Unknown Known

FuturePresentPast

• Knowledge of campus facilities resided with few key staff leading to:• Lack of connection with

campus mission• Ineffective silos• Subjective decision making• Loss of institutional

knowledge with retirement• Uncoordinated projects,

higher costs, longer execution times

• large exposure to human error

• Scattered repositories of campus records

• Electronic documentation of campus space allows informed, data driven decisions with greater transparency.

• Currently > 5.2 million square feet are surveyed into BIM.

• Space Guidelines developed for fair & consistent management.

• 3D topo survey documenting a complete picture of campus infrastructure networks like storm drainage, sewer, water, electrical, IT & chilled water for the first time – allowing better organization & management.

• 3D understanding of facilities to manage elements above, at, and below grade.

• Electronic monitoring to provide 24/7 management of campus facilities with enhanced safety.

• Better understanding of space allocations to reduce inefficient use of facilities & utilities.

• Active integrated infrastructure/building management systems for preventive maintenance and better resource management

Paper Electronic

Paper to Electronic Management of Assets

FuturePresentPast

• Dependent on staff for their knowledge & recommended management of facilities.

• Asset management and maintenance records were in flat format

• Institutional knowledge of underground utilities managed by different staff with limited intercommunication & lost with attrition.

• Difficult to manage the continuous ownership of keys.

• Manage space assignments via AiM system with 3D spatial understanding

• Smart databases easily queried, manipulated to produce multiple options but still rely on staff prioritization

• 3D picture of infrastructure allowing a broad understanding for view by all.

• Electronic records help management of keys, although tracking of ownership is still difficult.

• COBie management of equipment operations, maintenance, and replacement driven by automated reports

• Electronic reports prioritize CRDM + HSCR projects based on programmed factors

• 3D Infrastructure network organized and managed with efficiency

• Secure proximity card entry system for managed access in 4D.

15Case Study: Data Driven Metrics and Space Guidelines

Strategic Goals a) Allocated space:The space allocated to Faculty conducting research shall align with the previously stated guidelines for research laboratories. The delta between actual and guideline allocation values is the measure of space efficiency.

b) Research dollars:Research productivity is evaluated as the differential from a blended target of $500 in costs (direct and indirect) per assignable square foot. Specific research needs may require larger or specialized spaces. These needs will be factored into space allocations.

c) Scholarly activity:The importance, impact and nature of research, and relevancy to the academic mission of the University will be assessed. Scholarly activity such as publications, intellectual property, pending awards, etc., will be considered in the determination of effective use.

Space Guidelines

16Case Study: Benchmarking statistics

Surge Space Benchmarking

29% of survey respondents maintain perpetual

surge space according to a 2010 report by the International Facility Manager Association

4 - 10% of total space holdings is devoted to surge

space for many of those respondents

145,905 - 364,762 nasf would be devoted to

surge space on the UH Manoa Main Campus if we followed industry practice (Based on total of 3,206,557 assignable square feet which excludes residential)

Fixed / Obsolete Flexible / Adaptive

From Fixed & Obsolete to Flexible & Adaptive

FuturePresentPast

• Classrooms, Laboratories and Offices were equipped with customized facilities which became obsolete quickly

• Encased utility connections were embedded at construction.

• Assignment of uses for each building were programmed for a long time.

• Flexible space modules to support different uses and changing needs. Eg: Dorms to Offices to Classrooms

• Plug and play building & utility infrastructure quickly modified to support changing uses and technologies (eg: Fiber Optic and gas updates to new Labs)

• Utilidors (utility corridors) providing the framework for easy upgrades to each facility with minimized campus disruption

• Campus works with outdated facilities that do not always support new teaching requirements.

• Utility additions and upgrades are often installed on building exteriors in sub-prime conditions per available funding.

• Department expansions or reassignment are hampered by inadequate facilities.

FuturePresentPast

Reactive Proactive

Moving from Reactive toward Proactive Efforts

• Using data driven metrics to derive long term goals for facility upgrades

• Project implementation to strive for LEED Gold facilities (LEED Silver min.), Zero net energy by 2035, Zero net water by 2050.

• Repurposing the liability of deferred maintenance into an opportunity for integrated facility modernization.

• Creating progressive standards such as the TDM, LMP, BDPS, Infrastructure TL, Water Catchment & Reuse with zero net energy proposals for UHM that can be exported to the community

• Streamlining campus teams to address need for updated staffing, training, and 21st C. skills given fiscal realities and updated technologies.

• Crises generated action with implementation of projects lacking significant connection to planned maintenance and campus mission.

• Campus departments such as Athletics, Student Housing Services & Campus Center working without effective coordination and shared goals

• Resistance to progress fueled by inadequate staffing and a lack of resources for training to upgrade professional skills and perspectives.

• Clear goals set for the Manoacampus within a long term vision for overall UH system aspirations.

• Integrated, comprehensive Manoamaster plan to guide development of facilities to support the Manoamission and sustainability goals.

• Better energy & water metrics to guide conservation, then renewable sourcing to create a campus model of applied sustainable, resilient, and restorative principles.

• Reorganized campus structure to ensure collaborative efforts toward coordinated goals.

• Appropriate staffing and continuing education to support progressive goals.
