Fellow MSC Officers,

We are now half way through FY-13 and we continue to plan and execute training plans in a fiscally

constraint environment. This is the time when we all need to lean on each other in order to find those

best practices and initiatives that keep the Air National Guard Medical Service Machine running.

Share your story with us so we can share them with the society. I am happy to report the 157th MDG at

Pease ANGB, Portsmouth NH completed some awesome training over the past six months. Along with

completing monthly physical loads they completed the following:

• October 2012 – AFSC Training

• November 2012 – Combined a ORE with a CERFP Med Element Exercise taking credit for both

• December 2012 – Holiday Celebration

• January 2013 – Worked at a Cadaver Lab with local University, and deployed to Aberdeen proving

grounds for completion of a Medical Chemical Biological Course (MCBC)

• February 2013 – Conducted a ATLS, ACLS, and BLS Class during the UTA

• March 2013 – Conducted and ORE using CERFP equipment along with EPRC

• April 2013 – Conducted a ACLS, PALs

The entire unit has solid success in training while receiving many CMEs, CEUs, and CEs for their clini-

cal staff. SHARE YOUR STORY WITH US SO WE CAN CAPITALIZE ON THE TALENTS

ACROSS ALL 83 UNITS.

Along with taking credit for the past we all need to be looking forward to the remainder of the year and complete some of the following that can help our units.

• Submit UFRs for year-end funding needs

• Update DOD Funds

• Establish Goals and a Training Plan for FY-14

• Prepare the FY-14 Budget

• Review your current UTA days and AT days being utilized

• Document the activity you have accomplished in order to prepare for your next HSI

In this newsletter you will find we have scheduled our annual meeting which will be held via a telecon-ference on Sunday, 4 August 2013 from 1400 – 1530 Eastern Time Zone. We ask you to carve out some

Congratulations to First Lieutenant Jacque Stonum of the 187th Aeromedical Evacuation Squad-

ron the Distinguished Graduate of COT Class 13-02 at Maxwell AFB. Lieutenant Stonum out-

scored his fellow classmates which included Air National Guard, Air Force Reserve, and Active

Duty Air Force Officers.

Temporary Tour in Texas!

Are you looking for a fun and exciting time to put your years of experience,

plethora of knowledge, and help out one of your sister units? This may be

your chance!

The 136th Medical Group at the Naval Air Station Joint Reserve Base in

Fort Worth, Texas is looking for an experienced MSC to come down to the

Lone Star state to assist them for a few weeks, potentially even up to a

month to assist in some “clean-up” operations.

IMR Initiative at the 168th Medical Group

The 168 MDG promotes healthy competition and esprit de corps through our Immunizations Incen-tive Program. The program has helped with the IMR initiative and has been very successful thus far! The pictures to the right tell the story of the incen-tive program’s effectiveness. Lt Col Ee (MSG/CD) was awarded the Immunization Cup at Wing Stand Up recognizing the MSG with the highest immun-ization rate in the Wing. The fact that the award was allowed to be presented during the Wing Stand Up shows that the Wing Commander and the rest of the Wing leadership give their full sup-port to the immunization program. How the Immunization Incentive Program (Immunization Cup) Began: 168 MDG received the 2011 Governor's Trophy Award (#1 Unit in State/2 Wings) In September 2012, SSgt Gallatin started the Im-munizations Cup (a reward similar to the Gover-nor's Trophy) to provide incentive to the units on base to strive for the highest immunizations rate to promote influenza compliance (exceeding goals). Immunizations Cup is a quarterly presentation at Wing Stand-Up. To date, 9/12 squadrons are 100%, Influenza = 97.9%, Overall = 97%, Overall w/Student Flight = 93% SSgt Jasmine Gallatin was the 2012 Outstanding Aerospace Medicine NCO of the Year, the Immun-izations NCOIC, a Full-Time Contractor, and SME DSG. The Immunization Cup has been a great way for the Medical Group to take the lead in ending the week with high morale and motivation to get fo-cused on immunizations!

