The teaching appliances and methodical materials prepared, qualified tutors, improved study program and advanced delivery methods are the principal factors are characterised by the data obtained in the questionnaire of students, master students and employers promoting the standard of economical education in LR.The achievements, growth and perspectives of the faculty are characterised by the data obtained in the questionnaire of students, master students and employers.Students evaluate highly their preparedness and ability to compete in the national labour market, and 89% of those inquired would like to study in EF if they could begin their studies once more. Estimating the study process as a whole 53% of those inquired advise to extend the group of economical subjects.The results of the master inquiry (questionnaire) are similar. They like the faculty because of the possibility to acquire and extend economical and general knowledge, to raise their intellectual standard, to be able to practice abroad, to better compete in the labour market, to use the knowledge acquired in practice; they like the high qualification of their teachers, the practical mutual relations. Of the master students inquired, 62% of them are of the opinion that the group of economical subjects should be more extended.In the graduate questionnaire, 71% of those inquired estimate the level of their preparedness as good and recommend to teach accountancy, finances, legislation on a broader scale, and to train specialists for private entrepreneurship.Employers are of the opinion that EF is essential for the national economy in Latvia and 59% of those inquired emphasise that while taking on employees, they would prefer the graduates of EF of Latvia UA.It testifies once more that our graduates are able to compete in the intellectual labour market. The growth and knowledge of our students and master students are promoted by the participation in different competition: in Young scientist competition (I.Reinfelde), in the competition of Latvia Central Dairy - farming Union (O.Vtra, A.Smiltne), in the competition of Latvia Farmers Party Recuperation problems of Latvia national economy. Particularly popular is the competition of bachelor and master works organised by the Economics Ministry of LR, taking place already for the second year and in which our graduates compete successfully and have been awarded 6 prizes.Knowledge and practical skills acquired make it possible for our graduates to work in different branches of the national economy in our Republic, in institutions of science and education, advisory service, Ministries of our Republic and other institutions of government and municipalities as revenue service, banks, companies, customs, foreign jointventure companies. It is seen by the results of the graduate questionnaire too. 13,5% of those inquired work in private enterprises and companies, 13,6%- in ministries and regional self-governments, 9,6%- in cooperatives and shareholding companies, 11,5%- in advisory service, 13,4% in higher educational establishments, 3,8%- in banks, 15,4%- in enterprises of agricultural product processing, 3,8% in revenue service, 3,9% in foreign companies, 1,9%- in mass communication. EF students are enabled to take an active part in the work of different republican and international organisations, e.g., Club of Young Farmers.EF master student, former chairman of student tradeunion committee of LUA Vineta Sprigaste works as Managing Secretary of Young Farmers organisation (ASS in Brussels, Belgium). Our cooperation with the Young Farmers organisation enables our students to have their production practice in different foreign farms, enterprises and organisations: in Germany 6-10 3rdyear students have their production practice every year, in Norway, Sweden, Finland 3 - 5 graduating year students work every year.While functioning in a continuos process of development and improvement, the study program realises its objection suitable for practical use.Report by steering committee of accreditation selfestimation of study program in EconomicsFaculty of Economics at LUA was formed on the basis of Faculty of Agricultural Economics in 1992. In the academic year 1996/97 1785 students study in the faculty - 683 regular students and 1102 external students. 46,25 tutors work in the Faculty. EF is the largest faculty at LUA, the percentage of students is 29,7 % of the total number of students at LUA.It is possible to get the highest qualification of economist in EF at LUA. There are basic studies: 4 years - academic bachelors degree of economy or economist qualification;higher studies: 2 years - master of economy in branches of economy, entrepreneurship, economy and agrarian policy in European Unity, regional development and administration, finances and credit.During the first study year students master mainly the basis of agricultural science. During the second study year they are trained in general academic subjects connected with their speciality as well as in the subjects of the theory of economics, but beginning with the third year students choose one of the study lines offered: entrepreneurship, accountancy and finances, jurisprudence, as well as regional development and administration. The study program is approved by the Senate after an independent examination.EF has one study program making it possible to obtain a diploma in 3 educational stages.This program has been estimated positively by students, graduates, employers and foreign experts (Robert MacVicar, VOCA Volunteer).Program for Bachelor studiesThe study program has an academic character with