1. Project Overview
1.1 Project address: 4732 Brooklyn Ave NE, Seattle, WA 98105
1.2 Site Development: Demolition of the existing Safeway and parking lot. Replacement
with a larger Safeway to fill the lot and 6 stories of residential apartment units above and two
levels of underground parking.
2. Construction Communication
2.1 Contact Person: Senior Superintendent, Scott Lindsay, is the Contact person for the
local community. His email is scott.lindsay@katerra.com, his mobile phone number is (206)
637-2722 and office number is (206) 900-8806.
Any change in the contact person will be notified to SDOT and the Construction Notification list
via registered mail, email (if available), and updates on project website as applicable during
subsequent notification.
2.2 Construction Notification List: Attachment 1 - Construction Notification List
identifying affected parcel owners, neighbors, and area businesses that will receive direct
notification of planned and emergency construction activities as shown on map under
Attachment 1.
2.3 Communication methods: Communication will be via printed handouts distributed
to the parcel owners and affected parties identified on the notification list in person as well
as via US mail and via email (where available). Additionally, printed handouts will be
distributed to the City of Seattle University Customer Service Center located at 4534
University Way NE, Seattle Fire Station 17 located at 1050 NE 50th St and the UW Police
Department located at 3939 15th Ave NE. Language of communication to follow
predominant language of the neighborhood/district.
2.4 Notification timing & tracking: The contacts on the Construction Notification List
will be notified as activities progress. The tentative plan is below:

2.5 Construction Project and Known Special Events in the Vicinity
The applicant will coordinate with any existing/proposed construction projects and
future special events (parade, run, marathon, community event). ROW use shall be
coordinated with SDOT 10 business days prior to special events
3. Construction Noise and Sensitive Receivers
3.1 Construction Hours
A. Standard Hours of Construction
• Most of the construction activity will be limited to standard construction
hours between 7AM and 6PM on non-holiday weekdays. Construction
workers may arrive at the site prior to standard start times; however, noisy
set-up activity will be prohibited prior to 7AM.

B. Weekend Hours of Construction
• The weekend hours will be 9AM to 6PM on Saturdays and Sundays. For
Sunday work, contractor to contact SDCI-Noise control and obtain temporary
noise variance.
C. Night Hours of Construction (6PM to 7AM on non-holiday weekdays)
• Night time work will be coordinated with the city and SDOT. The work will be
limited to scope that cannot be performed during standard, evening, or
weekend shifts. A 72-hour advance notification will be provided the
Construction Notification list. If work is intended on being performed outside
standard construction hours, contractor to contact SDCI-Noise control and
obtain temporary noise variance.
3.2 High noise-generating activities
• Demolition
• Shoring & Excavation
• Concrete pumping – daily during standard and weekend hours noted in 3.1
• Concrete sawing and removal (Site Improvement work) – rarely during
standard and weekend hours noted in 3.1
3.3 Noise-sensitive receivers
• The applicant acknowledges and identifies potential sensitive receiver
neighbor in Nolan Apartments. The applicant will coordinate with the
apartment building to avoid any discomfort to their residents.
3.4 Construction noise management
The applicant will use the following techniques to minimize construction noise and
vibration.
A. Timing Restrictions
Most activities will be limited to standard construction hours as noted in Section
3.1.
• Impact types of equipment like pavement breakers, impact drills,
jackhammers and other impulse noise sources will only be used between 8
a.m. and 5 p.m. on weekdays and between 9 a.m. to 6 p.m. Saturdays only;
approved variance will be required for work outside these hours.
• Efforts will be made to reduce noise and vibration levels from construction
activity during night-time work as defined in Section B. Potentially intrusive

work will be accomplished as much as possible during standard working
hours. If necessary, quieter work will be performed during the evening hours.
General Contractor acknowledges responsibility for subcontractors who are
not adhering to the noise ordinance
B. Noise Reduction Technologies
• "Ambient-Sensitive Broadband Alarms" will be used for all trucks and
construction vehicles fitted with alarms. Ambient-sensitive alarms adjust the
alarm noise level to 10dB above ambient noise lever - these alarms operate
at a lower dB level than fixed dB alarms.
• Loud talking or other miscellaneous noisy activities are prohibited outside of
scheduled working hours. Music is not part of the construction process and
will not be allowed on site.
• Construction of noise barriers near fixed engines will be on an as-needed
basis.
• The applicant will make every effort to manage the work to avoid noise
variances, and any street closures beyond those described in other sections
of this plan. However, as is typical for urban construction projects, there will
be times when such variances and additional street closures will be required.
Neighbors will be notified at least 72 hours in advance of any work requiring
noise variances, and street closures beyond those described elsewhere in
this plan.
4. Construction Milestones