ANG MSC/4A Quarterly Teleconference Minutes

WELCOME AND STAFF ROLL CALL: Ms. Sallie Worcester, Lt Col Eterna Oehme, Lt Col Brett Fehrle, Lt Col

From Col Shoop: Welcomed all our MSCs and 4As that called in. Asked for ideas on how to connect all the MSCs

looking for jobs with MDGs looking for MSCs. A data call was recommended (106 MDG, Lt Col Derosier) of all 89

MDGs to pin point vacancies. Also, AFIA queried NGB/SG on what we were doing differently from Air Force Reserve

Command (AFRC) in regards to our ever improving inspection scores. Asked the field what they felt was contributing to

better scores. The field wondered if AFRC pumps resources into units like the ANG Wings do the prior to inspection. Ac-

cording to AFRC same spool up takes place.

From Ms. Worcester: JOB OPENINGS: NGB/SG will have several positions, both officer and enlisted, opening up over the next year due to

retirements and personnel returning to state. We are authorized to advertise these positions up to one year out from the

member's date of separation. If you are interesting in applying for a Title 10 Statutory Tour, ADOS, or MPA tour please go

TITLE 10 STATUTORY TOURS: The website posts the positions currently available in the Air National Guard (ANG)

Active Duty Title 10 Statutory Tour Program. These vacancies are listed by closeout date order. Please note the mandatory

criteria of each Military Vacancy Announcement (MVA) as these requirements may vary. Address questions regarding

MVAs or application packages to the Human Resources office at [email protected]. Title 10 ADOS (Active Duty Oper-

ational Support) and MPA (Military Personnel Appropriation) Man Day tours: See positions on the web site under "Other

Job Positions". Need to get your application package in as soon as possible, so if there are any missing documents you will

still have time to get them in before the announcement closes. If you wait until the last day and you are missing documents,

etc. your package will not be approved

From Lt Col Oehme: EXTERNAL SHARE POINT: NGB/A6 reported the ANG Wings have access to its ANG SharePoint 2010 Communi-

ties. It provides great collaboration tools—and a single platform to manage them. With it, members can share ideas and

work together the way they want. It’s a single infrastructure for our business Web sites. You can share documents, manage

projects and publish information. So it gives everyone access to the information in databases, reports, and business appli-

cations. NGB/SG foresees utilizing it to conduct tasks MDG and AE wide. More to come… FUTURE INSPECTIONS: Air Force senior leaders directed The Inspector General to improve the effectiveness and efficiency

of the overall Inspection system. Under the leadership of SAF/IG, necessary actions will be taken to implement the new Air

Force Inspection System (AFIS) across the Air Force. The overall goal is to put inspections back in the hands of commanders

and their IGs, freeing up Headquarters Air Force (HAF) and MAJCOM Functionals to focus on policy, training and resource

recommendations.

SCOPE OF THE NEW AFIS: The project will implement the system and its components as proposed by The

Inspector General. The two primary components include:

The Wing Commander’s Inspection Program (CCIP). CCIP is the foundation of the Air Force Inspection System (AFIS) and has

two key components: 1. A wing inspection program, executed by the wing IG with support from subject-matter experts, to inspect Groups, Squadrons

and other organizations below the Wing level.

2. A self-assessment program, enabled by the Management Internal Control Toolset (MICT), to capture and report unit perfor-

mance data to the chain of command and appropriate staffs. (ANGMS will continue to use SID until further notice)

The Unit Effectiveness Inspection (UEI): The UEI is a significant change in focus for MAJCOM IGs. The UEI validates and

verifies a Wing CC’s inspection program and offers the MAJCOM CC an independent assessment of the

unit’s discipline, effectiveness, efficiency, and readiness and includes the following key components:

- 2-year (TBD for ANG) continual inspection cycle for active-duty and AFRC units

- Survey of each inspected unit

- UEI capstone is the on-site IG visit to conduct focus groups, interviews, task evals, audits and observations (continued page 7)

From Lt Col Sze: FULLTIME MANPOWER: If you have any questions regarding fulltime manpower, please feel free to contact Lt Col

Sze at [email protected].

TEMP TECHS: From what we know at this point, NGB has not withdrawn Manpower Resource Vouchers (MRVs) from

the Wings. If your Wing terminated any Temp Techs that are funded by NGB/SG (e.g. Admin Techs, Public Health

Techs), please let Lt Col Sze know so he can help research the issue.

