PERFORMANCE LEVEL CRITERIA
APPLICATION AND PURPOSE
Reference
Performance measurement is fundamental principal of management. The measurement
of performance is important because it identifies performance gaps between current and
desired performance and provides indication of progress towards closing gaps. Carefully
selected Key Performance Indicators (KPI’s) identify precisely where to take action to
improve performance.
For IWK, performance Level Criteria should be used to ensure equipment performance
meets required targets and to ensure maintenance / inspection and repair activities are
carried out in a timely and cost effective manner. Also, performance level criteria can help
illustrate the contribution of (normally hidden) asset management activities to the businessbottom line.
3.8.2
IWK CURRENT PRACTICE
Reference
The current performance criteria against which IWK assets are evaluated are mainly high-
level business driven KPI's which have little measure on asset management activities.
These existing KPI's, such as Customer Complaints, are reviewed and updated on a
periodic basis.
IFS as an asset management system struggles to provide the required background data in
an easily usable format to enable the calculation of Performance Measures. This is due to
the inherent IFS system operational capabilities, as well as basic IT problems causing
users to "shy" away from the system.
IWK have requested guidance in what other organisations measure as Asset
Management KPI's.

IWK RECOMMENDED PRACTICE
Reference
IWK to supplement the existing business KPI's with lower level asset management KPI's
as detailed in Section 3.8.2. A list of "typical" Asset Management KPI's is included belowin "Additional/Support Notes".
3.8.2
IWK to develop a hierarchy of Asset Management related KPI's using the brainstorming
approach, with guidance to typical AM KPI's as outlined in the table presented in Section
3.8.2. These would need to be developed in line with Figure 3-30 in the CAMP Manual.

IWK to delegate the Asset Management KPI's to the Asset Management team and have
them responsible for delivery and continuous improvement of asset management
performance.

The various data requirements are detailed in the CAMP Manual as per the section above, IFS should be
capable of supplying this data; and, if configured correctly should be able to provide these KPIsautomatically on-demand.
CURRENT ITC CAPABILITIES
Currently IFS struggles to provide the required data, although it is recorded, due to system speed during
searches and current IFS configuration. KPI's need to be manually calculated as IFS has not been
configured to do this.

Timeframe Reference
IWK to determine the required KPI's related to their specific goals in
asset management. Refer to Additional Support Notes (below) as well
as referring to CAMP Manual Section 3.8.2.
Mid-term 5.6
IWK to define the required format, formula and support data for each
KPI identified above for consistency of reporting across a range of
assets.
Examples of the typical Asset Management KPI's required data and
formulae are included in the CAMP Manual Section 3.8.2.
KPI reporting formats can be found as an Appendix to the CAMP
Manual.
Mid-term 5.6
IWK to consider linking KPI's with personnel for future performance
management.

[1] Typical Asset Management KPI's are divided into the following sub-sections:
Stakes In The Ground (SITG) - Reliability (of plant), Availability (of plant), Nett Present Value, Return on
Investment, HSE Compliance Requirements.
KPI's - Maintenance Costs (by plant, by unit, by discipline as required by owner), Quality Compliance, No of
Equipment Breakdowns, Cost of Unreliability (loss revenue)
PI's - PM Compliance, Work Order Backlog, Schedule Compliance, Cost of Outside Services, Availability of
Spares, Emergency Work.
Others and lower level supporting indicators are detailed in the CAMP Manual.
