Executive Summary 

TheAiea‐PearlCityCommunitySurveywasmailedtoallhouseholdswithinahalfmileoftheplannedPearlridgestation(1,689)andallhouseholdswithinonemileoftheplannedLeewardCommunityCollege(177)andPearlHighlands(1,474)stationsduringNovemberandDecember,2012.Twenty‐threepercentofdeliveredsurveyswerecompletedandreturned.Thesurveyelicitedresidentperspectivesonavarietyofcommunityplanningissuesrelatedtotransit‐orienteddevelopment(TOD):communityamenities,civicconnection,neighborhoodmobilityanddevelopmentopportunities.Thisreportsummarizestheresultsofthissurvey;itoutlinesfindingsacrossallrespondentsandhighlightsdifferencesbygender,tenure(whethertheresidentownsorrentstheirhome)andresidents’closestrailstation.

CommunityAmenities

Aiea‐Pearl City residents enjoyed the location of their neighborhood. Whenaskedwhattheylikedmostaboutlivingintheirneighborhood,mostresidentscitedtheirproximitytoshopping,jobsandbusstops.ResidentslivingclosertothePearlridgestationwereespeciallylikelytomentionthattheirlocationwasclosetojobsandbusstops.Residentswerelessenthusiasticaboutthecleanlinessoftheirneighborhood,withmorethanhalfgivingfairorpoorratingstothecleanlinessofpublicspacesandtheavailabilityoftrashreceptaclesintheneighborhood.

Residents appreciated local businesses, with the highest ratings awarded to pharmacies and coffee shops. ResidentsdescribedAiea‐PearlCityasacommunitywithavarietyofbusinessesandresources.Mostawardedratingsofexcellentorgoodtolocalbusinessesincludingcoffeeshops,familyentertainmentvenues,restaurants,anddrug,groceryandconveniencestores.Abouttwo‐thirdsgavefavorableratingstobeautysalonsandlaundryordrycleaners.Residentsalsolaudedthequalityofcommunityresourcessuchasmedicalordentalclinics,schoolsandlibraries.Fewerresidentswereawareofbars/nightclubsandaffordablehousinginthecommunity,andtheseamenitiesweregivenlowerratings.

Few visited neighborhood parks, though most felt safe. Aiea‐PearlCityresidentsvisitedtheirneighborhoodparksinfrequently,andfewusedthePearlHarborHistoricbikepath.Ofthosewhodidvisitlocalparks,mostfeltsafeinparksduringthedaybutnotafterdark.HalfofAiea‐PearlCityresidentsgavefavorableratingstothequalityofparksforplayingsports,whilealmosttwo‐thirdsgavenegativeratingstothequalityofparkplaygroundsandtothequalityofparksforexercisingandpicnickingorhangingout.

Residents wished to see more affordable housing and improved parking. Whenaskedwhattheylikedleastabouttheirneighborhood,Aiea‐PearlCityresidentsmostoftenrespondedthathousingwasexpensiveandtheneighborhoodwastoonoisy.Someresidentsalsomentionedparking,crime,andsafety.Manywishedtoseeimprovementsmadetosidewalks,parking,walkingpaths,andaffordablehousingintheirneighborhood.LCC/PearlHighlandsresidentswereespeciallyinterestedinimprovingcarparkingintheirneighborhood.

NeighborhoodMobility

Public transit was viewed as the easiest way to navigate Aiea‐Pearl City. MostAiea‐PearlCityresidentssaidtheycouldgetaroundHonoluluwithatleastafairamountofease.PublictransitwasratedastheeasiestwaytogetaroundAiea‐PearlCity,with6in10residentsratingtheoveralleaseofbustravelasexcellentorgood.Mostgavehighmarkstotheeaseoflocatingbusstopsandsafetywhenridingbuses.However,manyresidentsvoicedconcernabouttheconditionofbusstopsandsafetywhilewaitingforbuses.

