Cees; If we in the Arab world and the West fail to develop a comprehensive strategy to halt the Islamic state and to understand and address the force that’s feeding it: Salafist jihadist –Ideology, we will likely see the battle ground expanding into our own backyard. The document below is an effort to address the establishing of the global caliphate as announced first by Al Qaida’s in it’s2020 plan2 - then brushed away as merely a pipedream, but also today by the late July declared Islamic State, seen in historical reference. Many things that are happening today be it AQSL or IS declaring to conquer the world or threatening neighboring Arab state can be understood if we take a peak look back in time. We could find reasoning for the dispute and falling out between, or being silent for the moment be it: Al Zawahiri leader of Al Qaida and Muslin Vanguard or, Baghdadi the self declared Islamic State caliph or Mullah Omar the leader of the Taliban and first commander of the faithful: Caliph.. The first two have a vision and plan the re-take the lost Muslim land: dar-al Islam and from there conquer the western world of unbeliever: dar al-Harb. Mullah Omar is in accordance with Islamic jurisprudence the

This phase should be completed by 2020, although the war shouldn’t last longer than two years. The Word Unheard points us to an article in Spiegel Online by a Jordanian journalist Fouad Hussein, who is believed to be a reliable source of information on al-Qaida. His main source for this article on al-Qaida strategy is none other than Saif al-Adel, al-Qaida’s military commander who is currently operating from Iran. Al-Qaida’s purported strategy can be broken down into seven “phases” which span from 2000 until 2020, at which time they believe the global Islamist Caliphate will be established and they will achieve “definitive victory.”

First caliph, and the second: Baghdadi should be killed in accordance to the hadith3. Additionally it put in contrast al Zawahiri latest guidance for the

jihad4 and the behavior of the IS forces who are killing Muslim apostates first and foremost5” In a speech by IS leader Abu Bakr al-Baghdadi, after he installed himself as caliph of the Muslims, he spoke about the terror inflicted on Palestine, but he did so only in passing, in the wider context of the terror Muslims face around the world. In form, most adherents of Salafi-Jihadism believe that “Shias are more dangerous than Jews.” Sources linked to IS told, “The final war that will liberate Palestine will be led by the caliphate, preceded by the establishment of this state in the Levant and Iraq,” on the basis of sayings they attribute to Prophet Mohammad. The sources add, “Allah alone knows just how much the soldiers of the caliphate yearn for skipping the necessary stages and battle the Jews in Palestine, but he who rushes something before its time comes shall be punished by being denied it.” The sources, who are based in the Raqqa province of Syria, enumerate these necessary stages, saying, “The priority is to liberate Baghdad, then head to Damascus and liberate all of the Levant, before liberating Palestine.” This is the principle that IS soldiers follow: “Fighting nearby apostates is more important than fighting faraway infidels.” To justify this, they rely on the Wars of Apostasy6 initiated by the Caliph Abu Bakr (against Muslims who renounced their religion following the death of the Prophet), who made it a priority over fighting infidels and Muslim conquests. According to IS fighters, the adherents of all Islamic sects who do not submit to their “caliph” are either “apostates or misguided folk, who should be fought and killed, forced to repent and let themselves be guided, or be liberated from apostate rule.” A jihadi adds here, “We the followers of this path follow sharia not the whims of men,” adding that the Prophet had fought Quraysh first before moving on to fight the Jews of Banu Qurayza. These sharia-based arguments are “reinforced” by the reality on the ground. In substance, they believe that liberating Palestine is irrelevant without the establishment of the caliphate in the countries surrounding Palestine first. Before him, in the time of the late leader of al-Qaeda Osama bin Laden, the jihadi attitude on Palestine was also controversial. Why have the jihadis never declared Palestine an arena for their jihad? In effect, the leader of global jihadism Sheikh Ayman al-Zawahiri had an interesting position, approaching the issue from the angle of priorities on the basis of “Dar al-Kufr and Dar al-Islam7,,” or the abode of disbelief and the abode of belief in jihadi lore. One such issue is the subject of Dar al-Kufr (land of disbelief) and Dar al-Islam (land of Islam). Dar al-Kufr is the land which is governed by the laws of Kufr, and whose security is not maintained by the security (Aman) of Islam, i.e. by other than the authority and security of Muslims, even if the majority of its inhabitants are Muslims. According to Shariah terminology, Dar al-Islam is defined as the land which is governed by the laws of Islam and whose security (Aman) is maintained by the security of Islam, i.e. by the authority and protection of Muslims inside and outside the land, even if the majority of its inhabitants are non-Muslims. So what matters in determining whether the land is Dar al-Islam or Dar al-Kufr is neither the land itself nor its inhabitants, rather it is the laws and the security. So if its laws are Islamic and its security is maintained by Muslims then it is Dar al-Islam. When its laws are the laws of Kufr (disbelief) and its security is not maintained by Muslims then it is Dar al-Kufr. The term Dar al-Harb (land of war) is synonymous with Dar al-Kufr as in origin the aim of Islam is to spread to all lands until the Islamic state encompasses the

