Vessel Vetting & Pre- Purchase Inspections

A.M.C.’s Master Mariners are responsible for vessel’s OCIMF audits, pre-vetting and pre-purchase inspection services.

Their reports are intended to reinforce our clients’(Operators, managers, Owners and Charterers) operations by providing them with unbiased, independent reports on the vessel’s conditions and that of their management structure. 

Additionally, our Marine Chief Engineer can support our audits by issuing a full report on ships engine and plant aboard the subject vessel.

Apex Marine are able to provide their services to assist in expediting movements of high value & project cargoes.

A detailed photographic journal is compiled showing the pre-loaded condition of the project / bulk cargo. This evidence is essential to ensure trouble free insurance claims if a damage claim is being sought after damage is evident after transhipment. 

We ensure that lashings / casings and internal dunnage are suitable for trans-shipment purposes and that all necessary precautions have been taken to stop the cargo from moving unduly during transit.

During final measurements the receiving crew carried out a “back-flow” on an already gauged empty tank from a newly gauged loaded tankReceiving vessel’s crew used hand held metal tapes with tape sections removed and the brass bob welded back onto the end of the tapeDirty gas oil with unseen water inside the wash container used to wash the crude oil off water detection paste on the end of the dipping rod. The water paste reacts with the hidden water and thereby increases the water volume on boardVessels caught discharging crude oil cargo into bunker barges during bunkering operationsVessels loading fuel / diesel oils altering trim and list to deceive the Expeditor, also altering the trim indicator to show even keel and upright conditionsVessel’s caught using “manually typed” ullage tables which bear no resemblance to the original tablesChief Engineers using filled tubular inserts in the bunker ullage ports to show a full fuel oil tank when they are actually empty. Apex Marine Consultants have been operating from our Venezuelan office in Maracaibo for 2 years. From this office we can attend loadings and discharges of both crude and products at all major ports in Venezuela. Our Expeditors are all seasoned professionals who also attend operations in the Caribbean and the U.S.A.

Our main client in this area is Shell Western Supply & Trading. We also attend operations on behalf of various oil traders.

Our most recent office was opened in Buenos Aires in November 2013 and concentrates on loadings and discharges in the majority of this countries ports.

Terminal operators caught using thermometer readings which inflated cargo stocks before receipt of cargo from the vessel

Terminals using thermometers which reduced received stock volumes after transfer AMC Expeditors carry calibration thermometers to ensure terminal, inspectors and ships temperature measuring devices are accurately calibrated and are giving exact temperature readings.

A.M.C. argue the point of slack shore line after displacement checks indicate the lines not packed

Found evidence of unauthorised shore internal tank transfers during discharge

Found evidence of unauthorised shore tank water draining during ship transfers

Observed a terminal heating a crude oil tank contents prior to receiving cargo and attempting to minimise the temperature reading by as much as 20° F

Terminals resistance to observe the coefficient of expansion factor when loading heated cargoes. We regularly regained 140 M3 per delivery at various power stations in Italy

Independent inspection companies caught using temperature measurement equipment in favour of the receiving / supply terminals

A.M.C. found evidence of loading Diesel oil cargo into rolling stock during the loading of an active shore tank in West Africa

Conakry West Africa AMC Expeditors discovered bypass valves on the main intake line to the terminal. This stopped the endemic theft of Gas Oil at the terminal and resulted in several arrests .

A.M.C.’s main areas of S.T.S. operations are located in West Africa, the Mediterranean, U.S. East Coast, Mexican Gulf, Argentina and Brazil.

We can also arrange continuous coverage for floating storage operations.

Attendance of F.P.S.O. loadings principally in Brazil, Nigeria, Gabon and West Africa.

Our expertise encompass multiple crude oil transfers often with difficult waxy grades.

We can also supervise on board product blending and additive insertion.

A.M.C. can issue Bill’s of Lading and associated documentation, thereby saving on agency fees for the same service.

Egypt – Ain Sukhna & Sidi Kerir

Apex Marine has 2 resident Expeditors available based in Cairo.

