CDL Testing and other dramatic happenings!

Let’s Talk CDL

•New contracts for all existing 3rd Party Testers and Administrators•Commercial Learners permits must be held by applicants before a CDL may be issued or upgraded, except upgrades that do not require new skills tests•Third Party Testers must submit to DHSMV a schedule of their CDL Skills Test appointments two business days in advance of conducting those tests•Retest will be the same: scheduled 48 hours in advance•Anyone with a permit will wait 14 days for a CDL test

CDL Continued

• If a Tester had anything to do with the trainee’s 40-hour training process, they cannot test the individual TRAINING-NO TESTING

• Smaller school districts will need to find a close district that can give tests to individuals they have trained

• Let the close district test your people• Limit per year is six (6) to stay active

Under New Contracts……….• Testers can only administer the 3-part of the skills exam in

English-NO OTHER LANGUAGE CAN BE USED• No part of the skills test may be given more than once a day• The 3-Part skills test must be administered and passed in a

specified order: pre-trip, basic, driving• All exam results (pass or fail) must be entered in the

electronic system in a timely manner. For terms of the contract, a timely manner is defined as the following business day which the test was conducted

• New FMCSA regulation will require all new Third Party Testers to pass a national level background check (Cost 43.50 per applicant)

Accident ReportingLooking into a new way to do things

Appriss system at Division of Motor Vehicles (All crashes are entered in this database that occur in the state)

We are doing the same thing!!!!

Accident ReportsNow being completed by the school district

This will take all of the work out of this procedure for the district

DHSMV has the exact same information as we do (the report is theirs)

They just have more of it

Accident Reports

• They will be done automatically

• School district can go in and look at them

• This year we are conducting a pilot program

• Be able to access all the reports-not just the crashes over $1000

Drawbacks

• All reports would be there-every fender bender• Will need to look up the owner to find out who owns

the bus• If you have the report number-you can look it up that

way• I don’t think it has drawbacks!!!!!!!• Drawbacks are all minimal • No sharing of information with anyone else-they will

need to contact DHSMV and buy the report