argues that fighting in Palestine should be on the basis that it is an abode of Islam, and that therefore, liberating it is a duty for every Muslim, as stated in

his speech “truths about the conflict between Islam and infidelity8” Realities of the Conflict Between Islam and Unbelief by Shaykh Ayman al-Zawahiri, As-Sahab Media, Dhu Qa'dah 1427 AH / December 2006 CE. An Army is needed for the next phaze: expansion first into dar al-Islam or as IS calls it dar al Kufar and then in dar al-Harb. The Islamic State has recruited an army hundreds of thousands strong, far larger than previous estimates by the CIA, according to a senior Kurdish leader. He said the ability of IS to attack on many widely separated fronts in Iraq and Syria at the same time shows that the number of militant fighters is at least 200,000, seven or eight times bigger than foreign in intelligence estimates of up to 31,500 men. Fuad Hussein, the chief of staff of the Kurdish President Massoud Barzani said in an exclusive interview with The Independent that "I am talking about hundreds of thousands of fighters because they are able to mobilise Arab young men in the territory they have taken." He estimates that Isis rules a third of Iraq and a third of Syria with a population of between 10 and 12 million living in an area of 250,000 square kilometres, the same size as Great Britain. This gives the jihadis a large pool of potential recruits. Proof that Isis has created a large field army at great speed is that it has been launching attacks against the Kurds in northern Iraq and the Iraqi army close to Baghdad at the same time as it is fighting in Syria. "They are fighting in Kobani," said Mr Hussein. "In Kurdistan last month they were attacking in seven different places as well as in Ramadi [capital of Anbar province west of Baghdad] and Jalawla [an Arab-Kurdish town close to Iranian border]. It is impossible to talk of 20,000 men or so."

It’s a common accusation made against Muslims and Islam in general: “The only reason Islam is a world religion is because it spread by the sword9.” It’s

a favorite remark of Islamophobes who parade as analysts and historians fear-mongering about the threat Islam supposedly poses to the Western World. With it being such a hot topic that causes so much debate, it is appropriate to analyze and study this topic to better understand whether it is valid or not. Egypt, Syria, Iraq, and Persia – The First Conquests. After the life of Prophet Muhammad (Peace Be Upon Him), Islamic expansion truly began in the early 630s, AD. Campaigns against the Byzantine and Sassanid (Persian) Empires were initiated which pitted this new religion of Islam, with its desert Arabian warriors against the established and ancient empires centered in Constantinople and Ctesiphon. Abu Bakr, the first caliph of Islam, gave these armies rules which would seem very constricting by today’s standards of warfare: “Stop, O people, that I may give you ten rules for your guidance in the battlefield. Do not commit treachery or deviate from the right path. You must not mutilate dead bodies. Neither kill a child, nor a woman, nor an aged man. Bring no harm to the trees, nor burn them with fire, especially those which are fruitful. Slay not any of the enemy’s flock, save for your food. You are likely to pass by people who have devoted their lives to monastic services; leave them alone.” Unequivocally, the general populace was not forced or induced to convert to Islam. If anything, they were encouraged to continue living their lives as they had for centuries before. In the example of the conquest of Jerusalem, the caliph at the time, Umar ibn al-Khattab, wrote in the surrender treaty with the patriarchs of city: He [Umar] has given them an assurance of safety for themselves, for their property, their churches, their crosses, the sick and healthy of the city…Their churches will not be inhabited by Muslims and will not be destroyed…They will not be forcibly converted. No other empire or state at the time had such ideas about religious tolerance. Umar, being a companion of the Prophet, sets a precedent in this treaty about the treatment of conquered peoples in Islamic law. The rest of the conquered lands, in Egypt, Syria, Iraq, and Persia had similar treaties. Whether the citizens of the conquered lands were Christian, Jew, Sabians, or Zoroastrians, they were allowed to keep their religious traditions. There exists not one example of forced conversion in these early conquests. Proof of the lack of forced conversion in these areas is the remaining Christian communities in these countries. The first Umayyad caliph, Muawiya, appointed a general, Uqba bin Nafi, to conquer the North African coast from the Byzantines in the 660s. Again, without getting into the details of the tactics and battles, within the course of a few decades, Muslim control over North Africa was solidified. The same pattern we saw in Southwest Asia continued in North Africa. Conversions were not forced on any of the local populations. No accounts, by either Muslim or non-Muslim sources, mention forced conversion of the Berbers. Indeed, many Berbers did convert to Islam quite quickly. That strengthened the Muslim armies, as huge numbers of newly-converted Berbers would join the armies sweeping across the continent. Had these Berbers been forced to convert, they certainly would not have had the zeal and enthusiasm for Islam that would cause them to join the armies and spread Islamic political control even further against the Byzantines. After the Muslim conquest of North Africa, came a proposal that would prove to change world history forever. In the early 700s, the Iberian Peninsula (present-day Spain and Portugal) was under the control of the Visigothic King Roderic. A nobleman from Iberia sent to the Muslim governor of North Africa, complaining about the oppressive and tyranical rule of Roderic. The nobleman promised to support a Muslim invasion against Roderic with his own troops if they intervened. (3rd most Muslims), occupy the Indian subcontinent. Islam has had an incredible and lasting impact on the region in all aspects of life. However,

