Open Government Data to lead high-growth of the least digitalized sectors of economy

LOGFRAMEOpen Data is usually considered as one of electronic services that government provides to population, as well as eProcurement is another electronic service provided but rather to businesses. Electronic services may be provided when there are many components in place such as legislation, centralised and local infrastructure, budgeting and organisational capacity of the government to produce these services. In emerging countries such as Ukraine the pyramid like this doesn’t work and should be shaped in accordance to existing conditions in Ukraine.

When there’s no state budget and organisational capacity of government institutions on the one hand and when there’s a great IT talent ready to volunteer and help government. In this case the pyramid logic should be turned upside down to the extent where Open Data is the raw material for eServices such as eProcurement, eTransportation, eHealth, eSchools, eBudget, etc. Following this logical chain is even easier as there’s decentralisation & deregulation reform in Ukraine at the time when local governments are not capable to launch any eServices at all, but their cities is a home for a lot of offices of international IT companies.
