2 No. 58 July-August 2017Majalah I TC

Dear ICT readers,

After the long Lebaran holidays, we are back to bring you the most updated news and information on Indonesia’s information technology and communication, related to broadcasting, internet, e-business and telecommunication. Our Main Report for this edition is about online transportation which hits a bump in the road, after the regulation concerning permit and tariff on ‘fairness’ between online taxi and conventional taxi is out. The end of ‘honey mood period’ for online taxi can be seen from several rallies, conducted by drivers as partners to the managing platform, or even in some cases experienced by users such as deposit loss or food delivery to users who don’t even order it.

Another issue that we will elaborate is about government policy to block Telegram. The application is deemed to be used by terrorists to communicate, particularly ISIS, which is physically far away from Indonesia. It causes pros and cons as Telegram has many users in Indonesia, which brings another question, why only Telegram is blocked, while other instant message apps like WhatsApp is also quietly used for communication terror.

Additionally, in this ICT Magazine no. 58-2017, we will bring the topic on Indonesia Innovation Index, which is at 87th world rating, which is rather lag compared to other Asean countries. We will also review President Jokowi’s son, Kaesang Pangarep’s vlog, whose case was closed by the Police.

Dear Readers, this magazine is far from perfect, and we are eager for your feedback, suggestions, and notes, to improve this magazine. You can email us @ [email protected] for communication or [email protected] for any possible collaboration with Majalah ICT.

Thank you for reading and go forward ICT Indonesia.

Online Transportation Hits a Bump in

the Road

The honeymoon period for online transportation seems to come to an end. The popular application, which

in the last two years has taken the public spotlight as well as the business industry, is starting to hit a bump. Many changes pertaining to regulations, this service, which has a security ‘hole’, and dissatisfaction towards the platform management all came to the surface.

Starting July 1st, new tariff for online transportation applies. With minimum and maximum tariff applies, there’s almost no difference with the regular taxi. In fact the new tariff

applies since April 1st according to Ministerial of Transportation Regulation N o. 26/2017 for online car hailing services, with transitional

MAIN REPORT

period of 3 months. With such minimum and maximum tariff, online taxi cannot apply its own tariff but to follow the existing regulation.

The Ministry of Transportation admits to have prepared sanctions for online taxi that does not follow the tariff regulation. “The sanction can be a warning, work termination or application termination itself,” said Director General Land Transportation of Ministry of Transportation, Pudji Hartanto.

He affirms that his office will monitor the implementation of the new tariff and will take action according to the regulation. “We have process steps including monitoring and supervision, if they (online transportation) fail to comply, we will handle it as per the regulations”.

On the new tariff, Pudji conveyed that they considered the feedback from regional authorities. The government separates the implementation of the new tariff into two regions. Region I covers Sumatera, Java and Bali. Region II covers Kalimantan, Sulawesi, Nusa

Tenggara and Papua. “We have evaluated the suggestions from regional governors, leaders, and so we divide the Region I and Region II,” he said.

The minimum tariff for Region I is Rp. 3,500/km and maximum tariff Rp. 6,000/km. The minimum tariff for Region II is Rp. 3,700/km and maximum tariff Rp. 6,500/km.

“1st of July the Ministerial (Transportation) Regulation No. 26 applies and it has no problem, it was enacted 3 months ago. First transition concerns vehicle-roadworthiness test (KIR) and sticker. Now, tariff, quota and vehicle registration documents (STNK)”.

In addition to regulate the minimum and maximum tariff for online transportation, it also regulates on rental transportation and special rental transportation, cylindrical capacity, special rental transportation is overseen by gubernatorial regulation, obligation related to STNK, KIR, car shop, tax, pool, dashboard access and sanctions.

RalliesApart from the regulation,

dissatisfaction from the riders’ partners towards the platform management also arises. They often hold rally, such as the one in front of Grab Indonesia office, Gedung Maspion Plaza, Pademangan, in North Jakarta.

The riders demanded their 2017 Lebaran bonus, promised by the management if they keep working during the Lebaran holidays. Front Driver Online also demanded Police to arrest one of PT Grab Indonesia individual who harm the riders’ partners and only benefit PT Grab Indonesia.

