Welcome toLife is full of ups and downs.We’re there for both.

Let me be the first to welcome you to Warsaw, Poland’s largest city, and its cultural, economic and historic heart. Successful, dynamic, business-minded, youthful – these are just a few of the adjectives applied to the Polish capital, a city which combines old and new, the historic and the avant-garde, and which is the backdrop and venue for the 2014 EBRD Business Forum.

Changing Economies, Changing Lives is the overarching theme this year, fitting for a programme of discussion and networking events that will reflect on the state of economic and political transition. Over the next few days, we will not only cast a probing eye on current economic developments but will also consider the challenges facing the region in the decades to come.

The year 2014 marks three important anniversaries in the story of transition: it is 25 years since the fall of the Berlin Wall and the first free elections in the communist world in Poland, and a decade since 8 central and eastern European countries joined the EU. Few would quibble with the assertion that much has been achieved in this relatively short span of time. Nonetheless, serious challenges remain. Still suffering from the after-effects of the global financial crisis, a number of countries have been beset by political crisis and volatility, becoming laggards in transition and occasionally stalling on necessary reforms.

Panel discussions at the Business Forum will consider what is needed to re-ignite growth and re-energise transition where it has slowed or come to a standstill. We will consider the imperative of reforms across the EBRD region, old and new, as well as the crucial drivers of growth, such as investment in infrastructure, energy efficiency and diversification of energy supply.

Business climate, business confidence and investment prospects are intimately related. At the Business Forum, you will be able to assess these all-important factors in greater detail at the Investment Outlook sessions – your chance to learn more about investment prospects from policy-makers and business people in a given country.

The hopes and idealism unleashed by the Arab Spring were the starting point for historic, rapid change which continues to unfold in the newest EBRD countries of operations. We will incorporate many of the issues confronting Egypt, Jordan, Morocco and Tunisia into our discussion panels. These countries provide a wealth of opportunity and challenge. In this historic year, what lessons can be learnt and applied from the traditional EBRD countries of operations to this new region?

We have made networking and social events an intrinsic part of your experience in Warsaw – a good chance for you to meet the many business executives, investors, policy-makers and officials who attend.

The EBRD would like to express its gratitude to the Polish Authorities for hosting the Annual Meeting of the Board of Governors and Business Forum in Warsaw.

Legend has it that Wars and Sawa, a young fisherman and a mermaid, gave their names to the settlement on the Vistula which grew into this modern capital city. Polish tradition and customs are in the fabric of everyday life, the country’s history complex and inspiring, and its people’s hospitality legendary. During the Annual Meeting, I hope that you will have an opportunity to experience the warmth and energy of the people who have made this capital city so exciting.

The Venue

The CampusAll events are taking place at the National Stadium.

The Reception for All Participants will take place at the Kubicki Arcades of the Royal Castle.

The Registration Marquee is located at the west entrance of the National Stadium on Level -3.

Getting AroundNarodowy Bank Polski (National Bank of Poland) will arrange a shuttle bus service for Annual Meeting participants to and from the airport and official hotels. Shuttle buses will take participants to the National Stadium from official hotels. A shuttle service will also be provided to the Reception for All Participants from the National Stadium.

On Thursday 15 and Friday 16, shuttle buses will take participants from the National Stadium to the airport. Timetables and routes will be made available at the airport on arrival and at the official Annual Meeting hotels’ lobbies.

There is a tram stop located at the National Stadium (Rondo Waszyngtona-Stadion Narodowy – in Polish). The tram station in central Warsaw is located near the Marriot Hotel at the Central Railway Station. Tram numbers 7, 8, 9, 22, 24, 25 can be accessed from there.

There are several taxi companies in Warsaw. Taxis are easily found at hotel entrances and many accept credit card payment.

Level 2 East is where most of the events will take place. The Networking Area, Internet Café and Publications Desks are also located in this area.

Internet CaféThe Internet Café is located in the Networking Area on Level 2 East. The PCs provide internet access as well as access to the MyEBRD mobile-based networking tool.

Food and DrinkCommercial coffee points are available at different locations within the venue, including in the Networking Area located on Level 2 East, from 08:00 to 19:00.

An A la carte Restaurant is available for sit-down lunch from Wednesday to Friday inclusive, from 11:00 to 16:00 within the Business Club, Level 0 West.

Credit card (except American Express card) and local currency cash payments are accepted in all commercial catering facilities.

