Bella was a co-author of a best-selling book titled, My Reason, My Hero: Inspirational True Stories from Successful
Entrepreneurs and Their Amazing Kids. It reached #1 on
Amazon’s Best-Sellers Parenting Books. Bella’s name appears on the front cover as the co-author of this book, along with her
father, Brian Ainsley Horn, a bestselling author, investor, and
entrepreneur.
Neev and Neil Shaw, 2nd Grade, Pomona Elementary
Neev and Neil participated in the North/Central Texas State
Elementary Chess Championship. They represented Pomona
Elementary and competed with kids in 2nd grade from all over North/Central Texas. The boys had to play 6 rounds of games
November 3-5, 2017. They won the 4th place Team Trophy for
2nd Grade.
Alvin HS Jacketeers involved in TASA/TASB Performance.
On October 6, students of Alvin ISD performed at the TASA/TASB Convention in Dallas, TX. These students and
directors spent over a year preparing for this event. Their
performance sent a powerful message to all trustees focusing
on every student, every day. The following students were unable to attend the November Board Meeting because they were
performing with the Jacketeers at the Houston Rockets Game!

Several Alvin ISD elementary music teachers applied for and
was awarded music grants for over $700 from the Texas Music Education Association. Through the TMEA-Elementary Music
Instructional Support Program, these teachers were awarded
these grants to pay for ukuleles, Orff tables and stands, and other related music resources!

Alvin ISD has more than 1,300 new home
closings in to date in 2017.
The median new home price within Alvin ISD is nearly $324,000.
5 subdivisions within Alvin ISD had more than 100 closings in the last year.
Brothers Elementary opened this fall with about 770 students, and Pomona Elementary opened with 402 students.
Five-year enrollment growth of 5,938 students, with a fall 2022 enrollment of 30,831.
Ten-Year enrollment growth of 10,305 students with a fall 2027 enrollment of 35,198.27
Financial Audit
The 2016-2017 Financial Audit
was presented by Weaver, the
District’s external auditor. The
District received a Clean
Unmodified Rating.
Advanced Academics

for service commodity codes as
classified under the Contractor
consultant Proposals (CCP) for a one
year non-excusive award with the
option renew for an additional two
years.
ITEM E – REQUEST TO CONSIDER APPROVAL OF JJAEP MEMORANDUM OF UNDERSTANDING
This inter-local cooperation
agreement and memorandum of
understanding for the Brazoria
County Juvenile Justice Alternative
Education Program shall come
under automatic reviews among
representatives of all parties each
year. The review shall include, but
not be limited to, any funding
formulas obligations by the school
districts or Brazoria County.
The term of this Agreement and
MOU shall be for the 2017-2018
school year only, renewable
thereafter on a year-to-year basis by
written consent of all parties.

The cost remain: $100 a day per
student for any student who attends
JJAEP on a discretionary
placement. There is no charge for
students who are expelled for a
mandatory offense.
ITEM F – REQUEST TO CONSIDER APPROVAL OF BRAZORIA COUNTY HEAD START PARTNERSHIP AGREEMENT AND MEMORANDUMOF AGREEMENT
Alvin ISD annually partners with
Brazoria County Head Start to serve
eligible Pre-K children in a
classroom now located at Alvin
Primary.
ITEM G – REQUEST TO CONSIDER APPROVAL OF 2017-2108 TRANSPORTATION REPORT
This report is a brief for the Board of
Trustees on currently operational
status, budget implications and
legal compliance.
ITEM H – REQUEST TO CONSIDER APPROVAL OF DEDICATION OF ELECTRICAL SERVICE EASEMENT TO CENTER POINT ENERGY AT SANCHEZ ELEMENTARY SCHOOL #20
Centerpoint Energy will be providing
electrical service for the new
Sanchez Elementary School #20 in
the Sterling Lakes Development. To
obtain electrical service, Alvin ISD
must dedicate easements for the
placement of underground service
and a pad mounted transformer.
ITEM I – REQUEST TO CONSIDER APPROVAL FOR THE DEDICATION OF WATER SERVICE EASEMENT TO MUNICIPAL UTILITY DISTRICT #55 AT SANCHEZ ELEMENTARY SCHOOL #20
Municipal Utility District #55 will be
providing water service for the new
Sanchez Elementary School #20 in
the Sterling Lakes Development. To
obtain water service, Alvin ISD must
dedicate easements for the water
line and placement of the water
easement.
ITEM #C – REQUEST TO CONSIDER APPROVAL OF PROPERTIES IN TRUST