This rally was a follow up rally after Lebaran. At that time, hundreds of GrabCar drivers took part after many became victims of massive suspension or partnership termination from the company, while they still have balance from their work, waiting to be cashed out.

In their rally, GrabCar drivers demanded PT Grab Indonesia to give their rights. They requested the company to delete ethical code penalty that harms Grab Indonesia drivers’ partners. They also wanted clarification on the allegation against fraudulent partners without strong evidence.

The drivers requested Grab to involve them in the regulation so as not to harm their side. Responding to the rally, PT Grab Indonesia seemed to be ready to go to war with their drivers’ partners. Instead of finding solution for the problems that have

agitated their partners, Grab management revealed the cheatings committed by the riders.

Grab Indonesia Managing Director, Ridzki Kramadibrata conveyed that Grab will take disciplinary enforcement through driver ethical code, base on which, all Grab drivers must follow the rules. If they violate it, Grab will apply sanction such as temporary termination or partnership termination.

“Grab’s partners, who have been terminated, have violated this ethical code, and brought harm to the passengers and other drivers,” said Ridzki. Some of those cheatings include, ignoring passengers’ order, using fake GPS and making fictive orders. “It brings disadvantages to our passengers and other honest drivers,” he explained. Commenting on the rallies that blame Grab as criminals, Ridzki pointed out that the people who were in the rally were no longer Grab’s partners or were not Grab’s drivers and so it was irrelevant for them to perform the rally.

Problem after problem hit the online transportation business. What

also became a highlight was the fictitious orders from Go-Jek services. One driver received an order for 20 honey grilled ribs through Go-Food, after which, he made an order to the restaurant. Using his own money, the Go-Jek driver paid hundreds of thousand rupiah thinking that he would get reimbursed after delivering the food.

Apparently the Go-Jek customer gave a false address, making the old Go-Jek driver turning around endlessly for 4 hours in the complex without finding the address, and so he decided to return to the restaurant. The latter was surprised because they often receive such orders via Go-Food. After telling his story of not finding the address, the restaurant took back the food and reimbursed him.

Another fictitious order happened to another victim, Julianto Sudrajat, 29. He had to pay for Go-Food order that he did not even make.

Those fictitious orders came in several times and became viral after uploaded to Facebook. The terror happened because he rejected a

woman whom he knew through Facebook. Julianto said, he was confused to receive Go-Food orders many times in a day, although he did not order anything. It started since early July at his office in Matraman, East Jakarta. A Go-Jek driver delivered him a food order of total Rp. 200,000. “I did not order anything, but since the name on the application

was my name, I had to pay it,” he explained. Soon after, another driver also delivered his Go-Food order. It was recorded, millions of fictitious orders made under his name. He wanted to refuse but felt pity for the driver (for buying the food), that some of his friends also contributed to pay the food. Something was off. There was a procedure of confirming the order

and the drivers did confirm by phone, but a woman confirmed it. Although the customer was Julianto, the one who spoke on the phone was a woman. She made sure the order match the order through app and delivered to the address on the application, i.e.: Julianto’s office.

Upon arriving at location, Go-Jek driver, contacted the number but it was inactive. The driver thus looked for Julianto. “That phone number is not mine,” he regretted. This case was finally handled by the police. There’s one suspect linked to the fictitious food order according to Julianto. East Jakarta Police Head, Andry Wibowo conveyed his office was still investigating the case and motives.

of fintech in electronic payment has its own bumps in this online transportation, which happened to Go-Jek that starts its own e-payment system. From Readers’ Letter at newspaper and complaints found on social media, many have become victims due to using Go-Pay. The most often case was deposit loss or deposit deduction that does not match the actual fare.

For example, Go-Food user in Surabaya, after ordering Go-Food with no delivery fee, her Go-Pay balance had Rp. 266,000, the next day, it’s no longer there. After careful trace, there was a mistake in entering the purchase, from what supposed to be less than Rp. 50,000 to about Rp. 450,000.

The same incident happened to Deasy, as she told ICT Magazine,

her Go-Pay cannot be used. Another problem arises from this incident; she twitted her complaint but received no response so far.

Be Aware Alvin Lie Ling Piao, member of

Ombudsman RI told about SMS that asks for verification so it can use that number to drain the Go-Pay fund. The SMS sent from mobile +62816552118, requested Alvin to send Go-Jek verification code. “The real intention was to get your verification code to log in to your Go-Jek account and drain your fund,” he said.

