Executive Summary
Kier Construction commissioned Gyoury Self Partnership to prepare a Transport Assessment for the redevelopment of the Eastbourne Academy site on Brodrick Road, Eastbourne. The proposal is to re‐model and re‐furbish large sections of the Academy and allow for an increase of the number of pupils from approximately 720 to 900 which is the current school capacity.
East Sussex County Council Highways department is of the opinion, and we agree, that the new Academy would have little impact on the existing road network as the number of pupils at the new Academy will be similar to the existing college.
The proposed site is well suited for bus services, and therefore there is no proposal to enhance the services.
The provision of car parking spaces meets the maximum required by East Sussex County Council although the new Academy will use the same car‐park as the existing sports hall. This is considered acceptable due to the low usage of the sports hall during school hours.
100 covered and vandal proof cycle racks will be provided with a possible expansion should the need arise.
The pedestrian access to the new Academy is to be upgraded to improve safety standards.
Overall the re‐development proposals are considered suitable in transportation terms.

INTRODUCTION 1.1 This Transport Assessment has been prepared for Kier Construction in conjunction with the
above development and no responsibility is accepted to any third party for all or part of this study in connection with this or any other development.
1.2 GSP Partnership has been commissioned by Kier Construction to carry out a Transport Assessment in connection with the redevelopment of the existing Eastbourne Academy site in the Hampden Park area of Eastbourne on Brodrick Road. (See Plan in Appendix 1).
1.3 The Assessment has been prepared in accordance with “Transport Assessments Guidance for Development Proposals in East Sussex”.
1.4 The Assessment summarises the collection of data from a number of sources as follows:

SITE DESCRIPTION AND PROPOSED DEVELOPMENT
2.1 The Eastbourne Academy is situated in the Hampden Park area of Eastbourne on Brodrick Road. The site is in the freehold ownership of East Sussex County Council. The college runs east‐west on the site and sits to the north of playing fields. Generally the college is surrounded by residential properties except for on the west of the site, where the Lindfield Special School is located. In addition to the existing college there are two other facilities, ‘The Hampden Park Youth Centre’ and a sports hall operated by Eastbourne Borough Council.
2.2 The entrance to the college and the sports hall is from Brodrick Road at the north‐west corner of the site. At the north‐east corner of the site is the entrance to services such as the college kitchens. A small car park is located north‐west of the college and is used by the users of the sports hall.
2.3 It is proposed to re‐model and re‐furbish the existing site buildings and site landscaping. The sports hall will be retained.
2.4 The main access to the new academy is from Brodrick Road as currently exists. In order to improve visibility and safety the access is to be widened, this will segregate pedestrian and vehicle movements. The existing access at the east side of the site is retained to provide pedestrian and emergency access (See plan in Appendix 2).

METHODOLOGY
3.1 In the preparation of this Transport Assessment we have used the following information:

3.2 This Transport Assessment concentrates on the following:
Analysis of the existing School Travel Plan for the Eastbourne Technology College.
The impact of the additional traffic from the new academy to the existing highway network.
The impact and implications of the new academy to the existing public transport facilities.
The safety implication on the local routes to school.
The impact of residential and employment development sites that may be included in the local development framework for Eastbourne Borough Council.
ANALYSIS OF EXISTING SCHOOL TRAVEL PLAN FOR THE EASTBOURNE TECHNOLOGY COLLEGE
4.1 The capacity of the 11‐16 6FE academy will be 900 pupils, 180 pupils in each year. The catchment area covering the existing Eastbourne Academy (see Appendix 3) is the most likely to attract pupils to the new Academy. The Transport Assessment therefore uses the existing Eastbourne Technology college travel pattern of pupils and staff to the existing college and adapts them where possible to the new Academy.
4.2 The draft school travel plan for the Eastbourne Technology College has been supplied by East Sussex County Council. The draft travel plan is dated 2006 and an effort has been made to obtain a full and updated travel plan for this study, however no plan was provided at the time of preparing this Transport Assessment.
4.3 From the draft travel plan report dated 2006 it has been established that the Eastbourne Technology College had 820 students and 119 teaching and support staff. According the last OFSTED report dated 2008 the number of pupils on roll was 717 and the number of staff currently was 133 (teaching, non‐teaching and support staff).