The Networking Breakfasts on Wednesday and Thursday will be available in the Warsaw Event Room, Level 2 East.

Twenty-Third Annual Meeting of the EBRD Board of Governors

Board of Governors’ Sessions will take place on Wednesday 14 and Thursday 15 May and will be chaired by Mr Marek Belka, EBRD Governor for Poland and President of Narodowy Bank Polski.

The official programme will begin with the Opening Session, with statements by a representative of the Polish Authorities, the Chair of the Board of Governors and the EBRD President. This will be followed by addresses given by the Prime Ministers of Montenegro, Moldova and Kyrgyz Republic, the EU Commissioner for Enlargement and Neighbourhood Policy and a representative of the Polish Authorities. The Opening Session, commencing at 10:00 and finishing at 12:00, will be open to all Annual Meeting participants. Those wishing to attend should arrive at the White Room by 09:50.

Reception for All Participants

Wednesday 14 May 19:00 onwardsKubicki Arcades of the Royal Castle, Grodzka Street entrance

A Reception for All Participants will be held at the Kubicki Arcades, the only part of the Royal Castle – the ancient residence of Polish Kings and the former House of Parliament in Warsaw – to survive World War II. Surrounded by the Royal Gardens and located in the Old Town, the Arcades are inscribed on the UNESCO World Heritage List.

The organiser – Narodowy Bank Polski – hopes that guests will spend an unforgettable evening and enjoy live music, an extraordinary performance by versatile jazz musician, Leszek Możdżer and unique accordion trio, Motion Trio, as well as a Polish animated film show with pieces by world famous Oscar® nominated Polish animator and director, Tomasz Bagiński in the unique ambience and architecture of the Arcades. Last but not least, guests will have a chance to wander through the royal chambers of the Royal Castle.

The Host Country Authorities will arrange coach transfers from the National Stadium to the Kubicki Arcades. Further details will be published in the official Transport Brochure.

Accelerating Infrastructure to Boost Growth and Employment

Infrastructure is considered a key driver and enabler of economic growth, diversification and global competitiveness. The ability of governments to deliver infrastructure in a conventional direct borrowing or funding mode is diminishing rapidly. It is therefore important to look for ways in which past and present experience can be used to enable public and private decision-makers, including those in emerging markets, to find ways forward for accelerated infrastructure delivery.

The last 25 years of change and transition since the fall of the Berlin Wall in former communist Europe have produced both transition champions and transition laggards. What are the growth prospects for the region in the short term and the longer term? Will income convergence with the advanced countries resume and, if not, why not?

There is widespread consensus on the policies and reforms needed to invigorate growth, yet reforms have stagnated since the mid-2000s. Energy Transition: Security, Affordability and Climate Change

Achieving the right balance between security, affordability and environmental considerations is one of the most difficult propositions for national governments. Energy security is necessary for social and economic stability, affordability is key for industrial competitiveness and consumer well-being, while climate change remains a serious environmental concern.

The panel will discuss what is being done to address these issues and whether or not technological development is the only way forward. Bedevilled by high energy costs and worries about the security of supply, technological development has been seen as crucial for the development of transition economies.

Connecting Emerging Europe and Emerging Asia

Wednesday 14 May 16:30–17:30Event Room: Rome, Level 2 East

The panel will discuss growing economic linkages between emerging Asia and emerging Europe and the potential for further deepening of trade, investment, financial and other links. In the past, economic linkages between Europe and Asia ran primarily at the level of developed countries (for example, Japan, Singapore and the core EU economies). This pattern has been changing rapidly, with increasing direct linkages between emerging markets in Asia and in Europe.

The discussion will focus on the policy implications of these growing ties – including potential gains from trade and investment. It will review the importance of trade facilitation, infrastructure and institution-building in promoting economic linkages, as well as the role played by various regional economic cooperation initiatives. The panel discussion will be preceded by a short presentation given by the EBRD Chief Economist and the Dean of the Asian Development Bank Institute of the preliminary findings of the joint study on this subject, currently being prepared by EBRD and the ADBI.

The Environment and Sustainability Department and the Energy Efficiency and Climate Change team will hold a panel discussion on environmental and social issues, as well as climate change mitigation, in countries where we invest. It will also be an opportunity to present the 2014 EBRD Sustainability Awards, which recognise the achievements of Bank clients in environmental protection and energy efficiency, and to launch the Sustainability Report 2013.

