The MTT’s strategic objectives are as follows:
• Fast track the procurement of the Project and achieve financial close in the shortest
possible timeframe.
• Secure the most competitive offer from bidders, with the best technical solution, negotiated
on the best possible terms.
• Attract and stimulate private sector investment in the MTT’s infrastructure development
programmes.
• Maximise the Metro capacity procured through the Project at the lowest possible cost per
journey.
• Develop a transferrable and scalable model for future MTT PPP projects in Bahrain
TA Scope
The Project scope will comprise of transaction advisory services to be undertaken by suitably
qualified and experienced professional staff and will include financial, technical and legal
elements and studies in the preparation of the Project which is intended to be developed and
executed in a form of Public Private Partnership (PPP).
Stage 1:
Project Definition
• Review and validate/correct the outputs of preliminary studies.
• Carry out the bankability of the project and define the best structure
Stage 2:
Pre-Bid Launch
• Carry out a market sounding exercise and develop the partnership structure
• Preparation of bid documents and pre-qualification of bidders
Stage 3:
Bidding Process
• Issue and manage the publishing of the bid and clarification raised by bidders
• Bid evaluation and preferred bidder recommendation
Stage 4:
Contract & Financial Close
• Bid negotiations with the preferred bidders
• Award of the bid and financial close of the project

the MENA region with a total project
value greater than USD 100 million
each.
• Minimum 3 PPP projects
internationally in a Technical Advisory
role in the last 5 years with a total
project value greater than USD250
million each.
• Minimum 5transport projects
internationally in the last 5 years with
total project value greater than USD 250
million each.
• The technical team leader should have a
minimum relevant Railway Transport
Project experience of 15 years with
significant Light Rail experience.
• Minimum annual turnover in 2017 of
USD 100 million.
• At least one PPP project with
total project value greater
than USD 250 million
advised in the MENA region
in the last 5 years on which
the FA has acted as
government advisor:
• Minimum 3 transport PPP
international projects with
total project value greater
than USD 250 million each
in a Financial Advisory role
in the last 5 years.
• The transaction leader should
have a minimum relevant
advisory experience of at
least 15 years.
• Minimum annual turnover
in 2017 of USD 100 million.
• At least one PPP project with
total project value greater than
USD 100 million advised in the
last 5 years in the MENA
region on which the legal
advisor has acted as
government advisor:
• Minimum 3 international PPP
projects with a total project
value greater than USD 250
million each in a Legal
Advisory role in the last 5
years:
• The legal team leader should
have a minimum relevant
advisory experience of at least
15 years.
• Minimum annual turnover in
2017 of USD 100 million.