He didn’t reply to that SMS, and then he got a call. Since he suspected this was a swindle, he didn’t take the call. He has Go-Jek account for a while and has been using Go-Pay as payment. He uses Go-Jek app to buy products and deliver them.

From his case, Alvin suggested public to be aware in responding to SMS that ‘represent’ online transportation institution. “Beware after getting such SMS and don’t become a victim”.

The Ministry of Communication and Information on 14th July 2017 requested Internet Service Provider (ISP) to block 11 Telegram’s Domain Name System (DNS). The blockage deemed

necessary, since many canals contained radicalism propaganda, terrorism, hatred, how to assemble bomb, how to attack, disturbing images and others that are in violation of Indonesia’s constitution.

Those blocked 11 DNS are: t.me, telegram.me, telegram.org, core.telegram.org, desktop.telegram.org. macos.telegram.org, venus.web.telegram.org, pluto.web, telegram.org, flora.web.telegram.org, and flora-1.web.telegram.org. making telegram via website inaccessible.

“We are preparing the process to fully terminate Telegram app in Indonesia if Telegram does not prepare Standard Operating Procedure (SOP) on how to handle the contents that violate the law in their application.

This is a step to maintain our sovereignty, Unitary State of the Republic of Indonesia (NKRI), as a country, remarked Semuel A. Pangerapan, Director of ICT Application (Aptika). He further conveyed Telegram

If previously Telegram Founder and CEO, Pavel Durov regretted Indonesia’s policy through the Ministry of Communication and

Information/Kemkominfo that led to Telegram ban, he then promised to take steps to avoid Telegram ban in Indonesia.

The first step is to block all canals in Telegram that are related to terrorism. “Kemkominfo has reported these contents to Telegram,” said Pavel. Telegram will respond to them so the communication will be direct between both parties. “That email correspondence should allow us to

work efficiently in identifying and avoiding terrorism propaganda in the future”.

They will also form a moderator team that has knowledge on Indonesian language and culture. This team will process the reports on contents that may relate to terrorism in a fast and accurate way. “We are confident we can delete the terrorism propaganda without disrupting the utilization of Telegram by millions of Indonesians,” he hoped.

He also explained telegram is heavily encrypted and privacy-oriented, but they’re no friends of

would endanger state security for the absence of SOP in handling terrorism cases.

He also affirmed that in doing his tasks as stipulated by article 40 Law No. 19/2016 on amendment of Law No. 11/2008 on Information and Electronic Transaction, Kemkominfo always coordinate with other related institutions and law enforcers in blocking the contents that are prone to law violation.

Meanwhile, Noor Iza, Acting PR Head of Kemkominfo said the blocking started on July 14, 2017 at 12:00 and is possible to apply to other applications should the government finds any content of radicalism tendency.

“Terrorists have been using Telegram intensely. We are

monitoring other apps that may be used for radicalism,” he said. The use of Telegram as a tool of communication for the terrorists had been conveyed by the Police. Although Ansharut Daulah Khilafah Nusantara Network (JADKN), an ISIS affiliated, led by Bahrun Naim, located in Raqqa, many were caught in Indonesia as they used social media and instant message application to communicate and coordinate, mostly via Telegram.

The Police declared the small group communicated and were getting instructions via Telegram. Telegram is an exchange message app that is encrypted and allows its users to delete messages using timer. Telegram is supposed to be a favorite communication tool for ISIS.

terrorists. They blocked

thousands of ISIS public channels and

published the result at @isiswatch. “We will make more

efficient efforts to prevent terrorism propaganda and to be

always open to ideas so Telegram can be even better,” he assured. In his twitter account, previously,

Pavel said he was surprised by that policy as his office had never received any complaints from Indonesia government.

”We never received any requests or complaints whatsoever from Indonesia government. We will investigate it and make an announcement,” regretted Pavel, who later changed his attitude after finding there had been a miscommunication between his office and the government of Indonesia.

Pavel said that Indonesia is a beautiful country that he had visited several times, adding that some of Telegram early adopters are Indonesians.

