National Disaster Management Authority (NDMA), Government of India, Ministry of Environment & Forests,
Government of India, Petroleum & Natural Gas Regulatory Board, India (PNGRB), Federation of Indian
Chambers of Commerce and Industry (FICCI) and Government of Karnataka have joined hands in organizing
a Conference to discuss On-site/Off-site Emergency Planning by Industries, Emergency Response Disaster
Management Plan (ERDMP), Hazardous Waste Management (HWM) and Safe Transportation of Petroleum,
Petroleum Products, Gases through Pipelines & POL Tankers.
National Disaster Management Authority (NDMA), Government of India was constituted in Sept, 2005
consequent to enactment of Disaster Management Act, 2005. Hon'ble Prime Minister of India is ex-officio
Chairman of NDMA. NDMA, as per its inter alia mandate, has brought out National Guidelines on (i)
Chemical (Industrial) Disaster Management (CIDM) (ii) Medical Preparedness & Mass Causality
Management and (iii) Chemical (Terrorism) Disaster Management; the objective of the guidelines is to
strengthen prevention, mitigation and preparedness measures; minimize accidents; and set up an effective
mechanism to respond to disasters.
Petroleum and Natural Gas Regulatory Board, India (PNGRB) was established in 2007 subsequent to an
Act of Parliament. The objectives of the board are to regulate refining, processing, storage, transportation,
distribution, marketing and sale of petroleum, petroleum products & natural gas, excluding production of
crude oil & natural gas. One of the functions of the Board is to regulate technical standards and
specifications including safety standards. The Board has formulated Technical Standards and Specifications
including Safety Standards for City or Local Natural Gas Distribution Networks, Regulations, 2008. It has also
finalized the draft Codes of Practice for Emergency Response and Disaster Management Plan (ERDMP)
which has been hosted on its website.
Federation of Indian Chambers of Commerce and Industry (FICCI), an apex industry association, has
organized several training & education programmes in all major industrial sectors in coordination with
accredited Indian and global agencies. Disaster Management has been selected by FICCI to raise
awareness of the industrial sector and of NGOs, District & State Authorities including Statutory Agencies as
well as all the stakeholders in the community who are most vulnerable during disasters.
The conference will provide a platform for exchange of information and technical know-how to the entire
Indian chemical industry including petroleum, petroleum products & natural gas industry. This will also help
to reduce, through better emergency planning, the menace of on-site incidents and accidents associated
with handling, storage, warehousing and transportation of hot metals/chemicals/oil & gas/petrochemicals
leading to off-site emergencies. A Mock-Drill Exercise will also be conducted during this programme.
