Major power cut PASIGHAT: Department of Power, Pasighat has officially informed that the 132 KV Tower line in between Daporijo and Aalo found faulty since last two days and the engineers are at work to rectify the faults. In view of the above, three districts viz- West, East and Upper Siang may not get Central Sector power supply till restoration of the faulty line. KV Pasighat shines in CBSE exams PASIGHAT: Another feather was added to the cap of Kendriya Vidyalaya (KV) Pasighat. The school Principal Suresh Kumar informed that after 2010, the result was 100 percent pass percentage in Class X. The students who secured 10 CGPA are Jitin Jamdagni, Lovely Kumari, Rishees Mishra and Rebeca Tabing. In Class-XII, over all pass percentage is recorded as 85%. The toppers are Prasanjit Dutta (Com- 89.2%) and Aditya Kumar (82.2%). NEW DELHI, June 5 : Rural development in the state got a boost today when Union Minister for Rural Development Jairam Ramesh assured to consider more projects under Pradhan Mantri Gram Sadak Yojna (PMGSY) to increase connectivity in Arunachal Pradesh. The assurance came when the state Chief Minister, Nabam Tuki met him here this morning. The present connectivity of the state is about 43%, which is comparatively below par, but with new projects in the offing this Centre considers more PMGSY projects to increase connectivity in state would increase considerably facilitating transportation of agriculture and horticulture produces to nearby market hubs and subsequently enhancing the financial status of the state. The Union Minister also promised to sanction the second lot of project soon, including the Miao – Vijoynagar road and advised the state to further increase its absorption capacity. The Union Minister will be visiting Vijoynagar on June 16 and 17 next to take first hand information of that area inter- alia connectivity to the habitations in the border block. While assuring to sanction the special package for Puroiks in East Kameng district soon, which he had earlier announced during his visit to the state in February last, the Union Minister assured the Chief Minister of full cooperation of his ministry in rural development of the state. Ramesh further suggested faster implementation of MNREGA and IAY programmes in Arunachal Pradesh for availing the benefits of these programmes continuously. NEW DELHI, June 5 : State Chief Minister Nabam Tuki has revealed that the State Government has decided to separate Investigating Police from Law & Order Police and so far notification has been issued for nine Police Stations. He said similar notification will be extended to all Police Stations in a phased manner. Tuki was speaking during the Conference of Chief Ministers on Internal Security held here today at Vigyan Bhavan in presence of Prime Minister Dr Manmohan Singh and Home Minister Sushil Kumar Shinde. Informing that for the last 2 years, the state has not been able to take full benefit of MPF Schemes for modernization of the state police force in the absence of advance release of state funds due to financial constraints, he requested for advance grant-in- aid to bail the state out. “It is requested that 50% reimbursement of Rs 23.00 Crore be given as advance grants-in-aid for construction of infrastructure for 4 th and 5 th IRBN’s,” Tuki urged. In view of the recent municipal polls held for fast growing cities of Pasighat and Itanagar, the Chief Minister called for more funds under MPF scheme for strengthening city policing. In the rural areas, he said, community policing is being effectively implemented in close coordination with village Head Men and Village Panchayats. CM attends meet on internal security Calls for more funds under MPF for strengthening city policing Emphasizing on Crime and Criminal Tracking Network & Systems (CCTNS) he said, “We are implementing the program but need additional Rs 2 Crore for its successful implementation across the state. We have no Cyber Police Station and Cyber Laboratory in the State, so request MHA to provide technical support and funds for setting up the same.” Tuki further informed that the state government is establishing the first Women Police Station at Itanagar and soon open Women Police cells in each Police station by recruiting 200 lady constables. The process for recruiting lady police officials and personnel has already been initiated. Highlighting the state’s Border Management initiatives, Tuki assured that the State Government machinery is maintaining effective coordination with Indo-Tibetan Border Police (ITBP), SSB and Assam Rifles, who are manning these borders with China, Bhutan and Myanmar respectively. “However, in border areas we need porter tracks, mule tracks and foot-suspension bridges for the use of border guarding forces as well as for local public residing in the borders,” he pointed. Meanwhile, Tuki reiterated the state government’s support to the National Counter Terrorism Centre (NCTC) proposed by the Centre. He also condemned the recent incident of violence in Chhattisgarh, which he said is a challenge to dignity of every citizen of India and should be fought with utmost resolution. “I, on behalf of people of Arunachal Pradesh join the ITANAGAR, June 5: Governor Lt. Gen (Retd) Nirbhay Sharma and First Lady of the State Smti Jyotsna Sharma enrolled their particulars in the Sixth Economic Census at Raj Bhawan, here today. The district administration and the census enumeration team led by J. Bomjen EAC, Itanagar conducted the enumeration and facilitated the first couple in filling up of the census form. The enumeration is part of the month-long Economic Census, which is being conducted in the State from 25th May 2013 to 24th June 2013. The Governor has appealed to people to the state to extend all necessary cooperation for successful conduct of the enumeration. NEW DELHI, June 4: Chief Minister Nabam Tuki today called on the Union Minority Affairs Minister K. Rahman Khan and MoS Minority Affairs Ninong Ering at New Delhi to discuss the status of programmes and schemes under the Ministry for Arunachal Pradesh. In a comprehensive discussion with both the Ministers, Tuki appealed to the Ministry to consider a special package for minorities in the state in addition to the allocation of Rs. 260 crores provided by the Ministry under the Multi Sectoral Development Programme (MSDP). The Chief Minister also emphasised on the identification and creation of more minority blocks in the state for overall development of the minorities. He also sought adequate coverage of the state under scholarships and grant in aid schemes of the Ministry including Pre-Matric Scholarships for Minorities, Post - Matric Scholarship for Minorities, Merit- cum-Means Scholarship for Professional & Technical Course CM calls on Union Minority Affairs Minister and also the Maulana Azad Education Foundation (MAEF) schemes under the aegis of the Ministry. The Union Minister assured full co-operation of his Ministry for the benefit of the minorities in the state. Later in the day, the Chief Minister called on the Union Home Secretary designate, Anil Goswami at his North Block office. They discussed matters pertaining to the internal security of the state. Goswami told the Chief Minister that he would visit the state on June 11 to take a comprehensive review of the situation in the state. Goswami, a 1978 batch IAS officer of Jammu & Kashmir cadre is slated to take charge as Union Home Secretary on June 30 next and is presently functioning as Officer on Special Duty in the Home Ministry. The Chief Minister was accompanied by Education Minister Bosiram Siram and Chief Secretary Hare Krishna Paliwal at the meetings.