ITEM #9 – REQUEST TO CONSIDER APPROVAL OF 2016-2017 FINANCIAL AUDIT
The 2016-2017 Financial Audit was
presented earlier in the meeting. An
additional regulation of Alvin ISD is
to annually submit the results of the
audit to TEA after the official vote of
the Board of Trustees.
Trustee Scheibel made a motion to
approve the 2016-2017 audit as
presented. Trustee Humbird
seconded the motion. Motion
carried unanimously (7-0).
ITEM #10 – REQUEST TO CONSIDER APPROVAL OF DISTRICT/CAMPUS PERFORMANCE OBJECTIVES
Texas Education code requires that
each District/Campus Improvement
Plan set objectives based on the
TAPR report and periodically
measure progress toward the
performance objectives. These
objectives must be approved by the
local board of trustees and must be
included in the published annual
report.

District/Campus Improvement
Plans will be published to the Alvin
ISD website and updated as needed.
Trustee Harris made a motion to
approve the district/campus
performance objectives as
presented. Trustee Wennerstrom

ITEM #11 – REQUEST TO CONSIDER APPROVAL OF CHANGES TO EIC (LOCAL) POLICY
The Board of Trustees were
presented with changes to EIC Local
Policy.
Trustee Metoyer made a motion to
approve the changes as presented.
Trustee Scheibel seconded the
motion. Motion carried
unanimously (7-0).
ITEM #12 – REQUEST TO CONSIDER APPROVAL OF THE CITIZENS ADVISORY COMMITTEE GOALS, CHARGES & PARAMETERS
Alvin ISD has continued to
experience tremendous student
enrollment growth. It was
requested that a Citizens Advisory
Committee be established to
evaluate student enrollment trends,
projections, current campus and
facility conditions and capacities.
The committee will be asked to
develop a set of recommendations.
Citizens Advisory Committee goals,
charges and parameters were
presented to the Board of Trustees
for approval.
Trustee Pickren made a motion to
approve the goals, charges and
parameters as presented. Trustee
Harris seconded the motion. Motion
carried unanimously (7-0).
ITEM #13 – REQUEST TO CONSIDER APPROVAL OF VOTES FOR BRAZORIA COUNTY APPRAISAL DISTRICT BOARD OF DIRECTORS ELECTION 2018-2019
During the September 12, 2017
meeting, the Board of Trustees
approved the adoption of a
resolution nominating Mr. Tommy
King for a position on the ballot of
the Board of Directors for the
Brazoria County appraisal District.
Once the resolution is passed the
Board of Trustees must cast its
votes for a person nominated on the
ballot.
Trustee Humbird made a motion to
cast all of Alvin ISD’s entitled (823)
votes for Mr. Tommy King. Trustee
Scheibel seconded the motion.
Motion carried unanimously (7-0).
ITEM #14 – REQUEST TO CONSIDER APPROVAL OF RESOLUTION AUTHORIZING AN ADJUSTMENT TO THE BOUNDARIES OF ALVIN ISD AND PEARLAND ISD IN THE AREA KNOWN AS MASSEY RANCH
A resolution and petition were
presented to the Board of Trustees
asking for authorization to adjust
the boundaries of Alvin ISD and
Pearland ISD in the area known as
Massey Ranch, located near Harkey
and McKeever Roads in Pearland
based on the following:
The area is contiguous to Alvin ISD
In 1996, the property was transferred to PISD from AISD
Petitioner is the sole owner with no residents or students living on the property
Supports future neighborhood school concept and eliminates future domain confusion if contained in AISD’s jurisdiction
Trustee Harris made a motion to
approve the resolution authorizing
an adjustment to the boundaries of
Alvin ISD and Pearland ISD in the
area known as Massey Ranch,
located near Harkey and McKeever
Roads in Pearland. Trustee
Wennerstrom seconded the motion.
Motion carried unanimously (7-0).