Residents saw opportunities to improve biking and car travel. BikingwasratedasthemostdifficultwayofgettingaroundAiea‐PearlCity,withmanyrespondentsgivingnegativeratingstotheconditionofbikepathsandlanesandsafetywhilebiking.DrivinginAiea‐PearlCitywasratedsomewhatmorehighly,thoughimprovementscouldbemadetotrafficflowandtheamountofpublicparking.

Most Aiea‐Pearl City residents drove alone to commute to work or school. In2012,58%ofresidentsinAiea‐PearlCitysaidtheydroveavehiclealoneeverydayoftheircommutetoworkortoschool.Threein10residentsusedalternatemodesoftransportationatleastonedayaweek;mostofthesetookthebus.Rentersandwomenweremorelikelytousealternatetransportationcomparedtohomeownersandmen.

Many were eager to use the new rail transit line for shopping and visiting family and friends. About40%to50%ofresidentsthoughttheywouldusethenewrailtransitlineforavarietyoftripsonceitwasbuilt.Themostlikelyuseoftheraillinewasfortripstovisitfriendsorfamilyandtogoshopping,withalmosthalfindicatingtheywouldbeveryorsomewhatlikelytouseitforsuchtrips.

DevelopmentOpportunities

Residents supported a variety of potential amenities near the new rail stations. Whenresidentswereaskedwhichofalistofamenitiestheywouldsupportbeingbuiltneartheirclosestplannedrailstation,mostsupportedeveryamenitylisted.Restrooms,landscaping,bicycleparking,placestositandbussheltersgarneredthemostsupport.Newaffordable/subsidizedhousingnearthestationsreceivedtheleastsupport.

Most proposed improvements to major streets received strong support. Residentswelcomedallstreetimprovementssuggestedandmoststronglysupportedaddingtrashbins,streetlightsandcrosswalks,aswellasimprovingsidewalks.OverhalfofresidentsagreedthatKamehamehaHighwaywasmostinneedofthesetypesofimprovements.ResidentsfromthePearlridgeareaweremorelikelytofeelthatMoanaluaRoadalsowarrantedattention.

Residents would use the Pearl Harbor Historic Trail more often with better lighting. WhenresidentswereaskedwhatchangestothePearlHarborHistoricTrailareawouldmostenhanceuseofthetrailandthewaterfront,themostfrequentlycitedchangewasimprovinglighting.Aboutone‐quarteralsomentionedimprovingsafety,cleanliness,andlandscaping,andaddressinghomelessnessinthearea.Femaleresidentswereespeciallylikelytoendorseimprovementstosafetyandsecurity.

Survey Background 

SurveyPurposeStaffoftheCityandCountyofHonoluluDepartmentofPlanningandPermittingsoughttocapturetheperspectivesofresidentsintheAiea‐PearlCityneighborhoodaroundtheplannedLeewardCommunityCollege,PearlHighlandsandPearlridgerailtransitstations.NationalResearchCenter,Inc.(NRC)wascontractedtoconductasurveytoassessresident’sperceptionsabouttheirneighborhoodandopinionsaboutpotentialtransit‐orienteddevelopmentintheseareas.

Resultsofthesurveywillhelpstaffguidefuturepublicinvestmentanddevelopmentaroundtherailstations.

SurveyMethodsForthisseriesofcommunitysurveys(ofwhichtheAiea‐PearlCityisthe5th),ithasbeenstandardpracticetomailsurveysto1,350householdswithinahalfmileofeachoftheplannedstationsinthecommunity.InthecaseoftheAiea‐PearlCitycommunity,however,therewerenot1,350householdswithinahalfmileoftheLeewardCommunityCollegeorPearlHighlandsstations.Toensurethatthehouseholdsnearthesestationswereadequatelyrepresented,thecut‐offfordistancetothestationwasincreasedtoonemile.AllhouseholdswithinahalfmileofthePearlridgestation(1,689)andallhouseholdswithinonemileoftheLeewardCommunityCollege(177)orPearlHighlands(1,474)stationsweremailedthesurvey.