For the time, I saw an ironbuilt young man, in an occasionprobably sponsored bycollegians of that time in early1977-78. Later on, he was knownto be Tadar Simi whose namesymbolized to that of a typicalfemale Indian Hindu girl. Initially,I felt funny on his name but whenI grew up with genesis orgenealogy of my mother side Ihad developed a different attitudeof respect to him and emotionallyhe became my admiredgentlemen and I became thepermanent admirer to him. It wasduring his hay days, I met him forthe second time at Shillong ineighties who had been a borneselfless social worker, whograsped all classes of peopleand became the absoluteguardian of absolute nature. Topay his social value and work, amillion dollar would fall short inany transaction on his dept inknowledge on humanity andsocial values of life.

For the third occasion, Iapproached him, was in April1987 to attend a meeting atAnchal Bhavan, Doimukh, in turnhe took the responsibil i ty of

hosting the dinner and sent a chitwhich was read out in themeeting hall. He was in helm ofbanking affairs as a newlyassigned branch manager of theApex Bank and hardly could

manage the time to attend socialgatherings during banking hours.My meeting to him does not meanon personal but on social objectsonly.

An interesting incident tookplace in the dinner party in thatevening. After the dinner Pai(Tadar Taniang) had been

In the State of ArunachalPradesh the first election as perthe 73rd Constitutional Amen-dment Act, 1992 the first three tierPanchayat election was held inthe year 2003.

The second Panchayati Rajor rather “the local selfgovernment” election in ArunachalPradesh came and went; victorieswere celebrated and candidateswho lost contended themselveswith ‘next time’ or ‘I should havetried harder in the campaign’.

The recent Panchayatelection in Arunachal Pradesh toan extent satisfies the ‘makingthis new phase of democratic

decentralisation successful’because this time we witnesseda participatory approach from itscitizens where 60% of the totalvoters exercised their ‘right tovote’! This means that we areslowly but surely moving forward.

One can say that the figureis not alarmingly high. It is indeednot high but it is also notnegligible in the sense that thefigure stands for the realisation ofthe people that with greaterinvolvement of citizens inPanchayats they are directlyparticipating in decision makingand formalized through theinstitutions of Panchayati Raj,there will be greater transparency

in rural development eventuallyleading to fuller accountability.

In another achievement inthe history of Panchayati RajElection in the State, all the PRIcandidates under Chongkhamand Wakro circle were electedunopposed by the people.

This unopposed election ofpanchayat candidates set anexample to the State in particularand the Country in general thatmere fight for power is not all.Strong leadership and political willand involvement of people are thenecessary conditions for facing thechallenge of enabling the localself-government institutions tobecome effective instruments ofsocial and economic developmentof rural areas.

Chongkham circle consistsof a single Zila Parishad seat,eighteen Anchal Samiti seats anda total of 118 seats in Gram Sabha,out of which seven seats were leftvacant. Wakro circle has a singleZila Parishad and Anchal Samitiseats, and five Gram Sabha seats.All the unopposed candidatesbelonged to Indian NationalCongress.

This recent exercise of AdultSuffrage (or electing thecandidates unopposed) on the onehand shows that the people are

aware that independence and selfrealisation for economic and socialdevelopment must begin at bottom(village). On the other hand it alsoimplies that the prospects of overall success and strengthening oflocal self government will be slowlybut surely achieved throughPanchayati Raj Institutions.

Both this aspects fulfils thefederal democratic set up of thecountry when in 1992 the 73rdConstitutional Amendment Act,1992 conferred Constitutionalstatus on the Panchayati RajInstitutions (PRIs).

It envisaged theestablishment of a democraticdecentralized developmentprocess through people’sparticipation in decision-making,implementation and delivery.

