Technology that is more capable than all the IT that Neil Armstrong used when landing on the moon. 82nd --They showed you a device using jabber and softphone applications enabling them to use a SINGLE hand held device for voice, video and data. The 101st is experimenting with depending on the network for assured access to Foundry which will enable intelligence analysis and delivery of timely/relevant intel rpts whith out requiring the deployment into theater of all the intel analyst assets. These technologies exist today but we lack the information infrastructure necessary to support these technologies on Post, Camps and Stations across the globe.

Network Modernization: Remains A Top Priority

HTTP://CIOG6.ARMY.MIL 5

“The Army's new information Network remains our top modernization priority. With tighter budgets but an active threat environment, the Army will have to produce a force that is smaller yet still highly capable. The Network is the core of that smaller but highly capable force.”

– John McHugh, Secretary of the Army, 5 November 2012

“A cutting-edge, end-to-end network is essential for every Army mission; a robust, versatile, lethal force cannot exist in the 21st century environment, under tightening fiscal conditions, without a capability set management approach.”

– John McHugh, Secretary of the Army, Directive 2013-02, 11 March 2013

Presentation Notes
The Army’s network, LandWarNet, is integral to everything the Army does. All aspects of Army operations rely on the network: intelligence collection and dissemination, situational awareness, targeting, communications, logistics and command and control. The Army’s daily business also depends upon the network: training, financial management, human resources management, health care, research, acquisition and sustainment. Simultaneously, cyber operations are expanding and cyber threats continue to multiply, with our adversaries constantly finding new ways to challenge network security and potentially compromise the data that are essential to Soldiers and leaders. It is no surprise why network modernization remains a top modernization priority for the Army.

Network Modernization: A Key to Success

Retain Our Technological Overmatch The Ability to Rapidly, Globally Exchange Information in a Secure Environment Connect Our Forces at All Echelons

“The Army has global responsibilities that require large technological advantages to prevail decisively in combat –

“technological overmatch,” if you will… Modernizing, especially as end strength is reduced, is the key to ensuring that the Army’s dominance continues. As I reflect upon the pace of technological change in today’s modern world and the impact of rapid, global

information exchange upon our overall security environment, I am both inspired and encouraged by the Army’s approach to building a network able to connect our forces at all echelons. This remains

our number one modernization priority.”

A Modernized LandWarNet Will Meet These Challenges

– GEN Ray Odierno, Chief of Staff of the Army, “Army Live” Blog, 7 August 2012

Presentation Notes
Distributed Operations (i.e. more than reachback): means that forces operating from P/C/S have direct impact and influence on forces in harm’s way. Distributed operations requires the following attributes: Always on, high reliability, zero down time due to authorized service interruptions. LVC Training is characterized by large amounts of data moving both on and off the installations. LVC Training requires the following attributes: high reliability, standardized processes (connection, provisioning, changes, monitoring, service/help), large capacity, fast data transfers. ERPs are characterized by multiple endpoints interfacing a centralized application and database backend. ERPs require: Standard processes, single identity and provisioning, Convergence of Voice, Video and Data is characterized by real-time prioritized data flows, large capacity (video). Convergence requires: prioritized traffic (modern switches), speed, always on, Enterprise Applications and Services Improved Capability and Reduced Cost Leveraging Appropriate Bandwidth Eliminates Unnecessary Redundant Applications Bulk Enterprise Licenses (Cost Savings and Better Management) Regional Implementation of Commodity Network Services Security (Reduce Defensive Footprint from 400 to 11 Entry Points) Speed (1000x Increase in Network Speed/Bandwidth) Connectivity (Robust Fail-Over Effectively Eliminates Down Time) Storage & Processing (More Efficient Utilization Through Economies of Scale) Installations Transport Infrastructure: Fiber Optic Network (FON) or Wireless Building Connectivity to User Diversity (Eliminate Single Points of Failure) Thin Client Server Side Implementation Enables Future Regionalization of NEC Operations (Cost Savings and Standardization) Fort Hood Modernization Study Identifying Personnel/Contract Efficiencies

Why NIE? (The Army Culture Adapting to Current Information

Environment)

Presenter
Presentation Notes
The NIE affords PMs the opportunity to learn how their systems will perform in an integrated network environment. Many individual programs, such as the PRC 154 and the PRC 155, successfully pass their individual development and operational tests, but when they were inserted into the Brigade Combat Team's (BCT's) integrated network, they may exhibit performance issues that, without the NIE, would only be identified AFTER formal fielding.   In other situations, the NIE has enabled the Army to design, implement, and validate integration packages and network configurations that have, in turn, allowed PMs to quickly identify root causes to problems encountered during operational testing.   Key benefits of the NIE efforts conducted at Ft Bliss and WSMR have been: 1. Support for accelerated testing and fielding (example is FBCB2 and JBCP enhancements) 2. Rapid and cost-effective design, installation, and integration of upper-tier, mid-tier, and lower-tier network systems throughout the BCT 3. Implementation of rapid design changes based on soldier feedback 4. Disciplined systems engineering and root cause analysis processes that quickly identify the source of system issues (hardware, software, instrumentation, etc.) 5. An integrated, multi-disciplined team helps PMs look at the "big picture“ (e.g., the system of systems view) during program testing. This model gives PMs the ability to quickly assess how well their system will perform, or hold up, once fielded to soldiers in integrated (SoS) networks. NIEs give PMs and integrated venue for testing that they cannot obtain anywhere else (except in theater) 6. Data transfer to support synchronized fielding. While initial Capability Set 13 designs were based off of stand-alone, un-proven drawings, the documentation currently used to support synchronized fielding is based off of component and subsystem designs implemented and proven by soldiers during formal NIE events. Providing these soldier-vetted drawings reduces risk for all CS 13 and 14 fielding efforts.

Presentation Notes
Millennials, also known as Gen Y or baby-boom echo – those born after 1978: Cannot remember a time when the Internet wasn’t available for them They are used to text messaging, handhelds, homemade videos, audio mixes, Weblogs, tweets, and personal pages – instantly sharing their feelings They have a casual indifference to distinctions of race, ethnicity & sexual orientation But they are inexperienced in negotiating disagreements through direct conversation and have a deficit in face-to-face social skills A Pew Research Center study shows them the most tolerant generation on record, which could provide the same grit and selfless heroism of the “Greatest Generation” As a result, these young men & women will provide some distinctly different challenges & opportunities for the military: Members of this generation will become the Senior NCOs, Majors, Colonels – &GOs Many voluntary attritions report generational differences as a contributing reason They will respond enthusiastically to management styles that encourage creativity and initiative, and will be comfortable working in teams They exhibit characteristics to render them facile and effective decision-makers – especially in combat situations where decentralized operations are paramount Their spirit of openness is accompanied by a casual attitude toward privacy and secrecy, but they will need to speak for those they command as well as themselves Leaders MUST understand & adapt – if we try to harness Millennials with outdated mind-sets, rules and processes, we could squander a historic opportunity to reinvigorate the military and rekindle an idealistic, can-do spirit in our institutions!
