Summary 

The purpose of  this  change  request  is  to  request  extensions  for projects  that have  suffered delays, nominate 

projects  that  can  be  delivered  earlier  and  propose  substitute  dwellings  for  all  undeliverable  dwellings.    The 

change request encompasses 175 dwellings, more than are strictly undeliverable or affected by delays, due to the 

upcoming  deadline  for  delivery  of  dwellings  associated with Round  4  allocations  (30/06/2014).    To  enable  all 

dwellings  to be delivered  in  an  acceptable  timeframe, Round 4 projects  suffering delays  are nominated  to be 

“swapped” with Shovel Ready projects that are running ahead of schedule.  The change request thus needs to be 

viewed holistically rather  than on a dwelling by dwelling basis.   Although a dwelling  level summary  is provided 

below, the more relevant summary  is the  impact summary which follows.   This summary demonstrates that the 

overall impact of the changes requested is negligible.

Impact of Overall Proposal 

Although changes are requested to 175 dwellings, the overall effect of this proposal is negligible as demonstrated 

by the summary tables below.   The necessity of swapping Round 4 allocations with Shovel Ready allocations to 

ensure deliverability within the required timeframes has meant that this change request cannot be meaningfully 

viewed on a dwelling by dwelling basis.  The changes requested should instead be viewed holistically.

Special Conditions (Tenant Priority) comparison – non‐deliverable and proposed replacement projects 

As many projects  affected by  this  change  request were  awarded under  the  Shovel Ready  round of NRAS,  the 

overall effect of this proposal on delivery of dwellings with special features was considered.  Many of the special 

conditions  such as energy efficiency  ratings, hot water  system  ratings, air ventilation and energy efficient  light 

bulbs are very similar if not identical across projects and have not been compared.  The special conditions of note 

are  the use of universal design  features and  the suitability of  the dwellings  to  tenants with special needs.   The 

original allocations and proposed allocations with these features are compared below:

which projects that were offered at greater than 20% discount to market rent were given higher weighting in the

Quantum has  sourced additional dwellings  in project approved under both a Round 4  change  request and a 

shovel ready application  in  the suburb of Armadale.   The project was offered 7 allocations out of a  total of 8 

applied  for  (10 dwellings  in  total  in  this project, 2 of which were already approved under a Round 4 change 

request).  An additional two bedroom dwelling in this project can be delivered into the Round 4 timeframe.  As 

the proposed substitute dwelling is located within a previously approved project an assessment of need has not 

been conducted again, but the key statistics are shown below:
