• Concern – Lowry Computer Products is not being notified of AIT
IV contract opportunities. Lowry is finding out after these have
been awarded and listed in the Government’s Quarterly Reports,
and these opportunities are being reported “Fair Opportunity
Given”.
• Was PM J-AIT aware of these awards?
• How is PM J-AIT addressing the issue?
• Is PM J-AIT the proper organization to raise this concern or is
there another Government organization that Lowry should see?

• AIT IV Contract Mod P00012 issued 11/16/2011 increased the
ordering values which did not require from $100,000 to
$150,000.
– Lowry did not receive the opportunity to respond to the
projects listed on the following slide.
– The award amounts are such that they should have been
competitively bid amongst the AIT IV contract holders.

(Contract Part D – 7.2.2.A.f)• Open Action Items as of 5/31/2012:
– PPR-12: Chad Sims to discuss and get back to Joan Rayford for final decision regarding
Ordering Guide feedback received 12/8/09 and Lowry Computer Products' requested
implementation. At the 1/21/10 PPR, Nonya Nichols stated that the AIT IV office was OK with
the request to hot link the product specifications to the Ordering Catalog.
– Latest Status:
– 5/25/10 - Chad Sims is waiting until Action Item PPR-33 is implemented
– 5/26/10 – Action Item PPR-33 implemented.
– 6/15/10 – Chad Sims stated that the CLIN descriptions have been reviewed against the
minimum buy award and against the contract language. He expects to send feedback to Lowry
by 6/18/10. He does have some questions.
– 8/24/10 PPR - Based on the Rev 6 where the Component breakdown was added to the AIT IV
Ordering Catalog, Chad Sims has identified additional questions. He will be sending Lowry the
feedback. It is currently TBD when he will be sending the feedback.