The discussion panel aims to provide a personal perspective on the effects of 25 years of transition on the environment, climate change and society, including consideration of such issues as the impact of EU integration and commitments made under other international conventions and agreements on environmental and social topics.

The panel will open with a keynote address reviewing and assessing the transition experience of the past 25 years, with an emphasis on the role that good political and economic governance has played in supporting the transition.

The panel will also look at lessons learned in addressing problems in the business environment, tackling corruption and strengthening the rule of law.

The Growing Importance of Institutional Investors in Transition Economies

Banks across the globe are facing increasing capital constraints, resulting in shifting emphasis on certain activities and a reduced appetite for long-term lending to the corporate and infrastructure sectors.

As the non-banking financial sector continues to expand, this discussion will focus on the growing importance of institutional investors in the development of capital markets in transition economies. Investors such as pension funds, sovereign wealth funds, insurance companies and asset managers have the ability to exert a significant influence on capital flows in the EBRD’s region.

This panel will explore the challenges and opportunities faced by the institutional investment community and how these investors can mobilise funds in support of economic development.

The Women in Business Panel aims to deliver a rich debate and an exchange of ideas and experiences on how women empower the economy. The discussion will explore the wider role in which women can contribute to the economy as well as in business, and how the economy can benefit. The topic builds upon last year’s discussion, which debated the business case for greater gender diversity on management boards. It will look at questions such as, why women continue to face challenges in becoming key players in the corporate world; what is the net result of these challenges on businesses, the economy and society; and what measures should be taken by governments and the private sector to address the negative impacts that they have.

The panel discussion will be followed by an Award Ceremony which recognises three women from the Bank’s countries of operations, who have made outstanding contributions in the following categories: Entrepreneurship, Industry and Banking/FI.

Low carbon economic growth is crucial to battling climate change. The EBRD’s vision is to harness market forces and the diversity and innovation of the private sector to help countries move towards a sustainable energy sector as part of that low carbon growth path.

The aim of the EBRD’s Carbon Neutral Initiatve is to make the Annual Meeting and Business Forum carbon neutral by retiring carbon credits equivalent to the greenhouse gas emissions caused by the event. The EBRD will retire the carbon credits from a wind power project in Śniatowo in the north-west of Poland, developed and operated by Vortex Energy Group. The wind project produces electricity that substitutes electricity generated with fossil fuels, and so contributes to reducing greenhouse gases (GHG) emissions. By ensuring that its Annual Meeting and Business Forum is carbon neutral, the EBRD promotes climate change awareness, the use of carbon market instruments and increased investments in the transition to a low carbon economy. The EBRD hopes to attract the interest of Polish and regional investors in these efforts.

The EBRD would like to acknowledge Climate Austria managed by Kommunalkredit Public Consulting which is providing its services to calculate the carbon emissions of the event and GreenStream Network for providing its carbon credit origination services.

Small Business Support

The Small Business Support Team (SBS) provides business advice to help enterprises in 25 countries grow, succeed, then grow again, becoming genuine catalysts for their local economies, then their region. By connecting client enterprises to local consultants and international industry experts, SBS helps transform a wide range of businesses. Enterprises benefit from many types of advice, from strategy and marketing to quality management, ICT, energy efficiency and beyond. SBS also works to develop local consultancy markets, promoting a thriving and sustainable market for external advice.

Projects are supported on a cost-sharing basis and are funded by donors, including approximately 20 countries, as well as the European Union and other organisations and the EBRD itself. To date, SBS has applied more than €230 million in donor funding to supporting small businesses, assisting more than 14,000 enterprises across 35 countries since 1993.

Evaluation Department

The EBRD’s shareholders and management view effective evaluation as an essential contributor to improved institutional performance. The Evaluation Department (EvD) conducts independent evidence-based evaluations of Bank operations and programmes, and is responsible for the overall implementation of the Bank’s Evaluation Policy. EvD’s objective performance analysis and ratings provide the Board of Directors, shareholders and management with a key instrument of accountability, as well as a source of experience-based insights, lessons and recommendations with which to deepen effectiveness and impact. EvD provides a variety of analytical tools and training services for these purposes, especially to strengthen self-evaluation and learning at the level of operational teams. EvD’s Annual Evaluation Review provides a full discussion of its work and findings.

