ELECTION OF OFFICERS Enclosed with this letter is the 1981 Nominating Committee Report, a ballot, and a return envelope for the marked ballot. Results of the ballots shall be determined by those whose votes are returned to the Secretary by June 15, 1981. BYLAW REVISION Nominations for officers of the Division may be made by petition or by a Nominating Committee appointed by the Chairman. The enclosed Bylaw Revision, proposed by the Executive Committee, would separate the nominations for councilor and alter- nate councilor from one another and would transfer the responsibility for the nominations for those offices from the Nominating Committee to the Executive Committee. Nominations by petition would not be affected by this proposal. The ra- tionale for this change is that the interest of the Division are best served by establishing continuity on the council. Adoption of this revision requires a three-fifths majority of the ballots received by June 15, 1981. A ballot is enclosed for your considera- tion. Please enclose it with your nominations ballot in the addressed envelope. Walter Trahanovsky will be taking over the Secretary-Treasurer's office in August of this year. This nominating committee shall provide the Executive Committee of the Division of Organic Chemistry with a slate of candidates which includes the following minimum numbers: For Chairman-elect, two nominees, for Councilor and Alternate Councilor, one nominee for each position to be filled; for Secretary-elect, one nominee; ...... .

NEW PROVISION (a) Nominations . ................................................ (3rd sentence). This Nominating Committee shall provide the Executive Committee with a slate of candidates which includes the following minimum numbers: for Chairman-elect, two nominees; for Secretary-elect, one nominee; .... (DELETE from the 3rd sentence of the present provision the words "for Councilor and Alternate Councilor, one nominee for each position to be filled;")

ADD NEW PARAGRAPH #3 TO PRESENT PROVISION The Executive Committee, at its meeting in the Fall of the year prior to when Councilor and Alternate Councilor elections are to be held, shall provide the

Secretary of the Division one nominee for each of the Councilor positions to be filled and one nominee for each of the Alternate Councilor positions to be filled. The Executive Committee may nominate as Councilors any MEMBERS of the Division who are in good standing and who are not already members of the Council. Members whose term of office as Councilor or Alternate Councilor are ending would be eligible for nomination for additional terms. It is recommended that the nominees for Councilors or Alternate Councilors shall be selected from the group of present and past Divisional Offic;ers or Executive Committee members; however, this is to be regarded as a recommendation and not a rule. The Secretary shall obtain from each candidate nominated for Councilor and Alternate Councilor a short biograf>hy and a written statement of the candidate's willingness to serve if elected.

Bylaw IV. Councilors. PRESENT PROVISION

(a) (Paragraph two) The election of Councilor and Alternate Councilor shall be conducted from a single slate of nominees. Members may cast as many votes as there are positions to be filled. The nominees receiving the highest numbers of votes shall fill the available Councilor positions; those receiving the next highest numbers of votes shall fill the available Alternate Councilor positions; tie votes shall be resolved by the Executive Committee from among those tied.

NEW PROVISION (a) (SUBSTITUTE the following for paragraph two)

The ballot for Councilor and the ballot for Alternate Councilor shall have the instruction to vote for no more than the number of Councilor positions and Alternate Councilor positions to be filled. When there are more nominees for Councilor or for Alternate Councilor than the number of positions to be filled, those receiving the highest numbers of votes shall fill the available positions. Tie votes shall be resolved by the Executive Committee from among those tied. (b) (DELETE - This is now paragraph three Section III 5a.)