NotethattheLeewardCommunityCollegeandPearlHighlandsstationsarewithinahalfmileofeachother.HouseholdswerecategorizedbydistancetothecloseststationandwhilemorehouseholdswereclosertothePearlHighlandsthanLeewardCommunityCollegestation,someofthesehouseholdsmayhavebeenwithinamileofLeewardCommunityCollegestationandwithinamileofPearlHighlandsstation.Assuch,andgiventhattherewereonly22respondentswhowereclosesttoLeewardCommunityCollegestation,inthisreportwhenresultsarereported“bystation,”LeewardCommunityCollegeandPearlHighlandsstationareasarecombined(LCC/PearlHighlands).

Ofthe3,340mailedsurveys,3,201weredeliveredtooccupiedhouseholds.Atotalof741completedsurveyswerereturned,foraresponserateof23%;thisisatypicalresponseratecomparedtothosethatNRCseesforsurveysinlargecities.

Surveyresultswereweightedsothatrespondentage,gender,ethnicity,housingtenure(rentorown)andhousingunittype(attachedordetached)wererepresentedintheproportionsreflectiveoftheentireadultpopulationlivinginCensusblockscoveredbythesurvey(asreportedfromthe2010U.S.Censusandthe2005‐2009AmericanCommunitySurvey).Themarginoferrorisplusorminusfourpercentagepointsaroundanygivenpercentforaquestionansweredbyallrespondents.

UnderstandingtheResults

How the Results Are Reported  ResultsforallrespondentsareshowninthebodyofthereportandinAppendixA:SurveyResults.Resultswerealsocomparedbyselectedsubgroups:therespondent’sgender,whethertherespondentownedorrentedtheirhome,andwhichplannedstationtheylivedclosestto.ThesecomparisonscanbefoundinAppendicesB,C,andDandarementionedinthebodyofthereportwhentherearesignificantdifferences.

Precision of Estimates Itiscustomarytodescribetheprecisionofestimatesmadefromsurveyswitha“levelofconfidence”(ormarginoferror).The95percentconfidencelevelforthissurveyisgenerallynogreaterthanplusorminusfourpercentagepointsaroundanygivenpercentreportedforallrespondents(741).Whereestimatesaregivenforsubgroups,theyarelessprecise.Foreachsubgroupfromthesurvey,themarginoferrorrisestoasmuchasplusorminus5%forasamplesizeof436toplusorminus6%for305completedsurveys.

“Don’t Know” Responses and Rounding Onmanyofthequestionsinthesurvey,respondentswereabletoanswer“don’tknow.”However,theseresponseshavebeenremovedfromtheanalysespresentedinthebodyofthereport.Inotherwords,themajorityofthetablesandgraphsinthebodyofthereportdisplaytheresponsesofrespondentswhohadanopinionaboutaspecificitem.Theproportionofrespondentsgivingaresponseof“don’tknow”isshowninthefullsetofresponsesincludedinAppendixA:SurveyResultsandismentionedinthebodyofthisreportifitis20%orgreater.

Forsomequestions,respondentswerepermittedtoselectmorethanoneoption(i.e.,amultipleresponsequestion).Whenthetotalexceeds100%inatableforamultipleresponsequestion,itisbecausesomerespondentswerecountedinmorethanonecategory.Whenatableforaquestionthatonlypermittedasingleresponsedoesnottotaltoexactly100%,itisduetothecustomarypracticeofroundingpercentagestothenearestwholenumber.

Community Amenities 

Manyfactorscontributetocreatingadesirableneighborhood,includingphysicalattractiveness,cleanliness,andthepresenceorabsenceofservices,parksandotheramenities.Aiea‐PearlCityresidentswereaskedtoratethecurrentstateoftheirneighborhoodandtoindicatewhattheymostwantedtoseeimproved.

Overhalfofresidentsgavefairorpoorratingstothecleanlinessofpublicspaces(55%),thepresenceoftreesorothershadeprovidingcanopies(57%),andtheavailabilityoftrashorrecyclingreceptacles(62%).WomengavemorepositiveratingstothecleanlinessofpublicspacesandtothepresenceoftreesthandidmeninAiea‐PearlCity.