professional education features. The percentage of academic subjects reaches 55% of the study program. EF has handed out 62 bachelors diplomas of economics in 1996.Program for Master studiesMaster studies are offered in 5 sub-branches- entrepreneurship, economics and agrarian policy in European Union, finances and credit, economics, regional development and administration.The master students of all sub-branches have similar compulsory humanitarian and general subjects and their programs.Specialising of master students in sub-branches and further lines take place by choosing the general courses of the speciality (6 - 8 CP) or programs of a special course (12 - 14 CP) as well as during the period of practical training (10 CP) and by choosing the theme (subject) of the final work of master studies giving 25 CP. The last 3 groups of works, giving 47 - 50 CP or more than 60% of the volume of all master studies, is the independent work of the master student in a consultative cooperation with his/her scientific adviser.The total study program of master studies is 80 CP, 50% of them- the theoretical course. According to the requirements, the drawn-up programs have been worked out for all sub-branches and all subjects of the theoretical course.In 1996 11 masters graduated from EF, successfully presenting their works. In the largest group of themes (subjects), (5 themes), the problems promoting (or hindering) entrepreneurship were investigated: credit service, customs policy, securities market, budget system etc. 3 themes dealt with the territorial development, 2 themes - problems of branches, 1 theme - marketing.Program for Doctor studiesExperienced scientists of highest qualification are taking part in the training work of doctorands in the Faculty.11 doctorands of the Faculty have a broad and many-sided range of dissertation themes. All the envisaged dissertations are topical in national - economy and may be interesting and valuable.Students, master studentsAt LUA, including the Faculty of Economics too, the study process is organised according to the Constitution of LUA, Law of Higher Educational Establishments and other normative documents valid in the territory of Latvia Republic as well as according to the study statutes of LUA adopted by the LUA Senate on February 12, 1992.Matriculation of students in the Faculty of Economics takes place according to the enrolment regulations of LUA.The enrolment regulations are affirmed by the Senate of LUA every year. The member of the students enrolled in the first year has increased from 108 students in 1993 to 154 students 1996.The competition coefficient in the economics speciality was the highest at LUA in 1996 - 6,80. The effectivity of the competition coefficient may be seen in the study process and is best of all characterised by the progress (results) of the students:In the academic year 1994/95-52 excellent students or 14,8% of the total number of students,students receiving only 4 and 5-142 or 40,3% of the total number of studentsIn the academic year 1995/96-24 excellent students or 5,6% of the total number of studentsreceiving only 4 and 5-194 or 45,2% of the total number of students.16% candidates come from rural regions.Studies take place in the external department of EF too.On August 1, 1995 601 student or 33,3% studying in the external department of LUA, were the external students of EF, but on August 1, 1996 there were 1050 students or 46,1% of those studying in the external department of LUA.Year after year the number of master students increases. If in 1992 when the master studies began, the first 6 bachelors were enrolled, in 1996 already 93 master students or almost 16 times more began their studies. The basic contingent or 65% is made up by the bachelors of EF. According to the ELLPID Tempus project master student Madelaine Bucxley from Ireland, Cork University, studied in EF for 3 months.The broad international links of EF ensures the possibility for the students to work and study in different foreign comities. During this academic year (1995/96) 34 students of our faculty worked and studied in Denmark, Germany, Sweden, Great Britain, USA.According to ELLPID Tempus project a group of 3 students studied subjects of economics and rural development in Ireland, at Cork university college, but 4 students - subjects of agribusiness and communication in Denmark, Odense, at Nordic agricultural college. System of quality estimationQuality estimation system consists of:teaching quality estimation;estimation and coordination of subject programs;internal estimation systems acting independently (including tutors, library, information study). Teaching quality is estimated according to the results obtained by student questionnaire. The questionnaire is carried out after the delivery of a complete subject course and the control of the results and before the election of the tutor. The results of the questionnaire are discussed at the meetings of the academic staff of the chair, at the meetings of the Faculty Council and dean's office.The leading tutor is responsible for each subject, he watches the quality of his colleagues' work, organises control - visits of classes together with the head of the chair. The head of the chair visits of classes conducted by the tutors of the chair 1- 2 times a year, and the results of the visits are discussed at the meetings of the chair.The estimation and coordination of subject programs is done by a special commission formed according to Rector's order and affirmed according to the procedure adopted. It ensures a successful work of quality experts.Academic personnelOn September 