CONTRACTORS: A question was asked if there are any changes to our NGB/SG funded Contractors. From what we

know at this point, Contractors funded last year with FY12 funds will continue until their contract expires. Current budget

discussions should not impact what was already obligated. There are currently no FY13 funds available to extend con-

tracts.

[CLARIFICATION] That does NOT mean all our NGB/SG contractors will go away for FY13. The Contractors/Temp

Techs are reallocated annually, and the review is postponed until further notice.

From Maj Gruver: DMLSS CONNECTIVITY: 26/27 HRF/CERFP units and 3/89 MDGs now have read-only access to DMLSS. We're

researching how to best provide DMLSS training virtually. After being trained, the units will be able to have read/write

access to DMLSS.

DMLSS REPORTS: If your unit ordered supplies and vaccines through your host Medical Logistics account and want to

ensure your funds are obligated, these three documents will be helpful. DD Form 448-2 (Acceptance of Military Inter-

agency Purchase Request(MIPR)) shows that the MIPR has been accepted. Expense Center Fund Summary Report shows

your cumulative dollar amount or "target" that has been loaded for the fiscal year. It will also show available balances as

well as obligations within each element of resource. Log Backorder Report shows exactly what items have been placed on

backorder and obligated in DMLSS.

From Ms. Ball: FUNDING: Since we've sent first and second quarter distributions to the field as well as the BEE sustainment costs, units

should have what they need to get them through the end of March 2013. If they have a need over and above what we've

sent them, they should work through normal channels (SMSgt Hust and I) - with the caveat that the current budget short-

falls make it unlikely that we'll be able to send any additional funding until there is some relief.

From Lt Col Fehrle:

TRANSFORMATION: ANGMS Transformation is still on track for Sept 2014. Unit appeals have been received and

reviewed. The SGAX shop will meet with the SG designees SME's and review the packages and complete a thorough rack

and stack of unit's requirements. The final solution will be presented to NGB/SG for final approval, estimated to be com-

pleted by April 1st.

ORI EMEDS participation update: New ACC Med CONPLAN released Feb 2013. Currently only ACC units are

getting relief from EMEDS UTC's not having to participate in ORI phase 2 inspections. AMC/AETC at this time is not

planning to make changes to their ORI inspection guides to relieve EMEDS UTC's participation in inspections and contin-

ue to use their own inspection criteria.

EMEDS Training and Conversion:

Due to the recent cancellation of EMEDS classes after June 15th at Alpena MRTS, if you are in need of scheduling

EMEDS training please contact: POC: MSgt Maria Tatekawa, DSN: 612-8581, Comm: 240-612-8581,

[email protected]. All 27 CERFP/HRF (Legacy and New) states are being placed in conversion status to

kick start the ANG Medical Service (MS) Transformation process. All of your old EMEDS UTC's will have a break from

the EMEDS training requirement until you get the new EMEDS-CM laydown. While in conversion status, the EMEDS

training requirement will go away until approximately Sept 2014, when the ANG MS transformation UTC laydown will

occur. At that time, approximately 60% of the EMEDS-Consequence Management (EMEDS-CM) UTC's will have an

EMEDS training requirement. During the conversion time period, units will still have to train their FFMFS UTC's (if they

will have them in the new laydown) and the other mission sets (CCATT, ERPSS (Old MASF), and the CERFP/HRF medi-

cal elements will still have to train to their missions. The conversion letter was signed and pushed to field 14 Mar 13. Pres-

ently A3XR does not have a defined Get Well Date (GWD), but A3XR believes that it should be in affect early this spring.

From Major Masak: HEALTH PROFESSIONS EDUCATION AND TRAINING (formerly known as Readiness Frontiers):

Our career field managers/consultants have been tasked to identify what training is truly required, who needs training,

when/how often training is needed, where the training needs to take place, and how to balance the most effective

training with cost-efficiency. Some of the more cost-efficient training methods being considered are; Warrior Network,

Defense Connect Online (DCO), video/teleconference, SharePoint, Computer Based Training (CBTs), partnering

with the Air Force Medical Modeling and Simulation Center (virtual MTF, web-based simulator operator training), max-

imizing existing training platforms (STARS, Scottsdale Healthcare Military Partnership), regional

training and maximizing centrally funded formal courses (Combat Casualty Care Course (C4) to obtain ATLS, TNCC, and