Neighborhood Parks Aboutone‐thirdofAiea‐PearlCityresidentssaidtheyneverusedneighborhoodparks.Ofthosewhodidusetheparks,mostusedtheparksafewtimesamonthorlessfrequently.Seventeenpercentofresidentsusedthelocalparksweekly.

ResidentsgavethehighestmarkstoAiea‐PearlCityparksasplacestoplaysportsorexercise,withjustoverhalfindicating“excellent”or“good.”Lowermarksweregiventothequalityofparksforchildren’splaygroundsandasplacestohangoutorpicnic;aboutfourintenresidentsratedthemasfairandone‐quarterratedthemaspoor.

HomeownersinAiea‐PearlCitygavebetterratingstothequalityofneighborhoodparksforexercisingthandidrenters.Womengavebetterratingstothequalityofparksforpicnickingandofparkplaygroundsforchildrenthandidmen.

WhileAiea‐PearlCityresidentsgenerallyfeltsafeintheirneighborhoodparksduringtheday(28%verysafeand53%somewhatsafe),theydidnotfeelassafeatnightorwhenhomelesspeoplewereintheparks.Overhalfofresidentsfeltveryunsafewhenhomelesspeoplewerepresentintheparks,andaboutone‐thirdfeltveryunsafeinparksatnight.

JustoverhalfofAiea‐PearlCityresidentsreportedthattheyneverusethePearlHarborHistoricTrailbikepath.One‐thirdindicatedthattheyusedthepathafewtimesamonthorless,whileaboutoneintenusedthepatheachweek.OftheresidentswhodidusethePearlHarborHistoricTrailbikepath,mostsaidtheyuseditforexercise(75%);othersuseditforrecreation(30%)andcommutingtoworkorschool(13%).Fewusedthebikepathforshopping,errands,orvisitingfriendsandfamily.

Residentswhowereawareofbusinessesintheirneighborhoodwereaskedtoratethequalityofthesebusinesses.Mostawardedratingsofexcellentorgoodtobusinessessuchascoffeeshops,familyentertainmentvenues,restaurantsanddrug,groceryandconveniencestores.Abouttwo‐thirdsofresidentswithanopiniongavefavorableratingstobeautysalonsandlaundryordrycleaners.Lessfavorableratingsweregiventobarsandnightclubs(41%fairand25%poor).

Community Resources Whenaskedwhethertheywereawareofavarietyofcommunityresourcesintheirneighborhood,mostAiea‐PearlCityresidentsagreedthattherewereschools,medicalanddentalclinics,libraries,andchildcarecentersintheirneighborhood.Fewerwereawareofcommunitycenters,affordablehousing,andseniorcenters.Onlyone‐thirdwereawareofyouthcentersinthecommunity.

Whenresponseswerecomparedbyresidentcharacteristics,ownersweremorelikelythanrenterstoidentifyschoolsintheirneighborhood,whilemenweremorelikelythanwomentoidentifyyouthandcommunitycenters.ResidentsofLCC/PearlHighlandsweremorelikelytobeawareoflibraries,communityandseniorcenters,andaffordablehousingintheirneighborhood,whileresidentsofPearlridgeweremorelikelytobeawareofmedicalclinics.

Inadditiontoidentifyingwhatcommunityresourceswereavailableintheirneighborhood,residentswhowereawareoftheresourcewereaskedtoratethequalityofeach.Residentsgavethehighestratingstomedicalclinicsanddentistsintheirneighborhood,withnearly8in10indicatingexcellentorgood.Two‐thirdsalsogavefavorableratingstoschools,libraries,andchildcarecenters.Affordablehousingwasgiventhelowestratings;33%ofthosewithanopinionsaiditwasfair,and28%thoughtitwaspoor.

