The Permittee must comply with all the conditions of the permit. Any changes or modifications to the stationary source must be performed in compliance with Minn. R. 7007.1150 to 7007.1500. Terms used in the permit are as defined in the state air pollution control rules unless the term is explicitly defined in the permit. Unless otherwise indicated, all the Minnesota rules cited as the origin of the permit terms are incorporated into the SIP under 40 CFR § 52.1220 and as such are enforceable by U.S. Environmental Protection Agency (EPA) Administrator or citizens under the Clean Air Act.

3. Facility description
The Bushmills Ethanol (Facility) is located at 17025 Highway 12 NE in Atwater, Kandiyohi County, Minnesota. Bushmills Ethanol (Bushmills) is a drymill ethanol production facility located west of Atwater, MN on U.S. Highway 12. The facility currently produces Dried Distiller's Grain with Solubles (DDGS), wetcake and corn oil as coproducts. Bushmills is permitted to produce annually up to 100 million gallons of undenatured ethanol and 330,000 tons of DDGS. The facility is authorized to receive up to 1.075 million tons of grain per year, and load out up to 7.5 million gallons of denaturant. Particulate emissions from the truck and rail unloading area, elevators, conveyors, and grain bins exhaust through a negative pressure ventilation system, which continuously pulls air from these sources through a baghouse. Grain from the surge bin feeds into a hammermill. A conveyor moves the milled grain from the hammermill into the blender. The blender mixes the milled grain with water to start the ethanol production process. The air exiting the hammermills routes to a baghouse. There are two baghouses to control particulate emissions from all hammermills. The hammermills are located indoors. The facility is permitted for one RTO which provides VOC, CO, PM, PM10, PM2.5 and HAP emission control by combustion. Some vents from distillation, as well as other process tank vents are tied to the centrate blower. The gas coming off the fermenters flows up through a bed of stainless steel structured packing inside a direct contact scrubber. Water flows down through the bed. A continuous blowdown of this water flows back into the process stream. CO2 and other noncondensing gases leaving the scrubber are vented to the atmosphere. The gas coming off the centrate blower and prefermentation equipment, with exceptions, vents to the RTO. Direct venting to the atmosphere from the cook water tank, liquefaction tanks, and slurry tank 2 are authorized by this permit. The beer resulting from the fermentation runs through a continuous vacuum distillation system to remove and rectify the ethanol. The vapor outlet of the distillation column gets piped directly to a set of condensers that discharge liquid ethanol to the 190proof tank. From the 190proof tank, the liquid passes through a molecular sieve and then to the 200proof condenser and stored in a 200proof storage tank. The gases leaving the condensers, evaporators, receiver tanks, centrate tanks, dewatering devices and corn oil tanks are typically vented to the RTO prior to venting to the atmosphere. Direct venting to the atmosphere from the thin stillage tank, whole stillage tank and syrup tank are authorized by this permit. DDGS dries in a rotary drum dryer system. Exhaust from the dryers passes through the RTO. DDGS is conveyed and dropped into an enclosed building. DDGS is removed from the pile by front end loaders, then dropped into a drop pit and conveyed via an elevator and conveyor for load out. These conveyors and elevator are vented to a baghouse. The handling operations in the storage building are not aspirated to controls. DDGS is loaded into trucks/railcars with the exhaust air passing through a baghouse prior to venting to the atmosphere. The product gets pumped daily from the 200proof tank or to one of the storage tanks. Natural gasoline may be added as denaturant via inline blending. Internal floating roofs control air emissions from the ethanol product tanks. Each tank also has a fire valve, a level gauge, and overfill protection. To provide process electricity and steam, Bushmills is authorized to operate 2 natural gasfired combustion turbines with duct burners. Ethanol truck loading emissions are flared during standard operation. The 300hp fire water pump engine is an emergency unit defined to operate less than 500 hours on a 12month rolling sum basis. Ethanol rail cars only handle ethanol and denatured ethanol final product. Emissions from the three rail loading racks are not required to be controlled. Bushmills uses a flare to control emissions from truckloading operations. A total of two truck transfer areas currently exist.