PHTLS). We will still have some travel requirements to appropriate training sites (for computer or hands-on

equipment/skills familiarization), but it should be at a significantly lower volume. It is necessary that we reassess our re-

quirements in order to ensure that we are meeting training objectives in the most efficient and

fiscally-responsible manner. We are developing a comprehensive strategy, with field input, to revolutionize Air

National Guard Medical Services training. We will relay further information regarding training options and availability in the

near future. In the interim, please feel free to contact Major Angela Masak at [email protected] or SMSgt Neil Twohig

at [email protected] if there are any questions or concerns about meeting specific training

needs. In addition the 157th has opened some seats in their ACLS, PALS, and PHTLS courses for Apr. All travel cost,

man days are unit funded, but we at the 157th will provide each student with the training space, instructor and

training materials with no registration fee. Please see attachment for additional information.

-8554 is working on re-establishing the 30 day seasoning at AD facilities. The sites are being built and will focus on, but

not limited to; records management, medical readiness, Tricare, resource management, Contingency Aeromedical Staging

Facility (CASF). The Unit Training Manager (UTM) would need to coordinate lodging at the desired facility and will work

with the 4A0X1 CFFM, 30 days prior to the student leaving for 4A0 school to find a suitable location. Both Non-Prior Ser-

vice and Prior Service trainees are eligible, as well as members who obtained an AFSC cross-training waiver.

4A0X1 Unit POC’s- an effort to compile all of the ANGMS 4A0X1’s was sent out Sept 12, 2/3 have replied, please have

your 4A0 functional provide to information to MSgt Brown. This will serve as the conduit for information for the 4A0X1

career field.

War Skills Guide- updated Sept 12 and emailed a copy out to 4A0’s. Can use the guide for numerous training plans.

Questions/Concerns from Field:

The 174 MDG Syracuse NY is looking for physicians, PA, and qualified 4Ns to assist with bringing medical records

that have been scrubbed into compliance. They will provide the days and dollars. Please contact Lt Col Gilbert

Harvey.

Is there a chance the CERFP/HRF will have inspectable items combined under one inspection. There is concern items are being inspected twice - once during HSI and once during SEAT. Lt Col Lambert stated that everything

in the HSI (a compliance inspection) must be AFI/Directive based. Where the SEAT is not. The only HSI cross

over into the CERFP/HRF realm is Element EX1.1.1 and per discussions with AFIA/SG, they will accept the

SEAT process as evidence of proper equipment storage. Otherwise, HSI looks at AF specific aspects of the CERF-

P/HRF such as credentialing, OJT, EMT certification, etc. If there are other areas of concern, please contact me

directly to address.

Two units wanted more information and guidance on HSI Element 1.1.2. Base Support Plans “Copy of approved

checklists shall be sent to contributing and supported agencies”.

The owner of this element is Mr. Wayne Theurer, SGAX. He states a copy of your medical checklist which is

part of the Installation Emergency Management Plan (IEMP), formerly known as the CEMP or DSP, needs to be

forwarded to him only via the SGAX workflow box [email protected]. Your base Emergency Manager ensures the

IEMP is reviewed and coordinated by all the right agencies. Page two (2) of the IEMP shows where all the contributing and sup-

porting agencies have signed off. So to restate, the MDGs’ responsibility is to make sure SGAX receives a copy of

your medical checklist that is part of your Wing’s IEMP.

Still receiving questions on SID vs. MICT.

The reason NGB/SG wants to continue using SID vs. MICT is because SID scores/rates your unit the same as AFIA.

It also holds history. We understand many of your Wing/CCs insist you use MICT like the rest of the Wing, es-

pecially since MICT is used to answer questions concerning compliance for the CI. SID may die a natural death if

and when the AF transitions to the Unit Effectiveness Inspection (UEI). Under the UEI the wing receives one

score for multiple inspections of which medical will be one. This will result in the need for only one self-

inspection tool.

What is the latest on the SABC AFSO21 event?

