The Virginia State Council of HigherEducation composed this master plan for the development ofpublic higher education in the state for the decade1967-77. Part I discusses the factors influencing the Plan:the college-age population growth, college attendance rate,loss of students through migration, under-educated adults,increasing urbanization, increased technology, and highstudent costs. F; t.,e broad goals for Virginia higheredacaticn are offered. Part II presents the basiccomponents of the Plan. These are titled: 1) state planningas a joint venture for all higher education; 2) a patternfor orderly growth in enrollments; 3) no additional 4-yearpublic institutions; 4) institutional roles and functionsconsistent with state and national needs; 5) a statewidesystem cf comprehensive community colleges; 6) coordinatedopportunities for continuing education; 7) mobilization ofresearch and technological resources; 8) a reasonable levelof student tuition charges; 9) sufficient student financialassistance; 10) state financial support for quality highereducation; and 11) continuing leadership in the developmentof statewide policies for higher education.