ITEM #15 – REQUEST TO CONSIDER APPROVAL OF AWARD OF CONTRACT FOR CONSTRUCTION OF SANCHEZ ELEMENTARY
Competitive Sealed Proposals for
construction were received in
October. Brookstone construction’s
proposal of $17,572,300 including
selected alternates, offers the best
value to the District.
Building Programs recommended
the award of contract to Brookstone
Construction.
Trustee Pickren made a motion to
approve Brookstone Construction as
the General Contractor for
construction of Bel Nafegar Sanchez
Elementary School #20 and
authorize the Superintendent or his
designee to review and execute the
final negotiated construction
contract not to exceed $17,572,300.
Trustee Wennerstrom seconded the
motion. Motion carried
unanimously (7-0).
ITEM #16 – REQUEST TO CONSIDER EMPLOYMENTS
As Requested
Trustee Harris made a motion to
approve all employments as
presented. Trustee Pickren

ITEM #17 – REQUEST TO CONSIDER APPROVAL OF ADMINISTRATIVE STAFFING POSITION – PRINCIPAL OF DR. RONALD E. MCNAIR JUNIOR HIGH SCHOOL
A request was made to approve the
position of Principal at McNair
Junior High School.
Trustee Humbird made a motion to
approve the position of principal for
McNair Junior High. Trustee
Metoyer seconded the motion.

Policies and procedures have been established to provide for any and all Service Contract Proposals to be extended
monthly for board award due to the total aggregates in any given category being over the $50,000 threshold pursuant
of 44.031 (a) and 44.031(f). These are October submissions for award by the board at the December board meeting.
All proposals and agreements were extended meeting the specified commodity code qualifications identified per
contracts. The proposals and agreements were made available on the Alvin ISD Website as well as staff were
informed of the proposal process and encouraged to contact vendors.
We are requesting all proposals to be awarded as NON-EXCLUSIVE contracts as one by which multiple vendors
may be designated as suppliers for the items covered under the terms of the contract for the duration of said contract.

Under the guidance of the Education Department General Administrative Regulations (EDGAR) and 44.031(a) (2),
we are requesting a one year term contract award. This is a NON-EXCLUSIVE AWARD, whereby there are no
guarantees until Federal Funding is approved.

This proposal was established to qualify approved vendors under the State Purchasing Guidelines CH
Legal and Education Code 44.031(a) whereby school districts are required to utilize a competitive bidding
method that provides the best value for the district when making purchases valued at $50,000 or more in
the aggregate for a 12-month period. To satisfy this State Law, Alvin ISD extended proposal #1712
Student Incentive Activities.
The proposal was extended based on prior year’s usage determined by the previous RFP, #1412 Student
Incentive Activities, staff requests and vendor requests. Additional information on the proposal was
extended through the legal notice in our county newspaper, emails to budget managers as well as the
District website to solicit participation in our bidding process. The proposal was monitored through our
ION Wave Bidding Program for participation and final award. Some vendors on the previous RFP were
moved to services contracts as it was a better fit for the commodities they provided.