Even though the success ofPanchayati Raj Institutionsdepends on the commitment of thepolitical leadership, bureaucracyand the people themselves andeven though the success andfailure is yet to be measured (inthe State in terms of ruraldevelopment), the 60% vote andChongkham-Wakro case may bewell termed as an attempt madeto bring about effectivedecentralisation, both political andeconomic within the State.

The Jaswantgarh War Memorial located atNuranang, about 25 kms from Tawang is set in scenicterrain about 14 kms away from the Sela pass. I tcommemorates the bravery of the martyred Indian soldiersof the 1962 Indo-China war.

The war memorial stands inmemory of r i f le man Jaswant SinghRawat, Mahavir Chakra Awardee(Posthumous) of the 4 Garhwal RiflesInfantry Regiment. Jaswant Singhshowed his valor by fighting and holdingthe invading Chinese back for 72 hoursall alone during the 1962 India-China warand remained at his post at an altitude ofabout 10,000 feet before succumbing toan enemy bullet during the war.

The post that he held to repulse theChinese troops has been renamedJaswant Garh in recognition of his valorand sacrifice. The temple like memorialhas a garlanded bronze bust of JaswantSingh who is referred as Baba by thesoldiers, a portrait of the war hero andhis belongings including the Army uniform, cap, watchand belt. The earthen lamp before the portrait of JaswantSingh burns round the clock.

For any soldier of Indian Army guarding the frontiers,

the memorial of 1962 war at Jaswantgarh givesinspiration to them and for the Army jawans and officials;it is a must-visit temple site to pay obeisance to RiflemanJaswant Singh, who laid down his l i fe resisting the

Chinese Army’s march during the1962 war.

The Army has put a section ofits soldiers at round the clock dutyat Jaswantgarh to look after thememorial. They make bed for him,polish his shoes and deliver themail sent by his admirers. Theychange his bed sheets everyTuesday. He is served timely bedtea, breakfast and dinner dai ly.These soldiers not only take careof the memorial, but also renderyeoman service to the travelersalong the hazardous mountainterrain. For the heroic effort of Rifleman Jaswant Singh, the4 Garhwal Rifle was awarded battle honour Nuranang,the only battle honour awarded to any Army unit in theSino-Indian war of 1962.

World Environment Day (WED) is celebrated every year onJune 5 to raise global awareness of the need to take positiveenvironmental action and create awareness about the environmentand environmental concerns among the common people. It is runby the United Nations Environment Programme (UNEP). It was theday that United Nations Conference on the HumanEnvironment began.

WED was first established in the year 1972 and first WorldEnvironment Day was celebrated in 1973. The day is hosted everyyear with different themes and is commemorated with an internationalexposition in the week of 5 June. This year the theme for WorldEnvironment Day 2013 is “Think. Eat. Save” which is being hostedby the Mongolia city.

Many human behaviors like wastage of water, creating pollution,deforestation, cutting of trees, use of plastic items more which arenon-degradable increases the environment degradation. Keepingthese things in mind the World Environment day is celebrated globallyto focus on the needs which are required for a positive environmentand curb the foes of environment.

The theme Think.Eat.Save has been kept as an anti-food wastecampaign, which focuses on how to reduce the food wastes all overthe world. According to a survey by theUN Food and Agriculture Organization (FAO), around 1.3 billiontonnes of food produced for human consumption is lost or wastedglobally, per year. Even raw food items are wasted in different handlingstages like bad weather conditions, poor use of pest-control transportmishandling, packing and storage etc. Moreover, 1 in every 7 peoplein the world go to bed without food and more than 20,000 childrenunder the age of 5 die daily from hunger, the survey says.

Given this enormous imbalance in lifestyles and the resultantdevastating effects on the environment, this year’s theme –Think.Eat.Save – encourages you to become more aware of theenvironmental impact of the food choices you make and empowersyou to make informed decisions. It also focuses on reducing foodwaste in different stages and creates a balance in environment,besides it also lays emphasis to create more awareness andminimize the environment affect through wastage of food.

Resources Water is anatural resource, fundamentalto life, livelihood, food securityand sustainable development.It is also a scarce resource.India has more than 18 percentof the world’s population, buthas only 4 percent of world’srenewable water resources with2.4 percent of world’s land area.There are fur ther l imi ts onuti l izable quantit ies of waterowing to uneven distr ibutionover t ime, as 75 percent ofannual rainfall is received in justfour months. Also region wiseit varies from 10 cm rainfall inRajasthan to 1000 cm in NorthEastern Region. In addit ion,there are challenges of frequentfloods and droughts in one orthe other part of the country. Witha growing population and risingneeds of a fast developingnat ion as wel l as the givenindicators of the impact ofc l imate change, per capi taavailability of water is likely togo down from 1545 cubic metre/yr, in 2011 to 1341 cubic metre/yr, in 2025. The increasingdemand of water for variouspurposes will further strain withthe possibi l i ty of deepeningwater conflicts among differentuser groups as drinking waterneed is going to r ise by 44percent, irrigation need by 10percent, industry need by 81percent respectively by 2025. Inview of this, the Ministry of WaterResources prepared theNational Water Policy (2012),which was adopted by theNat ional Water ResourcesCouncil headed by the PrimeMinister on Dec. 28, 2012. Thistakes cognizance of the existingsi tuat ion and proposed aframework for creat ion of asystem of laws and institutionsand a plan of act ion wi th aunif ied national perspective.The major concern is of theincreasing demand which isleading to growing water stressand causing confl icts amongcitizens / societies as a resultof over usage or diversion ofwater and due to competitionamongst different users. Hence,there is a need for greaterawareness on waterconservation for optimal usageof the existing resources. WaterConservation is also the keyobjective of the National WaterMission which is one of the