Col Dave Augustine, 122FW/CC, and architect of the AFSO21 Event tasked with reducing our Ancillary Training

footprint stated he would have more information in two to three weeks. He is trying to coordinate 50 Exceptions

to Policy so that the ANG can move forward with the recommendations from the event. He will meet with leaders

in Washington DC to develop a way ahead. Stay tuned. The following is also good news for our units as far as

SABC mass briefing is concerned. The conflicting guidance between AFI 36-2644, Self-Aid and Buddy Care and

AFI 36-2201, Air Force Training Program regarding SABC didactic training has been resolved. HQ USAF/SG3

has given Wing Commanders maximum flexibility allowing them to determine the best course of action when

completing SABC training at their units. Units meeting the criteria in AFI 36-2201, paragraph 7.3.1.3.2 now have

the option to use either mass briefings, as explained in 7.3.1.3.1 or the ADLS CBT to complete SABC training

without the need to request a training deviation waiver. In order to ensure training proficiency, just as with the

ADLS SABC CBT training where an electronic test is required, a paper test will be required for mass briefings as

well. Unit training managers will certify members have passed the written test prior to updating ADLS. Units

who decide to use this option are to have their unit SABC Monitor submit a request to the NGB/SG MAJCOM

SABC Advisor along with their Wing Commander's endorsement. Upon receipt, NGB/SG will mail units the ap-

proved CD along with the test and answer key required to complete SABC mass training. Units may not use their

own training material or tests.

CONSTITUTION AND BY-LAWS OF THE SOCIETY OF

AIR NATIONAL GUARD MEDICAL SERVICE CORPS OFFICERS

CONSTITUTION

Article I Name The name of this non-profit organization is ―The Society of Air National Guard Medical Service Corps Offic-

ers‖.

Article II Objectives of the Society The purposes of the society are to improve and enhance health care administration in the Air National Guard, to

unite and coordinate efforts of the Medical Service Corps Officers, and to elevate the practice of medical admin-

istration, and medical readiness planning.

Article III Membership

Membership of this organization shall be composed of members of such categories, qualifications, and rights, as

may be set forth in the By-Laws.

Article IV Officers

The Officers of the Society shall consist of: President, Vice-President, Secretary, and Treasurer. The Immediate

Past President will be an officer, ex-officio. Other Officers of the Society will be a Director of Operations, a Di-

rector of Communications and a Director of Membership.

All officers shall be nominated from the active membership for a two-year term without succession to other of-

ficer positions after the elected two-year term. The nominations shall be made in the fashion deemed best by the

President.

The Officer(s) shall be declared elected when each receives a majority of the votes cast.

The elections shall be held and completed during the Annual Meeting, to be held at the venue determined best

by the President of the Society.

The search committee will be formed and headed by the VP; composition of said search committee will be de-

termined by the President with consultation from the Vice-President. Candidates need not be present at the

meeting to be nominated or elected. If unable to attend the meeting, a complete resume and letter of interest

must be submitted to the President at least 30 days prior to the meeting. This will allow ample time to copy and

distribute the items on a ballot to voting members.

On the occasion that an Officer cannot fulfill the terms of office, the following shall apply:

The President shall appoint an Acting Officer(s) to fill the remainder of the terms if the vacancy occurs more

than 60 days prior to the Annual Meeting.

If the President is unable to fulfill the term of office, the Vice-President shall immediately succeed to become

the Acting President and then appoint an Acting Vice-President to Oversee all of the duties of the

Vice-President described herein.

The Acting Officer(s) shall complete the immediate past incumbent‘s term of office. (cont. page 16)

Article V Meetings

The Annual Meeting of this Society shall be held during the Air National Guard Medical Conference, which

may include but not be limited to the ANGMS Readiness Frontiers Conference and the AMSUS Annual Meet-

ing.

Special meetings of the membership may be called at the discretion of the President or upon written petition of

more than half of the paid membership. No-tice of the time and location of special meeting will be e-mailed to

each individual with a return receipt, as well as posted in the ANG MSC Community of Practice at least 45 days

prior to the date of said meeting.

Article VI Funds The Treasurer shall be responsible for the control of the fiscal affairs, including the collection of dues.

Article VII Quorum

The Annual Meeting will be held and decisions made with the society members present at the Annual Meeting

Article VIII Rules of Order In questions involving parliamentary procedures, the current edition of Robert‘s Rules of Order, Revised shall

be used.