ComparedtorentersinAiea‐PearlCity,ownersgavemorefavorableratingsofschools,communitycenters,medicalclinicsandseniorcenters.Femaleresidentsgavemorefavorableratingsoflibraries,medicalclinics,affordablehousingandyouth,communityandseniorcentersthandidmaleresidents.RespondentswholivednearLCC/PearlHighlandsgavehigherratingstolibraries,communitycenters,andaffordablehousingintheirneighborhood,whilerespondentswholivednearPearlridgegavehigherratingstomedicalclinics.

Withtheexceptionofmedicalanddentalclinics,30%ormoreofAiea‐PearlCityresidentsindicatedthattheydidnotknowenoughtoratethecommunityresourceslistedinFigure10.(SeeAppendixA:SurveyResultsforacompletesetofresponsestoallquestions,including“don’tknows.”)

Best Things about Neighborhood Aiea‐PearlCityresidentslaudedthelocationoftheirneighborhood.Whenaskedwhattheylikedbestaboutlivingintheirneighborhood,mostsaidthatitwasclosetoshopping,jobs,andpublictransportation.Aboutone‐quartersaidtheylikedthattheneighborhoodwasquietandthatitofferedappropriatelysizedhousingfortheirneeds.

Residents’favoriteneighborhoodqualitiesdidnotdifferbygender.However,rentersweremorelikelythanownerstomentionaffordablehousingandhousingbeingingoodconditionamongthethreethingstheylikedmostabouttheirneighborhood.ThosenearPearlridgeweremorelikelytomentionthattheirlocationwasclosetojobsandbusstops;thosenearLCC/PearlHighlandsweremorelikelytomentionthattheirneighborhoodwasquiet.

Residentswereaskedtoanswer,intheirownwords,thequestion“Whatlandmarksorcharacteristicsofyourneighborhoodaremostimportanttopreserve?”TheirresponseswereexaminedandclassifiedintothecategoriesshowninFigure12.Residentsmostoftenrespondedthattheywouldlikelandscaping,greenspaces,parks,andhistoricallandmarkspreserved.

Responsesdidnotdifferbyresidentgender.However,PearlridgeresidentsweremorelikelythanLCC/PearlHighlandsresidentstosaythattheirneighborhood’sviewsweremostimportanttopreserve,whilerentersweremorelikelythanhomeownerstocitebeauty/landscaping.

Areas for Improvement Residentswerealsoaskedtochoosethe3thingstheylikedleastabouttheirneighborhood.Theycouldchoosefromalistorwriteinaresponseiftheirleastfavoritethingswerenotlisted.Themostcommoncomplaintswerethatthehousingcostswerehigh(45%)andthattheneighborhoodwastoonoisy(45%).Otherswereconcernedaboutparking(33%)andcrimerates(26%).

Havingoutlinedwhatwasgoodorbadabouttheirneighborhoods,residentswereaskedwhatfivethingstheywouldmostliketoseebuiltorimproved.Theycouldchoosefromalistorwriteinanitem.Thetoptwoconcernswererelatedtomobility:60%wantedtoseeimprovedsidewalks,and46%wantedmorecarparking(seeFigure14onthefollowingpage).Manyalsowantedtoseemorewalkingpathsandtrails(37%)andmoreaffordablehousing(36%).Aboutone‐quarterofresidentsmentionedsportsfacilities,bikepathsandlanes,parks,andcommunitygardens.

Thoughts about Relocation AbouthalfofAiea‐PearlCityresidentsplannedtostayintheirhomesforatleastthenexttwoyears,one‐quarterplannedtomoveinthistimeframe,andone‐quarterdidnotknowwhethertheywouldmove.Ofthosewhoplannedtomove,mostdidnotplantostayinAiea‐PearlCity(71%);31%plannedtomovetoanotherlocationinHonolulu,while41%wouldmoveoutsidethecity.

Neighborhood Mobility 

Respondentswereaskedhoweasyitwastogetaroundtheirneighborhoodbycar,bike,walkingandtransit;theywerealsoaskedtorateaspectsoftheinfrastructurethatsupportthesetravelmodes.