eight National Missions underthe National Act ion Plan forClimate Change. This envis-ages conservation ,minim-izingwastage and ensur ing moreequitable distribution of waterresources both across andwithin States through integratedwater resources developmentand management. The effectivewater resources managementmust be underpinned byknowledge and understandingof the availability of the resourceitself, the uses to which wateris put and the challenges facingthe users of water at all levelsof stake holders. This can bedone by creat ing massawareness on the measuresthat can be taken to address thechallenges affecting every livingbeing. Implementat ion Anumber of mass awarenessactivi t ies wi l l be undertakenduring Water Conservation Year– 2013 with emphasis onsensi t iz ing the masses onwater related issues,encourage them to conserveand use i t judic iously. Thepolicies and programmes of theMinistry of Water Resources willbe propagated to create asustainable society andeconomy. An effect ive andsustained mass awarenessprogramme wi l l be launchedwith the involvement of a l lstakeholders to achieve theobject ives ident i f ied in theNational Water Policy, 2012 andNational Water Mission. Themulti-dimensional awarenessprogramme wi l l help indevelopment of sel f -consciousness of theindiv iduals as wel l as themasses on the issue of waterconservation and its judicioususe. The act iv i t ies wi l l beundertaken in all parts of thecountry so as to touch each andevery corner of the country. Asan impact of the above thepeople will become consciousof the importance of the limitednatural resources of water, theways and means to use waterjudiciously and addressing thelocal water related problems,thereby contr ibut ing to thesustainable use of waterresources through col lect iveresponsibility. Each and everyindividual of this country, be ithouseholds, farmers,industrialists, children etc. will

Union Cabinet in i tsmeeting held on 9.5.2013 hasgiven its approval for declaringthe year 2013 as “WaterConservation Year-2013”.

A Right MoveThe senior students of, the

Suban-siri district have taken avery correct move for social,cul tural and economicdevelopment of the people ofthe dis-trict in general and of thestudents in particular. A meetingof the students of the Subansirid istr ic t was held in theauditorium of the Ziro Highersecondary School on 22ndJune, 1968 in which youths fromall over the district took part. Thejoint meeting was named theSubansiri Student cultural Meet.The convening of the meetingwas the f i rst step towardsachievement of the larger goalof emo-tional integration andeconomic and socialdevelopment. The aim of theorganizers was to chalk out aprogrammed for cultural, socialand edu-cational progress ofthe people of the Subansir id istr ic t , part icular ly of thestudent community. Thestudents gathered on theoccasion discussed var ioussteps to be taken for emotionalintegration, social uplif tmentand eco-nomic development ofthe district.

Shr i Lod Kojee, whopresided over the meeting, inhis speech ex-plained the aimsand objects of the StudentsCultural Meet and observed thatunity in diversity was the mostimportant character ist ic ofIndian life. In NEFA a number oftribes having different cust0ms,social set-ups and speakingdi f ferent tongues, l ive inscattered areas. However, theyessen-t ia l ly belong to onefamily. Shri Kojee further saidthat the students had to set agood example of disci-plinedlife and must contribute towardssocial and economic progressof the area.

Some of the importantproposals accepted in themeeting are:

(a) Students of the districtshould go out annually on good-wil l and cultural missions todifferent parts of the district forcreating better understandingand fel low - fe l l ing amongdifferent sections of people.

(b) Steps should be takento develop the dialects spokenin the district.

c) Those primitive customsin the society which aregeneral ly con-sideredundesirable and out-modedshould be done away withthrough persuasion and otherpeaceful means.

(d) Traditional festivals ofthe peo-ple should be revived,developed and popularized.

(e) Effect ive measuresshould be taken for economicdevelopment of the people andstudents should participate inefforts in this regard.

( f ) Students shouldorganise activi-ties to educatethe common men in the villagesand also try to spread femaleeducation.

(g) There should be morefrequent exchanges of ideasamong groups of people andstudents from one part of theAgency with those in others.

It is indeed heartening toha received a report of this kind.The awakening among theSubansiri students as evidentfrom this report is sure sign ofadvancement and if the spiritcan be sustained for yearscome, i t would surely br ingabout most important and highlydesirable changes in the societyin NEFA.

It is interesting to note inthe connect ion that theSubansiri Student Cultural Meetdecided to keep all from politics.

the best of its type. Based on apatriotic theme, the drama leftan impact on the minds of thelocal people. Another notableitem presented by the studentswas a group g in English basedon nat io-nal integrat ion andpatriotism presen-ted by the‘Shivaji House’ . It also a firstprize. The Sailors’ Folk dancepresented by the ‘Netaji House’was also adjudged the best inthat particular event. Observing thatwhenever monsoon strikes, itleaves a trail of devastation, theDC said i t ’s better to beprepared as monsoon is certainto arrive and as seen in most ofthe cases, lack of preparednesscauses loss of properties andhuman life. He also listed out themajor points which need to beprepared like road which has tobe through, medicine stocksshould be ready, buffer stock offood grains etc. He also askedthe PHE department to keeptanker for portable water readyfor any emergency. Informingthat a National Disaster RescueForce (NDRF) Battalion wouldbe carrying out demonstrationsfrom June 10 next on basic stepsto be taken during suchcalamities, he urged all to attendthe same.

