NEW DELHI: The Union govern-ment’s efforts to break thedeadlock over the InsuranceLaws (Amendment) Bill,2008, failed with the Con-gress-led Opposition stick-ing to its demand that theBill be referred to a selectcommittee of the Rajya Sab-ha. The Bill seeks to raise thecap on foreign direct invest-ment in the sector from 29per cent to 49 per cent.

NEW DELHI: Women activistson Monday demanded theimpeachment of Justice S.K.Gangele of the Madhya Pra-desh High Court after awoman judge of a lowercourt made allegations ofsexual harassment againsthim.

In a letter to the Chief Jus-tice of the Madhya PradeshHigh Court, A.M. Khanwil-kar, Justice Gangele, mem-ber of the Gwalior Bench,however, said, “If any allega-tion be found proved” he was

ready “even to face the deathpenalty”. Chief Justice of In-dia R.M. Lodha told The Hin-du that he would initiateaction against the sitting

judge after getting a reportfrom the Chief Justice of theMadhya Pradesh High Court.“I will initiate action againstthe judge concerned basedon the report,” he said.

“I resigned [on July 15] incompelling and humiliatingcircumstances to save mydignity, womanhood, self-es-teem and career of mydaughter,” the woman judgesaid. At a press conference,former Additional Solicitor-General Indira Jaising said,“He should be out and sheshould be in.” She demandedthat the woman judge’s re-signation not be accepted.

CJI seeks report on sexual harassment

NEW DELHI: In a bid to end theagitation against the Civil Ser-vices Aptitude Test (CSAT),the Union government onMonday said the English com-prehension skills componentof Paper II in the Civil Ser-vices preliminary examin-ation should not be includedfor gradation or merit. Also,an additional attempt shouldbe given to those who tookCSAT in 2011 in the Civil Ser-vices Examination, 2015.

This is the government’sopinion, Minister of State forPersonnel Jitender Singh saidin the Lok Sabha after theCSAT issue disrupted pro-ceedings in the Rajya Sabhaagain. When some membersasked if CSAT had beenscrapped, Mr. Singh said hehad nothing more to say.

Sources said the govern-ment’s opinion was based onconsultations with UnionPublic Service Commission(UPSC) representatives andthe three-member committeeset up to review the examin-ation pattern. With the gov-ernment revealing its hand,the Department of Personneland Training is expected tochange the examination rules

and notify them at the earli-est. The UPSC will then im-plement the amended rules,sources said.

Earlier, the Rajya Sabhawas adjourned as agitated op-position members demandeda time-bound solution. Rais-ing the matter during ZeroHour, Sharad Yadav (JD-U),who has submitted a privilegenotice against Mr. Singh, ac-

cused the government of go-ing back on its promise toresolve the issue expeditious-ly. Others raised the issue ofthe declaration of the UPSCexamination date and soughta “direction’’ from the Chairto the government.

Intervening, Union Minis-ter of State for ParliamentaryAffairs Prakash Javadekarsaid: “ We are sorting it outand as soon as it is done, wewill let you know.’’ Dissatis-fied with his reply, SamajwadiParty and JD(U) memberstrooped into the Well, forcingan adjournment.

NEW DELHI: Agitating CivilServices aspirants said onMonday night that theywould continue protests asthe government had onlyaddressed a “minisculeissue” by doing away withthe English component ofthe Civil Services AptitudeTest (CSAT). They want theentire paper scrapped.

Lalit Kumar, an aspirant,said CSAT discriminatedagainst Humanitiesstudents. Another candidatesaid: “The governmentseems to have taken thedecision in a hurry to defusethe current crisis. However,it does not resolve the issueas CSAT is based entirely onthe pattern followed by topmanagement schools.”

Also, there is no clarity onhow the recommendationwill be implemented, saidC.L. Educate director R.Shiva Kumar.

“Though the governmentsaid marks for Englishcomprehension skillsshould not be included forgradation or merit, itremains to be seen if theUPSC uses the scores asqualifiers.A statement fromthe UPSC would clear theair.”
