June Five Year Forecast Update

Revenue Overview

- FY20 Real Estate Revenue increased over the previous year due to higher delinquency tax collections and higher collections rates.

- The FY20 and FY21 projected reductions in state funding will offset a portion of budget equalization reductions the district is putting into place next year.

Expenditure Overview

- Purchased services and salaries, the district’s largest expenditures, continue to grow year-over-year.

- For the current fiscal year, higher repair costs were the main driver of the increase in purchased services.

- One-time cost increases associated with the LED project increased capital outlay by $2,500,000 between FY20 and FY21.

- The budget equalization plan significantly reduced projected expenditures over the next five years

- Increases in real estate tax revenue was the main factor that revenue exceeded the October forecast projections

Declining Cash Balance

- Even with the budget equalization plan in expense reductions totaling $1.3 million, the district is projected to begin deficit spending next year. This will reduce the cash balance each year. By FY24, the district’s cash balance is almost completely liquidated.