5.1.4 The Permittee shall limit Process Throughput <= 330,000 tons per year 12month rolling sum of dried distillers dry grains (DDGS), and modified distiller's grains with solubles (MDGS) handled in the DDGS loadout equipment, to be calculated by the 15th day of each month for the previous 12month period as described later in this permit. MDGS is subject to the same requirements as DDGS. The Permittee is not allowed to adjust the weight of DDGS and MDGS handled in the DDGS loadout equipment or in the loadout receipts to account for moisture content unless the permit contains specific provisions for monitoring, recordkeeping, and reporting the moisture content of the MDGS and DDGS. 5.1.5 Grain received by the facility shall only be used for production of ethanol and coproducts by the Permittee at the Bushmills Ethanol facility (ID 06700061). Grain is defined by 40 CFR Section 60.301 to include corn, wheat, sorghum, rice, oats, barley or soybeans. All grain must be received at permitted receiving areas. 5.1.6 Outdoor handling and storage of grain and DDGS or MDGS is prohibited, unless the operation is described and authorized in this permit at an existing subject item. Grain received must be unloaded only in the grainreceiving building and stored in grain silos or equivalent. Corn and/or other grains may not be unloaded and stockpiled or stored outdoors on the ground or any other surface or in any other area of the facility except the designated storage silos. This limitation does not apply to wet cake or modified distiller's grains with solubles (MDGS) with a moisture content greater than 40%. The Permittee shall maintain records of the moisture content of the material. The Permittee must minimize the time that MDGS remains on the wetcake pad such that it does not become a source of particulate matter emissions. [Minn. R. 7007.0800, subp. 2(A)]

5.1.9 The Permittee must comply with Minn. Stat. 116.385. The Permittee may not use trichloroethylene at its permitted facility after June 1, 2022, including any manufacturing, processing, or cleaning processes, except as described in Minn. Stat. 116.385, subd. 2(b) and 4. [Minn. Stat.116.385]
5.1.10 Comply with Odor Action Plan: The Permittee shall follow the actions and recordkeeping specified in the odor action plan (Appendix C). A copy of the plan must be maintained on site and available for inspection. The plan may be amended by the Permittee with the Commissioner's approval. [Minn. R. 7007.0800, subp. 2(A)]
5.1.11 The Permittee shall clean up commodities (grain and/or DDGS) spilled on the driveway and other facility property as required to minimize fugitive emissions to a level consistent with RACT (Reasonably Available Control Technology). [Minn. R. 7011.1005, subp. 1(A)]
5.1.12 The Permittee may not operate or maintain the facility such that it creates a public nuisance. If the commissioner determines that operation or maintenance of a commodity facility creates a public nuisance, the commissioner may require the Permittee to take measures necessary to eliminate the nuisance. 5.1.13 Changes/Modifications That May Trigger New Source Review and/or Part 63 Major Source Status Prohibited: This permit establishes limits on the facility to keep it a minor source under New Source Review and the National Emission Standards for Hazardous Air Pollutants (NESHAP) program at 40 CFR part 63. The Permittee cannot make any change at the source that qualifies as a Title I modification (as defined at Minn. R. 7007.0100, subp. 26) or that would make the facility a major source under New Source Review program or the NESHAP program until a permit amendment has been issued. 5.1.14 Changes/Modifications That May Trigger Environmental Review: This permit contains Flexible Permit Language that authorizes construction and operation without a permit amendment. The Permittee may not rely upon the Flexible Permit Language to authorize construction or modification of any emission unit, stack or control equipment that is, or would be in the future, part of a project that triggers mandatory environmental review as described in Minn. R. 4410.4300 or Minn. R. 4410.4400, or if the change is part of a connected or phased action as described in Minn. R. 4410.1000, subp. 4. This includes changes that might otherwise qualify as insignificant modifications and minor or moderate amendments. [Minn. R. 7007.0800, subp. 2(A)]