1996 the academic personal is as follows:4 professors, habil. doctors of sciences,3,55 professors, doctors of sciences,13,75 docents (associated professors), doctors of sciences,16,75 lecturers, masters,8,20 assistants, masters.On the average there are 15 regular students and 24 external students per a tutor.Of the total number of tutors, 2 habil. doctors of sciences are corresponding members of Latvia Academy of Sciences, but 6 docents (associated professors) and professors are members of Latvia Academy of Agricultural and Forest sciences.Tutors (100%) have studied at foreign higher educational establishments or have attended modern economics courses of questprofessors in seminars.Quest-lecturers take part in the EF study process, and have delivered courses of micro- and macro - economics, resource economics and bank policy in English. During the academic year 1995/96 Miquel Gomess - questlecturer from Soros fund worked in the faculty. During the academic year 1996/97 - a cycle of lectures will be delivered by French and German professors, Prof. A.Raister and Dr.Qiumei Yang (CEP docent) from the USA will work there too.EF tutors take part in clerk training at State Administration school in which they deliver 2 groups of subjects: group 1- micro- and macroeconomics, principles of market economics, group 2 - principles of management, organisation of labour clerical work and business correspondence. Tutors of the faculty deliver lectures and conduct seminars at the Qualification institute of LAAC acting as advisers, they take part in training the employees in the Ministry of Agriculture. EF tutors deliver economics subjects in all the faculties of LUA: compulsory subjects - 75,5 CP, but subjects at choice - 50,0 CP of all the subjects.Further education for graduates from higher educational establishmentsEF has worked out a 2-year study plan, program and conception of economical education for the graduates from technical, technological, humanitarian faculties as well as for those from other higher educational establishments eager to acquire the second degree of bachelor of economics while studying in the Faculty of Economics at LUA. Its realisation has begun in autumn of 1996.Scientific - research activityScientific - research activity in EF has 2 main branches:students scientific work;scientific - research work of tutors and employees of the faculty.Students scientific work may be divided into 2 parts:during training (teaching) time,during off - training time.Absolute and comparative methods of estimation are used for estimating students scientific work. Students of EF take part in the competitions of SSW at LUA and are awarded: in 1996 - 3 works were awarded. 74% of students take part in SSW of EF during their training work, but 26% of them take part in scientific work during off training time.Bachelors and masters works of EF are estimated by the State Examination Committee which recommend the works for introduction in practical production, for use in the training process or for publication.The percentage of such works increases with every year: in 1996 it reached 87%.Of the total number of tutors of EF 90% are the advisers of SSW, recommending and working out the themes for scientific works, advising and recommending literature, organising the discussions of works, helping to prepare them in a level to be able to take part in the competitions of scientific works.The scientific - research work carried out by the tutors and employees of EF according to the estimation system of scientific activity affirmed by the Senate of LUA has enabled the faculty to take the second place among the other faculties, but the Economic chair - the 4th place in the competition of 43 chairs. The total number of the academic personnel taking part in the scientific - research work consists of 28 tutors, including 4 habil. doctors and 15 doctors of sciences.Under the guidance of EF scientists 11 doctor dissertations (in 1996 - 2 of them) have been presented.The research of EF scientists may be grouped as follows:scientific research connected with study curriculum having investigated 8 different problems during the academic year of 1995/96, as the result, publications and teaching appliances have been prepared and printed;grant themes and contracting works connected with the study curriculum. Their total number was 13 during the academic year 1995/96.Scientists of EF have taken part in 2 international scientific projects:ELLPID Tempus Jep 4341, 1992 - 1995;Agricultural run-off management study in Latvia, Nov. 1992 - June, 1993. Swedish Institute of Agricultural Engineering, Swedish University of Agricultural Sciences.During academic year 1995/96 7 works (2.06 pr. sheets) have been published in international issues, but in local issues - 58 works (45.3 pr. sheets), moreover, 25-30% of these publications have been inserted in issues of international quotations.The advisory activities increase too. It may be seen by:the number of consultations given to enterprises and organisations, individual entrepreneurs. During the academic year 1995/96 405 consultations have been given to 1566 people, using 1379 hours of working time;conclusion of cooperation contracts;associative integration with the Scientific research institute of State Agrarian Economics, the scientists of which take part in the guidance of bachelor and master works, as well as deliver lecture courses for the master students of EF about the economics and agrarian policy of EU.The cooperation of the scientists of EF with the leading institutions and scientific establishments of LR may be seen:by organising joint conferences,by