The ADC Bokar Basar saidthat the aim of the meeting is todiscuss and find out the waysand means within the existing

Stressing that most of thedisaster are manmade, asroadside cutting, hillside cutting,random construction are goingon which causes destruction ofroads and culverts, the EE PWDTaniya Soki requested the DC toform a board which could lookinto the matter and identify the

vulnerable areas of manmadedisaster so that i t could becontrol led. The EE WRD ANabam requested the DC toissue a not i f icat ion to avoidfurther encroachment evenalong the river bed. The DFCSOAmit Bengia briefed on thestocking/ placement of foodgrain and other essentialcommodit ies and the l ist ofCircle wise godowns. He alsoprovided the toll free number ofthe department which had beenset up to address the grievancesof the public.

The Medical SuperintendentDR. D Raina updated thescenario of the stock of essentialmedicines. Later, the HoDs alsopresented the list of areas whichare most likely to suffer andwhere precaution is required.

During the meeting it wasalso decided that a control roomwould be set up at Itanagar,Naharlagun and Banderdewa.Later, updation of DisasterManagement Plan was done andStandard Operation Procedurewas also distributed to all theHoDs.

They had oneclose relative, Late Mr JongwaTangha who was already workingas a regular Mazdhoor and whowas well off enough to haveconstructed a thatched house.Thus, being a close relative andthey being just students comingfrom very far ofChanglang(considered very farthose day), late Tangha happilyallowed them to stay with him andgave them food to eat during theentire period of their stay with him.Thus, one and half monthsearnings amounted to Rs3x45=Rs 135/ each without asingle paise spent on food or rent.They saved Rs 100/ each and itwas enough to buy them a pair oflong pant and shirt. Our masterTangha purchased one black longpant and a blue jeans-shirt withRs 60/ to be proudly displayedduring the next two years as seniormost students next only tomatriculate ones. He gave hiswidowed mother remaining Rs40/ to buy some salts or to buyshirts for his two younger sisters.5. In the year 1980, masterTangha appeared the great MatricExam(CLASS-X). It was undividedTirap District and there used to bean ADC post at Changlang whoseoffice was located opposite SBIChanglang Branch, now DistrictLibrary and Officer’s Club. In thosedays LS(Leave Substitute) jobsTeacher, LDC, UDC etc were available on request by needystudents to work during the threemonths long vacation after finalexamination of class-X and XII. As

his economic condition wasalways haunting him and huntinghim with all its bows and arrowsto hit him any time, he wasdesperately in need of some LSjobs. And after passing class-Xexam, he would be one amongsenior students of the school andthus, needed some goodstandard of wearing to commanddue respect from his juniors, hewent from one office to another insearch of LS jobs to work andearn some money during hisvacation without returning to hisvillage, Longkey. His mother hadalso wanted him to earn somemoney for himself and his twoyounger sisters who werestudying in his village. His motherhad taken all responsibility ofworking in the fields all day longto feed his two sisters andadvised him not worry about them.He had even changed his year ofbirth form 1964 to 1962 in Class-X so that he was 18 after the MatricExam(CBSE) and thus eligible forany LS job. 6. But he could not find any LSjob in any other departments, andhence lastly he planned toapproach the ADC Changlang forLS post of LDC(lower divisiionclerk) or UDC(upper divison clerk)under him. Sri Tabom Bam, IAS,now Chief Secretary, Govt ofArunachal Pradesh, was the thenAdditional Deputy Commissioner,Changlang. But he was not ableto muster enough caurage to visithim. Then one day, he gatheredcourage and went to meet the thenADC Sir, Sri Tabom Bam with anapplication in his hand. Theunsuccessful tour in the year1978-79 for job to Oil IndiaLimited, Kharsang had taught himsome experience of behaving andtalking with officers while seekingjob. He entered humbly, probablybare-footed as usual, andexplained his poor condition andrequested ADC Sir for helping himby awarding LS job of LDC to workduring his three months vacationso that he could earn some pocketmoney. He also placed his