Developing the Questionnaire ThesurveyinstrumentfortheCityandCountyofHonolulu2012CommunitySurveyofAiea‐PearlCityresidentswasdevelopedthroughaniterativeprocessbetweenstafffromtheCityandCountyofHonoluluandNRC.TheDowntownandKalihineighborhoodsurveys(whichwerecreatedandimplementedin2011)andtheAlaMoanaandWaipahusurveys(createdandimplementedin2012)wereusedasafoundationfortheAiea‐PearlCitysurvey,andwhilemostquestionswereretained,severalwereupdatedorreplacedwithuniquequestionsdevelopedfortheAiea‐PearlCityneighborhood.

Selecting Survey Recipients “Sampling”referstothemethodbywhichsurveyrecipientsarechosen.The“sample”referstoallresidentswhoweregivenachancetoparticipateinthesurvey.TocreatethissampleaUSPSlistofallresidentialaddresseswithinthezipcodesnearthestationswaspurchased.Eachoftheaddresseswasgeocodedtodeterminethepreciselongitudeandlatitudeoftheaddress.Thisgeocodeinformationwasalsousedtodeterminethewalkingdistanceoftheaddresstotherelevantrailstation.

Forthisseriesofcommunitysurveys(ofwhichtheAiea‐PearlCityisthe5th),ithasbeenstandardpracticetomailsurveysto1,350householdswithinahalfmileofeachoftheplannedstationsinthecommunity.InthecaseoftheAiea‐PearlCitycommunity,therewerenot1,350householdswithinahalfmileoftheLeewardCommunityCollegeorPearlHighlandsstations.Toensurethatalargenumberofhouseholdsnearthesestationswereheardfrom,thecut‐offfordistancetothestationwasincreasedtoonemile.AllhouseholdswithinahalfmileofthePearlridgestation(1,689)andallhouseholdswithinonemileoftheLeewardCommunityCollege(177)orPearlHighlands(1,474)stationsweremailedthesurvey.

NotethattheLeewardCommunityCollegeandPearlHighlandsstationsarewithinahalfmileofeachother.Householdswerecategorizedbydistancetothecloseststation,andwhilemorehouseholdswereclosertoPearlHighlandsthanLeewardCommunityCollegestation,someofthesehouseholdsmayhavebeenwithinamileofLeewardCommunityCollegestationandwithinamileofPearlHighlandsstation.Assuch,andgiventhattherewereonly22respondentswhowereclosesttoLeewardCommunityCollegestation,inthisreportwhenresultsarereported“bystation,”LeewardCommunityCollegeandPearlHighlandsstationareasarecombined(LCC/PearlHighlands).

Survey Administration and Response Eachselectedhouseholdwascontactedfourtimes.First,aprenotificationannouncementwassenttotheselectedhouseholdinformingthemthattheyhadbeenselectedtoparticipateinthesurvey.Approximatelyoneweekaftermailingtheprenotification,eachhouseholdwasmailedasurveycontainingacoverlettersignedbytheDirectoroftheDepartmentofPlanningandPermittingenlistingparticipation.Thepacketalsocontainedapostage‐paidreturnenvelopeinwhichthesurveyrecipientscouldreturnthecompletedquestionnairetoNRC.Eachsurveyhadauniquefive‐digitcodeink‐jettedonthetopofthecoverpagesothatthereturnedsurveycouldbelinkedtothedataabouthowfarthehouseholdwasfromaplannedrailstation.

Areminderletterandsurveywasmailedtoarriveoneweekafterthefirstsurvey.Thesecondcoverletteraskedthosewhohadnotcompletedthesurveytodosoandthosewhohadalreadydonesotorefrainfromturninginanothersurvey.Aweekaftertheremindersurvey,afollow‐uppostcardwasmailed.Thepostcardaskednon‐responderstofindandcompletethesurveyandprovidedaphonenumbertocalliftheyhadlostthesurvey.