proposals for laws of LR and draft laws of CM (Cabinet of Ministers).The scientific cooperation white foreign scientific institutions and higher educational establishments took place within the ELLPID Tempus project, by preparing study programs, books and study materials for students and master students, by promoting the scientific work of students, by working out the programs for the professional development of instructors.In 1996 EF scientists have delivered 5 reports in international conferences.EF cooperates with the Swedish University of Agricultural sciences, Danish Royal University of Agriculture and Veterinary - medicine, Michigan University (USA), Dronten Christian Agrarian college in Holland, Bornthouse University in Great Britain, CESO fund in Canada, Lithuania Academy of Agriculture, Norway Agriculture University in Poland, Martin Luther University in Germany, Nordic Agricultural College in Denmark, Estonia, Estonia Agricultural university, Eastern and Central European agrarian economics institute in Halle.Prof.Kpois, E.Grinovskis and B.Rivas schools have been developed and operate in EF. Solving the problems of regional development and processing enterprise as well as working out the conception of agrarian policy.EF is the number of European Consortium for advanced Agricultural Education and Consultancy, but in the academic year 1996/97 has received the corroboration for a new international project Strengthening Rural Community Economic Development (Tempus PHARE Complementary Measures Project).Material - technical basis of studiesEF is situated in a separate building having well-planned premises and lecturerooms.The total floor space of lecture rooms covers 4,123 sq.m.All the subjects included in the study program are provided with subject programs, as well as with the necessary basic literature and the recommended supplementary, literature for their studies. Every student in each subject may have 0.85 units of basic literature and 0.47 units of supplementary literature on the average at his/her disposal.Students may copy the necessary texts in the Information cabinet, deans office or Scientific library of LUA.The tutors of the faculty are working intensively at the preparation and publishing of new teaching appliances: Entrepreneurship in the countryside has already the 2nd supplemented and revised variant, training appliances for the analysis of management activities, management of enterprises and cooperation psychology are being prepared.At present there are 2 computer classrooms with 23 computers, 10 of which have been connected in the network in the faculty. Computers are used very intensively as there is one computer for 22 users for the present. One computer is at the disposal of the personnel of each chair. Students may connect up with the Internet network. Computer programs are available for the subjects of management studies and some subjects in accountancy. Computer programs for teaching entrepreneurship planning, for all subjects of accountancy and finances as well as management are necessary.Financial budgetPer 1 student:Salary-Ls 353,Social tax-Ls 120,Transport compensation-Ls 55,Scholarships-Ls 109,Provision for teaching processLs 314TogetherLs 951Comparison of the program of EF with those of higher educational establishments in EU and USA EF training process is organised similarly as it in the higher educational establishments in EU and USA.If compared with the colleagues in the higher educational establishments of EU and USA, the tutors of faculty gives-more information but do not work enough as organisers of information mastering.The systems of knowledge estimation are similar but EU has a too large percentage of oral examinations having many questions swamping over memory but do not promote a creative activity.In the higher educational establishments, if compared with the faculty of economics, the presentation of bachelor and master works is simpler but the tutors of the faculty should stimulate the use of computers and mathematical analysis for elaborating the scientific works of students and master students.The relationship between tutors and students is more formal as it is determined by the traditions as well as the role of the tutor being an information giver and knowledge tester (examiner) in the training process.As regards the use of computers, EF is trying to approach the standard of foreign higher educational establishments but is behind both quantitatively (time for computer use per student) and qualitatively (possibility to use computers for subject teaching and scientific work). To improve the situation a new computer classrooms necessary.Perspective development of study programPossibilities for perspective development and its development model were determined and worked out in the seminar of strategic planning represented by employers, leadership of LUA, tutors of faculties, students, master students, doctorands - 24 people together. During the seminar the development strategy was discussed and determined in the following matters:curriculum changes,after-diploma training, qualification improvement,organisation of regional development centre,crediting of young tutors,improvement of quality of the process of classes,international links and advertisement,material-technical basis. As the result a perspective development model of the study program of EF was created for the next 6 academic years. It will be done as follows. Several students and master students of the faculty take part in the club too (M.Strautnieks, Dz.Vaivods). All the mentors of the club may raise their qualification in