Article IX Amendments This Constitution and the Society‘s By-Laws will be reviewed immediately after an election year Annual Meet-

ing and may be amended only at the Annual Meeting of the Society.

Motions to amend the Constitution or the By-Laws shall be made at least 60 days prior to the Annual Meeting

by any member of the Executive Council.

Three-fourths of the members vote in attendance is necessary for the passage of an amendment to this Constitu-

tion. Two-thirds vote of the members in atten-dance is necessary for the passage of amendment to the By-Laws

Article X The Executive Council When the organization is not meeting in general session, the business of this Society shall be conducted by an

Executive Council composed of the Officers of the Society. Additional members of the Executive Council may

be appointed as provided for by the By-Laws to this Society. The Executive Coun-cil may conduct such busi-

ness as it feels proper under this Constitution or the By-Laws of the Society. The Executive Council will work

on the busi-ness of the ANG Medical Service Corp in conjunction with the ANG MSC Corps Chief appointed

leadership.

BY-LAWS

Article 1 Duty of the Officers The President shall be the society‘s Chief Executive Officer, directing the activities of the Society and shall pre-

side at all meetings of the Society. He/She will also have a seat and be a voting member of the ANG MSC

Council at the invitation of the ANG MSC Corps Chief.

The Vice-President shall be the Society‘s Chief Operations Officer and act in the President‘s place in his/her

absence. The Vice-President shall be the Com-mittee Coordinator, with duties to include Organizational Com-

pliance, Project Management, and Volunteer Management.

The Secretary shall be the society‘s administrator, responsible for the recording of the minutes at meetings, gen-

erating staffing packages for Society busi-ness. He/she shall notify the members, in writing, as to the time and

place of meetings. He/she will provide oversight & expertise on the Constitution & By-Laws, maintain the Soci-

ety‘s documents library and publish and maintain a directory of active, retired and honorary members to be pro-

vided to the membership at the Annual Meeting.

The Treasurer will collect dues and make expenditures of monies authorized by the President and the Executive

Council. He/she will make an annual finan-cial report to be published in the Newsletter and presented at the So-

ciety‘s Annual Meeting. The Treasurer‘s responsibilities will include all financial related activities of the Socie-

ty, marketing, and the Society‘s store and ensure the long-term organizational financial stability.

The Director of Operations will coordinate all formal Society activities including the Annual Meeting, ANG

MSC Socials, and Society supported philan-thropic events. He/She will report the status of all activities to the

Executive Council at all Council meetings.

The Director of Communications will coordinate all written and spoken communications including publishing

all Society Newsletters, maintaining the Soci-ety folder on the ANG MSC Community of Practice, and coordi-

nating conference calls.

The Director of Membership will manage all aspects of membership, including recruiting new members, assign-

ment and tracking status of all members, and developing and managing member benefits.

Article II Executive Council

The governing body of the Society shall be the Executive Council and shall consist of the Officers and the Im-

mediate Past President. The President of the Society shall serve as Chairperson of the Council. Other members

may be added by the President based on the needs of the society for specialized training in certain areas or rep-

resentation from special interest groups.

The Council shall meet at least quarterly, meetings conducted either in person, teleconference, videoconfer-

ence, or other means.

Article III Standing Committees Ad Hoc and Standing committees may be created by the Executive Council when a need for such a committee is

found. The name, membership, and duties of those committees shall be a function of the Executive Council.

Article IV Compensation and Expenses The Society will make expenditures when approved by the Executive Council. Interim expenditures will be

made when approved by the President and au-thorized by the Treasurer.

Article V Dues The amount of dues and when payable shall be determined at the Annual Meeting of this Society by means

deemed appropriate by the President.

Article VII Membership Rights

Active Members shall be entitled to one vote each. Retired and Honorary Members shall have the privilege of

the floor.

Other than the routine business of this Society, no action may be taken except on a majority of the votes cast by

the Active Membership. Issues may be voted on between Annual Meetings by mail.

When voting by mail, all Active Members of record on the date that the ballot is mailed will receive a vote.

To be considered cast, a ballot must have a return-receipt dated not later than 15 days from the date of the bal-

lot.

Unless otherwise requested by the Constitution or these By-Laws, an issue shall be considered passed if it re-

ceives a majority of the total votes cast.
