Stakeholders chart path for improved power supplyBy Fatima Abubakre

In order to address the challengesof electricity power supply inthe country, stakeholders in the

sector have made a case for thep o l i t i c a l a n d t e c h n i c a lempowerment of the industryregulator, the Nigerian ElectricityRegulatory Commission (NERC), tobe able to effectively carry out itsfunctions.

This position formed thekernel of the presentations at aSymposium on the “Challenges andWa y F o r w a r d t o A d e q u a t eElectricity Supply for Socio-Economic Development in Nigeria”organised by the Department ofE l e c t r i c a l & E l e c t r o n i c sEngineering, University of Ilorin,last Tuesday (May 16, 2017).

The symposium, held incollaboration with the IbadanElectricity Distribution Company(IBEDC), the Power & EnergySociety Nigeria Chapter (IEEE) andthe Kwara State Ministry of Energy.,drew par t ic ipants f rom thegeneration, transmission anddistribution arms of the Nigeriane l e c t r i c i t y i n d u s t r y ,telecommunications industry as wellas the academia.

In his presentation, Engr.Oyelayo Philips of the MainstreamEnergy Solutions Limited, KainjiHydro Power Station, Kainji, whos p o k e o n “ A d d r e s s i n g t h eInadequate Power Generation”,disclosed that the total installedcapacity of generating plants in thecountry is 7,492.6MW, but theinstalled available capacity is lessthan 5,000MW as at May 2017.

Engr. Philips identified thechallenges of power generation inNigeria to include inadequate anddelayed maintenance of facilities, insufficient funding of powerstations, obsolete equipment, tools, safety facilities and operationalvehicles, inadequate and obsoletecommunication equipment as wellas the lack of exploration to tap allsources of energy from otheravailable resources.

He also blamed what he

called the “lack of the right politicalwill” for the current powerchallenges, saying, “If you look atthe composition of NERC, they aremore of economists, lawyers andfew engineers ...they don't have thatbite to caution the power producers.”

Engr. Philips pointed out thatthe authority of NERC should bestrengthened to regulate theoperation of the power industry, adding that there should be a holisticand speedy review of the PowerSectorAct 2005.He further called for moreinvestment in the sector, saying thatthis would have positive multipliereffects on the lives of the people asthe way forward.

Also in his own presentation,Mr. J. A. Ishola of the TransmissionCompany of Nigeria, GanmoTransmission Station in KwaraState, noted that all the threeconstituents “have not been properlyregulated”.

S u g g e s t i n g t h a t t h eregulatory agency should berestructured and empoweredpolitically and technically to carryout its functions, Mr. Ishola said, “tohave optimal power delivery, thepower supply must be sufficient tothe users of power and be receivedwith guaranteed quality voltage at alllevels and uninterruptible withminimal loss.”

H e n o t e d t h a t t h etransmission arm is a critical chain inthe power sector, which coordinatesboth generation and distribution,pointing out that its currentinfrastructure should be upgraded tomeet today's power challenges.

In his recommendations, MrIshola said, “the grid configurations,as a matter of urgency, should beimproved on to be able to wheel outmore power…for instance the scadasystem should be available in NCC,SNCC and the substations”.

He added that there shouldbe “human capacity buildingthrough local and internationaltrainings to boost productivity andcapacity to stabilise the grid.”

On his part, the RegionalTechn ica l Manager, IbadanElectricity Distribution Company,Osun State Region, Osogbo, Engr A.W. Salami, said, “Electricity is anexpensive business, it is a businessthat needs money and if it is businessit means the operators will want tomake money and this is why we aresaying the problem is all 'ours'.”

According to Engr. Salami, revenue generation from non-commercial sources had alwayshovered between 30% and 35% ofthe expected target, hence, thedistribution companies only deliverwhat the consumers have the abilityto afford. He explained that whenthis money does not come asexpected, “it affects generation andtransmission.”

Engr. Salami, who arguedthat the issue was a collectivep r o b l e m , p o i n t e d o u t t h a tgovernment and stakeholders in theindustry “have their own share of theblame…but essentially the Nigerianpublic carries much of the blame.”

“Some people older than myfather will never pay tax till they liveand die…what fraction of Nigerianpublic pay tax?” he queried, saying:“if we want stable and uninterruptedelectricity, our attitude too mustchange.”

Other issues addressed byexperts at the symposium included“Coping with the Challenges ofP o w e r S h o r t a g e s i n t h eTelecommunication Industry;Reducing the Greenhouse GasE m i s s i o n s i n t h eTelecommunications Industry andthe Ro le o f Resea rch andDevelopment in Ensuring EffectivePower Delivery in Nigeria”.

T h e K w a r a S t a t eCommissioner for Energy, Engr.Abubakar Garba Idris, who was theChairman of the event, commendedthe organisers, saying “that is whythe Kwara State Governmentdecided to be part of the wholeprogramme.”

But, this is a big BUT, if I live, as I have no doubt I willdo, you will not only get your money back in full, butyou will, to the end of your days, have cause to

rejoice that you have done one of the most outstanding andmost philanthropic acts any human being ever does. Amongother things, I shall make excellent use of the money while inEngland by breaking records in my examination. On myreturn to Nigeria, I shall strive to be one of the foremostadvocates, politicians and writers in West Africa, and while Ido all these, I shall make it a point not only to pay your moneyback in full, but also to repay your kindness and generositytowards me in every way I can.

All the same, it is a big risk! So, Sir, I like you to thinkseriously about it, and see if you can take it in the interest of ayoung man who has brain, industry and determination toback his ambition, but lacks the money. I know we have neverbeen close friends, but I have a shrewd idea that you may takethe risk and help me.

On this assumption, therefore, I proceed to the nextand last stage of this letter.

I shall not require the whole £1,400 in a lump sum.To start with, you will help me pay a sum of £208-13s-3d tothe Inner Temple. I have already received an application formfrom this Inn of Court; and from the details forwarded, Igather that the sum of £208-13s-3d will cover all the cost oftraining as a barrister, examination fees excluded.

When I am ready to sail, you will advance me a sumof £100 to cover passage, provision for my family and anyother incidental expenses (NOTE: If I got torpedoed on theway, you would certainly lose this £100 but you will recoverthe £208-13s-3d).

At the same time you will remit to a London Bank thesum of £491-6s-9d. It is out of this amount that I shall pay theuniversity fees for LL.B course and for special courses inpolitical science and journalism, when I land in England. This is to say, the initial advance will total £800.

At the end of the first year, provided I makesatisfactory progress in my studies, you will give instructionto the bank to honour all cheques from me drawn on thisaccount. There will be an arrangement to be signed by me onmy return.

On my return, I shall require TWO years withinwhich to establish a solid practice and build a goodreputation. After these two years, I should commence to payat least £200 per annum either in monthly, quarterly or annualpayments. So that in seven years after the first two years, Ishould pay back the whole sum of £1,400. That will beTWELVE YEARS from the time you help me to pay this in

April or so this year, then I should be due to pay the whole of£1,400 byApril 1955.

Now, as you yourself will see, this is the farthestlimit within which I can pay the money. It may be possiblefor me to pay the money within THREE to FIVE years of myreturn. As a matter of fact, the sooner I pay it off, the better. But it is much better to be on the safe side in a matter likethis. It is no making promises now which will be difficult tofulfil in future. On the contrary it is better to mention aperiod of twelve years and pay within SIX or EIGHT yearsthan to mention FIVE YEARS and fail to pay within TENyears. Personally, I prefer that I should fail to get the loanunder these unattractive but sure conditions, rather thansucceed in getting it under attractive but precariousconditions.

Now, this is all I have to say. You have my requestbefore you, and the reason why I make the request. It is leftfor you to decide whether it is worthwhile to take the risk ofhelping me in the manner outlined above or not.

If you do me the great favour, not only myself andall that are mine, but also God and Africa will be grateful, Ishall have no cause whatsoever to grumble or to blame you,FOR THE RISK IS GREAT.

Since this is a very selfish request, I enclosedherewith a self- addressed stamped envelope to be sentunder a registered post.

* Chief Odutola refused Chief Awolowo of theLoan. So, he could not travel that year. He buckle up his laceand by August 14, 1944 (one year later) he travelled toEngland, became a Barrister at law and was called to the Barin November 1946. Amazingly, by 1954 (A year to the timehe promised to pay Chief Odutola the Loan ) , ChiefAwolowo was already a Premier in the Defunct WesternRegion and already giving out Scholarship to over 200undergraduates (First of its kind inAfrica).

The lesson here is that we should always do the bestwe could to assist any needy around us because we don'tknow what might be the turn of event in the nearest futurelife of such a needy person. Besides, let us all be hopeful forsuccour from the Almighty God. He is the only benefactorthat never fails nor laments over the succour He willinglygives anybody. A specific lesson for our students is that youall should aim high, be determined, and be ambitious tomake a difference in life.*
