Summary: During the month of January on the Oklahoma Capitol Exterior Restoration Project, exterior tunnel work was completed. Lincoln Boulevard was reopened in mid-January and will be re-striped in early February. The interior finishes in the tunnel will start in 2019, however, the tunnel will remain closed until the new Visitor’s Center is complete. The South Portico door installation was complete in early January ahead of the inauguration of the new Governor. The handrails for the lower South Plaza and the southwest ramp were installed in January. The temporary pedestrian protection was installed for the Southwest entry which allowed it to be re-opened at the end of January. Now that this entry is open, the Southeast entry has been closed while construction for the new Visitor’s Center is in progress. The West Wing South Elevation (Juliette) scaffolding was completely dismantled in January. The West Wing North Elevation (Lima) glass installation on phase 1 was also completed in January, along with the paint and sealant work. Interior storm window installation started at the end of the month and should be complete on phase 1 in early February. Phase 2 glass installation began in late January and will complete at the end of February. All exterior steel and cast iron frame repairs were completed in January. Paint and sealant work is on-going on phase 2 and will be complete at the end of February. The installation of the copper gutter lining is on-going and will be complete in mid-February in time for our final exterior skin punch list in March. The copper roofing replacement work has continued on the south wing. Over the last several weeks we have been working to repair the old and rotting substrate at the main sloped roof as well as the gutterways. New marine grade plywood framing is now complete in the gutterways and new roof drains and piping have been installed. The first sections of flat lock copper have been installed in the southeast (India) gutterway. At the main slope we are replacing all existing plywood. Once the existing plywood is removed, we review the existing substrate with our structural engineer to determine what 1x6 decking has to be replaced due to rotting. A large amount of rotting was found around the skylights of the south wing. This rotting included the 1x6 decking and the wood sleepers that are recessed into the concrete deck. Now that the substrate repairs are wrapping up on the sloped roof and around the skylights, we can begin framing the new skylights in February to receive copper. On the north wing, we expect to begin copper removal of the entire sloped roof at the beginning of February. This will allow us to analyze existing conditions and determine if extensive repairs need to be made to the substrate as we saw on the south wing. Please refer to the subsequent pages of this report to review photos of existing roofing conditions and re-roofing progress.

We recently completely another round of rigging training for our exterior restoration trade partners and our roofing crews. This rigging training included using virtual videos to learn proper hand signals as well as actual training on-site using the tower crane. Proper rigging training is important to ensure all materials that are being hoisted are secured properly before being lifted into the air.

Copper Re-roofing Update
Below Photo No. 1 shows a portion of the existing 1x6 wood decking that has had to be replaced on the south wing. This particular section is downslope from the southeast skylights. Photo No. 2 shows the installation of new 1x6 wood decking and plywood.
The following ZFI roof reports document the steps we are taking to make repairs of the existing substrate and also documents an unforeseen anchorage condition at the southeast and southwest gutterways.

India Slope of Repair Walk #2
Location: South End of South Wing (Gamma and India slopes) GeneralComments: The purpose of this walk was to evaluate the condition of the first expanse of exposed wood decking. At the time of the visit, a significant portion of the south half of the south wing had had the existing copper roofing and plywood underlayment removed. This exposed the 1x6 existing decking for evaluation. Removal of tar paper (between the decking and the plywood) was on-going. The walk consisted of marking (with orange paint) those specific decking boards that needed to be replaced and also general areas of decking that needed replacement. JEDunn was tasked with quantifying the total amount of replaced decking in this walk. Isolated locations requiring additional attachment using Aggre-gator concrete anchors were also noted. Existing nails that had popped up should be driven flush with the decking or supplemented with new nails per the repair documents.

RepairDiscussion Portions of the decking had been removed in isolated locations and exposed the wood sleepers and concrete fill below. This was primarily at the ridge and at portions of the area that tied into the gutterway behind the east and west parapets. Demolished sleepers will be repaired prior to decking repairs.

Decking appeared to be 1x6 material (~3/4” thick). In general, the decking was in good condition. Isolated areas of rot were encountered (the aforementioned ridge demo location and at the gutterways both pictured above). Split boards were observed in various locations and were typically required to be replaced between sleepers. Splits generally followed the length of the board and tended to originate at nail heads. Occasionally entire lengths of board were called for replacement due to extents of the splits.
Overcutting of the plywood also damaged some decking boards, requiring replacement or additional attachment. All efforts should be made during future demolition operations to avoid overcutting the plywood and damaging the existing decking. Based on this evaluation, there is a high likelihood that damaged decking will be in isolated locations only.

Some small areas of rot/decay were noted along the limestone at the south edge of the roof. This appeared to be the result of the transition detail between the copper and the limestone at this location.

Site Phasing Plan:
The site phasing plan is a broad representation of the work flow for the Capitol exterior rehabilitation. Beginning with Alpha (west elevation of the north wing), scaffolding was constructed continuing on to Bravo, Charlie, Delta and Echo. We construct a phase of scaffolding at a time, which is followed by hazardous material removal, window restoration, and stone and lighting repair. As each phase is complet-ed, the scaffolding will be disassembled and reassembled on similar elevations. This site phasing will occur for the duration of the rehabilitation until all work is complete, and the State Capitol is back to its original beauty and functionality.

Site Utilization Plan:
Per our site utilization plan, the JE Dunn trailer compound is the designated area for our staff members,trade partners, and material storage areas. It currently houses four field offices.
Our site fencing is a revolving system that isolates our work area from the public as we move around the Capitol building, helping to ensure a safe work environment.
The gravel lay-down areas are designated paths where machinery, supplies, and equipment are stored and provide a roadway for machinery to move supplies to and from the job site. The gravel will also serve as a protective barrier of the subsurface. Fence gates mark all areas where access can be gained to the job site for material and/or equipmentdeliveries, emergency access, or personnel access. These gates remain closed and are locked every night to ensure a safe work environment.