5.1.15 Equipment Labeling: The Permittee shall permanently affix a unique number to each added, modified, or replaced emission unit, stack or control equipment (equipment) that has flexibility provisions for tracking purposes. The numbers must be identified in a column in the Equipment Inventory (Appendix G), and correlate the unit to the appropriate EQUI, STRU and TREA numbers used in this permit. The number can be affixed by placard, stencil, or other means. The number shall be maintained so that it is readable and visible at all times from a safe distance. If equipment is added or replaced, the equipment must be given a new unique number, numbers from replaced or removed equipment

5.1.16 Equipment Inventory: The Permittee shall maintain a written list of all emission units (EQUI), stacks (STRU), and control equipment (TREA) on site that have flexibility provisions. The Permittee shall use the tables in Appendix G as the basis to maintain the list. Appropriate data shall be entered for all applicable data fields in the Equipment Inventory to identify and characterize emission units, control equipment, and stack parameters prior to making the change. If a facilityspecific identifier is used instead of the permit identifier, the Permittee shall add the facilityspecific identifier to the Equipment Inventory. End dates shall be entered when equipment is replaced or removed. Minn. R. 7007.1150(C) for notifications does not apply to changes made at the facility that are preauthorized within this permit, and subject to the requirement to submit an annual equipment inventory with the Annual Report. Identify removed equipment in the tables with the equipment data struck out. Identify modified equipment in the tables with current equipment data, and past equipment data struck out. 5.1.18 Daily Undenatured Ethanol Process Throughput Recordkeeping: On each day of operation, the Permittee shall record and maintain records of the ethanol loadout in gallons for the previous calendar day. 5.1.22 Monthly Ethanol Loadout Recordkeeping: By the 15th day of each month, the Permittee must calculate and record the following: 1) The monthly gallons of undenatured ethanol loadout during the previous month based on summing the daily undenatured ethanol loadout record for that month, and 2) The 12month rolling sum undenatured ethanol loadout for the previous 12month period by summing the monthly undenatured ethanol loadout data for the previous 12 months. 3. Facility description
The Bushmills Ethanol (Facility) is located at 17025 Highway 12 NE in Atwater, Kandiyohi County, Minnesota. Bushmills Ethanol (Bushmills) is a drymill ethanol production facility located west of Atwater, MN on U.S. Highway 12. The facility currently produces Dried Distiller's Grain with Solubles (DDGS), wetcake and corn oil as coproducts. Bushmills is permitted to produce annually up to 100 million gallons of undenatured ethanol and 330,000 tons of DDGS. The facility is authorized to receive up to 1.075 million tons of grain per year, and load out up to 7.5 million gallons of denaturant. Particulate emissions from the truck and rail unloading area, elevators, conveyors, and grain bins exhaust through a negative pressure ventilation system, which continuously pulls air from these sources through a baghouse. Grain from the surge bin feeds into a hammermill. A conveyor moves the milled grain from the hammermill into the blender. The blender mixes the milled grain with water to start the ethanol production process. The air exiting the hammermills routes to a baghouse. There are two baghouses to control particulate emissions from all hammermills. The hammermills are located indoors. The facility is permitted for one RTO which provides VOC, CO, PM, PM10, PM2.5 and HAP emission control by combustion. Some vents from distillation, as well as other process tank vents are tied to the centrate blower. The gas coming off the fermenters flows up through a bed of stainless steel structured packing inside a direct contact scrubber. Water flows down through the bed. A continuous blowdown of this water flows back into the process stream. CO2 and other noncondensing gases leaving the scrubber are vented to the atmosphere. The gas coming off the centrate blower and prefermentation equipment, with exceptions, vents to the RTO. Direct venting to the atmosphere from the cook water tank, liquefaction tanks, and slurry tank 2 are authorized by this permit. The beer resulting from the fermentation runs through a continuous vacuum distillation system to remove and rectify the ethanol. The vapor outlet of the distillation column gets piped directly to a set of condensers that discharge liquid ethanol to the 190proof tank. From the 190proof tank, the liquid passes through a molecular sieve and then to the 200proof condenser and stored in a 200proof storage tank. The gases leaving the