Germany, UK, Sweden, Switzerland, USA or in other comities, they may study to become a leader, to organise undertakings (activities), to make their career, to take part in different seminars.V.Sprigaste, EF master student, farmer chairman of Students tradeunion of LUA, works as managing secretary of the Young farmers organisation JASS in Brussels, Belgium. The cooperation enables the EF students to have their production practice in foreign farms, enterprises and organisations in Germany - every year 6 - 10 3rd year students have their production practice there; in Norway, Sweden, Finland - every year 3 - 5 last-year students work there; in UK, Denmark, Holland. There is particularly good cooperation in organising student production practice with Dronten Christian Agricultural College in Holland enabling 3 - 4 3rd year students to have their production practice in Dutch farms of different specialisation. The most popular duration of production practice and further raising of qualification in from 6 to 12 months. The wide international cooperation of EF enable the students to work and study in different foreign countries. In 1995/96 academic year 34 students of the Faculty worked and studied in Denmark, Germany, Sweden, UK, USA. At present the following students study in foreign educational establishments:L. TauriaDenmark, Altborg University.According ELLPID Tempus project, 3 groups of students studied subjects of economics and rural development in Ireland at the college of Cork university, but 4 students - agribusiness and communication - in Denmark, Odense, at Nordic agricultural college. The way of financing the studies has been affirmed (certified) by the Senate on April 8, 1992 (decree No. 13). The procedure of granting and paying scholarship is determined by the corresponding decrees of the Senate (decree No 20 on April 8, 1992, it's supplement on October 11, 1995, decree No 112 and decree No 121 on February 14, 1996) Students of the faculty have received also K. Ulmanis scholarship: in 1993 - the 4th year student M.Strautnieks, in 1994 - the 1st year master student M.Strautnieks, in 1995 - the 4th year student I.Ragaine.Employers consider that the quality of EF graduates is high, they are able to work independently, to solve practical problems, to cooperate with their colleagues while solving their labour problems. The employers consider that EF is necessary for the national economy of Latvia, and 59% of those inquired consider that, if, giving employment to the people, they could choose among the graduates of Latvia higher educational establishments, they would prefer those of EF, LUA. It shows that are graduates are able to compete in the intellectual labour market. Employers consider that the students of EF should be offered a greater possibility to get to know the latest achievements of production abroad as well as to practise in perspective enterprises.The teaching process of EF is organised similar as at higher educational establishment in EU and USA - the tutors work out teaching programs having the objectives to be achieved, teaching methods and forms are mentioned as well as examinations and credit tests, the amount of course is shown in credit points. Students attend lectures, seminars, practical lessons, they write home works, work individually or in groups, work out course projects and course works.Live their colleagues in EU and USA, the tutors of the faculty act more line information given, but not sufficiently as organises of knowledge mastering. As a result, during the students teaching process, much time is devoted to the information accumulation, and students are less able to master their knowledge more creatively.The systems of the evaluation of knowledge are similar but EF has a too large percentage of oral examinations having many questions overloading their memory but not promoting their creative activity.The relationship between the tutors and the students is more formal, as it is determined by the traditions and the role of the tutor - information giver and examiner of knowledge in the teaching process.As regards the use of computers, EF tries to approach the standard of foreign higher educational establishments but lag behind both quantitatively (duration of use of computers per student) and qualitatively (possibility to use computers in subject teaching and scientific work).Conclusions and proposalsThe questionnaire of students and graduates as well as the comparison of study plans of EF and those of other European and USA higher educational establishments showed that it is necessary to increase the percentage of the of economical study subjects by including the technological study subjects to the group of subjects at choice.The amount and percentage of principal economical subjects - marketing, entrepreneurship, management, economical theory, legislation of entrepreneurship - should be increased.The significance and percentage of students independent work should be increased, by the use of active training forms more widely as well as the use of economical literature in the direct teaching process.As the guestlecturers from foreign higher educational establishments have received our students responsiveness, the amount of study courses and lessons delivered by the quest lecturers should be increased too.While working under the economical conditions of free market, a demand after the employees of a new specialisation is developing and therefore it is necessary for the faculty to take into the consideration the changes of the demand and to work at the training of the necessary specialists.Questionnaire Results of the First-Year Students