Taipei China-EBRD Technical Cooperation Fund

As a trusted partner, Taipei China has lent its active support to the EBRD from the outset. Over the last 23 years, its contribution to the Bank’s technical cooperation and co-financing programmes has amounted to US$ 31.7 million, making it the fifth largest donor to the EBRD. And the EBRD has successfully utilised Taiwanese expertise in key areas including sustainable energy, ICT, intelligent transport, and SME development.

In 2011, Taiwan International Cooperation and Development Fund (TaiwanICDF) pledged US$ 80 million to the EBRD’s Green Energy Special Fund. This is to catalyse the installation of energy efficient technologies in the EBRD countries of operations. During his visit to Taipei in March 2013, EBRD President Suma Chakrabarti signed an MoU with TaiwanICDF to promote sustainable resource management in the EBRD’s countries of operations.

Taipei China is also a contributor to the EBRD’s Early Transition Countries Fund, providing €2.55 million. It became the Vice Chair of the Fund’s Assembly in 2013. Taipei China is also a contributor to the EBRD Balkan Region Special Fund (BRSF) with an additional €1.5 million.

Fascinating Times is planned as a dynamic conference, encompassing a short feature film produced especially for this occasion. The Copernicus Science Centre offers you an unforgettable evening in Warsaw on Thursday, 15 May 2014. This modern science museum, situated in a beautiful riverside location, will be open exclusively for EBRD’s Annual Meeting guests from 19:00–22:00.

This is one of Europe’s largest and most modern science centres, which includes a fascinating interactive exhibition composed of over 450 exhibits. The several thousand square metres of well-designed scientific installations will awake the scientist in everyone.

The evening event at the Copernicus Science Centre, organised by Narodowy Bank Polski, will be a unique opportunity to explore one of the most popular tourist attractions in the city, which normally attracts large crowds. While experiencing the world of light, sound and energy, you will also be able to enjoy a special screening of the film Walesa. Man of hope that will start at 20:00. The film, directed by Oscar® awarded film director, Andrzej Wajda, presents the complex life story of the famous trade union leader, Lech Wałęsa, as well as charting the beginning of transition in Poland, alongside the rich background of day-to-day life in communist Poland.

Civil Society Programme

Civil Society Programme

The Civil Society Programme takes place on Wednesday 14 May and Thursday 15 May and will be open to representatives from civil society organisations only.

The Programme will provide an opportunity for dialogue between civil society stakeholders and EBRD staff, senior management, the President and Board Directors. It is an occasion for civil society stakeholders to learn more and discuss issues of interest and concern regarding the EBRD’s policies and investment projects, and exchange views and perspectives about political and socio-economic development in the countries where the EBRD invests. There will be also an occasion to discuss the evaluation of the Bank’s completed projects and programmes as well as the EBRD’s independent accountability mechanism. The Programme is also set to include a session on good governance by the EBRD, both in terms of accountability, integrity and anti-corruption in EBRD operations as well as support to the investment climate.

At the close of the Programme on Thursday 15 May, civil society organisations will have an opportunity to exchange views on strategic issues with the Board of Directors and the EBRD President in two dedicated sessions.

In addition to the main sessions of the Civil Society Programme, a special discussion panel open to all Business Forum participants entitled Civil Society as a Partner in Transition will take place on Thursday 15 May.

The discussion panel will look at how the private, public and civil society sectors can partner together – and with the EBRD – in advancing transition in the countries where the Bank invests.

Since its establishment in 1992, the EBRD has been maintaining an on-going dialogue with civil society organisations on issues related to its mandate, namely fostering transition to open-market economies in countries committed to democracy. The role played by civil society has evolved and grown since the start of the transition process and is now creating opportunities for the forging of constructive partnerships among the public, private and civil society sectors in building sustainable and inclusive open-market economies.

Countries like Poland with 43 per cent of businesses cooperating with non-business stakeholders show how the inter linkages between the three sectors can work together to foster private sector development. Moreover, governmental authorities throughout the EBRD region have been encouraging collaboration between the private sector and civil society as a matter of corporate citizenship and sustainable development. The EBRD, along with other international financial institutions, has also been exploring new ways of engaging and partnering with civil society organisations in relation to selected investment projects.

The panel will bring together experts and practitioners from civil society, private and public sectors that have actively contributed in building partnerships across the three sectors to build trusted partnerships in advancing transition.

A Global Infrastructure Knowledge and Collaboration Platform

Sharing best practices from all continents and countries is vital to the next stage of global infrastructure development.