even through centuries of Muslim rule by different empires and dynasties, Hinduism and other religions remain as important aspects of the subcontinent. The reasons for Muslim invasion into the subcontinent were justified by the time period’s rules of warfare. A ship filled with daughters of Muslim traders who were trading in Sri Lanka was attacked by pirates from Sindh (what is now Pakistan) who captured and enslaved the women. Seeking to liberate the women and punish the pirates, an expedition was sent out in 710, led by Muhammad bin Qasim, an Arab from the city of Ta’if. Bin Qasim’s military expedition into this distant and remote land was made successful by very important social issues in India. The caste system, which originated from Hindu belief, divided society up into very strictly controlled social classes. Those on top led wealthy, comfortable lives, while those on the bottom (particularly untouchables) were seen as the scourge of society. Added to this were the Buddhists, who were generally oppressed by the Hindu princes throughout the country. With the entrance of Muslim armies, which carried with them the promise of an equal society, many Buddhists and lower castes welcomed the Muslim armies. In fact, the first Muslims of Indian origin were probably from the lower castes, as Islam offered them an escape from the oppressive social system they were accustomed to. With the conquest of Sindh, Muhammad bin Qasim showed that Islamic law’s protection of religious minorities was not just for Christians and Jews. Buddhists and Hindus in the subcontinent were given religious freedom and were not forced to convert. In one case, a Buddhist community complained to bin Qasim of their fear that the Muslim armies would force Islam upon them and they would have to leave the practices of their ancestors. Bin Qasim held a meeting with the Buddhist and Hindu leaders of the town, and promised them religious freedom and asked them to continue leading their lives as they had previously.

The Muslim community spread through the Middle East through conquest, and the resulting growth of the Muslim state provided the ground in which the recently revealed faith could take root and flourish. The military conquest was inspired by religion, but it was also motivated by greed and politics. Conversion by conquest? The early advance of Islam went hand in hand with military expansion - whether it was the motivation for it is difficult to tell, although one recent book suggests that Islam certainly facilitated the growth of Muslim power....only one possible explanation remains for the Arab success-and that was the spirit of Islam... The generous terms that the invading armies usually offered made their faith accessible to the conquered populations. And if it was a new and upstart faith, its administration by simple and honest men was preferable to the corruption and persecution that were the norm in more civilized empires..// the real victor in the conquests was not the Arab warlords, but Islam itself... Simply put, Islam may have sped the conquests, but it also showed much greater staying power. What we can learn from the Historic review” Organization of army as a state department; Caliph Umar was the first Muslim ruler to organize the army as a state department. This reform was introduced in 637 A.D. A beginning was made with the Quraish and the Ansars and the system was gradually extended to the whole of Arabia and to Muslims of conquered lands. A register of all adults who could be called to war was prepared, and a scale of salaries was fixed. All registered men were liable for military service. They were divided into two categories, namely: Those who formed the regular standing army; and Those that lived in their homes, but were liable to be called to the colors whenever needed. The pay was given in the beginning of the month of Muharram. The allowances were paid during the harvesting season. The armies of the Caliphs were mostly paid in cash salaries. In contrast to many post-Roman polities in Europe, grants of land, or rights to collect taxes directly from the people within one's grant of land, were of only minor importance. A major consequence of this was that the army directly depended on the state for its subsistence which, in turn, meant that the military had to control the state apparatus