application on his table this timeproperly so that ADC Sir could readit well instaed of attempting toread it in a most stylish fluentEnglish as was the case duringthe Kharsang flop tour. Whileconversing in Hindi mixed withEnglish, ADC Sir told him in Hindi,“LDC LS ABHI TO NAHI HAI.”(There are no LDC LS now.) Then, young Tangha tried torequest him if there was no LSjob of LDC he may be awardedany type of LS job. But being a littleboy, though confident, he was alsonervous and his tongue slippedaway. His request wentunintentionally wrong from hisvocal cord like this; “SIR, ADC LEAVE SUBSTITUTENAHI HONE SE BHI, KOI DUSRAKAM DIJIE SIR”.(Sir, even if there are no ADC LSnow, please give me some otherworks) ADC Sir became annoyed & firedon him saying, “kya bola?”(What did you say?) In his attempt to correct himself to explain to ADC sir that he onlymeant any L-DC, or U-DC, not anADC, he further made anothermore serious mistake. “ADC Sir, Please Give Me A LeaveSubstitute Job Of Any DC”, beggedTeenage Tangha. And the ADC Sir straight awayremarked on his application by redink pen, no LS job and folded itand threw it towards him and gothim out of his office. He almosttore his application into two halvestearing it diagonally with his angrymarking by red ink. MasterTangha went out of his office roomwithout saying anything with his half torn application in his handtrying to unfold it again. He wasstanding in his office verandahwithout immediately going away,introspecting himself askinghimself why he was always a flopshow in any office. Then, afterabout five minutes later, a callingbell ranged up and a peon rushedinside ADC office room. The peoncame out and told him,

“SIR APUNAK BHITORTE MATI -AASE”.(Sir has called you.) He thought anything could happento him now, as he had really donesome insulting to ADC Sir sayingADC Leave Substitute and thenLS job of any DC, thoughunintentional. But, to his uttersurprise the ADC was all smilingand told him in Assamese in ahumourous way, “Bhaiti, tumak moi tinni mahkarone ADC LS nohoi, kintu LDCleave substitute di - aasu. Kintutumi bhal ke duty kuribo lage dei”.(Dear young boy, I m giving younot ADC LS but LDC LS for threemonths. But you have to work verysincerely) His happiness and joy knew nobound. He thanked ADC Sir withgreat respect from his heart andleft his room too excited. Heimmediately rushed home to hismother in the village the next dayto tell his mother for whom it wasachievement beyond she coulddream. Tears quickly jumped outof her eyes rolling down her longface and she hugged him for longtill there was no more tears inwaiting. She had nothing to givehim except a galss of local ricebeer. The LDC-LS salary was Rs320/- PM. This was his firstservice & earning in life. Heserved as an LS LDC for threemonths at food and civil supplydepartment. There, he found thatsupply officers and men wouldissue only 15 or 20 KG’s of rice tothe ignorant villagers andcommen public even though itwas mentioned 30 or 40 KG’s.Therefore, he would issue 40 or50 KG’s rice to many of them. But,what he loved most as LS LDCwas when peons would addresshim as “SIR” and that would bringinstant smile & pride on his face.So, he would run to his office everymorning very regularly mainly tohear “Sir” from hispeons....hahahaha. 7. He earned his first 1000rupees by thus working as LSLDC. He also passed the CBSE

and qualified for Science stream/subjects. Howver, due to pressingdomestic and financial problems,he could not pass Class-XII in1982. He being a Class-XII 2ndyear student, he was not allowedto stay in the hostel and he couldnot get stipend any more. But hewould not surrender. Herequested some of his closerelatives from his village and withtheir help, he constructed akatcha(thatch) house atChanglang town for his stay tocontinue his class-XII(science). His thatch house became anopen house for all his needystudent friends who ever wouldcome to Changlang for attendingclasses as 2nd year student ofclass-XII, subject to condition thateveryone would bring rice &vegetables for fooding there. Andhis thatch house becamepopularly known as “DepositHouse”, where the needystudents would depositthemselves for a day or a fewdays. The “Deposit House” hadno free ration or sources ofincome for young Tangha. Hewould go home every friday to helphis mother in the fields onSatarday and Sunday and bringweekly ration from her in return.He passed it in 1983. And, as hismother could not afford him to gooutside for higher studies such asBE, MBBS or other professionalcourses, he decided to do his BAand joined JNC in 1983-84. Hewent on to graduate in 1987 inHistory, Political Science, etc. andjoined as Junior Teacher thesame year and started teachingin his village school. His mothercould not be more proud than thisand he could not have fulfilled hisfather’s last whisper in a betterway than teaching his own villagechildren. A boy from such interiorvillage becoming a graduate wasno less achievement than thoseIAS toppers who top it by yearsand years of coaching in big cities. And for Tangha’s opium loverfather, IAS or other jobs were non-existent and by “Bara Sahab”, he

probably meant a UDC or ateacher. Just after teaching for 7months, graduate Tangha againqualified the exam for directSI(Sub-Inspector of Police) in1987 itself and joined as direct SIin March 1988. He came 3rd rankamong the 27 successfulcandidates in the entire state. It isall thanks to his “never surrenderunder any damn problems”attitude. He was promoted to fullinspector in 2009 and he is oneof the senior most police officersin his Tangsa Tribe whcih is a veryMajor Tribe of AP with 4 MLA’s outof 5 at present representing theChanglang district. And looking athis son from his abode, late Mr KTangha is still regretting andbeating himself for his firstmistake with the KANI and he hasbeen repeating his last whisperto his son for the last 37 yearssince his death and he wouldcontinue it ti l l the entireChanglang District is free fromKANI,“Dear son, Never Touch KANI.Become a Bara Sahab & makeyour mother proud.”And true to his father’s lastwhisper, Inspector Tangha hasnever touched KANI his entire life.And as a senior police officer, hewas immediately responsible fordestroying 470 acres of opiumplantations in his Khimyong Circlein March 2011 with seizure andburing of about 2350 Kgs of rawopium. The Changlang DistrictPolice & NCB team of 19 officersand men led by his SP TummeAmo have been awarded cashreward of Rs 3,05, 000/ by theMinistry of Home Affairs(MHA),Govt of India vide order No. F.N.XIV/22/1/NCB/GHY/2012-Rew-2269Dated 20 March 2012(please referthe scanned copy of the orderherein given below) for thiscommendable job done by themin March 2011. With the changing times andgrowing charm for eco-friendlyproducts, the goldenfibre isfinding new applications and isalso being preferred in roadconstruction.