ThemailingsweresentinNovemberandDecemberof2012,andcompletedsurveyswerecollectedoverthefollowingsixweeks.About4%ofthe3,340surveysmailedwerereturnedbecausethehousingunitwasvacantorthepostalservicewasunabletodeliverthesurveyasaddressed.Oftheremaining3,201whoreceivedasurvey,741completedthesurvey,providingaresponserateof23%.Thisisatypicalresponserate;averageresponseratesforamailedresidentsurveytypicallyrangefrom20%to30%forlargerurbanpopulations.

Confidence Intervals The95%confidenceinterval(or“marginoferror”)quantifiesthe“samplingerror”orprecisionoftheestimatesmadefromthesurveyresults.A95%confidenceintervalcanbecalculatedforanysamplesizeandindicatesthatin95of100surveysconductedlikethisone,foraparticularitem,aresultwouldbefoundthatiswithinplusorminusfourpercentagepointsoftheresultthatwouldbefoundifeveryoneinthepopulationofinterestwassurveyed.Thepracticaldifficultiesofconductinganyresidentsurveymayintroduceothersourcesoferrorinadditiontosamplingerror.Despitebesteffortstoboostparticipationandensurepotentialinclusionofallhouseholds,someselectedhouseholdswilldeclineparticipationinthesurvey(potentiallyintroducingnon‐responseerror)andsomeeligiblehouseholdsmaybeunintentionallyexcludedfromthelistedsourcesforthesample(referredtoascoverageerror).

Whilethe95percentconfidencelevelforthesurveyisgenerallynogreaterthanplusorminusfourpercentagepointsaroundanygivenpercentreportedforaquestionansweredbyalltherespondents(547),resultsforsubgroupswillhavewiderconfidenceintervals.Whereestimatesaregivenforsubgroups,theyarelessprecise.Foreachsubgroupfromthesurvey,themarginoferrorrisestoasmuchasplusorminus14%for50completedsurveys,toplusorminus7%for200completedsurveys.

Survey Processing (Data Entry) Mailedsurveysweresubmittedviapostage‐paidbusinessreplyenvelopes.Eachsurveywasreviewedand“cleaned”asnecessary.Forexample,aquestionmayhaveaskedarespondenttopicktwoitemsoutofalistoffive,buttherespondentcheckedthree;staffwouldchooserandomlytwoofthethreeselecteditemstobecodedinthedataset.

Onceallsurveyswereassignedauniqueidentificationnumber,theywereenteredintoanelectronicdataset.Thisdatasetwassubjecttoadataentryprotocolof“keyandverify,”inwhichsurveydatawereenteredtwiceintoanelectronicdatasetandthencompared.Discrepancieswereevaluatedagainsttheoriginalsurveyformandcorrected.Rangechecksaswellasotherformsofqualitycontrolwerealsoperformed.

Weighting the Data ThedemographiccharacteristicsofthesurveyrespondentswerecomparedtothoseintheCensusblocksthatwerewithinahalfmile(ormile,dependingonthestation)oftherelevantplannedrailstations.SurveyresultswereweightedusingtheCensusnormstoreflecttheappropriatepercentofthoseintheCensusblocks.Otherdiscrepanciesbetweenthewholepopulationandthesurveyrespondentswerealsoaidedbytheweightingduetotheintercorrelationofmanysocioeconomiccharacteristics.

Dear Aiea‐Pearl City Resident, 

The City and County of Honolulu is building a rail transit line from East Kapolei to Ala Moana to provide transportation alternatives and help residents travel more efficiently.  Three stations are being planned near you at Leeward Community College, Pearl Highlands, and Pearlridge.  The locations are shown on the map below.  

Your home is located within one‐half mile of one of these stations, and we would really like to hear from you as we begin to make plans to guide future public investment and development around the stations.  For the purpose of this survey, please consider your neighborhood the area within walking distance of your home and the nearest station. 

To select a household member randomly, the adult (anyone 18 years or older) in your household who most recently had a birthday should complete this survey.  The year of birth of the adult does not matter.  Please spend a few minutes to answer all the questions and return the survey in the enclosed postage‐paid envelope.  Your responses will remain completely anonymous.