A.M.C. Regularly attend vessels at both ports.

We are able to scrutinise both ship and shore movements.

We are able to check the automatic-in-line sampler(s) performance to verify that cargo water content is not overstated which depletes the net delivered quantities.

During discharge operations the vessel’s discharged figures are checked hourly against the shore received figures enabling A.M.C. to spot delivered volume discrepancies at an early stage.

All analyses are attended by our Superintendents to ensure ASTM procedures and standards are maintained.

All of the above allows A.M.C. to maximise the cargo outturn figures for their clients’.

Basrah Oil Terminal

A.M.C. have been operating regular assignments at Basrah ensuring that the negative effects of B/Lading based on ship’s loaded figures never compromise our clients profitability.

With the newly commissioned metering system installed, we have proven that the meters at Basrah are capable of overstating their delivered quantities.A.M.C. have, in presenting our findings to the SOMO management, been able to prove the meters inaccuracies and thereby negotiate a more favourable outcome regarding Bill’s of Lading quantities.

Crude Oil Washing Programme

Our team of experienced Expeditors are well versed in “squeeze drying” our clients’ discharging vessels and they ensure that the optimum crude oil washing program is employed for each particular crude type

This is achieved with our crude oil washing data base which is a tried and tested system, which allows us to select the most appropriate COW programme for any given crude type

This, in turn, enables us to ensure a cost-effective, thorough, tank cleaning exercise, followed by virtual evacuation of lines and tank bases

We are experts in discharging troublesome cargoes such as CPC Blend crude (which is notorious for its stubborn waxy characteristics in low temperature conditions) to various Tupras terminals in Turkey. With our expertise, we have been successful in discharging the entire cargo within charter party time constraints, thereby increasing our clients profitability during every discharge.

Tank CleaningLegal Definition :- A tank cleaning operation is a procedure by which the owner assures cargo or physical readiness of the vessel to load the goods nominated by the charterer. If the vessel is not fit to carry the goods specified in the contract of affreightment, that will amount to uncargoworthiness as an integral part of unseaworthiness, even though the vessel itself might well be able to complete the contract voyage in safety.

At A.M.C. we strive to ensure that the efficient cleaning of ship’s cargo tanks is carried out using the correct, efficient methods of water / solvent washing and to minimise turn-around time.

Our team of experienced Superintendents, have many, diverse experiences of differing tank cleaning scenario’s and remnant cargo types.

The main area for concern with clean products is the issue of quality handling and possible contamination. 

Suitability of vessel’s cargo tanks.

We at A.M.C. insist that the Master signs a declaration stating his tank and ship’s line preparation and evacuation methods before any loading operation commences.

Often overlooked by other companies is the cleanliness of the vessel’s inert gases. A.M.C. check the I.G. for carbon particles and colour as these can cause particulate and discolouration issues with clean products.

Check the terminal / transfer equipment i.e. for internal cleanliness of hoses / arms.

Shore temperature measurement equipment is always checked with our own standardised electronic thermometers.

Re-check the clients specification with the intended loaded cargo.

A.M.C. is regularly called upon by P & I Clubs to attend various cargo and cargo hold contamination issues. We carry out investigations into causes and cost effective remedial solutions.

Contaminants, when possible, are isolated and removed for detailed analysis

A.M.C. is equipped to sample a wide variety of cargoes, drawing representative samples, from either vessel or shore installation for analysis of contaminants and / or impurities.

We are able to calculate theoretical blends and with representative samples can provide blended bench results which other labs are either unable or prevented from doing so due to typical inspection company restrictions or lack of knowledge.

Bunker Investigation Examples

Apex Marine Expeditors have witnessed many attempted thefts and cargo misappropriations ranging from altered hand ullage tapes, flow back of product during ullaging, altered ullage tables, Vessel Experience Factors (which are often used for the cargo calculation) not being associated with the receiving vessel, additional fuel oil tanks not declared in the ships blueprint, branch fuels oil lines to divert bunkers and altered temperature measurement equipment.