condensers, evaporators, receiver tanks, centrate tanks, dewatering devices and corn oil tanks are typically vented to the RTO prior to venting to the atmosphere. Direct venting to the atmosphere from the thin stillage tank, whole stillage tank and syrup tank are authorized by this permit. DDGS dries in a rotary drum dryer system. Exhaust from the dryers passes through the RTO. DDGS is conveyed and dropped into an enclosed building. DDGS is removed from the pile by front end loaders, then dropped into a drop pit and conveyed via an elevator and conveyor for load out. These conveyors and elevator are vented to a baghouse. The handling operations in the storage building are not aspirated to controls. DDGS is loaded into trucks/railcars with the exhaust air passing through a baghouse prior to venting to the atmosphere. The product gets pumped daily from the 200proof tank or to one of the storage tanks. Natural gasoline may be added as denaturant via inline blending. Internal floating roofs control air emissions from the ethanol product tanks. Each tank also has a fire valve, a level gauge, and overfill protection. To provide process electricity and steam, Bushmills is authorized to operate 2 natural gasfired combustion turbines with duct burners. Ethanol truck loading emissions are flared during standard operation. The 300hp fire water pump engine is an emergency unit defined to operate less than 500 hours on a 12month rolling sum basis. Ethanol rail cars only handle ethanol and denatured ethanol final product. Emissions from the three rail loading racks are not required to be controlled. Bushmills uses a flare to control emissions from truckloading operations. A total of two truck transfer areas currently exist.

5.1.4 The Permittee shall limit Process Throughput <= 330,000 tons per year 12month rolling sum of dried distillers dry grains (DDGS), and modified distiller's grains with solubles (MDGS) handled in the DDGS loadout equipment, to be calculated by the 15th day of each month for the previous 12month period as described later in this permit. MDGS is subject to the same requirements as DDGS. The Permittee is not allowed to adjust the weight of DDGS and MDGS handled in the DDGS loadout equipment or in the loadout receipts to account for moisture content unless the permit contains specific provisions for monitoring, recordkeeping, and reporting the moisture content of the MDGS and DDGS. 5.1.5 Grain received by the facility shall only be used for production of ethanol and coproducts by the Permittee at the Bushmills Ethanol facility (ID 06700061). Grain is defined by 40 CFR Section 60.301 to include corn, wheat, sorghum, rice, oats, barley or soybeans. All grain must be received at permitted receiving areas. 5.1.6 Outdoor handling and storage of grain and DDGS or MDGS is prohibited, unless the operation is described and authorized in this permit at an existing subject item. Grain received must be unloaded only in the grainreceiving building and stored in grain silos or equivalent. Corn and/or other grains may not be unloaded and stockpiled or stored outdoors on the ground or any other surface or in any other area of the facility except the designated storage silos. This limitation does not apply to wet cake or modified distiller's grains with solubles (MDGS) with a moisture content greater than 40%. The Permittee shall maintain records of the moisture content of the material. The Permittee must minimize the time that MDGS remains on the wetcake pad such that it does not become a source of particulate matter emissions. [Minn. R. 7007.0800, subp. 2(A)]

5.1.9 The Permittee must comply with Minn. Stat. 116.385. The Permittee may not use trichloroethylene at its permitted facility after June 1, 2022, including any manufacturing, processing, or cleaning processes, except as described in Minn. Stat. 116.385, subd. 2(b) and 4. [Minn. Stat.116.385]
5.1.10 Comply with Odor Action Plan: The Permittee shall follow the actions and recordkeeping specified in the odor action plan (Appendix C). A copy of the plan must be maintained on site and available for inspection. The plan may be amended by the Permittee with the Commissioner's approval. [Minn. R. 7007.0800, subp. 2(A)]
5.1.11 The Permittee shall clean up commodities (grain and/or DDGS) spilled on the driveway and other facility property as required to minimize fugitive emissions to a level consistent with RACT (Reasonably Available Control Technology). [Minn. R. 7011.1005, subp. 1(A)]