Infrastructure-dedicated platforms already exist, yet often target specific audiences or act as ‘information repositories’, as opposed to virtual discussion platforms. A logical next step should be to engage the private sector in partnership with key stakeholders to create a global platform for infrastructure knowledge and collaboration.

This virtual collaboration system would allow sharing thought leadership on Infrastructure and hence forge a major redesign of today’s brain trust in this space.

Discussion Panel: Building Effective Partnerships

The impact of EBRD donor partnerships on people’s lives is tangible. This panel discussion involves representatives of small and medium-sized enterprises, municipalities and industry experts from countries that have benefited directly or indirectly from donor support. Ensuring Sustainable Finance in Transition Economies

The EBRD together with the Institute of International Finance and Narodowy Bank Polski will hold a one-day joint event on Banking and Capital Markets.

The event will focus on the banks’ changing business models and their impact on SME financing, the evolving global financial architecture to support cross-border banking and how to grow reliable capital markets in transition economies. Speakers will include banking and capital markets practitioners, market infrastructure experts, regulators and professional market associations.

The event is targeted at banking and finance professionals, including policy-makers, market participants, academics, lawyers and regulators.

Creating Value through Effective Stakeholder Engagement in Climate Finance

The EBRD and the Secretariat of the Climate Investment Funds will organise a joint event on effective stakeholder engagement in climate finance.

The event will look at lessons learnt and prospects for effective stakeholder engagement in climate finance programmes. The session will be structured as a facilitated panel discussion and will focus on the value of stakeholder inclusion in climate governance and climate finance, analyse barriers to engagement and participation, and advance suggestions on how to manage expectations and overcome obstacles to effective stakeholder engagement. The session will highlight the preliminarily outcomes from the experience of the Climate Investment Funds and the EBRD and provides an opportunity for multi-stakeholder dialogue with the objective to enhance stakeholder engagement in climate finance governance and decision-making.

The event is targeted at policy-makers, banking and environmental professionals, and civil society organisations.

Trade Facilitation Programme – Information Session and Annual Award Ceremony

The Trade Facilitation Programme (TFP) currently includes over 104 Issuing Banks in the EBRD region and more than 800 Confirming Banks worldwide.

This event will offer the opportunity to network with the EBRD’s most active issuing and confirming banks. Panellists include representatives from the World Trade Organisation, International Chamber of Commerce and EBRD’s Office of the Chief Economist who will discuss current economic development and consequent challenges for international trade and the trade finance sector.

The TFP Annual Award Ceremony will conclude the event, featuring recognition of The Most Active EBRD TFP banks and Best Transactions in 2013.

EBRD Annual Donor Meeting

In 2013, EBRD donors provided significant grant funding that totalled almost €349 million. This financing was used to complement and support investments where they were most needed in all sectors across the EBRD region. At this event, which will be opened by the EBRD President Suma Chakrabarti, the donor community and the Bank will discuss the results of the past year of partnership and consider future challenges.

During the meeting, the Bank will launch its new Donor Report, available for the first time in digital format.

Security

Security will be strictly enforced in all the Annual Meeting venues. To ensure the safety of all participants, security badges must be displayed at all times in the venues. Under no circumstances should your security badge be lent to another participant. At the venues entrances, participants will be required to pass through security checks and to have their belongings screened and, if necessary, searched.

First aid

The Polish National Health Service will provide an emergency medical service at the National Stadium and will be located in the first aid rooms, on Level -2 East and West sides. The medical staff will be supported by an ambulance at the National Stadium, the Reception for All Participants and the Royal Castle during the events. The National Stadium is an extremely large building; it is over 1 kilometre in circumference at its widest part. It can take up to 10 minutes to walk from the East to the West side. Visitors are therefore recommended to wear sensible footwear whilst at the stadium and carry a small bottle of water with them to remain hydrated.

Finding your way to events

Directional assistants will be located throughout the venue to answer questions regarding the location of events and meeting rooms. These staff can be recognised by the “i” (information) symbol on the back of their polo shirts.

Transport

Narodowy Bank Polski (National Bank of Poland) will arrange a shuttle bus service for Annual Meeting participants to and from the airport and official hotels. Shuttle buses will take participants to the National Stadium from official hotels. A shuttle service will also be provided to the Reception for All Participants from the National Stadium. On Thursday 15 and Friday 16, shuttle buses will take participants from the National Stadium to the airport. Timetables and routes will be made available at the airport on arrival and at the official Annual Meeting hotels’ lobbies.
