharge through 

the M1 canal and nominal discharge through the M1 impoundment. 

c. Page 8: 4500 acres of Corbett and 1372 other parcels in the drainage area are not 

included in the permit. 

i. This mean MS1 basin (Bay Hill), M2 basin, Lion Country Safari, Fox Run and 

other outlying residential and agricultural areas are not included. 

1. ITID is not permitted by SFWMD to receive and discharge any waters 

from these areas. There is nowhere to send the flood water from the 

MS1 basin, and doing so causes critical impact within the M1 Basin. 

2. These other parcels should pursue their own conditional releases from 

sfwmd. ITID could use their pressure independently of ITID to cause 

sfwmd to bring equality to all of the western communities. 

d. Cancel agreements of receiving and discharging water, with cause, that ITID has with 

those areas outside of the M1 basin. There should be a termination clause allowing ITID 

to change or cancel the agreement due to acts of GOD… 

e. When SFWMD states residents of ITID do not pay any taxes for water control, they 

forget in the permitted area the residents do pay taxes. Clearly swfmd is looking at the 

legislative boundary of ITID when such a ridiculous statement is made public. 

2. Exhibit B, SFWMD SWMP Mod, Special Conditions, page 15, #15,#16, #17 and #18 

a. Eliminate 15, 16 and 17 and WPB approval from all considerations regarding ITID 

discharge into the L8 canal. These conditions should not be influenced or subject to 

other outside entities. 

b. Execute a new L8 Plan. 

i. WPB or sfwmd can build a structure across the M canal and just east of the L8 

canal similar to S‐155A at Lowes.  

c. # 18 Exercise all the options this loosey goosey paragraph implies. The 5 point plan is 

held captive and unchanging due to other visionary plans.  

3. Exhibit C, SWMPM, Special Conditions, Page 16, # 21 and 22; Page 17, # 23. 

a. Eliminate VRPB and staff from these pages and numbers. The operational schedule for 

discharges should only be coordinated with sfwmd.  

4. Exhibit D, MOA, 5 pages, include Exhibit A – Eliminate the existing and Create a new MOA and 

attachments that  provide ITID equal and simultaneous discharge rights as all the other western 

communities during All, Normal, Conditional and Emergency (peak) Operations.

5. Exhibit E, SWMPM  Staff Review Summary, attached to the permit, page 4, Cites exhibits 3, 4 

and 5 – total 10 pages not attached. 

a. Eliminate all three, Create new operations schedules and a discharge facility flow chart. 

the ITID authorized operations must be equal and simultaneous to all of the other 

western communities and not be conditional to any of them.  

b. Conditional operations exist, for ITID, when VRPB has 5”of rain or more in a 24 hour 

period? When do Conditional operations exist within ITID? 

c. Remember sfwmd, PBC and some ITID supervisors said the discharge system performed 

as expected. These conclusions were based on the entire text of the sfwmd swmp, 

MOA, staff reports and all other attachments. It doesn’t matter what we hoped for from 

the documents, the solutions are not in them as they exist. 

d. The practice of ad hoc resolutions and choosing one sentence out of the SWMPM  will 

not meet the demands for water discharge in the Acreage during a TS Issac flood event. 

6. Band aids, getting by on the cheap allow wiggle room for sfwmd, PBC and the western 

communities to throw curve balls, shortened or extended interpretations and interference that 

prevent ITID achieving equal discharge . The body of the SWMPM, MOA, Exhibits and Staff 

documents cannot be left unchanged.                          

 

Design Storm Frequency 

Conditional operations exist when VRPB has 5”of rain or more in a 24 hour period. This out of 

boundary number causes critical impact on ITID during a flood event and protects VRPB from 

the same flood event. 

  The MOA states 9.90” over 3 day’s expectance 10 years. 

  The 100 year design is 12.5” of rain in 24 hours. 

  WHAT IS THE DESIGN BASED ON? 

Retention/Detention 

How much area, acre feet, is required for ITID M1 basin? We constantly hear ITID is lacking, so 

what is the target that sfwmd requires? 

ITID staff calculated TS Issac caused 4.57 billion gallons of flood water. Two residents calculated 

1.8 to 3.9 billion gallons of flood water. THE RANGE MUST BE SIGNIFICANTLY NARROWED AND 

CALCULATED FROM THE SAME DATA. 

VRPB went from emergency condition to conditional less than 12 hours during TS Issac? ITID 

should have achieved the same results in 48 hours maximum to avoid E coli water 

contamination. 

One resident has calculated sfwmd pump station S‐319 on the C51 canal has a surplus water 

discharge capacity of 1,791cfs. Supposedly, this is not permitted to any western community.

SFWMD CONSIDERING SPENDING OUR TAX MONIES FOR FLOOD RELIEF 

The sfwmd is under pressure from farming, yes farming to upgrade a neglected canal system in 

place since the 1930’s. 

Crops such as corn, lettuce, parsley, peppers and tomatoes were lost or planting delayed. So a 

dinner salad has the clout to cause sfwmd concerns to spend a lot of our tax money. 

SFWMD can spend our tax money for ITID flood relief. This work would allow us to sit in our 

homes during a flood event and eat a salad with dinner. 

Articles are attached. 

E Coli is cited numerous times in the SWMPM and ITID is held accountable and liable by sfwmd and EPA 

for polluting state waters and the waters of others. I know of lots where there are stock piles of horse 

excrement that could pollute canals and jeopardizing discharging water during a TS Issac event. 

Remember the E coli tests done by the PB Post during the Issac flood? Some greatly exceeded safe ppm,    

sfwmd, WPB or PBC could have refused to receive the ITID waters. What to do? I attached an article 

about Wellington and its stockpiles. 

I don’t believe one storm water engineer can complete this work. During the times I reviewed all the 

data again and again, I don’t believe ITID was well served. The SWMPM cost a lot of tax monies. It 

probably helped establish ITID as a player in the western communities. This is certain, ITID didn’t get 

much clout for water discharge rights.