5.1.12 The Permittee may not operate or maintain the facility such that it creates a public nuisance. If the commissioner determines that operation or maintenance of a commodity facility creates a public nuisance, the commissioner may require the Permittee to take measures necessary to eliminate the nuisance. 5.1.13 Changes/Modifications That May Trigger New Source Review and/or Part 63 Major Source Status Prohibited: This permit establishes limits on the facility to keep it a minor source under New Source Review and the National Emission Standards for Hazardous Air Pollutants (NESHAP) program at 40 CFR part 63. The Permittee cannot make any change at the source that qualifies as a Title I modification (as defined at Minn. R. 7007.0100, subp. 26) or that would make the facility a major source under New Source Review program or the NESHAP program until a permit amendment has been issued. 5.1.14 Changes/Modifications That May Trigger Environmental Review: This permit contains Flexible Permit Language that authorizes construction and operation without a permit amendment. The Permittee may not rely upon the Flexible Permit Language to authorize construction or modification of any emission unit, stack or control equipment that is, or would be in the future, part of a project that triggers mandatory environmental review as described in Minn. R. 4410.4300 or Minn. R. 4410.4400, or if the change is part of a connected or phased action as described in Minn. R. 4410.1000, subp. 4. This includes changes that might otherwise qualify as insignificant modifications and minor or moderate amendments. [Minn. R. 7007.0800, subp. 2(A)]
5.1.15 Equipment Labeling: The Permittee shall permanently affix a unique number to each added, modified, or replaced emission unit, stack or control equipment (equipment) that has flexibility provisions for tracking purposes. The numbers must be identified in a column in the Equipment Inventory (Appendix G), and correlate the unit to the appropriate EQUI, STRU and TREA numbers used in this permit. The number can be affixed by placard, stencil, or other means. The number shall be maintained so that it is readable and visible at all times from a safe distance. If equipment is added or replaced, the equipment must be given a new unique number, numbers from replaced or removed equipment

5.1.16 Equipment Inventory: The Permittee shall maintain a written list of all emission units (EQUI), stacks (STRU), and control equipment (TREA) on site that have flexibility provisions. The Permittee shall use the tables in Appendix G as the basis to maintain the list. Appropriate data shall be entered for all applicable data fields in the Equipment Inventory to identify and characterize emission units, control equipment, and stack parameters prior to making the change. If a facilityspecific identifier is used instead of the permit identifier, the Permittee shall add the facilityspecific identifier to the Equipment Inventory. End dates shall be entered when equipment is replaced or removed. Minn. R. 7007.1150(C) for notifications does not apply to changes made at the facility that are preauthorized within this permit, and subject to the requirement to submit an annual equipment inventory with the Annual Report. Identify removed equipment in the tables with the equipment data struck out. Identify modified equipment in the tables with current equipment data, and past equipment data struck out. 5.1.18 Daily Undenatured Ethanol Process Throughput Recordkeeping: On each day of operation, the Permittee shall record and maintain records of the ethanol loadout in gallons for the previous calendar day. 5.1.22 Monthly Ethanol Loadout Recordkeeping: By the 15th day of each month, the Permittee must calculate and record the following: 1) The monthly gallons of undenatured ethanol loadout during the previous month based on summing the daily undenatured ethanol loadout record for that month, and 2) The 12month rolling sum undenatured ethanol loadout for the previous 12month period by summing the monthly undenatured ethanol loadout data for the previous 12 months. 5.1.26 The Permittee is authorized to construct and operate the following equipment: EQUI 122 (Tank) and EQUI 221 meeting the following design parameters, within 5 years of issuance of permit 06700061 102. The maximum design capacity of the tanks shall be: EQUI 122, 750,000 gallons (ethanol storage), and EQUI 221, 750,000 gallons (ethanol storage). 5.1.27 The Permittee is authorized to construct and operate the following equipment: EQUI 222 (turbine 2) and EQUI 223 (duct burner 2), and STRU 46 (turbine 2) meeting the following design requirements, within 5 years of issuance of permit 06700061102. EQUI 222 less than or equal to 65.5 MMBtu/hr (HHV) and NOx emission factor less than or equal to 9.00 lb/hr.