With increasingdeforestation affecting theenvironment, theb iodegradab le geotex t i les isbeing used in the construction ofroads.

The major reasons forincreased use of thenatural fibre are sustainability andcost-effectiveness.

Coir (coconutfiber) geotextiles are a popularsolution for erosion control,s l o p e s t a b i l i s a t i o n a n dbioengineering, due to the fabric’ssubstantial mechanical strength.

Classified as woven,meshes, nets and non-wovens,, itlasts about 3 to 5 years dependingon the fabric weight. It alsodegrades into humus, thus,enriching the soil.

Coir Geotextiles when usedon the soft soil for construction ofvillage roads have been found toperform very well asreinforcement, filter, drainage andseparation materials incomparison to the conventionallyused materials like synthetics,cement, lime, etc.

Golden Fibre making inroads into Road ConstructionThe National Rural Roads

Development Agency (NRRDA)has approved Central CoirResearch Institute (CCRI) as anodal institute for application ofCoir Geotextiles in construction ofrural roads.

Indian Roads Congress(IRC), New Delhi has also giventhe accreditation for the use ofCoir Geotextiles in the roads for aperiod of 2 years with effect from18 April, 2011.

For the evaluation of itseffectiveness, inter-alia acollaborative project has beeninitiated by the Central CoirResearch Institute with theNational Institute ofTechnology,Calicut with the in-principle approval of the AirportsAuthority of India.

The government has alreadydecided to use coir geo-textiles forconstruction of rural roads in ninestates, under the Prime Minister’sGram Sadak Yojana (Bharat Nirman).In the future, the project is likely tobe extended to all 28 states of thecountry.

Given the popularity of thegolden fibre in construction ofroads, the coir industry may faceproblems in catering to the hugelikely demands unless adequatemeasures are taken by theindustry to havea decen t ra l i sed p roduc t i oninfrastructure to cater to the hugerequirements.

One of the solution to thiscould be by taking advantage of

the Anugraha loom developed bythe CCRI as the technique willcome handy for development ofproduction infrastructure formanufacturing it.

With the initiatives of the CoirBoard, coir sector today is asupplier of geotextiles. The Boardis a statutory body established bythe government under alegislation enacted by theParliament namely, Coir IndustryAct 1953, for the promotion anddevelopment of coir industry inIndia.

To promote this segment, theBoard has also established atesting laboratory forcoirgeotextiles at the Central CoirResearch Institute, Kalavoor.

Geotextiles made out of coirare ideally suited for low-costapplications because coir isavailable in abundance.Therefore, there is enough scopeto enhance the application. Coirfibers resemble thewood fibres in terms of physicalproperties and chemicalcomposition.

The geotextiles and itsrelated products have manyapplications and currently supportmany civil engineeringapplications including roads,a i r f i e l d s , r a i l r o a d s ,embankments, retainingstructures, reservoirs, canals,dams, bank protection, coastalengineering and construction sitesilt fences.

placed at the tension surface tostrengthen the soil. It is also usedfor sand dune armoring to protectupland coastal property fromstorm surge, wave action andflooding.

Besides, it promotes newvegetation by absorbing waterand preventing top soil fromdrying out. The golden fibre is a100 per cent organic naturallyoccurring fiber from a renewablesource obtained from coconuthusk.

The advantage of the coir isthat it is not only hard but strongestamong all natural fibers, whichcan be spun and woven intodifferent types of mattings.

Alleppey (Alappuzha) is thenerve centre of Kerala’s famouscoir industry where one can seecoconut husks being beateninto fibre for making beautifulmats and other coir products.

Both men and women areactively involved in the productionof coir in Kerala. The women aremainly involved in the yarnspinning sector and the men inthe product-weaving sector. CoirIndustry enjoys the status as thelargest Cottage Industry in Kerala,giving employment to over amillion people.

Indian coir industry has beenfortunate to get a boost in the formof the ever increasing awarenessabout eco-protection. The eco-friendly quality of coir will help it tohold its ground even as it battlescompetition from

synthetic fibres in today’sdeveloping world.

The coir Industry in India hasa strong position in the exportorientation since severaldecades.

However, the pattern ofexports and its product mix haschanged drastically. With moreemphasis on value-addedproducts, the coir sectorwitnessed a significant change inthe total volume and value ofexports.

At present, coir and itsproducts from India are exportedto more than 80 countries and theUS is the single largest marketwith a share of more than 40% inthe total export. Europeancountries together share morethan 41 % of the exports.