Based on that statement, Minister of Kominfo, Rudiantara said “I have received an apologetic email from Pavel Durov, Telegram CEO, he seemed to have missed our several requests from

2016. Durov has now followed up on our requests and suggested a special communication to handle

negative contents pertaining to radicalism/terrorism. I appreciate

his response and our Ministry will immediately follow up

the technical details so the SOP can be soon

implemented.” Then after, the

Kominfo will follow up and reply to Telegram, requesting a technical and administrative team to support the communication and coordination process more intensely. Kominfo really appreciates Telegram’s feedback and intention to cooperate with Kominfo.

Follow Up StepsAfter Kominfo received

communication from Telegram, they immediately prepared the technical SOP and create Government Channel to accelerate communication process with The Ministry of Kominfo in an efficient way.

The Ministry of Kominfo also requested to be given authority as Trusted Flagger against Telegram accounts or channels and requested Telegram to open their representative office in Indonesia. To manage screening the contents, Kemkominfo will keep improving their process, organization, techniques and human resources.

The policy to screen radicalism & terrorism contents is a follow up on rumors that threaten national security, especially after geopolitical and geostrategic change in South East Asia, particularly pertaining to incidents that happened in Marawi, South Philippines. The state national security has become the President’s special attention and he supports the acts against those contents that may threaten the state security.

TVRI Supervisory Board Inaugurated, Public Expectation is Being Questioned

Minister of Communication and Information Rudiantara inaugurated five

members of National Television (TVRI) Supervisory Board at TVRI main hall early this July. “I hope the newly appointed members to immediately carry out internal arrangement and prepare themselves for the revised Broadcast Bill,” said the Minister. This expectation is hoped to encourage National Television Public Broadcast Agency (LPP).

“I hope the new Board can evaluate whether TVRI is running effectively. The most important thing also is TVRI must review how far the conformity between expectations and reality. Do they meet public expectation?”

The appointment of those five supervisory board members is in accordance with Presidential Decree No.

73/P/2017 dated June 7, 2017 on Dismissal and Appointment of National Television Public Broadcast Agency. The five board members are: Maryuni Kabul Budiono, Supra Wimbarti, Arief Hidayat Thamrin, Pamungkas Trishadiatmoko and Made Ayu Dwie Mahenny.

He challenged them to show their work performance.

“Tons of work is waiting ahead, financial, operational, human resources problem etc,” he said. According to the Minister, for the last four years, LPP TVRI received disclaimer judgment from the Supreme Audit Agency (BPK). Their other challenge is about human resources and digitalization. “Migration to digitalization enables multi platform services and we have enough budget,” said the Minister.

Broadcast requested the Legislation Committee (Baleg) of House of

Representatives (DPR) RI to review the broadcast bill and ensure a more democratic broadcast system. As conveyed by spokesman of Coalition of Indonesia Health Broadcast, Puji Rianto, in a press conference in Yogyakarta about the Broadcast Bill.

“We understand, the broadcast bill DPR version has not yet reflected broadcast democratic spirit,” he conveyed. The bill, dated June 19, 2017 is not (yet) revising the previous regulation, it even abolish the democratic value in broadcasting and put priority to the shareholders’ interests.

Puji, who is also a researcher of Regulations Observer and Media Regulator (PR2Media) gave example, in the bill, there is no clear regulation on broadcast ownership limitation. It gives way for a few broadcast institutions to dominate and put end to the diversity, which is already happening.

Besides that, local content is set to be minimum by 10% in the bill is too small.

With such low interest, Puji worries local people and culture will not be well represented. “On the other hand, it will stay exactly the same like now, domination from Jakarta broadcast, which is oppressing local people and culture”. He expects the revised bill will represent the democratic principle that highly values the diversity of content as a result of diversity of ownership.

Meanwhile, Satunama Foundation activist, Valentina Sri Wijiyati sees that the bill does not encourage a productive and healthy society. Such as removing ban on cigarette campaign at broadcasting media. Such effort by DPR, according to Wijiyati, violates the Sustainable Development Goals (SDGs) mandate as it undermines the country’s health and economy.

Moreover, the Broadcast bill does not include the obligations of broadcast institutions to broadcast empowering contents and does not treat vulnerable groups as objects. “In fact, vulnerable groups such as disable people are still exploited for broadcast content”.