4.4 Eastbourne Technology College
All the below information is extracted from Draft Travel Plan dated 2006 supplied by East Sussex County Council. Please note that all data is presented as numbers rather than percentages.

4.4.3 No information on how staff travels to school has been supplied. The draft travel plan states that “the Head teacher suggested staff shared cars to ease environmental concerns and reduce the pressure on the overcrowded car park. This was accepted and reinforced”. This statement indicates that the preferred mode of transport for most of the staff is the car.
4.5 Conclusions Drawn from Existing Information
4.5.1 Eastbourne Technology College has a high number of pupils walking to school and a low number of pupils cycling. However, the survey included in the draft travel plan shows that 50% of the pupils will cycle to school if the cycle facilities on site are to be updated and secured.
4.5.2 Information from the draft travel plan indicates that one third (1/3) of the pupils would use the bus if it was a service only for the school. The ideal solution would be a bus stop directly outside the academy which will allow the staff to effectively supervise the students waiting for the bus, this has not been taken up by East Sussex County Council but as the changes to the school are not excessive it is no longer considered necessary.
4.5.3 An Item indicated by 86 pupils in the survey which is addressed in the proposal is to provide improved and safe cycle storage.

4.5.4 It is anticipated that the catchment area for the new academy will be from the whole area served by the current Academy (See Plan in Appendix 3). It is therefore likely that most students will need to travel approximately the same distance as they do now.
TRANSPORTATION INFRASTRUCTURE
5.1 Highway Network
5.1.1 Brodrick Road, running along the Eastbourne Technology College site, is a local road connecting to residential areas. This road is traffic calmed and is around 6.0 metres in width with footways either side. Also, there are parking bays on one side of the road and parking restrictions at the other side. In front of the school pedestrian entrance is a speed hump.
5.1.2 Brodrick Road connects to Henfield Road with a T‐junction. Henfield Road is a residential road with footways either side.
5.1.3 Brodrick Road also connecting to Lindfield Road with a mini‐roundabout. Lindfield Road is a residential road with footways either side.
5.1.4 Pigs Lane is a footpath near Eastbourne Technology College. The draft travel plan provided states that some of the students use this footpath but they considered it as a risk to their safety and security. Also, the draft travel plan states that “The lighting has recently been upgraded along Pigs Lane. There were imminent plans to cut down the bushes and scrubs along the path to enable a pedestrian to have a clear view of the path and its surrounding areas and see any oncoming danger.”
5.2 Safety Implications On The Local Routes To School
5.2.1 East Sussex County Council’s Highways Department has supplied accident data for the following junctions in the area:

All the above was supplied for the 3 years commencing 01/01/2007. (Detailed information is not included within this Transport Assessment as it is considered to be confidential)
5.2.4 There were no accident records involving personal injuries in any of these junctions.
5.2.5 The above indicates that the risk of accidents to the school children would not be a major factor in the consideration of a new academy in the Brodrick Road area.

5.3 Public Transport Network
5.4 Buses
5.4.1 The Eastbourne Technology College is served by two routes. These are summarised below in Table 3 and the routes are shown in Appendix 4.