through the FACT Clearinghouse. A non-exclusive award is requested to allow each participating vendor
to supply services that meet our campuses and departments needs at the lowest practical price and best
value with the flexibility to purchase from a list of approved qualified vendors meeting the terms and
conditions established for this contract.
Twenty-six (26) vendors were extended packets with thirteen (13) responses. As State Law requires that
aggregate purchases (an accumulation of purchases), be grouped into categories or commodities, the
following were identified from annual reports with their representative expenditures from vendors that
participated in the previous 1412 proposal.
This proposal is requested for award under a one-year contract with a two (2) year renewal extension as
long as both parties agree to the terms of the contract for use on an as needed basis and funds are
available for these commodities. Renewal of this contract is not anticipated until December, 2020.
Additional proposals of this nature will be extended for vendor participation; however, this will not
disqualify any vendors awarded under this contract, but will allow for additional vendor participation in
the future under these commodities.

Texas New Mexico Power will be building and providing electrical service for the new
Bob and Betty Nelson Elementary. To obtain this new electrical service, Alvin ISD must
dedicate easements for the placement of underground service. Our feed for the site is located on
the north side of the site off of 1462 and runs approximately 611’x10’ along the east side of the
west leg of the property with a 15’x21’ easement required for the pad mounted transformer. For
your review a site plan has been provided indicating the approximate location of the proposed
easement.

Competitive Sealed Proposals were received on November 16, 2017 for the Construction of Domestic Water Line, Sanitary Sewer Line, and Roadway Improvements along FM 1462 and County Road 185 to serve Alvin ISD’s Bob & Betty Nelson Elementary. Evaluations of contractors and their proposals have been completed and the Alvin ISD Building Programs Department is recommending award of a contract to Diffco. (Proposal Tabulation is provided).
AISD Building Programs request that the Board of Trustees consider and approve a contract award to Diffco for the not to exceed sum of $1,072,964.00 and authorize the Superintendent or his designee to execute the final negotiated contract. Funds for this project were provided for in the 2015 Bond Referendum for Elementary #19 and are within budget.

Rationale
The renovation of the Alvin High School Servery is deemed necessary for
the efficient serving of meals. Funds are needed to make this remodeling project happen. The cost of kitchen equipment, $1,278,154 requires a budget amendment
to be taken out of fund balance. The cost of building related improvements will be out of excess funds from
the 2010 B Bond program.

Date: November 30, 2017 To: Board of Trustees James Gilcrease, Superintendent From: Jimmy C. Adams, Chief Financial Officer Re: Alvin High School Servery Remodel As of June 30, 2017 Fund Balance for the National School Breakfast and Lunch Program was $3,875,085. The total cost for the renovation is projected to be $2,200,000 and can be broken into two parts. Cost of kitchen equipment is $1,278,154 and cost of building related improvements is $921,846. Texas Department of Agriculture (TDA) is the state agency overseeing the use of the funds in the National School Breakfast and Lunch Program. TDA will allow the cost of kitchen equipment to be used from these funds. Building related improvements are not allowed. Therefore, the District will provide the funding in this manner. The cost of kitchen equipment will require a budget amendment to capital outlay of $1,278.154 taking this money out of fund balance. There are excess funds left in the 2010 B bond issuance to fund the cost of building related improvements. In discussions with the District’s bond financial advisor, he stated the flexible language in the authorizing resolution the District originally approved at the issuance of the bond, the District can use funds from old capital projects towards new unfunded capital projects. Therefore, the District will use these excess funds from the 2010 B bond issuance to cover the cost of building related improvements.

In order to insure the best value to the District, the purchase and installation of Replacement Bleachers
for the Harby JH Athletics field are being requested utilizing State Buy Board. As directed by the District
Athletics Department, a Request for Quote was delivered to Sturdisteel Company for this product and
service.
Under the state purchasing law CH Legal, whereby expenditures over $75,000.00 per line item must be
awarded by the Board of Trustees, we are requesting approval of the project and funding to Sturdisteel
Company for a total project expense not to exceed $99,579.00.
Funding for this scope of work shall be provided from the District Athletics Departments 2016/2017 Five
Year Capital Request / 5 Year Plan.