Public Broadcast Agency (LPP) TVRI and Radio Republic Indonesia (RRI) function is to provide

broadcast to public, for the nation and state’ interest. Over time and with the existence of Private Broadcast Agency (LPS) and Subscribed Broadcast Agency (LPB), making it harder for TVRI and RRI to compete.

Vice Chairman Commission I DPR RI, Meutya Viada Hafid said, re-management of broadcast content and coverage is a challenge for TVRI and RRI to compete with LPS and LPB. Quality of broadcast content is a main and important asset to compete in media industry. “If broadcast content cannot be improved, public will look for more interesting content,” she said, after a hearing meeting with President Director of

LPP TVRI & Supervisory

Board and President Director of LPP RRI & Supervisory Board at DPR RI office, Senayan, Jakarta.

Moreover,

broadcast has not covered all over Nusantara, which is a second challenge for them. They haven’t adopted the supporting technology and become a hamper in broadcasting the content to all Indonesian people.

“TVRI and RRI current technology is not consumed by many people, due to its poor coverage. LPP should have become number one and can be enjoyed by everyone, up to rural areas,” encourage Meutya.

Concerning budget for both LPP TVRI and RRI, they would receive less budget of approximately Rp. 25billion reduction due to Presidential Instruction on savings in various institutions. However, there’s an additional budget suggestion for both. Particularly pertaining to Indonesia being a host for 2018 Asian Games, since it would require special preparations. We will forward this suggestion to Budget Institution,” Meutya added.

This North Sumatra based politician does not deny that budget cut will disrupt their performance. But it is also needs to be understood that the government is doing budget tightening.

FINTECH IS HOPED TO PLAY ROLE IN DOMESTIC AND OVERSEAS PAYMENT SYSTEM

Minister of Communication and Information, Rudiantara, requests fintech to play active role in domestic

and overseas payment system. He reveals how remittance fee was expensive and fintech is hoped to make it cheaper. Chief RA, as he is popularly called, during Asean Corporate Culture Forum (ACCF) in Jakarta said, “Our Indonesian migrant workers (TKI) in Hongkong, regularly send money around RP. 2.5 million per month at Rp. 50,000 remittance fee, no matter the transferred amount, the remittance fee is the same, this is quite expensive”.

He sees the need of fintech for payment transactions. If in HongKong case there’s a telecommunication operator, in Hong Kong there are many Indonesian migrant workers. This remittance can be done using money transfer mobile app.

It will be cheaper than using conventional bank service. When the fee is inexpensive, those TKI do not need to bear expensive fee for one transmittal. “If it happens, Indonesia bank branches overseas can be closed since there’s an alternative cheaper money transfer”.

He added, nowadays, information technology rules the financial service industry. Money transfer can be done transparently. “This phenomenon will happen in the future, we must adapt to it. Such as e-wallet, which can be used to transmit money from Hong Kong to Indonesia. Although it needs to be converted to Rupiah, according to central bank exchange rate” he ended.

Grab, a leading ride hailing and mobile payment application platform, announced the launch of public bug bounty

program or security gap, to bolster the platform’s security for its drivers and passengers. Hackers are invited to identify security weaknesses on the Grab platform and receive up to up to US$10,000 in rewards.

The bug bounty programme opens up Grab’s existing private program with HackerOne, a bug bounty and vulnerability disclosure platform provider, which has resolved nearly 200 vulnerabilities.

Building on the success of its private bug bounty programme, Grab’s public programme will invite HackerOne’s extensive global network of over 100,000 hackers to search for unknown security vulnerabilities. Malware, a New Threat that Will Disrupt Indonesia’s

Defense System

Indonesian Defense Minister Ryamizard Ryacudu stated malware attacks could threat a national

security. According to him, conventional war on weapon system currently has small potential.

"The world is also facing ransomware, a new malware threat which is currently popular.

He said the malware attack could threat national security. It can disrupt everyone’s performance, no specific target. As the ransomware attacked sensitive data

for the state, it will be very dangerous and can affect national security,” he stated.

Other than disrupting national security, malware can also directly affect public life. “The recent ransomware virus that entered Indonesia aims to extort the victims. Their work is disrupted and can create frustration”.

Therefore, he said there is a need for collaboration between a number of countries to fight the entry of the malicious software. "This attack is a common enemy, so there must be cooperation with many countries to dispel cyber attacks," he said.
