Saint Vincent & the Grenadines
Energy Conservation Education and Awareness Programme (ECEAP)
12th December 2011
D. Alexandra Blason
Context: Energy Efficiency Study SFA 2006
EU funded project aiming at identifying potential for energy savings in government owned buildings
Implementation period: January-November 2010
Activities: Energy audits in 70 facilities
Energy management plan
Energy consumption forecast
Energy Conservation Education and Awareness Programme for government employees (ECEAP)
3
Main purpose
The main purpose of the ECEAP was
to support the energy conservation technical measures
by promoting “energy efficient” practices among the employees of government facilities.
4
Background
Previous Awareness campaigns in SVG
The National Campaign on Dengue Fever
The Dietary National Campaign
The HIV-AIDS National Campaign, etc.
Previous EE Awareness campaigns
VINLEC Campaign
Energy saving bulbs campaign
Experiences from EE campaigns in other countries (Cuba, Chile, South Africa, UK, USA, …)
SOME LESSONS LEARNED
5
Background
What makes an awareness campaign become a success?
Insertion in a more ambitious behaviour change programme
Support from policy and decision makers
A successful design phase
Use of well-tailored communication channels and tools
Use of good-quality monitoring and evaluation tools

Sub-groups Characteristics Implications
Top Management
This is the smallest sub-group (+- 20 persons) of our target audience, composed of the highest level SVG’s political decision makers: Prime Minister, Governor, Members of SVG Cabinet (ministers) and permanent secretaries.
Educational activities via formal channels (memorandums, formal interventions in SVG Cabinet meetings, etc.).
Middle management
This group included +- 160 intermediate managers (department or unit directors) in charge of taking operational decisions and passing information (top-down/bottom-up).
Educational activities (workshops, conferences and diffusion of scientific information) via formal channels (memorandums, circulars, official invitation and letters).
They could be also motivated by an EE competition and the EE label. Other events such as the EE week would also be motivation.
Operating staff
This is the largest group, composed of +-5000 civil servants in charge of operational tasks in different fields (specialists, researchers, doctors, teachers, etc.).
Attractive graphic mass communication campaign and mass communication events, such as the EE week or the EE competition.
Analysis and Segmentation of Audiences
8
Analysis and Segmentation of Audiences
• Characteristics : Energy Efficiency Quiz (EEQ) on a sample of 125 employees
9
Main Findings:
Good knowledge of SVG energy mix: 68% of questioned people marked right answer
89 % of questioned employees did not know the annual electricity consumption / the monthly energy cost in their work place
Confusion about principal energy consumers: most of the questioned employees consider “computers” are the principal energy use
Motivation : decreasing energy bill, climate change, air pollution
Lack of visibility of Government’s initiatives: 60 % didn’t answer or answered “don’t know”
Analysis and Segmentation of Audiences EMPLOYEES’ KNOWLEDGE OF ENERGY MATTERS
10
Implementation GENERAL OBJECTIVE
Main goal is to raise awareness of the importance of everyday energy efficient uses and behaviours in preserving the
environment and reducing the impact on the climate change among civil servants and other employees of government
owned buildings.
11
Implementation SPECIFIC OBJECTIVES
Spread information and educate people on economic and environmental effects of non-renewable and non-efficient energy uses
Promote everyday energy efficient practices and show their economic and environmental impact
Promote the EE Programme of SVG Government
12
Implementation APPROACH
1. Segmentation of audiences
• Limited period of time (2 years)
o Step 1: education actions (decision makers, opinion leaders and
more concerned employees)
o Step 2: mass communication actions (the rest of civil servants).
(The ECEAP could be considered as a pilot initiative for a future EE national or regional awareness campaign)
2. Schedule for the campaign implementation
13
Implementation APPROACH
3. Three ideas to captivate people’s attention
“Think global” and “act local”
“Act now”
The link between “present” and “future”
14
Implementation APPROACH
4. Three types of messages
DID YOU KNOW?
• The necessity of energy conservation by explaining the impact of the energy consumption on the environment and SVG economy
WHAT CAN I DO?
• How people consume energy in their life and every day energy saving solutions.
WHAT THE GOVERNMENT DOES?
• The investment options for saving energy with a good return rate
15
Implementation APPROACH
5. An attractive name, slogan and visual identity
6. Innovative communication tools • Posters,
• Screen savers,
• T-shirts,
• Etc.

National Competition : Shortlist of 5 “candidates” from over 30
submissions
1. Everyone switch one for a brighter future.
2. Energy Efficiency means less environmental impact, act today - save tomorrow !
3. Act without delay ! For a brighter tomorrow, Conserve Energy Today !
4. Start switch off today or tomorrow we’ll surely pay !
5. Saving Energy Today Ensures a Brighter Tomorrow : Ask How, Conserve Now!
18
Implementation CONCEPTUAL AND VISUAL IDENTITY
“Save SVG Energy”
This name summarizes the idea of “urgency” and makes a link between a global problem (Save Energy) and the local context (in Saint Vincent & Grenadines).