However, the sector hasbeen confronted with a number ofproblems such as lack of accessto timely and affordable credit,absence of innovative channels offinancing, low-level of technologyadoption, poor brand building andmarketing, low-level of innovationand low penetration of ICT toname a few.

During the 12th Five-YearPlan, the coir sector has a visionof acquiring new dimensions byway of following broadinterventions : -

Creation of husk collectionbanks is essential, to ensureoptimum utilisation of raw-material. Once it is set up, thepresent utilisation level of coconut

husks at 40% could be enhancedto 60%.

Modernising the traditionalprocesses of spinning andweaving by eliminating drudgeryand facilitate women to operatethe machines.

Enhancement of the presentinsurance scheme for providingcompensation for accidentaldeath and partial/permanentdisabilities along with introducinga new scheme for health cover tocoir workers to be undertaken.

The technologies/machineryitems developed by the researchinstitutes to be demonstrated andtransferred to the grassroots levelof the coir industry throughappropriate extension work.

Technological interventionsto be made through appropriateschemes for upgradationofquality of coir and its products.

Certification of Eco-Mark tobe obtained for coir and itsproducts, besides promoting itwidely in the international market.

Coir Mark Scheme to bestrengthened by extending thecoverage of the scheme to theentire range of coir productsconsigned to the domesticmarket.

hands of Asom Sahitya Sabha(ASS) President Imran Shah, inpresence of Minister for PWD,Finance and Planning ChownaMein, Parliamentary SecretariesPhusom Khimon (Trade andCommerce), Tingap Taiju(WRD),PD Sona (Tourism),Arunachal Pradesh LiterarySociety (APLS) President YDThongchi, wife of late Lummer DaiSmt. Nani Dai, family members ofLate Kengsam Kenglang,members of Tangsa Elite Society,and many literary and culturalintellectuals of Assam andArunachal Pradesh.

Receiving the award onbehalf of his father, MaipaKenglang said, “to be recognizedjointly by two apex literary Societiesof two states is a great honourand a matter of pride for the family,the Tangsa community and thepeople of Arunachal Pradesh ingeneral” . Society for extending theiractivit ies beyond thegeographical boundaries of thestate and keeping a very goodrelation with Asom Sahitya Sabhabesides their excellent work inthe field of literature, Mein askedit to take along the youngergenerations.

Literature is not everybody’scup of tea and particularly tomake a mark in this field is adream come true for many. Thisfield is for the chosen ones andall in the APLS and ASS are thechosen one. Here every thinghas to come from the within andhas to be born with this quality. Itis one of the few fields where onecannot acquire much but must beborn with it, he added.

Cultural erosion is eminentin the age of globalization, ouryouths should stand up and workhard to protect ones own cultureand literature or face loss of theculture in the long run during theprocess of globalization, hesuggested.

While acknowledging thegood works of the twoorganizations, Mein said, the

prosperity and development inone state will definitely benefitthe other as the people of thetwo states are politically, culturallyand geographically closelyrelated to each other. Every effortsshould be made to maintain thisbond of brotherhood andfriendship in years to come.

Mein donated Rs. one lakhfor Asom Sahitya Sabha andassured to provide Grants in aidfrom the state Government sothat the i t do not face anyproblem in taking up literary andcultural works.

The Standard OperationProcedure (SOP) on the DistrictDisaster Management Plan wasupdated this morning tostrengthen the preparednessagainst any eventuality – naturalor man-made, especially in themonths of June to October whenlandslides and floods are aregular feature in the district. In order to mitigate thelosses in an eventuality, the DCproposed moving the concerneddepartment and the stategovernment for procurement ofvarious equipments to be usedduring such exigencies includingCaution Sign Boards to beplaced at vulnerable places allover the district. The departmentof Information & Public Relations(IPR) in the district could play avital role in disseminatinginformation and creatingawareness among the mass byorganizing awareness campsthroughout the district, he said. He

also emphasized on availabilityand regulation of food grains, POLitems and LPG cylinders andproper functioning of thetelecommunication serviceswhich would be the lifeline duringtimes of emergency. Also, heordered for making functional theControl Room to be mannedround the clock by officers andattendants on rooster basis.

The 18 EngineeringRegiment of the Army offered theirservices and assured to providenecessary men and machineincluding medical services duringany exigencies. So didCommandant 30th BN SSB, Dy.Commandant ITBP and OC 14BRTF.

Not satisfied with thecomposition of the DistrictDisaster Management Authority(DDMA) committee, DC Singhproposed for inclusion of the Army,ITBP, SSB and BRTF as membersand to take up the same with thestate government for necessaryapproval and order.

Gyangong Ani Gompa , TawangTawang in Arunachal Pradesh has a long tradition of nunneries called the "Ani Gompas". There areseveral nunneries located at Tawang. One of the oldest nunnery (Ani Gompa) is the Brama dung-

chung Ani Gompa, located 12 kms from Tawang. The Nunnery was commissioned by Karchen YeshiGelek in 1595 and houses about 45 nuns.

The Gyangong Ani Gompa is about 5 km from the Tawang Township and has about 50 nuns stayingthere. Another nunnery is the Singsur Ani Gompa, built by Gonpaste Rimpoche. This is home to 45

nuns and is 28 km from Tawang.