a. Demolition: Will include the Demolition of the existing Safeway and
parking lot.
b. Shoring / Excavation: Excavation of the entire lot down to a depth of
about 22-24ft (as required for structural footings and fill). Shoring
system potentially to be soil-nail system.
c. Foundation: Mix of continuous strip, isolated pier footings and mat
slab under core walls.
d. Shell & Core: 3 stories of post-tension slabs with concrete core shear
walls. Shell will be a rainscreen exterior wall system.
E. Construction parking management for each phase
Construction personnel will be encouraged to use public transit for commuting
to/from the project site. There are no bus routes on Brooklyn Avenue NE,
however, King County Metro has bus routes along NE 50th Street, 12th Avenue
NE, and University Avenue NE. Bus stops along these routes are within a
reasonable walking distance to the project site.
Construction personnel will also be encouraged to carpool to work and utilize
the available carpool lanes in lieu of single occupancy vehicles.
These methods will be applicable to all phases of construction.
1. Off-site Construction Worker Parking
1.1 Location Identify where construction worker parking will be located and how it will be
managed. Include:

Avenue NE, and University Avenue NE. Bus stops along these routes are within a
reasonable walking distance to the project site.
Construction personnel will also be encouraged to carpool to work and utilize the
available carpool lanes in lieu of single occupancy vehicles.
B. Estimated schedule of when construction workers may park in any parking stalls
constructed on site for the purpose of worker parking.
Parking within the project site during construction is not planned.
6. Right of Way Use
6.1 SDOT Coordination
Right of way use must be approved by SDOT prior to beginning work. SDOT requests right of
way use planning happen at least 3 months prior to beginning work. Contact SDOT Street
Use at SDOTPermits@seattle.gov or (206) 684-5253 for current review and submittal lead
times.
6.2 Material management Identify where truck and material movement will be
located. Identify the following on a schematic:
• Staging and off-site queuing locations

o Staging and queuing locations are located on Brooklyn along the west side of
the project. There will not be any off-site queuing of trucks permitted.

6.3 Pedestrian mobility Identify where pedestrian mobility is being maintained for
each phase of construction per the requirements outlined in the SDOT DR 10-2015
Pedestrian Mobility in and around Work Zones Director’s Rule. Include the following on a
schematic:
• Sidewalk closures and pedestrian mobility per frontage for working hours
o See Attachment 2. The sidewalk along the entire frontage of the project site
along West side of Brooklyn Avenue NE will be closed for the duration of the
project during the work hours.
• Sidewalk closures and pedestrian mobility per frontage for non-working hours
o Pedestrian mobility along Brooklyn and NE 50th will be maintained during non-
working hours in section 3.1
o We will further update this section as we develop the Traffic Control Plan for the
site closer to the start of construction per the city timelines to ensure pedestrian
safety and mobility is adequately maintained.
• Transit stop closures and/or relocation locations
o There are no transit stops along Brooklyn Avenue NE. At this point, while the
design develops, we will endeavor to not affect the bus routes on NE 50th Ave.
6.4 Street closures Identify parking and travel lane closures for each phase of
construction. Include the following on a schematic and include estimated hours (24/7, peak,
or off-peak hours, etc.):
• Parking lane closures
The parking lane along the west side of Brooklyn Avenue NE is anticipated to be closed at
peak hours and no parking 24/7 during demolition, shoring & excavation and Concrete
Structures and Finishes portions of the project.
• Bike lane closures (re-routes and/or detour locations)
There are no designated bike lanes along Brooklyn Avenue NE.
• Travel lane closures

Travel lane closures anticipated during Tower Crane erection and dismantling stages, Mat
Foundation pours as well as during concrete pours (once a week during this duration).
This will be addressed in the future through the Traffic Control Plan.
7. Traffic impacts and Traffic Operations Center Infrastructure
Traffic Infrastructure requiring temporary relocation: Infrastructure will be relocated in a
permanent fashion in a location providing comparable view and then returned to the
original location upon completion of the project at the project’s cost, unless otherwise
approved by the TOC Manager.