About the CurriculumStudents' opinion about the amount of technical subjects during the first year: EMBED MSGraph.Chart.5 \s Objections:curricula do not correspond to the needs of the students of the Faculty of Economics. Objective of SubcommitteeIn its work (activities) the subcommittee tried to investigate and evaluate:subjectives of master studies,study program of master studies,body of teaching staff, their scientific and methodical qualification,body of master students,themes of final qualification works of master students,methodical standard and material-technical guarantee of subject programs of master studies,master student works presented,system and practice of knowledge evaluation of master students,results of master student questionnaires;possibilities and problems of master studies development,doctorand studies objectives, body of scientific advisers of doctorand students,themes of scientific work of doctorand students;scientific cooperation between the academic staff and doctorand and master students,problems and opportunities of doctorand studies development,

Description and evaluation of the results achievedObjectives of master studies.The study program of master studies have the following principal objectives:to train academically graduated master of economics for study and scientific work at LUA and other higher educational establishments as well as for after-diploma training;to train academically educated specialists - master of economics for teaching work in secondary educational establishments;to train master for further doctorand studies as well as for scientific work in research and design institutions and organisations;to train specialists of highest qualification for entrepreneurship as well as for work at state and selfgovernmental institutions, economic structures of selfgovernment, institutions of European Union and international agrimarketing.

Study program of master studiesMaster studies program offers possibilities to master students to specialise in 5 sub-branches:entrepreneurship,economics and agrarian policy in European Union,finances and credit,economics,regional development and administration.All master students of sub-branches have equal compulsory humanitarian and general subjects and their programs.The specialisation of master students in the sub-branches and further lives takes place by choosing the theme of the final qualification work of master studies consisting of 25 CP, general courses of the speciality (6-8 CP), program of special course (12-14 CP) as well as the practice process (10 CP) and pedagogical practice (5 CP). These groups of works consisting of 60 CP or 75% of the total amount of master studies, in the independent work of each master student in consultative cooperation with his /her scientific adviser.

Body of teaching staff7 hab. doctors of sciences, 16 doctors of sciences, 2 corresponding members of Latvia Academy of Sciences, 6 members or honorary members of Latvia Academy of Agricultural and Forest Sciences lead the master works and the process of master studies in the Faculty of Economics.More than 2/3 of the LUA teaching staff connected with the work of master studies are graduated scientists.5 - 6 questlecturers from other counties deliver theoretical subjects of master studies.

Body of master studentsBachelors of EF as well as graduates of other faculties and higher educational establishments meeting definite requirements enrolled in master studies of EF.Themes of final qualification works of master students are manifold, suitable to the state economical structure policy, economically topical and scientifically interesting.The methodical standard of study subject programs of master studies meet the requirements determined by LUA Senate and Teaching board, which, in their turn, result from methodical requirements existing in other higher educational establishments of European countries.The programs of special course are cornfield for each master student tanning into consideration their interests. They consist of unified blocks.Material - technical guarantee of master studies develops continuously. There are different technical means for studies, library, information study of the faculty, computers.Quality of master works presentedThey may be divided into sub-branches and specialities as follows: entrepreneurship - 50%, agricultural economy - 36%, finances and accountancy - 14%.2/3 of the works presented have been conducted by professors, hab.doctors of sciences.All the works presented entirely meet the methodical and scientific requirements determined by the Senate, Teaching board EF conical.

System and practice of knowledge evaluation of master studentsStudy results are evaluated according to 2 indices in EF at LUA:qualitative one expressed by the work,quantitative one expressed by study credit points CP according to the amount of the subject.Examinations are carried out and knowledge in subjects of special and compulsory humanitarian courses of master studies are evaluated by the commission assigned by Teaching Vice-rector of LUA.Master students in other subjects are examined or credit tests are given to them, as well as their knowledge has is evaluated by the tutor conducting their studies in the given subject.The tutors choose the most suitable methods and systems for the control and evaluation of knowledge allowing the master students to show their knowledge. The most common forms are: - written, oral, accumulating, combined.

Results of the questionnaire of master studentsThere were 17 questions in the questionnaire forms but the evaluation was according to 10 mark system.
