You’ve probably heard that employ-ment is a “lagging indicator” of theeconomy. That means that even after

the U.S. economy is officially pronounced“out of recession,” unemployment is likely to remainhigh and hiring slow for many months.

If you’re unemployed, that’s discouraging news.More encouraging may be that recent temporarystaffing data seems to be signaling that the worst ofthe job losses for this recession are nearing an end.

How can temporary staffing data predictthat? “Temporary-help employment tends to bea leading employment indicator coming out of arecession,” said Steve Berchem, vice presidentof the American Staffing Assn. in Alexandria, Va.“Three months after temporary employment startsto grow consistently, non-farm payroll employ-ment typically starts to increase.”

If that historical post-recession trend holds truethis year, full-time hiring in the U.S. may begin toincrease before the end of the year.

“For the week that ended Aug. 9th, our weeklyindex showed five consecutive weeks of growth,”said Berchem. “That’s something we haven’t seensince 2007. We’re also hearing anecdotally that our

members are seeing demand pick up.“Keep in mind,” Berchem continued, “even when

full-time hiring picks up, unemployment may not comedown quickly. In fact, it may tick up initially because,as the economy improves, people who left the jobmarket because they grew discouraged will likelyflood back into it and start searching for jobs again.”

Meanwhile, Berchem urges unemployed job hunters to take advantage of temporary as-signments, which provide opportunities to earn competitive wages while keeping skills and work references current, and even acquiring new skills and industry experience. “People should remember we employ approximately 2 million people a day in the U.S.,” said Berchem. “With turnover, that means our industry will employ at least 5 million people before the end of the year.”

Brandi Britton, a Los Angeles regional vice presi-dent for global staffing company Robert Half Inter-national, said she has seen an increase in temporaryopportunities in information technology, accountingand other fields.

“Although employers are still cautious about hiring[full-time staff], we are seeing an uptick in temporaryprojects,” she said. “Some clients that had projectsthey put on hold last year are finding they can’t putthose projects off any longer. Also, for some projectspreviously staffed by full-time employees, companiesthat trimmed their employee count are now reachingout to use temporary employees.”

Britton said she’s also seeing an increase in“temp-to-hire” opportunities, which involve temporarypositions that eventually convert to full-time jobs.“This is a good sign,” she said, “because it suggestsemployers are thinking they may be hiring full-timesomewhere down the road.”

Britton said temp-to-hire opportunities are agreat way for unemployed people to land new jobs.“There’s no better way to get a full-time job than to bein a job,” she said. “By that I mean if you’re in a seatdoing a job well as a temporary employee when thecompany opens up its full-time hiring again, you’relikely to be the first — or among the first — peopleconsidered for that vacancy.”

“It’s quite common for a temporary position toevolve into a full-time job with the same organization,”confirmed Berchem.

For temp-to-hire opportunities, expect to beinterviewed by both a representative of the staffingcompany and a representative of the company offer-ing the position. Staffing firm clients may even ask tointerview you for relatively brief assignments. “Moreclients today want to meet people before bringingthem onboard for assignments,” noted Berchem.

If you’re not offered a temp-to-hire opportunity,don’t underestimate the value of short assignments.“If someone demonstrates his or her value to acompany in a short two- or three-day assignment,it’s not uncommon for that person to be invited backfor another [temporary] assignment or temp-to-hireopportunity that comes up in the same company,”said Britton.

Treat the role as you would a full-time job: Arriveon time, dress appropriately and don’t use companytime for personal texting, Web surfing or phone calls.

“Exceed expectations,” urged Britton. “No matterhow short or long the assignment, it’s amazing howthat can result in additional opportunities.”
