Asia-Pacific Economic Cooperation(APEC) is a forum for 21 Pacific Rimmember economies
that promotes free tradethroughout the Asia-Pacificregion. It was established in 199 in
response to the growing interdependence of Asia-Pacific economies and the ad!ent of regional

AP'* members ecept /aiwan(which is represented b# a ministerial-le!el officialunder the
name *hinese /aipeias economic leader. /he location of the meeting rotates annuall# among the
member economies0 and a famous tradition0 followed for most (but not all) summits0 in!ol!es the
attending leaders dressing in a national costumeof the host countr#.
HISTORY
In %anuar# 1990 Australian Prime inisterob aw&ecalled for more effecti!e economiccooperation across the Pacific Rim region. /his led to the first meeting of AP'* in the
Australiancapital of *anberrain 3o!ember0 chaired b# Australian 4oreign Affairs inister
5areth '!ans. Attended b# ministers from twel!e countries0 the meeting concluded with
commitments for future annual meetings in6ingaporeand7orea.
*ountries of the Association of 6outheast Asian 3ations(A6'A3) opposed the initial proposal0
instead proposing the 'ast Asia 'conomic *aucuswhich would eclude non-Asian countries
such as the 8nited 6tates0 *anada0 Australia0 and3ew ealand. /his plan was opposed because
of the member countries in the America Region. and strongl# critici$ed b#%apanand the 8nited
6tates.
/he first AP'* 'conomic +eaders, eeting occurred in 199: when 8.6. Presidentill *linton0
after discussions with Australian Prime inisterPaul 7eating0 in!ited the heads of go!ernment
from member economies to a summit onla&e Island. e belie!ed it would help bring the
stalled 8rugua# Roundof trade tal&s bac& on trac&. At the meeting0 some leaders called for
continued reduction of barriers to trade and in!estment0 en!isioning a communit# in the Asia-
Pacific region that might promote prosperit# through cooperation. /he AP'* 6ecretariat0 based
in 6ingapore0 was established to coordinate the acti!ities of the organi$ation.
;uring the meeting in 199< in ogor0 Indonesia0 AP'* leaders adopted the ogor 5oals that
aim for free and open trade and in!estment in the Asia-Pacific b# 2=1= for industriali$ed
economies and b# 2=2= for de!eloping economies. In 199>0 AP'* established a business
ad!isor# bod# named the AP'* usiness Ad!isor# *ouncil (AA*)0 composed of three

AP'* currentl# has 21 members0 including most countries with a coastline on thePacific ?cean.
owe!er0 the criterion for membership is that the member is a separate economy0 rather than a
state. As a result0 AP'* uses the term member economiesrather than member countriesto refer
to its members. ?ne result of this criterion is that membership of the forum includes/aiwan
(officiall# the Republic of *hina0 participating under the name @*hinese /aipei@) alongside
People,s Republic of *hina(see *ross-6trait relations)0 as well as ong 7ong0 which entered
AP'* as a ritish colon# but it is now a 6pecial Administrati!e Region of the People,s Republic

In the wa&e of the 2==D summit0 economist *. 4red ergsten ad!ocated a 4ree /rade Agreementof Asia-Pacific0 including the 8nited 6tates amongst the proposed parties to an# agreement at