Strategy; The basic strategy of early Muslim armies setting out to conquer foreign land was to exploit every possible drawback of the enemy army in order to achieve victory with minimum losses as the Rashidun army, quality-wise and strength-wise, was sub-standard to the Sassanid Persian army and Byzantine army. Khalid ibn Walid, the first Muslim general of Rashidun Caliphate to conduct a conquest in foreign land, during his campaign against the Sassanid Persian Empire (Iraq 633 - 634) and Byzantine Empire (Syria 634 - 638) developed brilliant tactics that he used effectively against both the Sassanid army and Byzantine army. The main drawback of the armies of Sassanid Persian Empire and Eastern Roman Empire was their lack of mobility. Khalid ibn Walid decided to use the mobility of his own army to exploit the lack thereof in the Sassanid army and Byzantine army. Later the same strategy was adopted by all other Muslim generals throughout the period of military expansion. Though only part of the Rashidun army was actual cavalry, the entire army was camel mounted for movement. Khalid ibn Walid and then later Muslim generals were also able to make use of the fine fighting quality of the Muslim soldiers, the bulk of whom were bedouin and adept in swordsmanship.The Muslims' light cavalry during the later years of Islamic conquest of Levant became the most powerful section of the army. The best use of this lightly armed and fast moving cavalry was revealed at the Battle of Yarmouk (636 A.D) in which Khalid ibn Walid, knowing the importance and ability of his cavalry, used them to turn the tables at every critical instance of the battle with their ability to engage and disengage and turn back and attack again from the flank or rear. A strong cavalry regiment was formed by Khalid ibn Walid which included the veterans of the campaign of Iraq and Syria. Early Muslim historians have given it the name mutaharrik tulaiha or the mobile guard. This was used as an advance guard and a strong striking force to route the opposing armies with its greater mobility that gave it an upper hand when maneuvering against any Byzantine army. With this mobile striking force, the conquest of Syria was made easy. Another remarkable strategy developed by Al-Muthanna and later followed by other generals was not moving far from the desert so long as there were opposing forces within striking distance of its rear. In addition, during the Battle of Siffin, the caliph Ali stated that Islam does not permit Muslims to stop the supply of water to their enemy. In addition to the Rashidun Caliphs, hadiths attributed to Muhammad himself suggest that he stated the following regarding the Muslim conquest of Egypt: "You are going to enter Egypt a land where qirat (a money unit) is used. Be extremely good to them as they have with us close ties and marriage relationships." "Be Righteous to Allah about the Copts."

Divisions in battle; The army was organized on the decimal system. On the battlefield the army was divided into sections. These sections were:

Qalb or The centerMaimanah or The right wingMaisarah or The left wingEach section was under a commander and was at a distance of about 150 meter from each other. Every tribal unit had its leader called Arifs. In such units, there were commanders for each 10, 100, and 1,000 men, the latter-most corresponding to regiments. The grouping of regiments to form larger forces was flexible, varying with the situation. Arifs were grouped and each group was under a commander called Amir-ul-Ashar and Amir-ul-Ashars were under the command of a section commander, who were under the command of the commander in chief, Amir-ul-jaish.Other components of the army were:Rijal or the Infantry, Fursan or the cavalry, Rumat or the ArchersTali'ah or patrols to keep watch over the movements of the enemyRukban or the Camel corps, Nuhhab al-Mu'an or Foraging partiesIntelligence and espionage; which proved helpful in most of the campaigns. The espionage and intelligence services were first organised by Muslim general Khalid ibn Walid during his campaign to Iraq. Later, when he was transferred to the Syrian front he organized the espionage department there as well.

The security (Aman) has to be with the security of Islam, i.e. the authority of Muslims. The evidence for this comes from the saying of Allah, “Allah will not allow the disbelievers to have an authority over the believers.” [TMQ An- Nisa: 141] i.e. it is not allowed for the disbelievers to have authority (Sultan) over the believers, because giving them authority means that the security of Muslims is in the hands of Kufr and not in the hands of Islam. Furthermore, the Prophet (saw) used to order the invasion of every land which did not submit to the Sultan of Muslims, and he used to engage in war against them whether the inhabitants were Muslim or non-Muslim. Anas narrated that: “Wherever the Prophet (saw) raided some people he would not raid except in the morning. If he heard the Adhan he would refrain, and if he did not he would invade after dawn”. And it was narrated by Essam Almusny, who said: “The Prophet used to tell to the expeditions that he sent: ‘If you` have seen a mosque or heard a call for prayer, then do not kill anybody.’” So these texts indicate that to rule with anything other than the laws of Allah is a matter that makes it obligatory upon Muslims to declare war against the Khalifah and it is an evidence which indicates that implementing Islam is a condition for having Dar al-Islam, otherwise the ruler must be fought against.