5.4.2 The closest bus stops are those located on Brodrick Road and Lindfield Road (see Appendix 4).
5.4.3 The draft travel plan for Eastbourne Technology College indicates that the bus services are an issue for the school as 87 students (source: 2006 draft travel plan) that used the bus service often found that the timetable did not fit with their needs.
5.4.4 According the draft travel plan, the school is in favour for the Bus Company introducing a School Bus Service as the survey shows that 1/3 of the students would use the service, however this is outside the control of Kier Construction or indeed East Sussex County Council as the bus company will only respond if there is a proven demand.
5.4.5 Also, the draft travel plan indicates that the school is in favour of a bus stop directly outside the school. This stop would be used at the start and finish of the school day and would enable staff to supervise students waiting for the bus. The changes of the bus stops are also outside the control of Kier Construction and as there is no change in school numbers, the changes cannot be justified.
5.5 Trains
5.5.1 Hampden Park train station is the nearest train station to the new Academy. There is a service about every 20 minutes from Eastbourne.
5.5.2 The draft travel plan for the Eastbourne Technology College indicates that a small number of students (3 students) use the train.
DEVELOPMENTIMPACT
6.1 Impact Of The Additional Traffic From The New Academy
6.1.1 The adoption of the proposal to replace the existing school and to allow an increase of up to 900 pupils will have minimum impact on the traffic along the local roads around the new Academy.
6.1.2 TRICS Database has been used to calculate the increase in traffic. TRICS Data (shown in Appendix 5) for a 900 pupil school indicates that:

As this is now only an increase from the current 717 pupils, it is anticipated that the additional trips would be:

900 x 0.236 trips equalling 212 trips generated in the morning peak 8am to 9am
As this is now only an increase from the current 717 pupils, it is anticipated that the additional AM trips would be:
212 x 183/900 equalling 43 trips
PM Daily Peak Trips
900 x 0.141 trips equalling 127 trips generated in the afternoon peak 3pm to 4pm
As this is now only an increase from the current 717 pupils, it is anticipated that the additional PM trips would be:
127 x 183/900 equalling 26 trips
6.1.3 The TRICS data analysis indicates that the additional traffic generated by the Academy, 43 additional morning trips and 26 additional afternoon trips, are minimal so they are unlikely to affect the capacity of the existing road infrastructure of the area. It should also be borne in mind that if the school was currently running at full capacity there would be no increase in traffic generation.
6.1.4 The information supplied by East Sussex County Council as to the traffic flows of the Brodrick Road and side roads near the new Academy have been analysed and presented in Appendix 6.
6.1.5 The analysis shows that at the AM peak (8am – 9am) the Academy will increase the eastbound flows by 19% and the westbound flows by 15%. At the PM (3pm – 4pm) the increase at the eastbound traffic flows will be 5% and at the westbound will be 26%.
6.1.6 The analysis supports the opinion of the East Sussex County Council Highways department that the new academy will have little impact on the existing highway network as the pupil roll of the academy will be similar to the existing college.
6.2 Possible Impact Of Residential and Employment Development Sites That may Be Included In The Local Development Framework For Eastbourne Borough Council (LDF)
6.2.1 Eastbourne Borough Council has published a number of possible development sites to meet the regional target agreed by the government and these are made up of mainly an irregular pattern of small development sites throughout the catchment area. It is not possible to calculate whether the total addition of these sites would have any major impact on the number of pupils attending the new academy. It therefore follows that at this stage it is very difficult to anticipate the affect that these development sites will have on the highway network.

Parking
7.1 Car Parking Provisions
7.1.1 A small car park is located north‐west of the college and is used by the users of the sports hall.
7.1.3 The information provided states there are 59 car‐parking spaces on site with 2 disabled bays near the sports hall.
7.2.3 For the re‐developed 900 pupil Academy at the site it would appear that the parking provision should be according to the Supplementary Planning Guidance (See Appendix 7). The information supplied to date infers that the school has 52 teaching staff, 57 non‐teaching staff and 24 support staff, total of 133. According to East Sussex County Council SPG the site should have maximum 81 spaces of which 79 for staff and 2 for visitors. Also, East Sussex County Council SPG states that for a site with up to 200 spaces, 5% of total capacity should be disable car parking spaces.
7.1.4 The current scheme will provide 102 car parking spaces of which 2 will be for visitors and 9 disabled parking spaces.
7.1.5 The proposed site also includes the sports hall which according to East Sussex County Council SPG should have 73 ‐ 77 parking spaces as a stand alone facility. The use of the sports hall during the school hours is low and therefore the parking provision allowing for approximately 20 additional spaces over the maximum required for the Academy use alone should be adequate along with a strictly controlled parking system forming part of the Travel Plan accompanying this Transport Assessment. During out of school hours the parking provided for the Academy will be used by the sports hall users.
7.1.6 The opening hours of the sports hall are:

Table 4 shows that the sports hall morning opening hours are the same as the Academy’s opening hours. But it is reasonable to argue that the busiest time of the sports hall will be after the school has finished, after 15:30.
7.1.7 The proposed plan does not show if a drop off and pick up area will be provided. It has been established that the East Sussex County Councils Development Control Section normally require this provision and it should also cater for buses and coaches. As there is no increase in the attendees over the maximum capacity therefore this provision is not considered necessary.
7.2 Cycle Space Provisions
7.2.1 The construction of a new academy would give an opportunity to encourage cycling by including safe covered storage, locker provision for change of clothing. The East Sussex Parking Standards (See Appendix 7) lay down that there should be 180 long‐term bicycle

parking spaces provided as part of the new development these spaces should be under‐cover and vandal proof. As in the case of other Academies agreement has been reached to provide 100 spaces and the use of these is to be monitored and possibly extended in the future depending on demand.
TRAVEL PLAN
8.1 A Travel Plan has been prepared similar to that submitted with the planning application for the St. Leonards Academy and will accompany this Transport Assessment.
SITE VISIT
9.1 A joint site visit with the Highway Authority was held at the Academy’s opening hours on Wednesday 9th November 2011 and the following points were noted:‐
1. At the morning of the visit there were no problems dropping off the students as there is a long frontage to the Academy protected by no parking zig‐zag lines which were used for this purpose;
2. A small number used the entrance to the Academy and reversed into the road to return in the westerly direction from which they came;
3. It was however noted that Tuesday to Thursday there are staggered starting and closing times of the Academy but on Mondays and Fridays they coincide;
4. It was agreed that the Highway Authority would observe a Monday or Friday but it was considered that as the later opening and closing times were for older pupils the number of cars used in this operation would be minimal compared with the observed Wednesday morning operation for the younger element of the pupils;
5. The new proposed layout of the Academy allows for a drop‐off and circulatory route inside the grounds and therefore the current operation will be superceded by a much safer one;
6. A meeting was held with the Vice Principle and Site Manager who both agreed the principles contained in the draft Travel Plan;
7. It did become apparent that a number of issues such as the layout of the car‐parking and the type and form of the cycle storage are yet to be agreed but these aspects are considered to be relatively minor.

SUMMARY AND CONCLUSIONS
10.1 It is concluded that the re‐developed academy can physically be positioned on the existing Eastbourne Technology College site with a vehicular and pedestrian access from Brodrick Road which will be upgraded for pedestrians and therefore improving the safety of the entrance.
10.2 From the information on the draft Travel Plan provided it can be established that whilst there is a large number of pupils walking to school some parents choose to drop off and pick up their children. There are also a small number of pupils that currently cycle to school.
10.3 As the catchment area of the new academy will be the same as the existing college, it is unlikely to result in some of the pupils having to travel a longer distance to school, and therefore it is not expected that more pupils will travel by car.
10.4 The traffic analysis showed that the additional trips that the new academy will generate are minimal, so the highway network would appear to be able to cope with the additional traffic generated from the new development.
10.5 As the proposed site is well suited for bus services, there are no plans to alter the current arrangements.
10.6 The new academy will use the same car park as the existing sports hall and its use during the day is minimal and therefore considered acceptable.
10.7 It is proposed to provide 102 car parking spaces of which 2 will be for visitors and 9 disabled parking spaces along with 100 covered and vandal proof cycle spaces.
10.8 A travel plan will be introduced to control the use of the car‐park and promote sustainable transport to the new Academy.
10.9 Overall the re‐developed Academy on the Eastbourne Technology College site appears to be suitable in transportation terms.
